Message from the chair

It is an honour to continue to serve the community as Chair of ECA. The team of volunteers have grown and made our work in the community possible. This has been an amazing year; there have been many positive developments. Our work with the elderly has continued to flourish; our luncheon club which is led by Barbara Teape, has regular attendees, has been firmly established at Green Towers. The exercise in the park and the walking group continued throughout the summer. We hosted a very successful Black History month event in October 2021; with the theme – “Black women – Their Hidden Stories” and were delighted to have amazing women in the community speak at the event and run workshops.

However, I consider our greatest achievement took place in April of this year when we launched our book, film, and exhibition Windrush Voices: 20 Stories of Determination and Triumph. Our amazing writer and filmmaker Roy Edwards and Colin Johnson respectively, were able to get the best out of the contributors. There were over 360 people at the launch at Millfield Theatre, Edmonton – a packed house. Since the launch the first batch of 400 books sold out within 3 weeks and the new order of 400 books are selling fast. We are thrilled at this success, as it means that the stories of the generation that came to the UK between 1948 and 1971, largely from the Caribbean are being told, heard, and passed on from generation to generation. Their stories will not be lost.

Dionne John has joined our team as an associate member and is our health champion. Dionne has brought her knowledge and strengths in working as a researcher for the Enfield NHS and her extensive links with a number of organisations in Enfield to the table. She is a great asset to our team.

We have continued to forge links with local organisations and have begun to work with Caribbean and African Health Network (CAHN) whose mission is to improve the health outcomes of Black Caribbean and African people and to reduce health disparities. We promote the Caribbean and African Targeted Health Hour and supported the recently launched Enfield Black Community Health Forum. I was invited to speak at the launch in Enfield on 28[th] May. These links matter and increase our standing in the community.

I would like to thank our trustees, associate members and volunteers who continue to provide valuable services to the community.

With your support we will be able to continue to provide vital services to Black and global majority communities and achieve our mission, which is to eliminate racial discrimination and for an inclusive, fair, and equal community, in which people of Caribbean origin can develop their full potential as visible, positive contributors and participants in the life of the Borough of Enfield.

Introduction

This Annual Report provides a summary of our main achievements during the period from 1[st] June 2021 to 30[th] June 2022, some of our plans for the year ahead and our financial statement for the year ended 31 March 2022.

Principle Objectives

Enfield Caribbean Association (ECA) is a small registered charity set up to provide support and leadership to our community. We normally provide social and cultural activities such as a weekly luncheon club and seated exercise class, day trips, concerts, theatre trips, exercise in the park and a walking group. We also hold an annual celebration of Windrush Day and Black History Month. Through this work Enfield Caribbean Association helps and encourages members (particularly those of Caribbean descent) who are isolated, or disadvantaged, to overcome difficult periods in their lives and to take positive steps towards improving their own health and wellbeing, and to discover new opportunities for participating in and benefiting from the community. The ECA also give advice and guidance and signpost and refer the elderly to other agencies as appropriate. Recently, the ECA has widened the scope of their activities to reflect the changing landscape both locally and nationally to include addressing issues of health that challenge the community to reduce disparities and improve the health of Caribbean and African communities. We also address issues of social justice that affect our communities.

Created in 1986, we are Enfield’s oldest Caribbean association. At the heart of our core values are working for racial equality, valuing diversity, and building good community relations.

Structure, Governance and Management

Enfield Caribbean Association is a Charitable Incorporated Organisation (CIO), registered with the Charity Commission and governed by its constitution, dated 27[th] October 2015.

Membership of the ECA is open to anyone who is interested in furthering its purposes and, who by applying for membership, has indicated agreement to become a member and accept the duties of membership. If the CIO is wound up, the members of the CIO have no liability to contribute to its assets and no personal responsibility for settling its debts and liabilities.

The trustees, who may exercise all the powers of the CIO, manage the affairs of the charity on a day-to-day basis.

The trustees who served during the year are shown on page 2 of this report.

Risk management

The Trustees have reviewed risks relevant to the charity and have updated and added to the range of policies and procedures. Any risks identified are reported to the Trustees and decisions made on how to mitigate risk. New staff and volunteers underwent Disclosure & Barring Service (DBS) police checks during the year.

Financial procedures are adhered to by Trustees, Associate members and staff and are currently under review. The Charity has a healthy balance due to an overall income of £31,768 in this financial year from various sources. The Trustees have actively sought additional sources of funding and have been able to raise funding for several ongoing projects.

