The Parish of All Saints, Birchington, Annual Report 2021

- - Priest in Charge Report

Introduction

Coronavirus caused so much difficulty in 2021 which made it such a challenging time for all of us in the Parish, although we were able to open up from Mothering Sunday 2021. We had difficulties meeting in person as a Parochial Church Council (PCC) initially but we met in person again from April 2021. The Standing Committee did meet and I would like to thank Loraine, Mike Little, Mike Longdon and Sara for their commitment and dedication during 2021. I would like to extend my thanks to PCC Members too.

We have all responded differently to Covid-19. Many people became very frustrated because of the restrictions which we had to comply with, and other people went with the ‘flow’ waiting for it to pass, but despite how we felt the church was still able to offer worship services and operated within the ‘new, normal as best as it could.

Worship

We continued to offer worship during 2021 and offered live, streamed and recorded services. We sometimes experienced technical difficulties with streaming which was regrettable.

I am very keen to encourage a wider variety of worship and particularly to those services that will attract new people into our congregation. I would like to thank Peter, Sue, David, John, Margaret, Angela and Paul for their support. It was a joy to authorise Loraine, John and Mike Longdon as ALMs at Pentecost 2021, although John decided to stand down as an ALM later in the year. I would like to thank Tim and Chris for playing the organ for us and to the choir and singers at All Saints’ and, during 2021, at St Thomas’ too. Thanks to Loraine for organising the rotas and to all those people who have read to us from the Bible and offered intercessions. I am so pleased that we were able to offer Covid-safe services and Open Church for private prayer and my thanks to all that have helped support this.

In 2022, we have been able to enjoy our worship and fellowship in church once again but it will take some time for people to adjust after a long period of pandemic.

Mission

In September 2021, the PCC agreed the 2022-2025 Mission Plan and reports are provided against progress at PCC meetings. Pastoral Friends (see below) and Breakfast Time (see Loraine Bant’s report below) were two initiatives from this plan.

Pastoral Friends

Pastoral Friends was established from the remnants of the old Pastoral Committee. A new training programme was led by Rev. Dr. Sue Woan and completed and DBS and safeguarding training has been almost completed by its members.

Pastoral Friends have held two lunches so far for those people in our church community who would like the opportunity to meet up and chat with new and old friends over a homemade lunch. People have found this initiative valuable.

Friends of the Parish of Birchington

Under the chairmanship of David Sheekey, this group began to devise an events programme during 2021 which is being implemented in 2022. I would like to extend my thanks to David and all of the members of this sub-committee.

Seamarsh Group

Good and close collaboration between the Seamarsh Group began in 2021 but in 2022, planning work is currently in abeyance. However, the Deanery are keen for this Group to move forward and further work will begin in late 2022.

Finance

The Parish does not have financial resilience and is often vulnerable. The Parish continued to face significant financial pressures in 2021 (see 2021 accounts). We have struggled to pay our Parish Share quota which we do have an obligation to pay. In April 2021, a review of the shape of the Parish began and consultation work is proposed for June 2022 to gather the views of our local congregations and the wider community about how we respond to the financial challenges we face, particularly with the possible costs from the Quinquennial reports.

The Diocese applied for planning permission on the land at the Vicarage proposed for housing which was successful in 2021. We hope to gain some financial benefit from this sale but we await news. However, the Parish will still need to consider its longer-term financial viability.

The Churchwardens’ Report

The church buildings were regularly checked by a churchwarden during lockdown and as we reopened on Mothering Sunday in 2021, the churches were prepared for services by a churchwarden ensuring that the Churches were as Covid safe as possible and that the wafers/wine were hygienically prepared for Eucharists. The soft furnishings have been returned to the churches now. We give space in our churches for those wishing to sit in isolation, with masks or to even join services via Facebook with live streaming – a system which was set up after a legacy was left to the Church – a portable Nave Altar and legilium were also purchased from this fund, both of which are well used.

