OBJECTIVES AND ACTIVITIES

Our objectives are the advancement of education in arts and crafts for the public benefit of people living in Northumberland in particular but not exclusively by providing tuition and facilities for arts and crafts.

A core value that underpins our objectives are that we want to make a difference to the people of our community and to ensure that the facilities and services are available to all in the community irrespective of gender, race, age, disability or religion and financial status.

KEY ACTIVITIES

We provide arts and craft classes and clubs to artist young and old, novices and the more experience. We also exhibit artists’ artwork. We encourage the involvement of vulnerable adults and help them to overcome barriers in their lives. We provide a safe, friendly, supportive, non judgement environment open to all in the community.

ACTIVITIES FOR THE PUBLIC BENEFIT

The Trustees understands the implication of the Charities Act 2006 which states that charities must demonstrate that they are established for public benefit. The Trustees believe that the Charity meets the key principles of the guidance issued by the Charity Commission.

ACHIEVEMENTS

Despite the drawbacks of Covid we have made significant progress in rejuvenating the charity over this financial year. During lock downs our premises in Gibson Steet, with the aid of various grants was renovated and re-decorated and as a consequence we have been able now to offer a wider scope of activities from these premises. In this financial year with have been able to lease other premises in Newbiggin, and with the aid of many grants converted these High Street premises into a fully equipped studio to provide facilities for the delivery of workshops and clubs in drawings, watercolours, acrylic and oils. We have increased the participation of active members from 20 in August 2020 to now having 120 active participants plus 20 children attending various workshops and clubs. The Trustees are now considering plans for the expansion of its work for arts and crafts.

FINANCIAL REVIEW

The Trustees have to report a surplus for the financial year of £13,290, and they will continue to monitor the finances of the organization on a regular basis.

REVIEW OF FINANCIAL RESULTS AND RESERVES.

The surplus for the financial year has been credited to reserves as follows.

As at the 31 December 2021 the total unrestricted funds to be carried forward were £22,208 [ at 31 December 2020 they were £8,918 ]

TRUSTEE EXPENSES

No Trustee received expenses for their work for the charity other than one Trustee who was reimbursed for payments he made on behalf of the charity during the year, these payments were supported by the receipts and invoices for the expenses incurred.

STRUCTURE GOVERNANCE MANAGEMENT

The charity became a Charitable Incorporated Organization as The Little Gem Arts and Crafts Gallery on 6 August 2005, the name of the charity was changed to Newbiggin Arts Centre on 12 October 2020.

The day-to-day management of the charity is overseen by the Chair of Trustees and other volunteers. The Trustees hold frequent meetings and regular communications are sent out to its supporters.

POLICY FOR MONITORING AND REVIEW

The Trustees review the charities policies and procedures on a regular basis to ensure they comply with current legislation. They also review its activities to consider how to increase the scope of its cultural activities.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF NEWBIGGIN ARTS CENTRE

For the year ended 31 December 2021

I report on the accounts of the charity for the year ended 31 December 2021 which are set out on pages 6 to 7.

RESPECTIVE RESPONSIBITIES OF TRUSTEES AND EXAMINER

The charity’s Trustees are responsible for the preparation of the accounts. The charity’s Trustees consider that an audit is not required for the period under section 144 [ 2 ] of the Charities Act 2011 [ the 2011 Act ] and that an independent examination is required.

It is my responsibility to examine the accounts under section 145 of the 2011 Act and to follow the procedures laid down in the general direction given by the Charity Commission under section 145 [ 5] [ b ] of the 2011 Act and to state whether any particular matter has come to my attention.

BASIS OF INDEPENDENT EXAMINIER REPORT

My examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a true and fair view and the report is limited to those matters set out in the statement below.

INDEPENDENT EXAMINER’S STATEMENT

In connection with my examination, no matter has come to my attention that would give me reasonable cause to believe that in any material respect the requirement to keep accounting records in accordance with section 130 of the 2011 Act and to prepare the accounts which accords with the accounting records and comply with the accounting requirement of the 2011 Act have not been met, or to which in my opinion attention should be drawn in order for a proper understanding of the accounts to be reached.

1 BASIS OF PREPARATION

These Financial Statements have been prepared under the historic cost convention with items recognized at cost of transaction unless otherwise stated in the relevant notes to these accounts.

The charity constitutes a public benefit entity as defined by FRS 102. The Financial Statements have been prepared on the going concern basis, which assumes that the charity will continue in operational existence for the foreseeable future.

2 ACCOUNTING POLICIES

Income

All incoming resources are included in the Statement of Financial Activities once the charity has entitlement to the income and the amount can be qualified with reasonable accuracy.

Expenditure

All expenditure is accounted for as soon as there is a legal constructive obligation committing the charity to that expenditure. Depreciation

No depreciation is charged in these accounts, because Capital Equipment or new fixtures and fittings are written off in the year of purchase. Fixtures and Fittings

No value has been included in these Financial Statements for the market value of Fixtures and Equipment that may have been written off in the Financial Statements. Taxation

As a charity Newbiggin Arts Centre is exempt from tax on income and gains falling within section 505 of the Taxes Act 1988 or section 256 of the Taxable of Chargeable Gains Act 1992 to the extent that these are applied to its charitable objectives. Fund Accounting

Unrestricted funds can be used in accordance to the charitable objectives of the charity at the direction of the Trustees.

Restricted funds can only be used within the objectives of the charity and/or as specified by the donor or when funds are raised for a specific purpose.

Financial Reporting Standard 102 Reduced Disclosure Exemption

The charity has taken advantage of the following disclosure exemptions in preparing these Financial Statements as permitted by FRS 102: [ The Financial Reporting Standards applicable to the UK and the Republic of Ireland ]

In this financial year grants were received towards the running cost of the charity and towards the refurbishment of new premises and for upgrading of the existing premises. Grants which were received towards the cost of new equipment, fixtures and fittings were written off in the statement of Financial Activities. No estimates have been included in these Financial Statements for the possible residual market value of any capital item which because of the grants received, no cost was incurred by the charity.

The charity also received in this financial year Covid grants of £12,336, these grants were regarded as unrestricted funds in these accounts.
