Objectives- What we are here for
The intention of Lighthouse is to work holistically with those on the margins of society, those'battered and
bruised by the Storms of life. This includes those who may struggle with issues of poverty, criminaif(v,
mental health, substance misuse and addiction. We aim to share the love of God as seen in Christ in an
atmosphere of mutual support and inclusion. buildin8 a sUPPOrtive and life-giving communitv.
Whilst we make clear that our supwrt Is not contingent on attending any religlous service5 Qr affiliation to
any particular faith, many do regard Lighthouse as 'theirf Church and actively participate in the services on
offer.
A5 a Charity the trustees have had regard to the guidance issued by the Charity Commission on public
benefit and this is dischar8ed in seven di5tlnct areas:

Information about our achievements in these seven are35 is provided below.
How we started
The mlnistry was developed in 2015 by the pioneering work of the Revd Jon Swales, then a Curate at St
George's Church, Leeds. He saw the need among the marginalised in society* many ofwhom had contart
with St George's Crypt. and actively engaged with them. In this work he received the goodwill and sUPWrt
of both the Church and the Crypt and the free use of their premises.
When his Curacy ended in the summer of 2015 Revd Swales was able to continue the role of Mission
Priest due to the financial suP)rt and continued goodwill of both St George's Church and St George's
Crypt. The Diocese of Leeds also agreed to offer supwrt by providing housing and a pension contribution.
Slnce January 2020, the Leeds Dlocese has fully financed the Revd Swales, kKSSt as Lighthouse Mission
Priest.
Developments In 2023
Before 2023 commenced it had become clearthat the Revd Swales, license to St George's Church created
some confusion between the roles of the Rector and PCC (St George's) and the trustees of the charity. The
confusion created operational tension in matters of deployment and safeguarding.
With advice from the Bishop of Kirk5tall and the Dlctesan Secretary ILeedsl, the Revd Swales was formally
Seconded to Lighthouse Iwest Yorkshire) for a period of th ree years (until 20261. Ouring the period of the
5econdment. the Revd Swales rewrts solely to the trustee5. The secondment agreement commlts the
trustees, Bishop of Kirkstall, and Diocese of Leeds to explore options for the relationship between the
charity. the Diocese, and St George's Church beyond the term of the agreement.
Our team
Lighthouse is a team ministry that includes both full time and part time staff, training roles and internships
together wfth a team of nineteen volunteers lexcluding the trustees).

Volunteer posts:
Lighthouse Volunteers are a key dimension of the ministry of Lighthouse. Our volunteers help in a variety
of ways.. preparing hot meals. befriending the community and providing practical and pastoral support
where appropriate.
All volunteers are given appropriate training and the relevant legally required thecks are completed. We
are aware of and ensure that we comply with GDPR in all record keeping.

