THE CHARITY
Torpenhow Village Hall Committee ITVHI was registered on 24 July 201S by the Char5ty
Comrni5sion as a Charitable Incorporated Organlsation ICIOI, registered number
1162826. On l January 2016, the Charity accepted the transfer of the assets of the
unincorporated charity that had hitherto been responsible for runnlng Torpenhow
Vlllage Hall and took over that responsibillty.
The Charlty15 run by an elerted committee of local residents drawn from the areè of
beneflt. The contact address for the Charity, is at Torpenhow Village Hall, Torpenhow,
Wlgton, Cumbrla CA7 IHT.
The Blennerhasset and Torpenhow Parlsh Councll Is the holder of the freehold of the
property.
The object of the Charity Is to provide a village hall for the use of the inhabltant5 of the
village of Torpenhow in the County of Cumbria (the area of benefit) without di5tinrtion
of political, religious or other opinion5, Including use for meetin8s. lectures and classes
and for other forms of recreation and leisure time occupatlon, with the obledive of
improving the conditions of life of the Inhabltants of the vllla8e and surroundin8 area.
The TIu5tee5 believe that the activitles of the Charity during the report perlod have
addressed these oblects.

The Charity's governing document provides that new Tru5tee5 are to be appointed
annually by members of the Vlllage Hall. Membership 15 open to anyone whose name Is
included in the Electoral Register a5 eliglble at any election to cast 8 vote at Torpenhow
Vlllage Hall and who Is Interested In furthering the CIO'S purposes. An individual is
deemed to apply to become a member either by 8ivln8 written notice to the Trustees or
by attendance at any general meetlng of the members and signing a membership
appllcatlon form.
Blennerhasset and Torpenhow Parlsh Council is entitled to appoint one Trustee to
represent Its Interests but durin8 the period in question did not exercise thi5 power.
Any person who retlres as a Trustee is eligible for re-appolntment.
The Trustees meet monthly to tronsact any necessary business.
THE CHARITY'S ACTIVITIES AND ACHIEVE
ENT
The purpose of the Charlty Is to provide a vlllage hall for the beneflt of the local
communlty. Use of the Hall Is through either individuals or or8anlsatlons booklng the
faclllty or by the Vlllage Hall Committee orBanisin8 functions deslgned to ralse funds for
the Hall'5 L¢pkeep.
Durlng the report perlod. the Hall was used for approximately 600 hours.
Regular users In a normal year include..
The local Brownies, an Arts and Crafts Group,
Other charities
Church of St. Michael and All Angels. Torpenhow,
Various band5 who appreciate the excellent acoustics of the Hall for practlce,
Private functions, eg weddings, birthday parties and funeral teas.

Allerdale Borough Councll, wh5ch uses the Hall as the local election polling station,
Various organisations use the hall for staff or volunteer training Sessions leg Nl451.
In addltlon, the Commlttee Itself organlsed, qulzzes, a Villa8e Show, coffee morning5
and soclal evenlngs.
The Trustees have con51dered thelr •rtivltles in the light of the Charity Commisslon's
guldance on publlc benefft and belleve that those artlvltles have complled wlth the
guld3n¢e.

THE CHARITY'S FINANCES AND RESERVES
The Trustees confirm that al no guarantee has been given by the CIO in respect of anv
potential or outstanding liability, and that bl there is no debt outstanding which is
secured by an express charge on any of the assets of the CIO. They also confirm that
there have been no serious incidents requiring a report to the Charity Commission.
The great majority of the Charity's Income Inearly 70%1 is derived from fees paid by
those hiring the Hall, the balance being f rom the proceeds of events organised by the
Committee, from the proceeds of providing a bar at event5 organised by others or from
other miscellaneou5 source5 such as grants and income from feed-in tariff derived from
501ar panels installed on the roof of the Hall. The Commlttee conslders that the Charlty
Is In a Sound flnancl41 posltlon.
The Committee has adopted a Reserves Pollcy, which is reviewed annually.
It is the policy of the Trustees to maintain the hall in a flrst-class condition, and to seek
improvement in its facilities where appropriate. Inevitably such expenditure can be
significant when set against normal annual income. The average gross expenditure over
the last 10 years has been in the region of £11,000. To ensure that the Trustees have
available to them suff icient resourtes to meet any unforeseeable expenditure, a5 well as
to cover re-decoration and normal day.to.doy running Costs, it is the policy of the
Trustees to maintaln reserves equivalent to approximately three times the average
annual expendlture.