The Reserves policy

The Board has assessed the charity’s requirements for reserves in the light of the main risks to the organisation. As a result, the Board has approved a policy whereby the unrestricted funds not committed, should be held in reserve and maintained at a level, which ensures that ECA’s core activities could continue during a period of unforeseen difficulty. The target reserve amount represents at least 6 months’ (26 weeks) expenditure and will be reviewed annually.

Public Benefit

The Trustees confirm that they have complied with their duty under the Charities Act 2011 to have due regard to the Charity Commission’s general guidance on public benefit.

Related parties and co-operation with other organisations

None of our trustees receive remuneration or other benefit from their work with the charity. Any connection between a trustee or senior manager of the charity with its members must be disclosed to the full board of trustees in the same way as any other contractual relationship with a related party. In the current year no such related party transactions were reported.

Volunteers

During the period ended 31 March 2022 the ECA trustees and associate members continued to hold virtual meetings to continue our work. The charity relied a great deal on volunteers to support its regular and one-off activities. During this reporting period, 30 active volunteers, some of whom are Trustees, members, and associate members of ECA supported the organisation. From March 2022 to the end of May we employed a part time administrator who supported our work with the Windrush project administration.

Internal and external factors

The trustees are very grateful to the donors for their kind support and to all our members.

Activities and Achievements June 2021 to June 2022

We are pleased with ECA’s achievements during the reporting period, they include:

• The appointment of Roy Edwards as a Trustee in May 2022 and Dionne John as an associate member in January 2022. We had three resignations in the last year, from Paul Riddell who had served as Chair and Deputy, Joy Donaldson, and Janette Williams. All three have however continued to support the ECA as volunteers.

• We have continued to build a strong online presence by using our website to raise the profile of ECA in the local community and beyond. This has been led by Roy Edwards. Our website traffic has grown rapidly since the site relaunched in June 2020. In total, we have welcomed more than 4,200 visitors to the website between (September 2020 to May 2022). We started a blog section and welcomed contributions from a variety of individuals, ranging from a solicitor specialising in civil actions against the police, Enfield Black Lives Matter to an author/illustrator launching a children’s book. There are regular news items and information on our calendar and events pages. These activities can be found at https://www.enfieldcaribbeanassoc.org.uk

• The weekly luncheon club continues to be one of our main regular activities. The luncheon club now operates from Green Towers Community Centre in Edmonton Green. We have 15 regular attendees. The luncheon club has been very well led by Barbara Teape and a team of volunteers. Each week there is seated exercise and a hot two course Caribbean lunch is served. There are different activities, including quizzes, entertainment, talks from local medical specialists and local community groups. We recently welcomed Enfield Grammar School boys’ choir to perform for the elders, as well as Jazanne Arts drama group.

• In March of this year, we were able to organise a trip to the Lyric Theatre for the luncheon club members and ECA trustees and volunteers to see Get Up Stand Up, the musical about the life of Bob Marley. 30 members attended. This was very much enjoyed by our elders.

• The exercise in the park programme led by Jackie Dyer, a local Zumba tutor, ran throughout the summer of 2021. The weekly classes were moved solely to Pymmes Park as this was the more popular location for participants and were received enthusiastically by our African Caribbean elders, classes were attended weekly by on average 10 members.

• The ECA started a walking group in May 2021, with at least half a dozen regular walkers. Both activities continued throughout the summer to the end of September 2021. They supported healthy lifestyles and encouraged the wellbeing of participants.

• The Alexa project[1] – “ Let’s Keep in Touch” was set up during the Covid lockdown and continues to support our elderly members. Currently 8 have the use of an Alexa. This project is funded by Enfield Council.

• On Saturday 16 October 2021 we held our BHM event entitled ‘Black Women, Their Hidden Stories’ .

The afternoon began with a panel discussion with the female contributors to the Windrush book. The book was launched in the Spring of 2022. Evadney Hamilton, Pauline Isles and Hyacinth Treasure spoke about their experiences in travelling from the Caribbean to London in the 1960s.

There were a series of workshops on financial management, fitness, mental health and wellbeing and black women in politics. The evening concluded with a series of very powerful speeches from Delia Mattis, Black Lives Matter activist; Bonnie Greer, playwright, novelist, and broadcaster; academic writer Dr Ama Biney and political analyst Dorothea Hodge.

The event was sponsored by the Big Lottery Fund and Enfield Council.

