Priest-in-Charge Report: APCM
“Jesus woke up and rebuked the wind and said to the sea, ‘Peace! Be still’ Then the wind ceased, and there was dead calm.” (Mark 4:39)
Introduction
An on-going storm known as Coronavirus that has caused so much anguish, frustration, loneliness and loss in 2020 which made it such a difficult and challenging time for all of us in the Parish. We had difficulties meeting in person as a Parochial Church Council (PCC) but Zoom helped us overcome these restrictions. This has not been ideal, and decisions have had to be made by the Standing Committee which continues to face several challenges, often requiring time-sensitive decisions, and which met on a weekly basis, and continues to do so, to consider finances, church buildings, services/church closures, Covid-19 risk assessments, charity law, on-line streaming licences and pastoral matters. I would like to thank Loraine, Mike Little, Mike Longdon and Sara for their commitment and dedication during 2020 and now in June 2021, and for the patience of the PCC too.
We are all so desperate to return to normality, and hopefully soon with the impact and success of the NHS Vaccination Programme we will be gathered again as we used too. And to offer home communions and provide visiting to people’s homes. I have missed that so much as a minister and I am aware that because of Covid-19 restrictions, there are many of you out there that I do not really know that well. Let us hope and pray that the ‘storm’ of Covid-19 will be calmed so that peace can prevail.
Worship
We continued to offer worship over the last year and have offered live, streamed and recorded services which will continue, particularly after the purchase of new camera equipment which will be installed very soon. We sometimes experienced technical difficulties with streaming which I can understand which would cause me frustration too but sometimes IT fails.
I continue to be very keen to encourage a wider variety of worship and continue to be very open and approachable to suggestions, particularly to those services that will attract new people into our congregation. I would like to convey my thanks to Peter, Sue, David, John, Margaret, Angela and Paul for their support and commitment in leading and supporting services, and I have realised that because of restrictions and the pressure to offer worship, I have not always involved some of you as much as I should have, particularly during 2020. It was a joy to authorise Loraine, John and Mike Longdon as ALMs at Pentecost 2021. I would like to thank Tim and Chris too for playing

music for us and to the choir and singers at All Saints’ and, during 2021, at St Thomas’ too for uplifting us all. Thanks to Loraine for organising the rotas and to all those who have read to us from the Bible and offered intercessions. I am so pleased that we were able to offer Covid-safe worshipping environments and Open Church for private prayer and my thanks go out to all that have helped supporting this.
Let us hope and pray that we will soon be able to hit the “reset” button and enjoy our worship and fellowship in church once again.
Mission
God’s mission continues, and we are all called to see where he is at work, and this work has continued in 2021.
We now have Wi-fi in All Saints’ and we will continue to stream from St Thomas’ too with the use of mobile phone. We received a £10k legacy for All Saints’ from the late Mary Kathleen Jeston, and have been able to purchase a camera, PC, networking and cabling for All Saints’ which will make the production and delivery of services easier there which I refer to above. We also received some generous donations and were able to purchase a portable altar andr Legilium.
Friends of the Parish of Birchington
A small working group has been established and we have met three times. We have discussed the charity structure in 2020, and were pleased to ask David Sheekey to become Chair from the local community, although now the Group is a Sub-Committee of the PCC. This initiative will be developing and promoting its plans in the latter part of 2021..
Pastoral Committee
Sadly, this Committee could not offer what I was hoping and I felt frustrated by this. We had one meeting of this Committee and I have produced a comprehensive set of pastoral guidelines its members. We are keen for people to come forward and will offer training and guidance once we are up and about again.
Seamarsh Group
There has been good and close collaboration between the Seamarsh Group with mutual support and Zoom meetings. This work will continue but there will be a need to ratchet up our working relationships to bring us together more for missional purposes.

We were not able to appoint an Administrator with the Wantsum Benefice and because of on-going financial pressures an appointment is unlikely to happen for the foreseeable future.
Finance
The Parish does not have financial resilience and is often in a vulnerable position. The Parish continued to face significant financial pressures in 2020. We have struggled to pay our Parish Share quota which we do have an obligation to pay as part of our common life in the Diocese of Canterbury. Work began reviewing finances and budgets were set, although and will be published in due course. In April 2021, a review of the shape of the Parish has been agreed to by the PCC.
The Diocese applied for planning permission on the land at the Vicarage proposed for housing which was successful in 2021. We will gain some financial benefit from this sale. However, despite the prospect of this financial opportunity, the Parish will need to consider its mission and longer-term financial viability.

