Objects
The objects of the Charity are. principally in the borough of Cheltenham. to promo1¢ th¢ arts
generally and to advance education. the Christian faitlL religious harniony. citiz¢nship &
community development by means of a Festival of the arts and entertainments. both through
in-person and online events. to the benefit of the general public, children and young pwple
and marginalised groups.

The Festivals encompass a range of artistic expression which ¢n¢ouTage participants to
explore the theme of creativity and the Christian faith. Ivhilst the Festivals have a Christian
impulse. participation is open to all regardless of religion, race. gender. age or backgroun4l
supporting interfaith and inter-denominational undetBtanding.

Cheltenham and Gloucestershire are not number&1 among the more deprived towns or
regions of the Uniled Kingdom. Nevertheless, they contain SUblstrIct$ that fall within the
I 00/0 most deprived nationally and the Charity h&s continu1 its objective of offering specific
events and activities in these areas of the town. in order to enable wider access.
The Festival ¢ncourages and WOTks with churches, schools and other community groups to
collaborate. and its volunteers and participants to be uplified. by engan8 in shared activities
and meeting new people. For example, art courses and art clubs, which are a conslituent part
of the Cheltenham Christian ATts Trail, are enjoyed by many and inspire people of all ages to
join in. Whilst conventional church attendance continues to declin< there is growing interest
in non-traditional expre&sions of faitlL
In the light of current debates alK)ut religious radicalisatio Cheltenham Christian Arts aims
to promote interdction and understanding b¢tween faiths. The motto of the Christian Arts
Festival is to challenge and engage Is well as to celebrate and entertain. The aitn of OUT
interfaith events is to encourage Christians and people of other faiths to interact and build
social cohesion through greater understanding.
Also benefiting from the Festival and its related activities are organisations supporting
deprived communities, those with physical and mental health issues. disadvantag young
people and the socially isolat. During thi5 year all our events were free or by donation
only. thereby allowing acce55 to anyone with internet connection.
Overview
Cheltenham Christian Arts Festival is continually exploring ways to be more imaginative
through innovative and fresh expressions of faith through events and workshops. The
pandemi¢ has enabled us to reach online audiences, resulting in wide coverage both national
and international. flexibility and longevity as witnessed through our Living Room Fest 2020.
This w&s then built on through our Inspires Sessions and Octopus creative workshops in
2021. We intend to wntinu¢ using technological advances to extend out reach.
An example of event adaptability- September 2021 Black Blessed and British by Claudette
Douglas. Low attendance at morning workshop in part due to Covid anxiety ... but two
vulnerable people came in from the street at the sound of the drLunmin& engaged well and
allended church the following day. Afternoon perforn]ance was live streamed via Fac¢Book
{1.7K viewers) and recorded on YouTube.
Th¢ iheme of EDEN 2021. Restoring Paradise, beauty. care. destruction. restoration was
highly contemwrary given environmental concerns. The aim was to encourag¢ various
initiatives to ga people pro-acliv¢ and give hope of restoration to our planet. We achieved
this through our Textile Banner Project, Art Competition. Poety & Art Film for VeTsopoIis
International Poelry Festival. Women ai the Well Glouceslershire Wom¢ns' Craft Project and
Inspires Creative online workshops.
Our second Festival of Stars brought pcople together providing local churches with the
opportunity to promote iheir ministy, activities and CA)urses in a public arena and build
strong local networks which outlast the project in and across communities and encourage
participation in future festival events.
Our current theme EDEN Restoring Paradisq wiEI be followaj by GOSPEL 2023. We strive
to excite new people and young people. connecting them to sports club& activities & small
groups, inspiring a love of th¢ Gospels and showcasing courageous ways of worship e.g.
gospel song writing. visual arts and perfonnance.
Legacy
We have been producing our Festival for 6 years now and have a rich resource of contacts
and relationships established over this time which we continue to build upon, locally and
nationally. We have a growing reputation. On¢ example, developed for OUT first Festiv. the
multi-faith Journey Through Conflict, perfomlance promoting reconciliation and p¢ace, grew
to receive nationa] media attention, subsequently making appearances in cathedrals and
festivals around the UK. "Cheltenham Chrislian Arts Festival is a beautiful thing" (Michal
Giedroyc, brother of comedian Mel). "May God give you all the energy to keep running for
Hirn" (Bazil Meade MBE, Founder of ndon Community Gospel Choir).