• ECA Chair, Oveta McInnis has been working alongside the NHS North Central London, Primary Care Trust to address the issue of vaccine uptake by black and ethnic minorities. In January 2022 we formed a partnership with the Caribbean and African Health Network (CAHN) and support Caribbean and African targeted health improvement programme (CATHIP) weekly heath hour.

• ECA members sit on two panels working with the Police in Enfield; the first the North Area BCU Community Engagement Steering Group, led by Treena Fleming the borough commander; and the second the Stop and Search Community Monitoring Group (CMG) aimed at scrutinising the Stop and Search procedures and their disproportionate use against black people and their effectiveness in reducing crime in Enfield.

• We have also led three very successful Careers days in primary schools in Enfield this spring and summer, working with year 6 students. We were able to bring professionals into the schools to meet the year 6 students. The professionals included a doctor, vets, an author, musician, civil servants, a member of the RAF, and a BBC journalist, to name a few. Visits took place at Oakthorpe Primary School on March 31, St John and St James C of E Primary School on May 23 and Starks Field Primary School on June 20. The feedback from the students was outstanding.

• Our greatest achievement in the last year has been the publication of our first book, film documentary and exhibition, ‘Windrush Voices: 20 Stories of Determination and Triumph’ to commemorate and remember the Windrush Generation; those who arrived and settled in Britain, largely from the Caribbean between 1948 and 1973. This book was launched to a packed

house at Millfield Theatre on 27[th] April 2022. The first edition of 400 books sold out within three weeks. The book and film give an opportunity to hear the voices of some of those who are part of this generation. The exhibition is being viewed at the Culture Palace in Enfield during the month of June. We hope to launch the documentary film later in the year.

This project has been funded by the National Lottery Heritage Grant and The Ministry of Housing, Communities and Local Government (MHCLG) now the department for Levelling Up.

• Finally, we held our annual Windrush event on Friday 24[th] June 2022. This was attended by over 70 people. It was an amazing success. We had a twocourse meal and entertainment which included poetry, and a screening of an excerpt from the film Windrush Voices, a personal Windrush story of record producer Sonny Roberts and the dramatisation of Cislin’s story, the lady who founded Aquarius Hairdressers.

Future plan and Strategy

In 2021 we identified our three aims for the five-year period to 2025 as:

1. Economic empowerment

2. Community Engagement through the completion of the Windrush project and

3. Sustainability – developing our Youth Arm

We have largely achieved our second aim and could be said to be victims of our own success, having received many requests for the exhibition in schools and talks in schools and community settings by the participants of the book. We are now managing the post launch programme of activities. Having sold out of our first 400 copies, we have since ordered a further 400 copies including 100 hardback copies.

Due to the small number of trustees, it has been a greater challenge to pursue targets 1 and 3. There have been developments with building the Youth Arm and we have some potential young leaders whom we hope will lead the Black History Month event this Autumn.

We would like to thank all our Trustees, associate members, volunteers and all our service users who have given their energy and commitment to achieve Enfield Caribbean Association’s objectives.

We would also like to thank all our funders for their support.

Our planned activities for 2022/2023

Outreach

• Continue to hold Careers Days in schools for Black and global majority pupils aimed at raising their career aspirations and life chances.

• Continue to develop and diversify a strong online presence by improving our website content and developing our use of a range of social media sites to retain and attract more visitors.

• Hold events to celebrate our community’s heritage, including Windrush Day and Black History Month.

Complete the Windrush book, video, and exhibition

• The Windrush project is one of our most exciting to date. Having produced and self-published the book, film documentary and exhibition, we are at stage 2 of the project:

  • The exhibition is to be hired by schools and other organisations

  • Selling copies of the book throughout the country

  • Outreach of the project through speaking engagements in schools

  • Screening of the film and distribution to organisations and individuals

• Producing a Children’s illustrated book: Windrush Voices

• • Windrush Podcasts

Collaborations & Partnerships

• Strengthen partnerships with other organisations and charities to increase our voice in the community. Some of the organisations we currently collaborate with are:

• Reach Society

• Black Lives Matter

• Enfield Community Black Health Forum

• Caribbean and African Health Network (CAHN) and Caribbean and African Targeted Health Improvement programme (CATHIP)

• Edmonton Community Engagement Programme

• Enfield Race Equality Council

Supporting the Community

• Continue to support our elderly members by organising activities that bring them together, reducing social isolation and improving their wellbeing, such as our weekly luncheon club, exercise class, walking group and other activities such as social trips to the theatre and seaside.