The Churchwardens Report
During 2020, the role of the churchwarden was slightly different to usual years due to the pandemic. For the first month we were still in interregnum and under two months later the churches and halls were closed.
Each week all five buildings have been inspected and the condition reported to the Standing committee and in turn to the PCC via their meetings.
We organised Mark’s instalment as our new PiC in February.
The churches were prepared for all services by the churchwardens. The churchwardens attended all open church sessions. Risk assessments have been prepared by the churchwardens for use of our church halls and the reopening of our churches. Appropriate signage was made to highlight the health and safety requirements to keep our congregations safe and Covid free. These jobs were often repeated as the requirements of the lockdowns changed.
Quotes were obtained for certain defects in the buildings appeared. We negotiated a cost for the annual service and call out charge for the four boilers. A new ceiling was put up in the choir vestry. A joint in the heating pipework in All Saint had corroded badly and was leaking and this was repaired with a replacement joint and ingoing and outgoing pipe. A section of the urinal in Church House leaked so this too was replaced. The Church House Roof leaked in more than one place, so three quotes were obtained before the one offering best value for money was selected. In Church House carpark the drains were unblocked under our insurance policy and the pathway was re-laid. Broadband was put into All Saints.
The Guttering was replaced at St Mildred’s Church.
At St Thomas – a ceiling board was re attached and work was done to secure the organ speaker board to the wall above Chris’ head.
Loraine attended a safeguarding conference in February, and work has been on going on the Safeguarding policy and file ready for the first PCC meeting of the new year.
August 2020 saw the first Open Allotments day.
The Quinquennial Inspections take place in 2021, there has been no work completed that was highlighted by previous reports over the last 10 years so I dread the results of these reports – a big fund raising effort will be required to complete the costs of the many repairs in all three of our churches and we still have two halls to maintain as well.

Safeguarding Report
In the year 2020 we had no Safeguarding issues reported to either myself as the Parish Safeguarding Officer or to Mark as our PiC.
This coming 12 months will see all key volunteers and workers receiving safeguarding training at the appropriate level and each church issued with a safeguarding file.

Birchington CE Primary School Report
The school thanks to the outstanding leadership of its Headteacher has continued to thrive during the periods of national lockdown, The school has welcomed in its vulnerable children and the children of key workers and has worked hard to ensure that all children needing meal vouchers were provided with them.
By the time, the second lockdown started the school had in place a system where all children could access teaching and learning from home. Enough laptops were available for families to borrow, and enough for one per child not family. Those who did not want to sign up to borrow a laptop had a visit from the school FLO weekly with the work in paper form.
All vulnerable children were visited, those with SEND were called at least three times a week and children had the opportunity to meet with their classmates and teachers at least weekly over the network.
The school are working in year bubbles at the present which the children enjoy – all activities have been in year bubbles for at least 6 months now. Lunches, even hot meals are served in the classrooms and children can start school slightly earlier to maximise time in the classroom and learning opportunities. All meetings are held in TEAMs and the Governors will continue this practice in 2021/2 but hopefully will be able to attend school for some fact-finding visits.
There is no data for the school this year again as SATs and other external assessments are not running however for their own interest the school is gathering its own data for their own use.
RE and Spirituality continual to be a strength in the school. Mark and I have just started to lead Collective Worships again and are involved in preparing the school for the next SIAMs inspection (we are outstanding in this assessment presently)
The staff have been magnificent during the last 18 months working hard at providing lessons in the classroom and online. They are very calm and are a wonderful role model for the pupils.

