To further or benefit<br>the residents of Northwich and its surrounding<br>areas, without distinction of sex, sexual<br>orientation, race or of political, religious or<br>other opinions by associating together the said<br>residents and the local authorities, voluntary<br>and other organisations in a common effort to<br>advance education and to provide facilities in<br>the interests of social welfare for recreation<br>and leisure time occupation with the objective<br>of improving the conditions of life for the<br>residents.|

We have once again<br>maintained without increase a very cost-<br>effective hourly hire rate of £10. As a Charity<br>we continue to support Youth and Community<br>groups by maintaining low charges and<br>absorbing all the other associated costs of<br>running a complex building that requires a<br>substantial amount of ongoing maintenance.<br>During this next year we will have to review<br>hire charges as the costs of running the<br>building in the current cost of living crisis<br>continue to spiral.|

## **Achievements and Performance**

|Summary of the main<br>achievements of the charity,<br>identifying the difference the<br>charity’s work has made to<br>the circumstances of its<br>beneficiaries and any wider<br>benefits to society as a<br>whole.|Para 1.20|We reopened our building during the year in<br>line with Government guidance for Covid<br>precautions. The vast majority of our hirers<br>returned but some community groups did not<br>survive the various lockdowns. We continued<br>with a good mix of groups using the Centre<br>encompassing Sports, Youth Groups, Music,<br>Disability (SEND) Groups, Dance groups and we<br>also provided space in our upstairs offices for a<br>schools group who provide support for pupils<br>who are finding school a challenge and need<br>extra support. Probation Services at one time<br>occupied this space but following the<br>government reorganisation they left the Centre<br>during the period.  We received modest grant<br>income of £2000 in the year  and spent £12055<br>on repairs and renewals.  Our hire income<br>recovered to £23688 and our total income was<br>£31541. We achieved a surplus for the year of<br>£2671. We expect that substantial additional<br>costs will be incurred in 2022/2023 as we|





replace carpets and first floor windows. We have moved forward our plans for a major scheme to refurbish and modernise our much loved but dated building which will be reported on in greater detail in a subsequent TAR. We continue to hold good reserves in our Bank Account and have Investments with M&G and Blackrock. The Investments are ‘specie funds’ and cannot be utilised without Charity Commission approval. We also own the Freehold Property housing the Youth Centre and the long-term lease in respect of the adjacent Property known as Baxter House.