Festival of Stars 2021
Du¢ to COVID w¢ had to reschedule this event for Whaddon four times. finally delivering it
in September 2021. Hundreds of people from communities on either side of Whaddon
Recreation Ground poured in and Join Christians giving of themselves and going the extra
mile to bring a celebration that we have all ached for .
. so much recent loss, sadness and
hardship was replaced by hope. ¢n¢rgy and new begimiings. Community groups needing
volunteers for their organisations met n¢w people and hugged friends they had not seen for
18 months.
Our contributors came from Southampton, Birniingham, Wales, Manchester and Brighton, as
well as locally. The main stage resound with drdm4 music and dance from Christian
perforn)ers. Here is a video which includes footage of the children (non-church goers)
perforniing drumming and dancing as a result of a week of workshops in prepardtion at the
Cornerslone Community Centre, affiliated with St Michael's Church, Whaddon.

Alex Chalk MP attended the event. He said "I was really moved by what you had put on -
such a successful, happy community occasion. A real joy to see. Rescheduling an event four
times sounds like some sort of Katkaesque nightmare! My sincere thanks and congratulations
to you both for your stamina and spirit. From what I saw of so many happy faces, it w&s more

baptise their children and make plans for funerals! One attendee proclaiming io be an atheist
observed 8 other atheists he knew at the event who were all thoroughly engaged and enjoying
thems¢lv¢s. "I can actually sense God is here.. he said, 'there's something really special
happening here today..
Plans are to stage another Festival of Stars this time in South Cheltenham in September 2022,
organising coaches lo bring people from the areas of the previous 2 Festival of Stars.

GOSPEL 2023
With preparations beginning in 2022, GOSPEL will spark curiosity and engag¢ment
with our Gospel truth. To introduce or reacquaint people with Gospel hope through
the expressive arts. Events will promote deeper understanding of the Gosp¢l story (eg
gospel song-writing competition). unity amongst Churches, relationships built across
faith divides, people learning to express themselves through art, skills
acquisitionldev¢lopment, public perforniance (Sernion Slam, battle of the bandsltalent
contest), nctworks to church-based suppo¢ people having an enjoyable and engaging
time.
Flnaneial Review
Between November 2020 and July 2021, various levels of lockdown restrictions continued to
apply, meaning our activity continued mostly online. In the spring of 2021 small outdoor
events became possible, and we were able to hav¢ art and music in the parks, as well as
providing online art workshops with various differ¢nt artists.
Finally in September we wer¢ able to go ah¢ad with the Festival of Stars at Whaddon,
spending the grant onnallY received from Awards for All in 2019-20. This was always
plann¢d to be a free ¢v¢nt, and aside from a small amount of donations was completely
funded by grants and reserves. £l,IXK) of the original grant amount W&8 towards the Projecl
L¢ad¢r's salary, and this h&s been transferred from the Stars fund to the Salary restricted fund
during this year. as until the f¢stival took place (on the fourth attempt at finding a possible
dale) it was not certain that we could keep the grant.
As planned and expected, the reserves have dreaSed to £8k. as a result of spending the
grants received. Around £3k is remaining in the restricted salary fund, and a small amount is
remaining on grants from Cheltenham Arts Council, as we ¢xpect further expenses frorn the
touring exhibition of banners inspir1 by the theme of Eden. The remaining £4.5k is
Unrestrict funds, mostly built up from r¢gular giving and donations. We have also raised
funds by charging commission on the sal¢ of art from the various art exhibitions during the
year. Each of th¢s¢ is an OPFKYrtunity for Christian artists to Show their work. and fulfils our
mission to show¢&se the mtivity of talent. Although the events are not necessarily
profitable, and the commission for the Open Studios was split evenly with the venue that
hosted th¢ exhibition, this commission is classified as other Irading activities for the pu4x)se
of raising funds.
Income was £15,342 {2020: £29,962). Expenditure w&s £32,688 (2020 £16.223). resulting in
a deficit of £17,345, (2020 surplus £13.739). Prior y¢ar comparisons have only been made
with 2020, as our prior years now are all very different. but it is clear that the surplu5
generated in 2020 has now been spent. No fiwther grants for tllre projects have yet been
received.
Sources of Income 2021