The PCC agreed that PAT testing should be carried out across the Parish and that the two ovens professionally cleaned – both these were carried out in 2022 so outside the remit of this report.

We set up a service agreement four our four boilers – we have made good use of this having one x call out to All Saints, two x call outs to Church House and two x call out to Kearns Hall.

In All Saints’ Church a faculty was applied for to augment the organ. The 2021 Quinquennial highlighted a large number of maintenance and repairs that are necessary including the re-shingling of the steeple, a new lightening conductor and an investigation into a beam in the bell tower to establish whether the beam can be treated, or a replacement is needed as well as the re-tiling of the main body of the roof (work estimated over £75.000). There is more work – non urgent that is required in All Saints’.

The churchyard continues to be a closed churchyard maintained by TDC with whom we have an excellent working relationship. They certainly are working with us – we have seen the return of the broken gate and a repair has been logged from 2021 to repair the bottom gate and to place a gate at the top of the boiler room steps. The spring and autumn programme of work has seen a big improvement in the overgrown areas of the churchyard. This work has been enhanced by the work of the volunteers working under TDC and the British Legion’s War Graves Co-Ordinator.

Church House had a new flat roof – paid in part with a grant from a county counsellor. The Office and Committee Room were not fit for use/hiring due to the two rooms drying out from the leaks that occurred before the flat roof was repaired. There then appeared a leak in the highest point of the Church House roof (again the work was completed in 2022 so out of the remit of this 2021 report).

The Quinquennial report found that St Mildred’s Church requires a new roof (approx. £50,000) and the heating investigated for a more energy efficient and effective method of heating this cold and often damp church.

A tree had to be removed under health and safety after permission was gained from TDC.

The Quinquennial report for St Thomas, showed a large number of areas to be investigated and costed including the ceiling and areas of the walls lined with compressed card. This is deteriorating due to its age. This work alone has been estimated at over £80,000 (including redecoration). The bell tower needs to be removed, the cracking around the windows needs an investigation from an engineer, the rainwater system needs to be removed, renovated and some possibly replaced and the roof above the porch is in need for repair. A piece of asbestos needs removing by a specialist agent and the polystyrene tiles removed and replaced with a suitable material from the kitchen, vestry and toilet areas. There are doors and windows that need repair. The costs for the few jobs that we have managed to obtain is above £100,000.

Kearns Hall has been fitted with one new fire door and we inspect the others regularly. A new mixer tap was fitted in the kitchen.

The Quinquennial report has huge financial implications for all our churches – the Parish had not addressed the growing requirements for repairs for the last three reports (over a period of fifteen years). We now must seriously address these issues. There is work that needs doing as soon as possible and other work over five years. Having to pay our Parish Share – reduced for 2022, and the growing cost of the day to day running costs of our five buildings, plus these demands from the Quinquennial renovations is extremely daunting.

There has obviously been smaller works that have been completed during 2021 and works that have overflowed into this year (2022) which will be reported on in next year’s report. The selling of the section of the Vicarage Garden still is uncompleted – but work is slowly progressing and hopefully there will be a replacement garage erected soon -and the old one demolished so that the sale of the land can go to auction.

Safeguarding Report

In 2021, no issues of safeguarding were reported to the Safeguarding Officer for the Parish or to the Priest in Charge.

We have now completed training in safeguarding for the PCC – both Basis Awareness and Foundation. Our Priests, Reader and the Safeguarding Officer all have taken and passed the Leadership course as a requirement of the Diocese. ALMs only are required to pass the Basic Awareness and Foundation levels. The Pastoral Friends are all required by the Priest-inCharge and Safeguarding Officer to have passed these two levels before they can undertake the role of a Pastoral Friend ( and have a successful DBS check)

Our next plan is to ensure that all sides people have undertaken these courses.

Birchington CE Primary School Report

2021 was a year spent coming out of lockdown and the school gradually reverting to all pupils being in school full time. SATs testing was cancelled for another year. The school provided work for all pupils virtually or in paper form. There were also loan laptops available for any child without a device at home.