Achievements
In September 2023, the Lighthouse team arsd trustees spent some time reviewing and exploring the
mission and pursy)5e of the charity. As a result of that exploration. five area5 of ftxus which had shaped
the mlssion and pUrse for several years, were expanded to seven areas of focus. The team and trustees
consider that these seven areas of rninistry more accurately reflect the mission and purpose of Lighthouse,
and they are described bel¢)w. In each section we include some achievement51 highlights from 2023.
1. Sharing the Kln8 Jesus Gospel
At Lighthouse we boldly share the good news of King Jesus in pastorally sensitive, highly accessible and
culturally relevant ways. We seek to act as heralds of Christ's life, death, resurrection, and ascension,
believing that in hlm the darkest day is not the final day and that there is no darkness so dark that hi5 Ilght
cannot shine. Given this. we unashamedly proclaim and celebrate the redeeming life and work of Jesus
through conversations. pastoral visits, liturgyi scripture, sung worship and sacrament.
In 2023 over 100 vulnerable adults who were not connected with any other church attended our Sunday
cafe style seNice for the first time. The focus of this service is primarily evangelistic - to share the Jesus
story with those who are unchurched/have a very limrted understandlng of the Christian faith. In 2023 our
sermon Series included "Stories Jesus told" "People Jesus Met" and "What's God like?11 where we shared
the message of the gospel through dramatised readings of scripture and highly accessible teaching.
2. Dlscipling those on the marglns
At Lighthouse we seek to follow Jesus. He is ovr Good Shepherd whose life and teachings permeate and
shape all that we do. To follow Christ is to turn from a life of sin, chaos, and rebellion against God towards
a life of holiness in which the teachings of Jesus are embodied and the fruits of the Spirit made manifest.
This is a work of the Spirit which lasts a lifetime and is encouraged both individually Ithrough I:1
mentoring, coaching conversations, and prayer) a nd in the life of the community Ithrough our WOW
courses, bible studies, healing workshops, modelling of conflirt resolution and celebration of Godly playl.
The development of our healing workshop (prayerful, trauma informed and therapeutit group workl have
been a particular focus of the last year, allowing our community to engage deeply and prayerfully on issues
such as grief, forgiveness, and hope. After one of these sessions a community member wrote thi5 about
his experience. As the main exercise we had to think back to ourteenage year5 and list our own strengths,
weaknesse5, Opportunities we had and anythreats to Us. Everyone was so open about what they had
written, and I would like to believe that for all of us it'5 the start or continuation of healing. It was a very
powerful experience being part ofthat grouptoday.,
The weekly Bible Study is a highlight for the 6 community members who regularly attend. One of them
shares this reflection of how much it means to him= "The bible study hos been G God send to me in lots of
woys, it's the one thing I lookforward to all week. We even hod to extend the time we meet CQ5 we all love
it so much... we ore in owe of the word of God each week. Thank you, Stuart, for all your help and support
over the yea...We grow in leaming together and it givesfriendship. brotherhood ond purpose to life."
3. Bulldlng a Supportlve Comrnunlty
Through our day centres, group actlvities and regular day trips we seek to provide a Jesus centred, loving
and supportive community to some of the most vulnerable adutts in our city. We recogni5e that we do not
have magic wands that can make all the pain. struggles and complex needs of our Lighthouse brothers and
sSsters go away. However, we are committed to providing a safe space and non-judgemental. supportive
environment where adu5 With mu1p and complex needs can journey toward5 greater healing,
wholeness. and life in all of its fullrbess.
One example of the healing power of this supwrtive community can be seen in the story of Marko. Marko
(not his real namel arrived in the UK as an asylum seeker from Iran at the age of 15. Something of an
outcast amongst the refugee community in Leeds. he joined Lighthouse and gradually began to settle and
open up to the love of God and others. Tragically, after 18 months with us, he was falsely accused of
crime he did not commit and remanded for nearly 2 years before being found not guilty. When he
returned to Lighthouse, he was a shell of his former self and Seemed incapable of expressing any joy or
emotion. Gradually, through regularly attending our sessions and beginning to volunteer In the kitchen, he
began to come back to life again. When he expressed his dream to go to the zTr) one day- the first future
hope he'd articulated since his release from prison- we immediately Set about organising a fundraiser to
make it happen. On 18 July, o coach fijll of Marko's Lighthouse family joined him on a trip to Chester Zoo.