Ticket sales consist only of tickets to ihe Black, Blessed & British event hostsj by Claudette
Douglas. The majority of this event was funded by a donatio but a failure to spread word of
mouth at the venu¢ church made for disapp)inting attendance, though the quality of the
impact made w&s inspiring. Online artist workshops and events in the park wer¢ all free to
attend. as wer¢ art exhibitions and the main festival.
IO°/o of total income (2020: 5Q/o) now comes fTom regular monthly givers and the monthly
Cheltenham Lottery. Most r¢8ular giving comes via Stewardship. and h&s already had Gift
Aid added at source.
At the end of the period, c&sh in the bank and at hand amounted to £7,966. a decrease of £16k
during the year. because of the aforementioned timing iUeS.
We are extremely grdteful to all our funders: The Diocese of Gloucester Life Development
Fund, the Cheltenham Arts Council, and to individual donors, whose generosity funded
several specific events.
At time of writing, we do not know whdher or not the Diocese of Gloucester will continue
fijnding the Project Leader salary, although we have had some encouraging comments from
the Diocesan officer. We have enough left in the restricted fund from previous years to fimd
salary and redundancy costs until January 2022. and a further unrestricted balance which can
be used to bridge the gap until April, by which time we should have heard from the Diocese
and other potential fimders.
Risk Management
The Trustees r¢8ularly review and monitor the risks associat with running the Charity.
The principal risks are financial in the requirement to commit expenditure in the advance
planning and marketing of activities and ¢v¢nts' and in the risk that expenditures exceed
projected income from ticket sales. donations and grant applications. A key risk is the
continuation of fimding for the Project LAder salary. wiihout which the festival will hav¢ to
reconsider the scale of its activities. Other risks include health and safety. safeguarding and
data prntectio for which appropriate wlici¢s and procsjures have been put in place.
Reserves Policy
Th¢ Trustees believe it is prudent to hold sufficient reserves to cover between three- and six-
months nllming costs.
Due to the possibility that further salary funding may not be obtained. the Trustees also
consider it prudent to designate a reserve equal to the redundancy pay that would be due if
the Project Leader's employment had to come to an end through lack of funding. Thi5 figure
is currently £865. The balance of restricted funds regarding salary costs in these accounts is
£3.042, consisling of redundancy costs plus slightly over two months salary costs allowing us
lo continue eMplOlent until 31° December 2021, befor¢ dipping into the free reserves of
£4,531.
COVID 19
Due to the exceptional circumstan¢es occasioned by the COVID 19 epidemic, particular
attention must be drawn to the continuation of the festival. However over ihe last two years
we have continued to provide events online and in person despite the restrictions placed on
activity, and we have proved agile enough to plan for smaller scale and outdoors events,
adapting as restrictions may be revis.
FinanciAI Position
Outside of festivals. the principal running costs of the Charity are those &ssociated with the
employment of the Project Leader. and while there is some uncertainty here it is not directly
COVID related.
Reserve5
The Trust¢¢s r¢8ularly monitor the Charity's rt%erves, income and outgoings. They are
satisfied that the Charity's reserves are sufficient to support ils plans and
commitments.

I report to the trustees on my examination of the accounts of Cheltenham Christian Arts ("th¢
Charity") for the year end 31 October 2021 which are set out on pages I l 10 21.

in accordance with the requirements of the Chariti&s Act 2011 {'kne Act").
I report in respect of my examination of the Charity's Carri out under seclion 145 of the
2011 Act and in carrying out my exarnination I have followed all the applicable Directions
ven by the Charity Commission under Section 145(5Kb) of the 2011 Act
Independent examiner's statement
I hav¢ completed my examination. I confirni that no material matters have come to my
attention in connection with the examination ving ust to believe in any material respect:
accounting records were not kept in resPt of the Charity as requir1 by section 130
of the Act; or
the accounts do not accord with those records; OT
the accnunts do not comply with the applicabl¢ requirements ¢on¢erning the forni and
content of accounts set out in the Charities {Accounts and Reports) Regulations 2008
other than any requirement that the accounts give a 'true and fair view. which is not a
matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the
examination to which attention should be drawn in this rewrt in order to enable a proper
understanding of the accounts to be reached.