• Health – Support projects that concern our health and wellbeing. Delivering the weekly health Hour with CATHIP Supporting the development of Enfield Community Black health Forum.

Political Challenges

• Continue to have a voice in the Community and support initiatives for social change through regular meetings with our local MPs and communications with the Police Borough Commander and sitting on the local CMG Stop and Search Monitoring Group.

• Continue to work with Enfield MPs and councilors, to discuss concerns pertaining to the black community. We plan for these communications to continue over the coming year.

Our five-year plan & vision for 2025

1. Economic Empowerment

Generate sufficient assets to enable the organisation to achieve our objectives

Develop and implement a fundraising strategy with clear aims and objectives to secure funding from various grant providers locally and nationally to further develop the ECA’s organisational structures and support networks, including working towards contributing to the setting up of an African Caribbean centre.

One of our future goals is to achieve core funding to enhance our work and provide sustainability for ECA. We are currently writing bids to achieve this aim.

2. Community Engagement

The ECA aims to work as a hub supporting the community and partnering with allies to achieve our goals. Due to funding, we have been able to go ahead with several projects, as we have raised funds through strategic bid writing in the last year, which has made these developments possible. We have raised funds for developing the luncheon club, the Alexa Show project and the Windrush project.

3. Sustainability

Develop a Youth Section - Our Youth are the future

The ECA’s outreach has developed over the last year and has become more involved in the community by forming new partnerships. We are very conscious of the significant role that young people are playing in the community and would love to see a greater involvement of young people in the ECA. We would like young people to lead their own agenda, in areas that may be of interest or concern such as economic empowerment, education, career opportunities, racism, health and policing to name a few. Our theme of this year’s Black History Month event will focus on youth as leaders of the future.

In conclusion, we are actively recruiting trustees, associate members, and volunteers to strengthen our management and administration. We will continue to strengthen and develop our organisation further to enhance the lives of Caribbean communities in the London Borough of Enfield.

Independent examiner’s report to the trustees of Enfield Caribbean Association

I report on the accounts of the Trust for the year ended 31[st] March 2022, which are set out on pages 16 to 19.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

• examine the accounts under section 145 of the 2011 Act;

• to follow the procedures laid down in the general Directions given by the Charity Commission

under section 145(5)(b) of the 2011 Act; and

• to state whether particular matters have come to my attention.

Basis of independent examiner's report

My examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

• (1) which gives me reasonable cause to believe that in any material respect the requirements:

• to keep accounting records in accordance with section 130 of the 2011 Act; and

• to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act

have not been met; or

• (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Notes to the account

1. Accounting basis

The principal accounting policies adopted, judgements and key sources of estimation uncertainty in the preparation of the financial statements are as follows:

• a) Basis of preparation

The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). ECA meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

• b) Preparation of the accounts on a going concern basis

The Charity trustees are of the view that measures taken subsequent to the year-end to reduce operating costs and successful in applying for continuation funding have secured the immediate future of the Charity for the next 12 to 18 months and that on this basis the charity is a going concern.

2. Cash Flow Statement

The trustees have taken advantage of the exemption in Financial Reporting Standard No 1 (revised) from including a cash flow statement in the financial statements on the grounds that the charity is small.

3. Income

Income is recognised in the period to which it relates, unless specified otherwise by the funder. Project funding is, in general, repayable if not expended within the relevant project. Such income is only recognised to the extent that it ceases to be repayable. The income is accounted for on a receivable basis.

4. Resource Expended

Resources expended are included in the Statement of Financial Activities inclusive of VAT which cannot be recovered. Direct charitable expenditure include includes the direct costs of the activities. Where such costs relate to more than one functional cost category, they have been apportioned in line with the direct costs of the relevant service.

5. Fund Accounting

Fund accounting unrestricted funds are available to spend on activities that further any of the purposes of charity. Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside to use for a specific purpose. Restricted funds are donations which the donor has specified are to be solely used for particular areas of the charity’s work. The charity has no designated funds.

6. Support Cost

Allocation of support costs are those functions that assist the work of the charity but do not directly undertake charitable activities. Support costs include back-office costs, finance, personnel, and governance costs, which support the Charity activities. These costs have been allocated between cost of raising funds and expenditure on charitable activities. The bases on which support costs have been allocated are set out in note 14.

ECA is a registered charity and is not liable for corporation tax on its income under section 505 of the Income and Corporation Taxes Act 1988 to the extent that it is applied to its charitable activities.