All Saint’s Committee 2020 Annual Report
Two committee meetings were held in early 2020 and an outline programme of events and activities were planned for the early part of the year, which included a St George’s Day quiz, a ‘Beetle drive’ and a Fish & Chip Supper. However, because of the pandemic no events have been held since March 2020. Mike Little organised a ‘Race Night’ on 25th January 2020 which raised £292.40 for repairs to the Church House roof.
No committee meetings have been held during the pandemic and none are currently planned until it is clear that would be safe. As a consequence, repairs and maintenance of All Saints has fallen to the Standing Committee and I’d like to acknowledge particularly the hard work and diligence of our churchwardens in that regard
A limited number of groups were allowed back into Church House last summer before the second lockdown which brought in a small income. However, over the winter it was apparent that Church House roof needed repalcement at a cost of approximnately £10000. A crowdfunding appeal has been launched on Justgiving which it is hoped will provide much needed funds
TDC are responsible for maintenance of the graveyard, which has been kept in reasonable condition during the pandemic.
The All Saints fund balances as at 31.12.20 were as follows:

The Committee kept All Saints open for either Private Prayer (Thursday mornings, 1000-1100) or ‘Open Church’ (Saturday mornings, 1000-1200) when that was possible under Diocesan Covid-19 Guidelines. Although participant numbers were small, this provided a welcome opportunity for quiet reflection and prayer in these difficult times

Report for the APCM, Sunday 20[th] June 2021
Re: St Thomas Church, Kearns Hall and the Parish Website
St Thomas Church is delighted to be open once again for worship and I am grateful to Rev Mark and all the clergy for initially facilitating alternating services with All Saints Church and, latterly, weekly services. I am also grateful to Loraine for ensuring that the seating in church is safely and socially distanced and that Covid regulations are closely followed. In recent weeks my thanks go to Margaret, John and Hazel for forming a “scratch” choir to sing hymns at our services.
Our mission as a church is very important and, while it would be good to see some new faces in the congregation, it is vital that we encourage all our regular worshippers to return to church. Some have been shielding during the pandemic and others find it very difficult to come to church at 10 am. In the summer, there are regularly visitors to second homes in Minnis Bay, as well as visitors, who are accustomed to services starting at 11 am. Renewal and retention are both equally important and I hope that we can facilitate both in the future.
Kearns Hall has reopened for both regular and one-off bookings and hopefully this income stream will begin to rise as confidence returns. Loraine has made a big effort to ensure that the hall is Covid safe and that the correct maximum numbers of people is observed. The grass area adjacent to the hall has proved very valuable and the dog trainer was very happy to pay the normal rate to conduct classes on the lawn. We have a potentially valuable new hiring starting soon – the NHS Pulmonary Rehab Clinic have initially booked for three months and I am hopeful that they will not only continue beyond that but will also book additional days. Scripture Union will at last be able to return to St Thomas Church and Kearns Hall this coming August and bring much needed Mission to our young people.
The Parish Website at www.allsaintsbirchington.com is regularly updated and an upgrade to the software has made editing much simpler. The Worship Timetable has details of each month’s services at all three of our churches, including any last minute changes. The Streamed Service tab carries each week’s broadcast service together with the text of the sermon given at that service. The Weekly Prayer/Hymn/Readings tab carries the Collect and Readings for each Sunday together with a hymn to sing along to. In addition to these tabs there are many other pages of information and everyone is invited to explore the content. Attention is drawn to all of this each week on both the Parish Facebook page and the Birchington-on-Sea Facebook page (which could potentially encourage a new member of the congregation to join us in church.)

‘Parish breakfasts’ APCM report 2020
Parish breakfast meetings were held in February and March 2020 with attendance of 27 and 35, respectively. The February speaker was Chris Mileman who talked about ‘Carers' Support East Kent and the Community Hub’ while in March Peter Russell unpicked some of the myths and mysteries of Lent. Funds of £71.00 were carried over from the previous year. Due to the pandemic and subsequent lockdowns no meetings were possible for the remainder of the 2020 and for 2021 to date. Should circumstances permit, physical parish breakfasts could resume from September 2021 but, because of uncertainty surrounded emerging variants, no firm plans are possible at the time of writing

Men’s Supper Club APCM Report 2020
The Men’s Supper Club members continued to enjoy fellowship at the beginning of 2020 with meetings in both February and March in Church House. Membership at 1[st] January 2020 was 34 with funds of £65.00 carried over from the previous year. Due to rising costs the price of meals was raised to £7.00 for 3 courses including a predinner drink, wine and coffee
Due to the pandemic and subsequent Lockdown, no meetings were possible for the remainder of the 2020 and for 2021 to date. Three members have moved away and current membership stands at 31. It is hoped that Lockdown restrictions will permit us to hold an outdoor, socially-distanced BBQ at the Quex Bell Tower on 1[st] July though we await final information from the Government. Should circumstances permit, actual Men’s Supper Club meetings are planned for September and November 2021