The school had their first service in church in July – with the Year 6 Leavers Service and then held a full programme of Christmas services in December. Mark led staff prayers via Zoom on a Thursday lunchtime and he and/or Loraine visited the school every Wednesday to take Collective Worship with a rotation of year groups. Loraine led a Messy Church Club in the School for 3 terms with a variety of year groups as part of the afterschool activities.

The Church provided Easter eggs to children who would not be receiving an egg from home and Christmas gifts, via the Giving Tree charity. We also made donations of good quality second hand shoes and a financial donation to support children without a pair of shoes to wear in school.

The school provided artwork, poems, and prayers at Pentecost and Harvest time to decorate All Saints Church and the church was opened so that parents/carers could visit the church after school to visit and see the displays.

In November at the launch of our All-Age Service in All Saints, we welcomed the school choir to sing and read at the service.

Rev. Mark and Loraine, as Foundation Governors. supported the school with their preparations for the SIAMS inspection – which is an inspection for Church schools.

All Saints’ Committee 2021 Annual Report

Because of the pandemic, the activities of the All Saints committee were severely curtailed in 2021. Only one committee meeting was held (in October) and the actions planned at that were largely impacted by a ‘lockdown’ which lasted into 2022.

The fabric of All Saints will be covered elsewhere. However, it is worth noting that although the Church House roof has been repaired, this building is showing its age and there are concerns about its long-term future. Thanks to open dialogue by the churchwardens with Thanet District Council, the churchyard is in good order.

The committee kept All Saints open on Saturday mornings in 2021 from 1000 to 1200 when that was possible under diocesan guidelines and I would like to take this opportunity to thank the volunteer team. Although visitor numbers are generally small, it provides a welcome opportunity for quiet reflection and prayer in these difficult times.

The All Saints fund balances as at 31.12.21 were as follows: Church House £2097.59 Quex £687.30 All Saints restoration fund £787.84

At a meeting in April 2022 the committee agreed unanimously that there was still a need for an All Saints committee as a mechanism for that church and its parishioners to raise issues, concerns and suggestions with Mark and the PCC. Meetings will be held two to three weeks before PCC meetings to aid effecive communication. Terms of Reference will be agreed in due course.

St Thomas Church & Kearns Hall Report for APCM 2022

Since the last APCM, St Thomas Church has been able to offer a full rota of weekly services and the congregation is very grateful to Rev.Mark and all the clergy for facilitating this return to normality after the lockdowns. Vestry prayers are now said before each service and the congregation is particularly pleased that the communion wafers are now intincted with wine.

Wear and tear and natural deterioration has caused damage to two ceiling panels in the church and these have been repaired temporarily. The Quinquennial inspection report recommends the eventual replacement of the ceiling panels throughout the church and a number of other works yet to be investigated in detail.

Unfortunately, the proposed Christmas Tree Festival had to be cancelled but the Rotary & Inner Wheel Carol Service drew a large congregation.

The “Soup & Pancake” lunch on Shrove Tuesday was very well attended and thanks are due to all who helped to organise this event.

The World Day of Prayer Service was held in St Thomas Church in March and was well attended by representatives of many different churches in Birchington.

We have been delighted to restart the serving of refreshments after Sunday services and, with thanks to Eddie Doody, we have also reopened St Thomas Church for Friday Coffee Mornings . Everyone is welcome! Do join us from 10.30 am on Fridays. If you are able to volunteer to help in the kitchen occasionally on a Friday please get in contact with Eddie or Chris.

Following the constraints of lockdown for the past two years, the Easter Garden in St Thomas Church was, at last, a wonderful feature of our Easter celebrations. Grateful thanks to everyone who helped to construct this important corner of Jerusalem in the church.

St Thomas Church prides itself on extending a warm welcome to worshippers and anyone who would like to join the team of sides-persons is invited to contact Chris.

