Thankfully, the Coronovirus outbreak has not led to any library closures this year, therefore FoGL volunteers have continued to support library staff throughout the period. The current staff establishment has not necessitated any volunteer only opening in the year. 

The trustees have met approximately every 4 to 6 weeks throughout, in person and by Zoom. There has been a gradual increase in uptake of library services through the year, and as a concomitant, an increase in volunteer activity. 

The term of office of three of the trustees, John Chappell, Andrew Marchington and Jeremy Cuss was complete.  All three wished to serve again and were re-elected at the AGM. 

_John please ring Hilary Richards, as well as John and Andrew, to ask her if she is willing to continue to serve. Her term of office is not over, but…..  We do need some more trustees, so that needs to be an agenda item._

The Friends of Golcar Library group is run by a management committee, all of whom are trustees of the CIO.  This committee meets, on average, every 4-6 weeks to decide how best to support the work of Golcar Library. 

The work of the volunteers is co-ordinated by the library  staff in consultation with the trustees. This new arrangement has proved to be a success. 

- Everyone (including trustees) who wishes to volunteer for work in the library is provided with a full induction package for this role. 

- New trustees are provided with a copy of the FoGL constitution the accounts and the annual report for the previous year. 

A business plan was developed when the group started 2015 and an asset-transfer of the building was considered.  Following a financial assessment of what needed to be done to fund the operation of the library (including rehabilitation of the integral flat) it was concluded that the library could not be run independently without other fund-raising.  We are delighted that Kirklees funding for the library will continue, so no asset transfer will be required.

FoGL maintained its involvement in the running of the library by offering volunteer support to members of staff attending the library. As covid restrictions have eased so associated groups have begun to restart activities, and some new ones initiated, including a health walk. 

The trustees have had regard to the guidance issued by the Charity Commission on public benefit. 


The FoGL was set up from a Foundation meeting on December 6[th] 2014 and became a registered CIO with an approved constitution on August 4[th] 2015. 

It was anticipated at that time that the new FoGL organisation would need to fundraise to take over the Golcar Library building and to run the **Automatic Book Withdrawal** library with volunteers only in 2017.  In fact, the **and Return Machine** cuts in the library provision across Kirklees Council were not as severe as had been anticipated.  In 2018 there were a further round of consultations and the threat of closure was removed.  So there is no need to apply to asset transfer Golcar Library to the Friends Group. Golcar Library is seen as robust enough to be supported on an ongoing basis.  Continued support for the library was demonstrated by the replacement of a load-bearing beam at the front of the library and associated refurbishment work.

## Section D                      Achievements and performance 

**Summary of the main achievements of the charity during the year** 

Historically we have had an excellent attendance at our Management Committee meetings, and this continues to be the case. All members of this committee are Trustees of the Charitable Incorporated Organisation that was set up and registered with the Charity Commissioners on August 4[th] 2015. 

The overall budget for the Kirklees library service was            in 2022. 

The volunteers have been involved in the upgrading of the library garden and the facilities.  Planters have been provided, and planting has taken place. This has meant that the garden can be, and has been, used by the Golcar community most notably as part of the Golcar Lily Day celebrations ,a garden party for volunteers, and the Green Gardens initiative. 

We have a strong team in our Friends group, and we are confident that in co-operation with the Kirklees Library Service we will face the challenges now that the library is fully reopened.