Notes to the Accounts:
l. Accounting policies
a) Accounting b&8is
The accounts have been prepar under the historical Cost convention. and in
accordance the Financial Reporting Standard FRS 102, and with the Statement of
Recommended Prdctice: Accounting and Reporting by Charities preparing their
accounts in accordance with the Financial RertIng Standard FRS 102 and the
Charities Act 2011. The applicable legal framework for non-company charities
has not been updated to keep pace with the publication of Statements of
Recommended Prdctice, and therefore the charity has chosen to use the
aforementioned SORP in line with the Charity Commission guidance on the
subject.
b) The accounts have been pr¢pared on ihe going concem basis. as reserves are on
target and there are very few forward commitments at this date.
c) The charily constitutes a public benefit entity &s defined by FRS 102.
d) The charitias fimctional and presentation currthcy is the wund sterling.
e) Fixed &ssets and depreciation
Equipment which is expected to provide a benefit beyond one festival is classed as
capital expenditure, and depreciat on a stTaight line basis over its useful life.
There is no capitalisation threshold as asset purchases are relatively rare.
Depreciation on equipment purch1 with restricted grants is clas5&J as restricted
spend.
Incoming resourc¢s
All incoming resources are included in the Stalement of Financial Aclivities when
the charity is entitled to the income, receipt is probable and the amount can be
quantified with reasonable accurdcy. The following sources of income are usual:
Ticket Sales: Ticket sales are recognised after the event for which the ticket
was sold. Until the event takes plac4 the tM)ssibility olhaving to return tick
income on cancellation of the event is considered to remove the entitlement.
Grant income.. Grant income is recognised when received. unless there are
specific perforniance related criteria that mean entitlement wmot be
guaranteed until after perfonnance.
Donations are re¢ognised when received. Gift aid is accrued for if the amount
seems likely to be material: in this year very f¢w donations were potentially
gift aid-able so the atnount is likely lo be less than £50 and therefore has not
been accruoj.
Commission on sales of artworks: recognised on receipt of the money, usually
via payal.
g) Outgoing resources

Expenditure is reco)1$ on an ac¢ruals basis as a liability is incurred.
Expenditure includes any VAT as the charity is not VAT registered. so VAT
cannot be reclaim¢d and th¢refor¢ is reported as part of the expenditure to which it
relate5'.
Charitable activities comprise the costs of putting on the festival, including
insurance and the monthly subscription to You Tube that allows us to post
video content online. It also includes th¢ cost of the Project Leader's
employment.
Marketing consists of all marketing. advertising and brochu production
and distribution costs.
Other ¢xpenses consist of offic£ expenses and professional fees.
In the previous year. following the online f¢stival. some art WO created
during the event was sold to the festival and re-sold to viewers. The cost of
the art is counted as cost of raising fijnds. This year. all sales of art were
handled as pass through monies collected by the Festival via cash or the
Ftival'S card payment machine. and passed on to artists net of a
commission. Only the commission appears as income in the accounts, and
there are no costs.
No Governance costs have been incurra this year. again due to the
kindness of volunteers.
Two eXpenS payTrents were made to wple who have been or are
TTUSt¢e5. although they weTC not Tnte% at the time thc expenses were
claimaj. These have been record as trustee expenses despite the timing.

During the year a total of £4.0(X).08 w&$ collected using the F¢stival's paypavstripe
and bank account, which was passed on to the artists or concert organiser net of a
commission or donation. During the first art exhibition works were sold net of a 2/0
commission. In the May 2021 Art in the Park. commission was not charged except in
one instance as the artists had originally been promised payment for partictpation. for
which funding was not forthcoming. At the September Open Studios the total
mmission of £340.66 was split S/500/0 with the venue, Christ Church. re¢¢iving

Transfers between funds".
The grant for the 2020 festival contained £l,IM)O towards the salary sts of the
Project Leader. This was left in the festival of Stars restricted fund last year end due
to the uncertainty over perforn]ance of the festival. Once the festival had taken place,
this £l,IXX) was transferred to the salary restricted fund. Other transfers are all relating
to using unrestricted funds to CA)ver any excess costs OV the r¢strict¢d income.
11.Related party transactions
During the year, a concert was held under the banner of Cheltenham Christian Arts
Festival using our account with Stripe to collect advance ticket sales. The risks of the
event were borne by the trustee organising the event, who personally paid all the
artists and event costs. using the money collected via Ch¢lt¢nham Christian Arts
Festival a5 well as any additional sales on the night of the concert. For this rwon the
income and expenditure for this concert is not shown in these accounts, only the
donation of £107 which was made from the trustee to ihe Festival, representing the
profit after all expern8es were settled. This donation has not been included on any Gift

Aid claim. FutUTe ¢oncerts which take place under the Christian Arts Festival will see
both costs and income going through the ChTistian Arts festival account.
12.Trustee expenses
During the year, £62.20 (2020: £0) of expenses incutTaJ by persons who had served
as Trustees were reimbursed. A payment of £27.50 ¢lear¢d the bank after year end. to
Sue Holbrook for workshop materials used in the Eden banner Project. Sue Holbrook
had ¢arli¢r stood down as a truslee for personal reasons. In March a panent was
made to Myn Cotterill to Tcimburse her for stationery and tK)stage. No remuneralion
was received by any Trustee in payTrent for their services.