Treasurer’s Report for APCM
The accounts were approved at the 24[th] March PCC. My end of year report is on page 5 of the accounts.
There was a significant shortfall on our Parish Share as we only managed to pay £50,000 leaving a gap of £37,628 for 2020. These pressures continue in 2020.
Monies from the Sybella Petley Fund (Acol Churchyard) were donated again to the Foodbank, Birchington C of E Primary School and King Ethelbert’s School for the needy in the Parish. This fund has been reviewed and it is no longer permissible to pay monies from it for the upkeep of the grave.
With regard to our Charity Commission loan I am very pleased to say that we have received a very generous donation and the repayment of £3,000 has now been paid for 2021.

Report to the APCM June. 2021
In 2020, the ability of the PCC to meet was restricted by Covid-19 lockdowns and the Standing Committee had to meet each week to make decisions and review finances closely and the condition of the church buildings. Our decisions were often time-sensitive.
The PCC, therefore, met on seven occasions between January 2020 and June 2021:

Deanery Synod Report
The Thanet Deanery Synod has not met again in 2020 since I last reported the activities of the Synod at our APCM in 2020. As usual one meeting was focussed on finances, we had another meeting focussed on areas that Parishes may be interested in developing – Eco Churches, linking with local secondary schools and the work of our local Church Army workers in the Deanery.
In the 3[rd] Synod Archdeacon Jo and the Diocesan Secretary visited discussing what the Diocese were working on and finances.

The PCC's charitable objects ('Promoting in the ecclesiastical parish the whole mission of the church') are primarily focussed on the advancement of religion, which is recognised as a charitable purpose having public benefit. The PCC aims to follow the advice of the Charity Commission in this respect but at the moment is having concerns in connection with paying the annual Parish Share to the Diocese.

Accounting responsibilities of the trustees
Charity law requires the trustees to prepare accounts for each financial year which gives a true and fair view of the state of affairs of the association and of the income and expenditure of the charity for that period. In preparing these accounts the trustees

Treasurer's Report - year ended 31 December 2020
There were high hopes this year with the arrival of our new vicar in February with many plans for a lot of fundraising to help us with the finances.
As you are all aware we were then struck down with Covid 19 and our plans went awry. This in turn affected our finances with the three churches having to close and no income from the halls
During this time the standing committee met most weeks via Zoom and occasionally face to face, when allowed to make our financial decisions.
There was a big shortfall on our Parish Share as we only managed to pay £50,000 leaving a shortfall of £37,628 for 2020.
The Parish Share for 2021 is £86,752 - a 1% discount on 2020.
The loan repayment was not made to the Charity Commission this year with their agreement (their email dated 7th July) as long as we make the full repayment in the 20 years. The balance of the endowment account should be back to £52,000 by 2030. The balance as at 31st December stood at £29,136.
We received two legacies this year, one for St Thomas and the other for the whole Parish. With the agreement of the family for the second legacy it was decided to purchase a camera and streaming equipment together with a new portable altar and legilium. The balance is to be used for a new roof on Church House.
You will see that our overall balance has increased by approximately £51,000. However this is only due to our endowment investments increasing in value and does not relate our actual funds available. This also allows for the £4,000 underpayment to the Diocese for 2019 Parish Share being altered from last year's accounts. Please see the note by our accountant on page 9.
Monies from the Sybella Petley fund (Acol Churchyard) were given out again to the Food Bank, Birchington Church of England Primary School and King Ethelbert's School for the poor of the parish. This fund has also been looked into and it is no longer permissible to pay out monies for the grave upkeep.
Major works in the parish for 2020 included the vestry ceiling, after it collapsed, and heating repairs in All Saints. Also new guttering at St Mildred's and a new path at Church House.
Church House will still need a lot of monies spent on it in 2021 for a new roof and repairs to the inside caused by leak damage. This will be a priority as the hall will hopefully be in use again and is a major income provider.
Fundraising due to the pandemic has been much lower this year. Monies were raised by a quiz in January, sales of cook books and greetings cards, recycling and the 100 club.
Looking ahead 2021 will continue to be a challenging time for us all but is beginning to look a little brighter and we must put our trust in God to help us through.

