Members who attended were able to use the electronic voting facility to take part in any vote on matters requiring their approval. The Trustees have discussed the possibility of returning to face-to-face meetings for the four meetings held each year to carry out the business of the Association. However, it has been considered expedient in the current circumstances to continue with such meetings using Zoom technology. **public benefit)**||The object of the charity is to advance the education of the public in
the history of all the railways that have operated in the North East of
England, particularly the North Eastern Railway, its constituents, and
successors. The charity will achieve this object by: collecting and
preserving historical records, regularly publishing a Journal, arranging
a programme of meetings/exhibitions, encouraging the construction of
accurate models of the railways, encouraging the writing of
appropriate books and their publication, and working with public and
private bodies such as Community Rail Partnerships and Train
Operating Companies, Network Rail, Heritage Railway Associations
and Associations representing railway staff.| |---|---|---| |||**Main Activities**
Due to the pandemic, and to avoid risk to attendees, the Trustees
decided to cancel all physical meetings (including talks, attending
exhibitions, and Trustees meetings) these have been an important
part of NERA’s public outreach.
**Darlington Archives Team** A total number of 181 queries have
been received and dealt with by the Archives Team or the General
Secretary during the year. In addition, the Archives Department based
at McNay Street in Darlington reopened due to the easing of
lockdown restrictions.
Special assistance was requested from different television/film
production companies to supply information and archive material for
the route between York and Edinburgh; a major part of which covers
the former North Eastern Railway between York and Berwick upon
Tweed. Photographs of the construction of the King Edward VII
Bridge at Newcastle, and historical images of the Royal Border Bridge
at Berwick were forwarded to them. Information about the High Level
Bridge and Water Tower at Newcastle was also requested.
**Future Programme**The trustees, in support of their charitable
objects for the public benefit, are considering the future programme
for the 2021-22 period. They are planning to re-start physical
meetings from April 2022. An Outreach, Public Relations and
Marketing Committee has been created to assist with planning the
programme of physical, virtual and hybrid events, considering the
marketing of historically valuable items with suitable plaques or
interpretation boards and managing other activities in furtherance of
our charitable aims.

Facebook page @ The North Eastern Railway Association.| **TAR** March **2012** 3 ## **Additional details of objectives and activities (Optional information)** You **may choose** to include further statements, where relevant, about: The charity continues to be run by volunteers and their contribution across the full range of our activities has been essential to the success of the Association during the year. - policy on grant making. - policy programme related investment. - contribution made by volunteers. ## Section D Achievements and performance **Summary of the main achievements of the charity during the year** During the Financial Year activities were affected by the outbreak of the pandemic COVID 19 (Coronavirus). Trustees took the view that we needed to continue to deliver our charitable objects to the maximum possible extent. The Association transitioned very effectively to digital delivery whilst its publications activities met the needs of people with spare time on their hands to pursue their interests made available by successive lockdowns. Four issues of our journal were published, together with four supplements, and nine presentations were arranged via Zoom Video technology. The presentations allowed a worldwide audience to participate directly from the comfort of their own homes. We succeeded in holding a joint Zoom presentation with the Signalling Record Society, which proved successful. **Membership** The membership currently stands at 646 of which 100 are digital only, meaning those members can receive copies of the _North Eastern Express_ journal online instead of by post, thus saving the cost of postage. **Publications and Sales** Two books were published during this period, and Sales have continued to progress and have been improving due to the increasing availability of Publications for sale via the Shop section of the website. There has been an increase in orders from outside of the UK as the ordering process has been streamlined. eBooks are now available to purchase via the website. **IT / Web Site** Following cancellation of all physical meetings due to the pandemic, online meetings were held using Zoom and the recordings added to the website. Members and the public can now register for online Zoom meetings through the website free of charge. **TAR** March **2012** 4 ## **Section E Financial review** **Brief statement of the charity’s policy on reserves** The charity holds a reserve fund of £40,000 which is adequate to meet all its obligations in the event of winding up. It has three designated funds for archive acquisitions, membership development and IT development, and publications. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed. It is my responsibility to: Examine the accounts under section 145 of the Charities Act, To follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and To state whether particular matters have come to my attention. ## **Basis of independent examiner’s statement** My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below. ## **Independent examiner's statement** In connection with my examination, no material matters have come to my attention which gives me cause to believe that in, any material respect: - The accounting records were not kept in accordance with section 130 of the Charities Act; or The accounts did not accord with the accounting records; or - The accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