Great fijn was had by all in solidarity and ¢elebration of Marko's courage to dream again.
4. Offering speciallst pastoral care
Lighthouse provides increasingly specialised pastoral care to some of the most vulnerable adults in our city.
Our approach is nonclinical, holistic and trauma informed, fusing mature understandings of addittion with
the hope of the gospel. Through our pastoral pathways we create individually tailored pastoral care plans
for members of our community. These per50n-centred plans are developed through encouraging active
participation and ownership in individuals taking the next step5 towards living with greater dignity and
purpose. At times we will work closely wfch Adult &)cial Care in offering care provision as well as working
alongside other agencies and charities in the city supporting vulnerable adult5. such as St George's Crypt.
Forward Leeds and Mental Health Services.
An example of one of the women we have worked closely with pastorally over the past 2 years is Trudy.
8efore coming to Lighthouse Trudy had no friends and suffered in silence from the symptorns of complex
trauma she survived as a child, often having night terrors. Trudy has found faith, love. and friendship at
Lighthouse, despfce struggling with her mental health and very low cognitive abilrty. Tnjdy acknowledged
her needs and her desire to experience positive changes in her life in her pastoral pathway. Since then. the
Pastoral team has worked behind the scenes advocating for Trudy to organisations such as Adult Social
Care and the NHS learning disability team. Through supporting Trudy with attending appointrnent5 and
assisting wtth phone calls and emalls. she is supported by professionals who recognise her care needs and
learning disabilities. This sets Trudy up to live with more dignity and SUPK)Ort, and ensures her next steps
are aligned with the care support she is entitled to. Our pastoral care with Trudy has also meant that
Trudy has access to regular meetings with a psychiatrist. Lighthouse continues to be her safe space where
she can experience joy and fellowship along the journey of holistic healing and hope in her life.
5. Raislng up leaders
Lighthouse provides an immersive learning environment where emerging leaders can develop giftings,
skills and grow in confidence to lead and serve those on the margins alongside more seasoned leaders who
invest generously in their spiritual formation. personal and theological development. Through the dI0$8n
internship scheme and receiving placement Students from a number of theological colleges we are able to
invest in a range of emerging leaders who Bo on to seNe as leaders in both the church and wider world.
Ben Naughton. our intern from Oct-De¢ 2023 shared this reflection of his time spent serving on Lighthouse
core team:
"Inteming at Lighthouse hos been omazing. I can7e into it knowing thot I wanted to begin leorning how to
love ond coreforpeople like Jesus did, especiolly people who've had a much tougher life thon me. l initially
felt nervous just hanging around and chatting with some of my Lighthouse brothet5 and sisters, which I've
found hilariou5 in hindsight, becou5e they ore all such a joy to be aroundl In everythingfrom weekly Bible
studies, to V151ting houses, flats, ond cells, it wos a privilege to shore in the woth that God is doing in Leeds
through the team. They are some of the most patient, compossionote, ond strong people I hove ever met.
Watching the wayjon ond Katie both lead so differently but with almost perfect synergy wos incredible,
ond seeing Alice know exoctly how to corefor, comfort, and encourage people one-on-one wos humbling to
St7y the leost. Leurningfrom each of them. olong with the rest of the team, has been an absolute pleasure.
My understanding ol what discipleship means ond looks like has beenfvndamentolly changed, ond I truly
believe my heart is more brokenfor what breoks the Lord's. Lighthouse is just "magi¢ol".
6. PrldIng a tralnln8 hub
Lighthouse arts as a training hub for other Churches within the Diotese and beyond who are seeking to
serve those on the margins of society. Through our online courses, teaching at conferences and specialist
coaching and placement opportunities, we seek to encourage the wider church and provide a model of
engagement and ministry that can te replicated elsewhere.
28 students joined our online Mission, Theology and Ministry on the Margins course in September 2022.
Thls is a course that we teach via zoom one evening a month for ten months. concluding in July 2023. 1(KI%
of course respondents said it was good value for money and that they would recommend it to others. In
addition to our online MTMM course. we also ran an in person weekend conference (Just Jesus) to share
some of our core teachings and practices with other churches and individuals both already ministering to
and for those interested in discipling those on the margins. Below is a quote from one such attendee
reflerting on her experience=

