The Coronavirus pandemic delayed the 2019 AGM from March 18[th] to December 15[th] 2020. . The volunteer support for Golcar Library stopped from March 2020 when the library closed because of the pandemic and had not resumed at the time of the 2020 AGM held on 29[th] June 2021 (although the library had partially reopened). As a result there was very little activity from the Friends of Golcar Library over the period of this report. The only trustee at the end of his 3-year term of office was John Walker. He was willing to stand again and was reelected.

The Friends of Golcar Library group is run by a management committee, all of whom are trustees of the CIO. This committee meets, on average, every 4-6 weeks to decide how best to support the work of Golcar Library.

The work of the volunteers is co-ordinated by the volunteer co-ordinator. Everyone (including trustees) who wishes to volunteer for work in the library is provided with a full induction package for this role.

There is a network of library Friends groups across Kirklees. They are all independent but learn from and give support to each other.

New trustees are provided with a copy of the FoGL constitution the accounts and the annual report for the previous year.

A business plan was developed when the group started 2015 and an asset-transfer of the building was considered. Following a financial assessment of what needed to be done to fund the operation of the library (including rehabilitation of the integral flat) it was concluded that the library could not be run independently without other fund-raising. We are delighted that Kirklees funding for the library will continue, so no asset transfer will be required.

Although it is clear that the income from the flat would be insufficient to maintain the library as it is now, refurbishing the flat as a finance generating element has not been taken out of the future business planning documents.

FoGL’s activities have been severely curtailed for the second accounting period due to the ongoing Covid pandemic The Golcar library was closed in January 2021, along with the rest of the Kirklees library service. As restrictions were eased there was a partial re-opening on a collect and drop off basis, run by staff only, and from October a re-opening of the library with FoGL volunteers supporting staff members. As at December 2021 the library was still not operating at the preCovid hours.

The trustees have had regard to the guidance issued by the Charity Commission on public benefit.

The FoGL was set up from a Foundation meeting on December 6[th] 2014 and became a registered CIO with an approved constitution on August 4[th] 2015.

It was anticipated at that time that the new FoGL organisation would need to fundraise to take over the Golcar Library building and to run the library with volunteers only in 2017. In fact, the cuts in the library provision across Kirklees Council were not as severe as had been anticipated and the immediate threat of closure was removed.

The future of the library continues to be under review but Kirklees Council continues to meet the running costs of the library and has redecorated refurbished the reception area, updated printing facilities, and invested in 2 gazebos for outdoor events, in the accounting period.

A volunteer co-ordinator has maintained contact with the volunteers during the closure of the library. There was an open-air staff-volunteer liaison meeting in August, at which the library service’s proposals for re-opening and re-inducting volunteers was set out. All returning volunteers were issued with a statement of responsibilities and induction checklist. Volunteer assisted library sessions on 4 days a week resumed in October 2021. Current staffing levels mean that it has not been necessary to resume volunteer only opening.

Social events and activities have been similarly curtailed in the accounting period. The knit and natter group is back, and FoGL did play a major role in the library’s contribution to the Christmas lights switch-on.

FoGL is confident that it can continue to discharge and enhance its support function in the future.

Section D Achievements and performance

The Friends group has continued to publicise its presence during the Summary of the main lockdown through our Friends of Golcar Library Facebook page and the achievements of the charity library window. during the year Historically we have had an excellent attendance at our Management Committee meetings, Meetings resumed in February2021, by zoom, and latterly by physical and on-line attendance. All members of this committee are Trustees of the Charitable Incorporated Organisation that was set up and registered with the Charity Commissioners on August 4[th] 2015. Currently staffing levels are such that we are not required to undertake volunteer only sessions. We have sufficient skills to discharge this role if required. We have a strong team in our Friends group, and we are confident that in co-operation with the Kirklees Library Service we will face the challenges when the library fully reopens.
