## **Message from the chair** 

It is an honour to continue to serve the Caribbean community as Chair of ECA. Our reach has grown significantly this year. Following the success of the book Windrush Voices: _20 Stories of Determination and Triumph_ , we have made links with numerous organisations including theatres, schools and libraries in Enfield and Haringey. We have sold nearly 1000 copies of the book, with very little advertising. 

This has been an amazing year; there have been many positive developments. Under the new luncheon club management team of Paulette Thomas and Marva Williams our work with older people has continued to flourish. In January (2023) we were awarded the Warm Spaces funding which enabled us to offer the luncheon club services for free to our members from January 2023 to April 2023. As a result, our numbers have grown significantly to an average of 30 attendees each week. We have had regular health talks at the sessions. Two highlights of the year were our Christmas party and the recent _My Home_ drama performance which was a collaboration between our elders and Fleecefield Primary School, led by Jazanne Arts. The weekly exercise class for our elders has also continued to thrive with 15 regular attendees. 

We are blessed to have an amazing team of trustees who are very talented and committed to ECA. Barbara Teape stepped down as a trustee but continues to support us as a volunteer. Kingsley Teape has also stepped down as an associate trustee. Ian Phillips has joined us as a new trustee. He brings new skills which are strengthening our team. The team of volunteers have grown and made our work in the community possible. 

Two events that we hosted were our Windrush Thanksgiving at the luncheon club in June 2022. Jazanne Arts led the drama performance of Cislin’s Story. We had an audience of over 70 people on a Friday afternoon. On September 16[th] , we hosted the Black History month event at Enfield Grammar School; with the theme – “Our Youth are the Future;” we were delighted to have amazing speakers including Arthur Barzey, TES Headteacher of the Year, Colleen Amos, co-founder and CEO of the Amos Bursary and Patrick Vernon, author of 100 Great Black Britons. We also ran workshops to empower our young people. 

We are very excited to announce that we will be launching our follow up book to Windrush Voices – an Illustrated Children’s book containing four stories from Windrush Voices for children aged 4 to 7 years of age. We will also be producing a Teaching Resource Pack for use in secondary schools. 

We have continued to forge links with local organisations and have been working with Caribbean and African Health Network (CAHN) whose mission is to improve the health outcomes of Black Caribbean and African people and to reduce health disparities. We promoted the Caribbean and African Targeted Health Hour and support the Enfield Black Community Health Forum. 

I would like to thank our trustees, associate trustees and volunteers who continue to provide valuable services to the community.

## **Introduction** 

Enfield Caribbean Association’s trustees are pleased to present their annual report and independently examined financial statements for the year ended 31[st] March 2023. The Trustees have adopted the provisions of the Statement of Recommended Practice (SORP 2005) (Accounting Standards Charities Act 2011). 

This Annual Report provides a summary of our main achievements during the period from 1 June 2022 to 30 June 2023, some of our plans for the year ahead and our financial statement for the year ended 31 March 2023. 

## **Principle Objectives** 

Enfield Caribbean Association (ECA) is a small registered charity set up to provide support and leadership to our community. We normally provide social and cultural activities such as a weekly luncheon club and seated exercise class, day trips, and theatre trips. We also hold an annual celebration of Windrush Day and Black History Month. Through this work Enfield Caribbean Association helps and encourages members (particularly those of Caribbean descent) who are isolated, or disadvantaged, to overcome difficult periods in their lives and to take positive steps towards improving their own health and well-being, and to discover new opportunities for participating in and benefiting from the community. The ECA also give advice and guidance and signpost and refer older people to other agencies as appropriate. Recently, the ECA has widened the scope of their activities to reflect the changing landscape both locally and nationally to include addressing issues of health that challenge the community to reduce disparities and improve the health of Caribbean and African communities. We also address issues of social justice that affect our communities.

## **Our Values** 

Created in 1986, we are Enfield’s oldest Caribbean association. At the heart of our core values are working for racial equality, valuing diversity, and building good community relations. 

## **Structure, Governance and Management** 

Enfield Caribbean Association is a Charitable Incorporated Organisation (CIO), registered with the Charity Commission and governed by its constitution, dated 27 October 2015. 

Membership of the ECA is open to anyone who is interested in furthering its purposes and, who by applying for membership, has indicated agreement to become a

member and accept the duties of membership. If the CIO is wound up, the members of the CIO have no liability to contribute to its assets and no personal responsibility for settling its debts and liabilities. 

The trustees, who may exercise all the powers of the CIO, manage the affairs of the charity on a day-to-day basis. 

The trustees who served during the year are shown on page 2 of this report. 

