The CIO primarily provides swimming facilities al Ashburton Swimming Pool loutdoorl for the people of Ashburton and the surrounding areas. The pool is open from May until the beginning of September each year and during that time is open on a daily basis with a variety of different swimming sessions to suit the different needs of the community so as to have the greatest impact on improving the lives of the community. These include general swimming, lane swimming for fitness. lessons as well as a variety of other activities such as water polo. Through the provision of lessons and guidance from the lrfeguards, the CIO also ensures that the public are educated in water safety. Section D Achievements and performance Summary of the main achievements of the charity during the year The 2022 season got off to a rocky start. Helen, our paid manager had retired at the end ofthe previous season and so we recruited and handed over to a new manager during the winter. Unfortunately. two weeks before opening, he handed in his notice requiring the Trustees to finish off preparations and then start the season. Unfortunately, il also transpired that preparations where not as advanced as had been reported, especially in the area of lifeguards. We had been suffering from the same lack of trained staff as pools nationally post-pandernic and so had offered funding for training io potential lifeguards and although several had signed up and completed their training, they were only suitable for the junior roles, and we had insufficient experienced staff for the early part of the season leading to us having to close for several sessions. Luckily, we soon found Justin. a local swimming instructor who took on running the site and the lifeguard team for the rest of the season. The season then settled down and ran reasonably smoothly although the ongoing leak seemed to be steadily worsening. We arranged for an inspection via divers who identified a crack running along the deep end just under the skimmers and a potential crack in the outlet at the bottom of the deep end. We managed to keep on top of this for the season by regularly lopping up the pool although this will need 8 proper fix over the next year or 0. Several local pool companies have been approached for quotes to resolve this. We still have an on-going dispute with Teignbridge Council and South West Water about the transfer of the water account which we are trying hard to conclude. Our other issue was a national shortage of pool chemicals which very nearly led to us closing several weeks earlier than intended. In November we had a well-attended AGM, and we were fortunate to recruit two new truslees. Andrew Hamlyn and Jerry Griffiths. Over the winter we again recruited for 8 manager, this time for someone who could also cover pool plant and developing the pool offering, we found two strong candidates and appointed and trained up Sean for the 2023 season. Our significant short-tem challenge will be to fundraise and then repair the leak which, aside from the environmental implications, is starting lo have an noticeable impact on our finances due to the additional cost of replacing, heating and adding chemicals to the lost water. Section E Financial review The charity aims to hold enough reseNe to support the day-l0daY cash flow of the pool over poor ticket sales. With the pool being seasonal and open air, the weather has a huge impact on its main income so good years reseNes are used to cover for multiple poor years. The charity also aims to build reserves to support replacement of equipment that has a life span such as the pool plant filters. This is also supported by activities such as private hire, lessons and special events. However, the above doesn't cover Ihe full cost of keeping the pool open and running, especially with the inevitable costs of equipmenl replaMent, grounds maintenance and general upkeep and improvement. Therefore, the pool is also reliant on grants and especially fvnd-raising activities to support the general income. Independent Examiner's Report to the Trustees of Ashburton Swimming Pool Charftable Incorporated Oryanisation {*he CIO'I I report on the receipts and payments account and statement of assets and liabilities of the CIO for the period ended 31 March 2023 which are set out on pages 8 to 9. Respective responsibilities of trustees and examiner As the charity's Iruslees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 I'lhe Acl'l. The charity's Iruslees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Acll and that an independent examination is needed. 11 is my responsibility to.. examine the accounts under section 145 of the Charities Act. to follow the procedures laid down in the general Directs'ons given by the Charity Commission under section 14515llbl of the Charib'es Act, and lo state whether particular matters have come lo my attention. Basis of Independent examinerfs statement My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. 11 also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the Iruslees concerning any such matters. The procedures undertaken do not provide 811 the evidence that would be required in an audit, and consequently no opinion is given as lo whether the acwunts present a true and fair view. and the report is limited lo those matters set out in the statement below. Independent examinerfs statement In connection with my examination, no matter has come to my attention.. which gives me reasonable cause to believe that, in any material respect. the requirements.. to keep accounting records in accordance with section 130 of the Charllies Act.. and lo prepare accounts which accord with the accounting records and comply with the accounting requirements of the Charlties Act have not been met.. or lo which. in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
