Objectives and activities

The aims of the Society of Evidence Based Policing are to use, produce and communicate the best available research evidence to improve the service offered to communities.

The Society achieves these aims in several ways.

1. We communicate with our members through conferences, with those conferences acting as great opportunities for dissemination of practical, applied knowledge through presentations, seminars, and panel discussions. The conferences also provide rich opportunities for networking with likeworking in other police forces to promote evidence-based policing. These conferences take place regionally, nationally and internationally.

2. We encourage and persuade police practitioners and professional researchers to collaborate through our network of regional representatives. These passionate ambassadors of evidence-based policing use their force networks to support the use of best available evidence, and mentor and advice in how to evaluate policing operations.

3. We communicate using newsletters, social media and the website. We also present to forces on how to be evidence based.

4. We collaborate with other institutions like the College of Policing (which hosts the crime reduction toolkit ), the Youth Endowment Fund and universities who are committed to evidence based practice.

The Society maintains a large list of members including police staff, academics, researchers from both the UK and internationally. The Society keeps in regular contact with its members via emails about local events through its regional representatives.

Policing has the opportunity to transform the lives of individuals and communities by pursuing justice, preventing crime and promoting safety. The best way to achieve this, we argue, is to be evidence based where we understand the impact policing is making.

Public Benefit

the charity and the funds it raises are entirely dedicated to the advancement of evidence-based policing, the Trustees are of the view the charity meets the public benefit test criteria.

Achievements and performance

In the year ending 31 March 2024 the Society grew by 708 to 5,413 members.

1. We held our annual national conference in November 2023 hosted by the College of Policing in the UK. Areas focused on included misconduct in policing, combatting violence, prevention of police assaults.

2. Regional conferences were held including the SEBP team in the Southwest of England.

3. The newsletter continued to deliver evidence-based interventions and received high engagement rates.

4. SEBP sponsored the Cambridge Universities International Conference on evidencebased policing.

6. SEBP continued its focus on driving the importance of data science in delivering impact. This involved a number of webinars and unique data science in policing day in Whitehall in partnership with the No. 10 applied AI team.

7. Individual talks were conducted around the UK and world including South Africa and Denmark.

Future plans

In looking toward the future the Society began a review of the resources required for it to deliver on its aims and how it would achieve these. As part of this the Society:

1. Developed a funding protocol with the Youth Endowment Foundation (YEF) that will provide financial support to SEBP in the coming years including:

2. The employment of a Chief Operating Officer to manage the day to day activities of the Society with the aim of increasing its reach and impact.

3. The funding of further communication channels, and

4. The funding of further regional conferences.

5. Carried out planning for a conference on evidence-based violence interventions at the Royal Society, to be delivered in 2024, bringing in International speakers including winners of the Stockholm prizes for criminology.

6. Engaged internationally, to prepare for a new International conference in 2024 involving Australia, Canada, Netherlands, UK and the US.

Financial review

The SEBP conference held in November 2023 was in partnership with the College of Policing and raised income from tickets sales totalling £32,703. The total cost of provision of the conference was £23,477, giving a surplus of £9,226 carried forward to allow funding of future events and other overheads. The Society derived all its income from the provision of its annual conference.

The Society does not currently employ any staff; its executive committee consists of unpaid volunteers.

Our expenditure for the year primarily consists of the provision of its conference and a small amount support costs in relation to provision of the mailing list and the website.

Reserves Policy

The trustees believe that The Society should hold financial reserves as it does not receive any statutory funding and therefore is completely dependent on donations and the success of its annual conference to continue in operation.

As at 31 March 2024, the level of unrestricted reserves are £31,074, which the trustees believe is sufficient for the charity to continue in operation at its current level of activity for at least the next 12 months.

Fundraising Costs Policy

The Society currently does not spend any funds on fundraising.

Structure, governance and management

Governing Documents

The Society of Evidence Based Policing is a charity constituted under a Memorandum of Association, and is a registered charity numbered 1163505. The management of the charity is the responsibility of its trustees who are elected and co-opted under the terms of the Memorandum and Articles of Association.

Appointment of Trustees

New trustees are nominated and appointed by the board of trustees and a minimum of three trustees are maintained at any one time.

Management and Organisation

The Society is managed by its executive committee which consists of the trustees, various regional representatives from across the UK, a secretary, treasurer and communications officer.

1 Accounting policies

Charity information

The Society of Evidence Based Policing is a charity registered in England and Wales. The contact address is .

1.1 Accounting convention

The financial statements are prepared in sterling, which is the functional currency of the charity. Monetary amounts in these financial statements are rounded to the nearest £.

The financial statements have been prepared under the historical cost convention. The principal accounting policies are set out below.

1.2 Going concern

At the time of approving the financial statements, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus, the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.

1.3 Charitable funds

Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives unless the funds have been designated for other purposes.

Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.

1.4 Incoming resources

Income is recognised when the charity is legally entitled to it after any performance conditions have been met, the amounts can measured reliably, and it is probable that income will be received.

Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the donation, unless performance conditions require deferral of the amount.

1.5 Resources expended

All expenditure is accounted for on an accruals basis and has been included under expense categories that aggregate all costs for allocation to activities. Where costs cannot be directly attributed to particular activities they have been allocated on a basis consistent with the use of the resources.

Development Project

Funds have been received to support the Society in developing itself and the range of services offered in order to support its charitable aims. The trustees have designated additional funds to support this project.

7 Related party transactions

The trustees did not receive any remuneration or benefits for their services in the year. (2023: No trustees received any remuneration or benefits)

The cost of attendance for three trustees to the annual conference in November 2023 was covered by the Charity, totalling £660. (2023: No trustees were reimbursed for any expenses.)

There are no other transactions with related parties in the year. (2023: No other transactions with related parties.)