Further thanks to Eddie for wielding the pressure washer and making the front steps of St Thomas Church sparkling clean.

Kearns Hall is proving to be very popular with regular bookings throughout the week and parties most Saturdays and Sundays. This is providing the Parish with a useful stream of income which is currently averaging £1142 (gross before deductions for overheads) a month.

You may be interested to hear that the Spurgeons Charity will be holding a reunion in Kearns Hall on Saturday 18[th] June for children who were at the Birchington facility in the 1950’s and 60’s.

Scripture Union will be taking over Kearns Hall from 21[st] July until 6[th] August during which period we have to ask our regular hirers to suspend their bookings.

Parish breakfasts’ APCM report 2021

Due to the ongoing pandemic, no Parish breakfast meetings were held in 2021. The balance at the start of the year was £85.00 and a donation of £50.00 was made to parish funds in November 2021

Following discussions with the ‘Friends of the Parish of Birchington’ (FoPB), it was decided that this group would take over responsibility in 2022 for organising and running parish breakfasts, which would be held in Kearns Hall and run by FoPB volunteers. As a consequence of this decision the balance of the funds in the ‘Parish Breakfast account’ of £35.00 was transferred to FoPB funds

Men’s Supper Club APCM report 2021

Men’s Supper Club meetings were badly affected by the ongoing pandemic in 2021 with only the BBQ at the Quex Belltower and a Fish & Chip supper able to be held in July and November 2021 respectively. Membership at 1[st] January 2021 was 33 with funds of £62.00 carried over from the previous year. A donation of £50.00 was made to parish funds and the balance at year end was £38.00.

Membership at the start of 2022 had declined to 28. However, physical meetings re-started in Church House in January and are planned for the third Monday of every odd month although the March meeting was postponed due to a resurgence of Covid cases locally.

Breakfast Time

Breakfast Time opened in Church House at the beginning of November. It is manned each day by two volunteers who welcome Year 6 and other year groups’ parents/carers and pupils. After a slow start, numbers began to rise seeing an average of 18 people attending each day by Christmas 2021. We have made enquiries to move the Breakfast Time onto the school site to a building owned by Sure Start and await a response from their Management Board. ( Please note - we have re issued this request again at the point of submitting this report.)

This venture could not run without the loyalty to the project of our volunteers, the donations of food and financial contributions that our congregations and the local community provide and the support of Mark, our PiC, in running this worthwhile project.

The work of this Group is kept under review as part of the Parish Mission Plan.

Choir, Organ and Bellringing Report

Choir and Organ

Although we have suffered slightly with numbers since returning after the pandemic, we still aim to sing during the Communion each week and have also sung at the ecumenical Good Friday service. With the current service pattern, we are rehearsing fortnightly at present.

Organ augmentation was planned during 2021 and completed in 2022. A technical issue with the software running the digital stops has necessitated the slightest adjustment to the proposed stops, but this should actually enhance the provision. An opening recital has been planned for June 2022 and an international recitalist has been booked to play in July.

Also during the pandemic, Lynda McGowan decided it was time to retire from organ-playing. Obviously, this is a shame, but understandable and I thank her for her time, particularly at Acol. My thanks also to Chris Hedges for his constant sterling work at St Thomas. When the Eucharist is celebrated there on the 4[th] / 5[th] Sunday, it is a pleasure to be able to sit back and listen to his work at the keyboards.

Bell-ringing

Once ringing was allowed to restart, the ringers quickly got back into the swing of things, ringing quarter peals for virtually every Sunday service in 2021. This has continued with us being able to ring lots of methods named after various wedding anniversaries for people in the village – receiving many positive comments on the Birchington Facebook group.

The bells and associated equipment seem to be in good order and we have now put the “new” (about 6 years ago!) ropes on all but one of the bells.

This year has been a difficult year again due to Covid which shut our churches do Unfortunately that cut our income, especially with the halls also closed.