## **Risk management** 

The trustees have reviewed risks relevant to the charity and have updated and added to the range of policies and procedures. Any risks identified are reported to the Trustees and decisions made on how to minimise risk. New staff and volunteers underwent Disclosure & Barring Service (DBS) police checks during the year. The volunteers at the Luncheon club have also completed the Food Handling level 2 training. 

Financial procedures are adhered to by trustees, associate members and staff and are currently under review. The Charity has a healthy balance of nearly £20,000 unrestricted funds from our sales of the Windrush book, donations, membership fees and luncheon club fees. These have enabled us to continue our work with older people and fund other events such as Careers days in schools. The trustees have actively sought additional sources of funding and have been able to raise funding for several ongoing projects. 

## **The Reserves policy** 

The Board has assessed the charity’s requirements for reserves in the light of the main risks to the organisation. As a result, the Board has approved a policy whereby the unrestricted funds not committed, should be held in reserve, and maintained at a level, which ensures that ECA’s core activities could continue during a period of unforeseen difficulty. The target reserve amount represents at least 6 months’ (26 weeks) expenditure and will be reviewed annually. 

## **Public Benefit** 

The trustees confirm that they have complied with their duty under the Charities Act 2011 to have due regard to the Charity Commission’s general guidance on public benefit. 

## **Related parties and co-operation with other organisations** 

None of our trustees receive remuneration or other benefit from their work with the charity. Any connection between a trustee or senior manager of the charity with its members must be disclosed to the full board of trustees in the same way as any other contractual relationship with a related party. In the current year no such related party transactions were reported.

## **Volunteers** 

During the period ended 31 March 2023 the ECA trustees and associate trustees continued to hold virtual meetings to continue our work. From February 2023 we have held meetings in person. The charity relied a great deal on volunteers to support its regular and one-off activities. During this reporting period, 30 active volunteers, some of whom are trustees, members, and associate trustees of ECA supported the organisation. From December 2022 to the end of April 2023 we employed a part time administrator who supported our work.

## **Trustees and their responsibilities** 

Charity trustees are the people who serve on the governing body of a charity. They may be known as trustees, directors, board members, governors, or committee members. 

The principles and main duties are the same in all cases. 

Trustees have, and must accept, ultimate responsibility for directing the affairs of a charity, and ensuring that it is solvent, well-run, and meeting the needs for which it has been set up.

## **Activities and Achievements June 2022 to April 2023** 

We are pleased with ECA’s achievements during the reporting period, they include: 

- The appointment of Ian Phillips as a trustee in April 2023 who has brought his skills in managing systems to ECA. Barbara Teape resigned as a trustee in September 2022, but we are very fortunate she has continued to support the ECA as a volunteer. 

- Our online presence continues to increase. The number of users has grown from 5,000 users (April 2021-22) to 6,000 users (April 2022-23). We continue to update our site with news and blogs and have added new functionality on to the website, including the ability to pay for the Windrush Books via Paypal. More recently, we sold tickets to our Quiz via the website. We have launched a Twitter account (add handle) which supplements our existing social media activities including Facebook, Instagram and YouTube. These activities can be found at https://www.enfieldcaribbeanassoc.org.uk. We have an ambitious programme of further developing our website and integrating it more closely to our membership database and email service solution. 

- The weekly luncheon club continues to be one of our main regular activities. The luncheon club has been operating from Green Towers Community Centre in Edmonton Green. Our numbers have increased, and we now have 25 regular attendees. The luncheon club has been very well led by Paulette Thomas and Marva Williams with a team of volunteers. Each week there is seated exercise to music and a hot two course Caribbean lunch is served. There are different activities, including quizzes, entertainment, talks from local medical specialists and local community groups. We recently welcomed Enfield Grammar School boys’ choir to perform at Christmas for the elders, as well as Jazanne Arts drama group performance _My Home_ in March of this year. 

- The weekly exercise class, led by Jackie Dyer, a local Zumba tutor, is very popular. It takes place every Thursday from 11 to 12pm at Unite Fitness Centre, Bush Hill Park. Classes were attended weekly by on average 15 members. 

- On Saturday 16 September 2022 we held our BHM event entitled _‘Our Young People are the Future’._ We had excellent speakers, including Arthur Barzey, TES Headteacher of the Year, Colleen Amos, co-founder and CEO of the Amos Bursary and Patrick Vernon author of 100 Great Black Britons. There were a series of workshops including financial management, wellbeing, freelancing, positive mindset, and employability. Contributors included Dwain Neal, OBE, Director of Reach Society, Charmaine Simpson, Amani Simpson, Roy Edwards, and Dean Okai. The Black History Month events were sponsored by the Big Lottery Fund and Enfield Council. 

