The CIO primarily provides swimming facilities at Ashburton Swimming Pool (outdoor) for the people of Ashburton and the surrounding areas. The pool is open from May until the beginning of September each year and during that time is open on a daily basis with a variety of different swimming sessions to suit the different needs of the community so as to have the greatest impact on improving the lives of the community. These include general swimming, lane swimming for fitness, lessons as well as a variety of other activities such as water polo. Through the provision of lessons and guidance from the lifeguards, the CIO also ensures that the public are educated in water safety.

Achievements and performance 

## Section D 

**Summary of the main achievements of the charity during the year** 

The period of 23/24 saw us taking on a new manager and several changes to the trustees. The new manager had experience running a swimming pool and had recently moved to the area. The Trustees also employed 10 lifeguards over the summer season, who all received safeguarding training and regular updates to ensure that their qualifications remained up to date and compliant with Royal Life Saving Society UK regulations. We saw the pool regaining popularity after some tricky years through COVID, but as an outdoor pool we were subject to weather conditions, so may have been more profitable with more sunshine.  We feel that the community have been very supportive of the pool,  volunteer sessions have been well attended with friends and neighbours turning up to paint, clean and fix the area surrounding the pool before and after the season. This work effort is hugely valued by the trustees and is very much a part of our seasonal calendar. In November 2023 we launched a fundraising drive to raise £100,000 toward the cost of re-opening the pool from the 2024 season onwards. We received pledges of £120,000 and eventually received donations to the value of £51,000.

**Brief statement of the charity’s policy on reserves** 

**Details of any funds materially in deficit** 

The charity aims to hold enough reserve to support the day-to-day cash flow of the pool over poor ticket sales. With the pool being seasonal and open air, the weather has a huge impact on its main income so good years reserves are used to cover for multiple poor years. The charity also aims to build reserves to support replacement of equipment that has a life span such as the pool plant filters.

The key income of the swimming pool is through ticket sales, a combination of season tickets and day passes. This is also supported by activities such as private hire, lessons and special events. However, the above doesn't cover the full cost of keeping the pool open and running, especially with the inevitable costs of equipment replacement, grounds maintenance and general upkeep and improvement. 

Therefore, the pool is also reliant on grants and especially fund-raising activities to support the general income.

## **Independent Examiner’s Report to the Trustees of Ashburton Swimming Pool Charitable Incorporated Organisation (‘the CIO’)** 

I report on the receipts and payments account and statement of assets and liabilities of the CIO for the period ended 31 March 2024 which are set out on pages 8 to 9. 

## **Respective responsibilities of trustees and examiner** 

As the charity’s trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).  The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. 

## It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act, 

- to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Charities Act, and 

- to state whether particular matters have come to my attention. 

## **Basis of independent examiner's statement** 

My examination was carried out in accordance with general Directions given by the Charity Commission.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- 1 which gives me reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the Charities Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charities Act 

have not been met; or 

- 2 to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