We were very fortunate in January when we received a very generous donation to this year's Charity Commission loan repayment of £3,000. The balance of the loa stands at £32,153. The balance needs to get to £52,000 to be cleared by 2030.

During 2020 we had received a legacy and had kept some back monies back to h new flat roof on Church House. This hall is one of our major income providers and by many groups and is part of our mission. Again we were very fortunate and ma gave to the fundraising project to raise funds towards the new roof in 2021

I am pleased to report that a large amount of our Parish Share was paid (75%) lea balance of £21,752 still outstanding from this year . Overall there is balance of £6 owed to the Diocese from this and previous years shortfalls.

Our gas and electricity contracts came to and end and although new contracts ha started the new rates will increase our costs considerably in 2022.

The insurance figure has gone down greatly this year as we changed to a monthl direct debit, at no extra cost, to help with our financial planning. Next year will se insurance figure back to the normal amount of approximately £9,000.

The salaries figure was also reduced this year due to the Administrator being ma redundant in 2020. Our retired clergy were not able to do as many services due to the churches being closed and took a reduction in their honoraria.

The final balance sheet figure is looking extremely healthy but this is mainly due investments increasing in value by £106,096. Unfortunately this is not monies th are able to spend although we do get use of the interest.

Monies from the Sybella Petley fund (Acol Churchyard) were given out again to th Bank, Birchington Church of England Primary School and King Ethelbert's School the poor of the parish.

The financial statements have been prepared in accordance with the Church Ac Regulations 2006 together with applicable accounting standards.

Funds

General funds represent the funds of the PCC that are not subject to any restric regarding their use and are available for application on the general purposes of Funds designated for a particular purpose by the PCC are also unrestricted.

The accounts include all transactions, assets and liabilities for which the PCC is law. They do not include the accounts of church groups that owe their main affi another body nor those that are informal gatherings of church members.

Incoming resources

Voluntary income and capital resources

Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under covenant is recognised only when received. Income tax recoverable on covenants or gift aid donations is recognised when t is recognised.

Grants and legacies to the PCC are accounted for as and when the PCC is notifie entitlement and can identify the amount due.

Funds raised by events are accounted for gross

This year has been a difficult year again due to Covid which shut our churches do Unfortunately that cut our income, especially with the halls also closed.

We were very fortunate in January when we received a very generous donation to this year's Charity Commission loan repayment of £3,000. The balance of the loa stands at £32,153. The balance needs to get to £52,000 to be cleared by 2030.

During 2020 we had received a legacy and had kept some back monies back to h new flat roof on Church House. This hall is one of our major income providers and by many groups and is part of our mission. Again we were very fortunate and ma gave to the fundraising project to raise funds towards the new roof in 2021

I am pleased to report that a large amount of our Parish Share was paid (75%) lea balance of £21,752 still outstanding from this year . Overall there is balance of £6 owed to the Diocese from this and previous years shortfalls.

Our gas and electricity contracts came to and end and although new contracts ha started the new rates will increase our costs considerably in 2022.

The insurance figure has gone down greatly this year as we changed to a monthl direct debit, at no extra cost, to help with our financial planning. Next year will se insurance figure back to the normal amount of approximately £9,000.

The salaries figure was also reduced this year due to the Administrator being ma redundant in 2020. Our retired clergy were not able to do as many services due to the churches being closed and took a reduction in their honoraria.

The final balance sheet figure is looking extremely healthy but this is mainly due investments increasing in value by £106,096. Unfortunately this is not monies th are able to spend although we do get use of the interest.

Monies from the Sybella Petley fund (Acol Churchyard) were given out again to th Bank, Birchington Church of England Primary School and King Ethelbert's School the poor of the parish.

Church Lands

The Capital is invested in an investment fund which is not available to the Paris is paid into our account. The PCC own four pieces of land

The land on which the Acol village hall stands. Ground rent is charged at £200 per the lease dated 18 March 2013 organised by the Diocese.
