## **Section C Objectives and activities**
**Summary of the objects of the charity set out in its governing document**
To promote the benefit of the inhabitants of Llangynwyd and the neighbourhood together defined by what are commonly known as Top and Bottom Llangynwyd, Pontrhydycyff, Garth Fach, Lleti Brongu, together with outlaying farms and houses as shown on the electoral roll, hereinafter called "the area of benefit") without distinction of sex, sexual orientation, race or of political, religious or other opinions, by associating together the said inhabitants and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure-time occupation with the object of improving the conditions of life for the said inhabitants; To maintain and manage the Llangynwyd Village Hall in furtherance of these objects. To promote such other charitable purposes as may from time to time be determined.

The Charity supports a number of projects for the benefit of the people of Llangynwyd, and the surrounding area, and some of the public benefits of these projects are detailed below.
**Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)**
The principle activity of the Charity in the year under review was to further or benefit the residents of Llangynwyd and the surrounding areas, without distinction of gender, sexual orientation, race or of political, religious or other opinions by associating together the said residents and other agencies, sectors and service providers in a common effort to advance education and to provide facilities in the interests of social welfare for recreation leisure time occupation with the objective of improving the conditions of life for the residents.
The Charity maintains a village hall for the benefit of the local residents and the surrounding area.
The village hall has a small coffee shop which unfortunately, due to the Covid-19 pandemic, has remained closed throughout the year.
The pandemic has also meant that many of the groups that regularly used the building have not been able to conduct their usual activities. Despite the restrictions, when it has been safe and legal the hall has been used for a parent & toddlers’ group; Pilates classes; music practice; martial arts; and table tennis sessions.
The groups that have not been able to return have all indicated a desire to resume when permitted.
The Trustees have had regard to the Charity Commission's guidance on public benefit in managing the activities of the charity.

Section D Achievements and performance
**Summary of the main achievements of the charity during the year**
We began the financial year being affected by what become the first coronavirus lockdown as the Welsh Government in tandem with other UK parliament introduced a series of measures to control the spread of the Covid-19 virus. Consequently, activities at the hall were curtailed and the building remained closed to the public until the Welsh Government permitted multi-use community centres to provide a limited range of services from August. The closure period did however provide a window of opportunity to carry out some much-needed maintenance and renewal at the hall. A team of decorators re-painted the interior of the building and we were able to schedule in the installation of new cushioned flooring throughout. Fortunately, this work coincided with the availability of grant funding from the Welsh Government for charities that had been affected by the lockdown. I am pleased to say that we were recipients of a £10,000 grant which covered the cost of the improvements. During the autumn period a few groups were able to resume at the hall notably the parent and toddler group and a few of the exercise groups. In each case we allowed the group to use the hall after a careful examination of their covid risk assessment. The Welsh Government grant was particularly welcome as the trustees felt that it was not possible to open our coffee shop during this period as the need for social distancing in a very small kitchen space meant that it would not be safe or economically viable to operate. The coffee shop remained closed throughout 2020-21 which depressed our income. Unfortunately, despite the government measures, the Covid-19 virus continued to pose a public health concern both locally and nationally which resulted in a local lockdown for the Bridgend County Borough and a national ‘firebreak’ lockdown across Wales. Both lockdown periods reduced or ended all activity in the hall for a period. After emerging from the firebreak lockdown in early November we were optimistic that the series of lockdowns would be sufficient to keep the virus in check and that the range of activities in the hall could be increased in a safe manner however this was not to be. As the public health situation across the UK worsened, the Welsh Government introduced a fourth lockdown in December 2020. This lockdown prevented the Village Hall offering any further activities before the end of the financial year. We continued to run our lottery draw throughout the year however the trustees felt that it was not appropriate or safe for volunteers to conduct house-to-house collections during the pandemic. The draw rules were temporarily modified to adopt a position that where people had been members of the draw in the previous year, they were assumed to be members for this year and their number remained then the draw. If successful, then they would receive prize money with a decision for membership fees. As we end the year, we look forward with optimism that the public health situation will continue to improve, and the hall will be able to operate in this ‘new normal’ environment. We believe that the village hall should be a community hub where people can come together to socialise, and we hope that it will not be long before we have a building that hosts several activities in the centre of the village for the young and old back in full swing.
