FoGL volunteers have continued to support library staff throughout 2024.  However, due to budget constraints the future of library services within the area has been under discussion and review, making it an unsettling period yet again. 

Whilst two trustees stood down – John Walker and Hilary Richards, another two were appointed – Sally Kerry and Nick Price. 

All the other trustees agreed to continue standing and bi-monthly meetings have been held throughout 2024.

The Friends of Golcar Library group is run by a management committee, all of whom are trustees of the CIO.  This committee meets, on average, every 6 - 8 weeks to decide how best to support the work of Golcar Library. 

The volunteer rota is overseen by the volunteer co-ordinator. 

Everyone (including trustees) who wishes to volunteer in the library is provided with an induction for this role. 

There is a network of library Friends groups across Kirklees.  They are all independent but learn from and give support to each other if the need arises. 

New trustees are provided with a copy of the FoGL constitution the accounts and the annual report for the previous year. 

When the group started in 2015 a business plan was developed and the possibility of an asset transfer of the building considered.  However, following a financial assessment of what would be needed to fund the operation of the library and undertake refurbishment of the integral flat, as a money generating venture, it was concluded at the time that it was not financially viable without other fund-raising.  The current financial constraints of Kirklees Council have again put library services in jeopardy with a review of the service being undertaken, the outcome of which is still to be decided 

Due to its potential for generating some income, although insufficient to maintain the library as it is now, refurbishment of the flat is something which may need to be revisited. 

There are also a number of voluntary groups within the local area who FoGL have supported in regard to annual events.  These groups have also provided advice and assistance particularly with our garden project.

To advance the education of the public in Kirklees, by operating and managing a lending library in Golcar with access to computer technology. 

Nothing in this constitution shall authorise an application of the property of the CIO for the purposes which are not charitable. 

## **Additional details of objectives and activities (Optional information)** 

FoGL have continued their involvement in the running of the library by providing volunteer support to the regular Customer Service Officer (CSO) as well as relief members of staff. 

The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

- contribution made by volunteers. 

The library continues to be open 15 hours a week over 4 days with one member of staff accompanied by one volunteer.  Our volunteer list has continued to be stable with a core group having been with FoGL since its inception.  We have also welcomed some new faces including students undertaking their Duke of Edinburgh’s award which has provided a welcome younger element to our troop. 


Various groups and regular activities continue to take place within the library:- walking group, ancestry, knit and natter, board games, jigsaws, story-time and Lego building. Craft sessions have been held, run regularly and through the school holidays. These have been organised by a couple of new volunteers and have been very well attended providing an opportunity for parents/carers to bring children to activities which are free.  FoGL has provided funding for craft materials.  These activities have also married up with the library reading challenges which now run through the year rather than just during the summer holiday period. FoGL have managed to successfully bid for funding from two local philanthropic organisations – Golcar Winkle Club and Colne Valley Lions, to support the garden project as well as purchasing craft materials. 

The development of the garden has continued.  Due to our links with the Golcar Environment Group we have, with their advice and support, been able to build a large raised vegetable/flower bed.  We have also had garden equipment and compost donated by local firms and have bought a robust weather proof garden bench which will enable the community to enjoy the garden when the weather allows. 

The library continues to be a focal point for regular local annual events – Golcar Lily Day and the Christmas Lights switch on.  Both have seen increasing footfall in the library over the years with FoGL providing manpower, children’s activities as well as prizes for the best decorated Christmas tree ‘bauble’.

Recent years have seen some relative stability within the library service with volunteers providing a lot of support.  In 2024 however, the financial constraints of the council have again seen library services under review.  Whilst we are hopeful the result will be positive; we await the outcome.

Section D                      Achievements and performance 

**Summary of the main achievements of the charity during the year** 

Throughout 2024 FoGL has maintained its full range of support to the library.  Volunteers have continued to work with a variety of senior staff and our regular CSO.  An extremely positive working relationship with the CSO has been established since her appointment in 2023. Unfortunately, she left the post in December to take up a new post outside of the organisation, we await replacement and work with relief staff in the meantime. FoGL publicise its presence within the library.  Facebook has also been used in the past but requires reviewing and updating. All members of this committee are Trustees of the Charitable Incorporated Organisation set up and registered with the Charity Commissioners on the 4[th] August 2015.  We have continued to have excellent attendance at our management meetings.  A good two way communication system between ourselves and senior library staff has been established, this has been particularly important during an unsettling period of review and staff changes. It is still unclear how library services will be affected by the budgetary constraints.  Nevertheless, we are confident we will be able to meet any challenges in the future and look forward to celebrating our 10[th] anniversary in 2025.