Lighthouse, receive JesU5's love, and think obout how some of the prortices you use can be effective in other
ministries too. The teom led with dignity. honour und humility, encouraging inclusion and porticipotion
from Lighthouse brothers and sisters and ministry leade alike. You creoted a space of mutual learning and
equipped people to receive shore Jesus s love infresh woys."
In 2023 we also developed links with two chartties, Homeless Pastors and In-Hope Bristol, who are using
the MTMM to provide training and staff development for their teams. In addition to our course and
conference, we also hosted 3 placements for individuals training for ordained ministry and I placement for
an undergraduate University student. One Student from Cromner Hall in Durham share5 thi5 reflection of
hi5 time with us:

"It was utterly incredible. The team at Lighthouse were phenomenally open and honest and gave

leamed lessons about church here that I will carry with me into every other setting. Honestly, it ha5 totalfy
revitallsed myfuith in whatJe5US Ct7n do with o gmup ofpeople who are willing to love each other as he
loves us. Lighthouse is chockfull olboth joy. anger, hope ond lament, and it is an utterly beuutifvlplace -
the body of Christ in oll its messy ond wounded glory. I think everyone should go therel-
7. Servlng the Clty of Leeds
Lighthouse serves the city by hosting the "Homeless Chartert meeting. This is a forum that brings together
diverse range of agencies that seek to support the homeless in Leeds. These include those with lived
experience of homelessness, grassroots groups. the council. commissioned services, and chartties, as well
as churches and those from other faith communitie5. This enable5 US to be part of the conversation
forming and shaping policies relating to the homeless and vulnerable in our city.
In 2023, after another suicide amongst our community, Lighthouse ha5 become involved in several
conversations within the city about suicide prevention and hosted an Important conversation with ROC
and Lifecentral about how churche5 in Leeds can work together to reduce the number of suicides in the
clty. This has led to the development of a partnership between us and Unity in Poverty ALtion, facilitating
conversations in our city with the NHS. those with lived experience and grassroots charities about
homelessness and suicide prevention. The hope is that this group could help inform and shape Leeds base
policy and practise around suicide prevention amongst vulnerable adults in our city.
Looking Forward
From September 2023 Lighthouse has begun to explore further partnerships In the City of Leeds to expand
what we do and sUPPOrt other projects that share our vision and values. This has included having
conversations with Leeds Minster about the wssibilrcy of running a drop in in the 50Uth of the city. as well
as exploratory conversations with LanteTn Projert in tbe Headingley area. From Winter 2023 our mission
priest has been providing fortnightly in person support to Lantern gatherings alongside offering coaching
to their pastoral lead and strateglc guidance about how to secure the future of this project in a sustainable
and safe way.
Health & Safety, Safeguarding, and Rlsk Management
Management of Major Rlsks
The major risks to the charity are:
l. Failure to obtain the necessary funding to support the work. This has been managed by two
appointments.. a trustee with specific oversight of finance and a part-time fundraiser.
2. Team burn-out. Regular professional supervision of Lighthouse Core Team continues. and staff wellbeing
is the responsibility of a specific trustee. Each Core Team Member has an allowance to cover costs for a
retreat.
3. Our prime responsibility is forthe safety and welfare of the vulnerable adults we support. During the
year we contracted with thirt¥one:eight who provide 53feguardingsupport and advice totheteam and
trustees. We continue to work closely wrth the Leed5 Diocese Safeguarding Team.
Finances
We are fortu nate to have a trustee who is a professionally qualified accountant as our treasurer. We have
no funds rnaterially in deficit and the trustees are satisfied that the chartty is a going concern. We operate
our finances within a Financial Controls Policy overseen by the treasurer.
Income
In 2023 the Charity continued to receive financial support from St George's Church I£IO,CX)01. and St
George's Crypt1£20,0001 as well as smaller donations from other organisations totalling circa £3,000.
Approximately £35.OQNJ was received frorn individual supporters comprising regular tontributions as well as
generous one-off donations. St George's Church and Crypt also support the charity by providing free use
of meeting space forthe core team and for Lighthouse sessions.

Through discussion with Adult Soclal Care IASCI. Lighthouse has been entrusted to provide some of the
required care and support for a Small number of clients. The funding received in 2023 from Leeds City
Council of £35.43012022= £43,0801 is identified in our accounts as a 'restricted' fund.

Expenditure incurred to support these clients (salary. rent, utilities, food allowance, carer support etc.) are
shown as being paid from 'restricted' funding. To meet other indirect Costs incurred by Lighthouse (for
example administration, ad hoc staff 5UPPOrt in response to a crisis etc.) any year end surplus of this
funding is transferred to 'unrestrirted' fijnds. ASC are in full agreement with this arrangement.
In addr(ion. we have an arrangement with two individuals who are unable to manage their benefits to hold
money in the Lighthouse bank account and feed money to them in small amounts. The trustees consider
this to be an agency arran8ement and so these monies1£2,3481 are excluded from the charity's income
and expenditure.
Expenditure
Our principle Spend of circa £106,000 for staff salaries IS to provide the high level of one-to-one pastoral
5UPF)Ort that enables us to connect effectively with those on the margins of SIetY and build a 5UPPOrtive
community. In addition, circa £43,000 was spent to provide materials for session5 or direct SUPPOrt to
individuals through, for example, covering travel costs or giving emergency funding.
Reserves
The Tnjstees have fe it prudent to have a policy whereby the unrestricted funds held by the Charity
should be approximately 3 months of gross running costs which equates to approximately £40-45k. On
315t December 2023 the unrestricted fund5 of the Charity stood at c. £IOOk. The reseNes policy will be
reviewed annuallv.

I report to the trustees on my examination of the accounts of the above **Responsibilities and** charitable incorporated organisation (“the charity”) for the year ended 31 **basis of report** December 2023.
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

- the accounting records were not kept in accordance with section 130 of the Charities Act; or