- On Tuesday 4[th] October, we held our Film screening of the Windrush Voices by Colin Johnson at Millfield Theatre.  Over 150 people attended the screening.

- ECA Chair, Oveta McInnis has been working alongside the NHS North Central London, Primary Care Trust to address the issue of vaccine uptake by black and ethnic minorities. In January 2022 we formed a partnership with the Caribbean and African Health Network (CAHN) and support Caribbean and African targeted health improvement programme (CATHIP) weekly heath hour. This initiative is led by Dionne John. 

- ECA members sit on the Enfield Stop and Search Community Monitoring Group (CMG) aimed at scrutinising the Stop and Search Police procedures and their disproportionate use against black people and their effectiveness in reducing crime in Enfield. 

- In March of this year, we were able to organise a trip to the Dugdale Centre for the luncheon club members and ECA trustees and volunteers to **Simmer Down** event, which was an elaborate tea party with performance by Jazz Jamaica and the Reggae Choir. We also organised a trip to the Chickenshed theatre to see a performance of the musical **Rush** . The performance included music from the Caribbean, ska, reggae etc and was very inclusive. Our elders and volunteers enjoyed both events. 

- Finally, we held our first fundraising quiz night for three years on Saturday 15[th] April 2023 at Green Towers. We had a full hall of keen quizzers. The questions covered general knowledge, sport, music, current affairs, celebrities, Africa and the Caribbean and Food. A great deal of fun was had by all. The caterer provided a scrumptious meal. Patrons requested more regular quizzes. We raised £600 

## **In 2021 we identified our three aims for the five-year period to 2025 as:** 

1. Economic empowerment 

2. Community Engagement through the completion of the Windrush project and 3. Sustainability – developing our Youth Arm 

We have increased our budget significantly. Our treasurer Cedric Levy has done an excellent job in ensuring that our accounting practices are sound and ensured we are aware of our budget constraints. We are applying for a large grant which would provide us with the core funding we need to enable us to have greater independence over a five-year period by employing staff and acquiring a permanent office to deliver our vision. 

At the end of the financial year, we have gone some way to achieving our second aim and could be said to be victims of our own success as we have sold out our first batch of 900 Windrush Voices books.  The book has brought much attention to ECA and we have received many requests for the exhibition and talks in schools and community settings by the participants in the book.

Due to the small number of trustees, it has been a greater challenge to develop target 3. There have been developments with building the Youth Arm and we have some potential young leaders who have supported our Careers days and Black History month event. 

We would like to thank all our trustees, associate members, volunteers and all our service users who have given their energy and commitment to achieve Enfield Caribbean Association’s objectives. 

We would also like to thank all our funders for their support. These include: Enfield Council The Lottery Heritage Fund The Big Lottery - Awards for All Department for Levelling Up, Housing and Communities (DLUHC) 

## **Future Plans** 

## **Our planned activities for 2023/2024** 

## **Outreach** 

- Continue to hold Careers days in schools for Black and global majority pupils aimed at raising their career aspirations and life chances. 

- Continue to develop and diversify a strong online presence by improving our website content and developing our use of a range of social media sites to retain and attract more visitors. 

- Hold events to celebrate our community’s heritage, including Windrush Day and Black History Month. 

## **Complete the Windrush project phase 2** 

- The Windrush project is one of our most exciting to date. This project is led by Roy Edwards and Oveta McInnis with full support from the trustees. Having produced and self-published the Windrush book, film documentary and exhibition; in celebration of 75 years since the first ship Windrush HMS arrived we are at stage 2 of the project: 

**Windrush 75** planned activities: 

- Publish an illustrated Children’s book: Windrush Wonders 

- Produce a teaching resource pack for teaching about Windrush in secondary schools 

- Screen the Windrush documentary film and distribute it to organisations and individuals 

- Hold a Windrush Thanksgiving event 

- Produce Windrush podcasts 

- Continue outreach of the project through speaking engagements in schools

## **Collaborations & Partnerships** 

- Strengthen partnerships with other organisations and charities to increase our voice in the community. Some of the organisations we currently collaborate with are: 

   - Reach Society 

   - Enfield Community Black Health Forum 

   - Caribbean and African Health Network (CAHN) and Caribbean and African Targeted Health Improvement programme (CATHIP) 

   - Edmonton Community Engagement Programme 

   - Enfield Race Equality Council 

   - Black Lives Matter 

   - Enfield Borough Police Stop and Search Monitoring Group 

## **Supporting the Community** 

- Continue to support our older members by organising activities that bring them together to reduce social isolation and improve their wellbeing.  Activities include our weekly luncheon club, exercise class, walking group, and social trips to the theatre and seaside. 

