On l January 2016. the Charity accepted the transfer of the assets of the unincorporated charity that had hitherto been responsible for running Torpenhow Village Hall and took over that responsibility. The Charity Is run by an elected committee of local residents drawn from the area of benefit. The Honorary Secretary of the Village Hall, and therefore the current contact address for the Charity, is at The Birches, Torpenhow, Wigton, Cumbria CA7 IHT. The Blennerha55et and Torpenhow Parish Council is the holder of the freehold of the property. THE OBJEcfs OF THE CHARITY The object of the Charity is to provide a village hall for the use of the inhabitants of the village of Torpenhow in the County of Cumbria (the area of benefit) without di5tinrtion of political, religious or other opinions. including use for meetings, lectures and classes and for other forms of recreation and leisure time occupation. with the objective of improving the conditions of life of the inhabitants of the village and surroundin8 area. Membership is open to anyone whose name is included in the Electoral Register as eligible at any elertion to cast a vote at Torpenhow Village Hall and who is interested in furthering the CIO'S purposes. An individual is deemed to apply to become a member either by giving written notice to the Trustees or by attendance at any general meeting of the members and signing a membership application form. Blennerhasset and Torpenhow Parish Council is entitled to appoint one Trustee to represent its interests but during the peri¢)d in question did not exercise this power. Any person who retires as a Trustee is eligible for re-appointment. The Trustees meet monthly to tran5aCt any necessary business. THE CHARITV5 ACTIVITIES AND ACHIEVEMENTS The purpose of the Charity is to provide a village hall for the benefit of the local community. Use of the Hall is through either individuals or organisations booking the facility or by the Village Hall Committee organising functions designed to raise funds for the Hall's upkeep. During the report period. which was during the COVID 19 pandemic, the Hall was closed for 3 months. During the open periods the Hall was used for approximately 300 hours. Regular users in a normal year include: The local Brownies, an Arts and Crafts Group and an Indoor Bowls group, Other charities leg West House) Church of St. Michael and All Angels, Torpenhow, Various bands who appreciate the excellent acoustics of the Hall for practice. Private functions, eg weddings. birthday parties and funeral teas, Blennerhasset & Torpenhow Parish Council, Allerdale Borough Council. which uses the Hall as the local election polling station. Various organisations use the hall for staff or volunteer training sessions. In addition, the Committee itself organised, quizzes. a Willage Show. coffee mornings and Social evenings. The Trustees have considered their acli¥ities in the light of the Charity Comrnission's guidance on publit benefft and belleve that those artivities have complied with the guidance.
THE CHARITY'S FINANCES AND RESERVES The Trustees confirm that al no guarantee has been gNen by the CIO in respect of any potential or outstanding liability, and that bl there is no debt outstanding which is secured by an express charge on any of the assets of the CIO. They also confirm that there have been no Serious incident5 requirin8 a report to the Charity Commission. The great majority of the CharItS income (nearly 70%) is derived from fees paid by those hiring the Hall, the balance being from the proceeds of events organised by the Committee, from the proceeds of providin8 a bar at events organised by others or from other miscellaneous sourtes such as grants and income from feed-in tariff derived from solar panels installed on the roof of the Hall. The Committee considers that the Charity is in a Sound finanual positi+M. The Committee has adopted a Reserves Pollcy, which is revWed annually. It is the policy of the Trustees to maintain the hall in a first-class condition, and to seek improvement in its facilities where appropriate. Inevitably such expenditure can be 518nificant when set against normal annual income. The average gross expenditure over the last 10 years has been in the region of EIO.OLXI. To ensure that the Trustees have available to them sufficient resources to meet any unforeseeable expenditu, as well as to cover re-decoration and normal day-to-day running costs, it is the policy of the Trustees to maintain reserves equivalent to approximately three times the average annual expenditure. Torpenhow Village Hall Annual Report 2021 Independent examinerfs report on the accounts Report to the trustees and members of Torpenhow Village Hall for the year ended 31 st December 2021. The charity's trustees consider that as the income is below £25,OCK) an audit is not required for this year (under section 43(2} of the Charities Acl 1993) and that an independent examination is needed. I conducted my examination by ctrficking on a test basis the relevant evidence supplied to the amounts and disclosures in the accounl and statement. I plann8d and performed my examination so as to obtain all the information and explanations vthich I considered necessary to provide me wilh the sufficient evidence to give reasonable assurance that the statements are free from mis-statement. whether caused by fraud or other irregularity or effor. In forming my opinion, l also evaluated the overall adequacy of the presenlation of information in the account and statement.
