THE
Torpenhow Village Hall Committee ITVHI was re8lStered on 24 July 2015 by the Charity
Commlsslon as a Charitable Incorporated Organisation ICIOI, registered number
1162826. On l January 2016, the Charity accepted the transfer of the a55ets of the
unincorporated charity that had hitherto been responSi￿e for running Torpenhow
Village Hall and took over that responsibility.
The Charity is run by an elected committee of local residents drawn from the area of
beneflt. The contatt address for the Charty, Is at Torpenhow Village Hall, Torpenhow,
Wlgton, Cumbria CA7 IHT.
The Blennerhasset and Torpenhow Parish Council is the holder of the freehold of the
property.
The object of the Charity is to provide a village hall for the use of the inhabitants of the
village of Torpenhow in the County of Cumbria (the area of benefitl without distinction
of political, religious or other opinions, including use for meetings, lectures and classes
and for other forms of recreatlon and leisure time occupation. with the objectlve of
improving the conditions of lrfe of the inhabitants of the vllla8e and surroundlng area.
The Trustees believe that the activlties of the Charity durin8 the report period have
addressed these objects.

The CharitVs goveming document provides that new Trustees are to be appointed annually by
members of the Willa8e Hall. Membership is open to anyone whose name is included in the
Elertoral Register as eligible at any election to cast a vote at Torpenhow Village trlall and who is
interested in furthertnB the Cl￿5 purposes. An individual is deemed to apply to become a
member elther by giving written notice to the Trustees or by attendance at any 8eneral meetin8
of the members and signing a membership application form.
81ennerhasset and Torpenhow Parlsh Council is entltled to appoint one Trustee to represent Its
Interests but durlng the period In question did not exer¢i5e this power.
Any person who retires as a Trustee Is ellgible for re-appointment.
The Trustees meet mnthty to transact any necessary business.

ITY'S ACTIVITIES AND A
IEVEME
The purpose of the Charity is to provide a villa8e hall for the benefit of the local
community. Use of the Hall is through either individuals or or8anisation5 booking the
facility or by the Village Hall Committee organising functions designed to raise funds for
the Hall's upkeep.
During the report period, the Hall was used for approximately fg)) hours.

Various bands who appreciate the excellent acoustics of the Hall for practfj￿,

Blennerhasset & Torpenhow Parish Council,
Allerdale 8orou8h Council. vthich uses the Hall as the local election polling station.
Various or8anisation5 use the hall for staff or volunteer trainin8 sessions leg NHSI.
In addition. the Committee itself organlsed. quizzes, a Willage Show. coffee momlngs and soclal
evenings.

CHARITVS FINANCES AND RESERVES
The Trustees confirm that al no guarantee ha5 been given by the CIO in respect of any potentlal
or OLFtstandin8 liability, and that bl the￿ is no debt outstanding whith is secured by an express

char8e on any of the assets of the CIO. They also confimi that there have been no serious
incidents requirin8 a report to the Charity Commission.
The great majority of the Chartvs I￿ome Inearly 70%) is derived from fees pald by those hlrin8
the Hall, the balance being from the proceeds of events organised by the Committee. from the
proceeds of providing a bar at events organised by others or from other miscellaneous sources
such as grants and intomè from feed-in tariff derived from solar panels installed on the roof of

The Committee has adopted a Res•r¥es Polky. which Is reviewed annual￿.
It is the policy of the Trustees to maTrntain the hall in a first-class condition. and to seek
Improvement in it5 facilities where appropriate. Inevitably such expendf(ure can be si8nifi¢ant
when set against nomial annual income. The average gross expenditure over the last 10 years
has been in the re8lon of £ll,C(KJ. To ensure that the Trustees have avaiLible to them sufficient
resources to meet any unforeseeable expenditure. as well a5 to cover re-decoration and normal
daY-t￿daY runnin8 Costs, it is the policy of the Trustees to malntaln oserves equivalent to
approxlmately three times the average annual expenditure.