- Support projects that concern our health and wellbeing. 

- Delivering the weekly health Hour with CATHIP. 

- Supporting the development of Enfield Community Black Health Forum. 

## **Political Challenges** 

- Continue to have a voice in the Community and support initiatives for social change through regular meetings with our local MPs and communications with the Police Borough Commander and sitting on the local CMG Stop and Search Monitoring Group. 

- Continue to work with Enfield MPs and councilors, to discuss concerns pertaining to the black community. We plan for these communications to continue over the coming year. 

## **Our five-year plan & vision for 2025** 

## **1. Economic Empowerment** 

## **Generate sufficient assets to enable the organisation to achieve our objectives** 

Develop and implement a fundraising strategy with clear aims and objectives to secure funding from various grant providers locally and nationally to further develop the ECA’s organisational structures and support networks, including working towards contributing to the setting up of an African Caribbean centre.

One of our future goals is to achieve core funding to enhance our work and provide sustainability for ECA. We are currently writing bids to achieve this aim. 

## **2. Community Engagement** 

The ECA aims to work as a hub supporting the community and partnering with allies to achieve our goals. Due to funding, we have been able to go ahead with several projects, as we have raised funds through strategic bid writing in the last year, which has made these developments possible. We have raised funds for developing the luncheon club, the Windrush project phase 2 and Careers days. 

## **3. Sustainability** 

## **Develop a Youth Section - Our Youth are the future** 

We are very conscious of the significant role that young people play in the community and would like to see a greater involvement of young people in the ECA setting and leading their own agenda, in areas that may be of interest or concern such as economic empowerment, education, career opportunities, racism, health and policing to name a few. Our theme of this year’s Black History Month event – “ **Our young people are the future** ”, focused on young people as future leaders. We acknowledge that we face challenges in getting young people involved in the organisation and are considering our strategy to develop this area. 

In conclusion, we are actively recruiting trustees, associate trustees, and volunteers to strengthen our management and administration. We will continue to develop our organisation to enhance the lives of Caribbean communities in the London Borough of Enfield.

## **Independent examiner’s report to the trustees of Enfield Caribbean Association** 

I report on the accounts of the Trust for the year ended 31[st] March 2023, which are set out on pages 15 to 18. 

## **Respective responsibilities of trustees and examiner** 

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- to follow the procedures laid down in the general Directions given by the Charity Commission 

   - under section 145(5)(b) of the 2011 Act; and 

- to state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- (1) which gives me reasonable cause to believe that in any material respect the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act 

have not been met; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

**Notes to the account** 

## **1. Accounting basis** 

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows: 

## a) Basis of preparation 

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). ECA meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s). 

## b) Preparation of the accounts on a going concern basis 

The Charity trustees are of the view that measures taken subsequent to the year-end to reduce operating costs and successful in applying for continuation funding have secured the immediate future of the Charity for the next 12 to 18 months and that on this basis the charity is a going concern. 

## **2. Cash Flow Statement** 

The trustees have taken advantage of the exemption in Financial Reporting Standard No 1 (revised) from including a cash flow statement in the financial statements on the grounds that the charity is small. 

## **3. Income** 

Income is recognised in the period to which it relates, unless specified otherwise by the funder. Project funding is, in general, repayable if not expended within the relevant project. Such income is only recognised to the extent that it ceases to be repayable. The income is accounted for on a receivable basis. 

## **4. Resource Expended** 

Resources expended are included in the Statement of Financial Activities inclusive of VAT which cannot be recovered. Direct charitable expenditure include includes the direct costs of the activities. Where such costs relate to more than one functional cost category, they have been apportioned in line with the direct costs of the relevant service. 

## **5. Fund Accounting** 

Fund accounting unrestricted funds are available to spend on activities that further any of the purposes of charity. Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the charity’s work. The charity has no designated funds. 

## **6. Support Cost** 

Allocation of support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include back-office costs, finance, personnel, and governance costs, which support the Charity activities. These costs have been allocated between cost of raising funds and expenditure on charitable activities. The bases on which support costs have been allocated are set out in note 14.

## **7. Taxation** 

ECA is a registered charity and is not liable for corporation tax on its income under section 505 of the Income and Corporation Taxes Act 1988 to the extent that it is applied to its charitable activities. 

## **8. Tangible fixed assets** 

The organisation has no fixed assets. 

## **9** . **Pension costs and other post-retirement benefits** 

None 

## **10. Status** 

ECA is a registered Charitable Incorporated Organisation.