I report on the financial statements of the charity for the year ended 31 December 2020 set out on pages 7 to 13
This report is made solely to the charity's Trustees, as a body, in accordance with section 145 of the Charities Act 2011 and regulations made under section 154 of that Act. My work has been undertaken so that I might state to the charity's Trustees those matters I am required to state to them in a Independent Examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than PCC as a body, for my work or for this report.
Respective responsibilities of the Trustees and the Independent Examiner
As trustees of the charity the members of the PCC are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act;

the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Report5s) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

- 1 Accounting Policies
The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are available for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of church members.
Incoming resources
Voluntary income and capital resources
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under covenant is recognised only when received. Income tax recoverable on covenants or gift aid donations is recognised when the income is recognised.
Grants and legacies to the PCC are accounted for as and when the PCC is notified of its legal entitlement and can identify the amount due.
Funds raised by events are accounted for gross
Sales of magazines from the church are accounted for gross.
Other ordinary income
Rental income from the letting of church premises is recognised when the rental is due.
Resources expended
Activities directly relating to the work of the church
The diocesan quota or parish share is accounted for when payable. During the year ended 31 December 2020 £50,000 was paid against an amount requested of £87,628. In addition to this sum of £37,628 a further underpayment of £4,000 remains from the year ended 31 December 2019. This had been provided for in the 2019 accounts but this provision has been reversed in the 2020 accounts in accordance with advice from Diocesan House.
Investments
Stock exchange investments are included at the mid market value on the date of the Balance Sheet. The three areas of land have not been included on the Balance Sheet as they are regarded to be of little or no commercial value.

Details of Restricted Accounts
Church Lands
The Capital is invested in an investment fund which is not available to the Parish. Interest is paid into our account. This income is to be used for the maintenance of the Parish Church and any residue can be used for repairing and beautifying the churches of Acol and Minnis Bay. Any remaining balance my be used in the furthering of the religious and other charitable work of the Church of England in the ecclesiastical parish.
Emma Simmons
It's purpose is to benefit the poor/elderly of Acol and grants can be made to individuals.
Acol Churchyard (Sybella Petley)
The capital is invested in an investment fund which is not available to the Parish. Interest is paid into our account and can be distributed to the deserving poor in the parish at Christmas.
Education Trust
The Capital is invested in an investment fund which is not available to the Parish. Interest is paid into this account for educational purposes in the parish
SAVINGS ACCOUNT
All Saints Fund
These monies are from various legacies and fund raising over the years. A substantial amount was received from 'The Friends of All Saints' in 2009. These funds are to be used for All Saints.
St Mildred's Fund
These funds are to be used for the upkeep of St Mildred's.
St Thomas Funds
These funds have been raised from legacies, gift days and fundraising and are to be used for the upkeep of St Thomas Church and Kearns Hall.
Details of land owned by the PCC
The PCC own four pieces of land
The land on which the Acol village hall stands. Ground rent is charged at £200 p.a. as per the lease dated 18 March 2013 organised by the Diocese.

These pieces of land have been looked at by the Diocese and are regarded to have liittle commercial value at the present time.

I report on the financial statements of the charity for the year ended 31 December 2020 set out on pages 7 to 13
This report is made solely to the charity's Trustees, as a body, in accordance with section 145 of the Charities Act 2011 and regulations made under section 154 of that Act. My work has been undertaken so that I might state to the charity's Trustees those matters I am required to state to them in a Independent Examiner's report and for no other purpose. To the fullest extent permitted by law, I do not accept or assume responsibility to anyone other than PCC as a body, for my work or for this report.
Respective responsibilities of the Trustees and the Independent Examiner
As trustees of the charity the members of the PCC are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011.
I report in respect of my examination of the charity's accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act;
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Report5s) Regulations 2008 other than any requirement that the accounts give a 'true and fair' view which is not a matter considered as part of an independent examination
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
