Trustees’ Report
The Trustees present their Report with the Financial Statements of the Charity for the year ended 31st August 2023.
The Grove Park Charitable Trust (the Charity) was entered on the Charity Commission’s register on 23rd July 2014 although was not fully active at that point. The registered charity number is 1162801. The Charity operates under the terms of a Trust Deed dated 23rd July 2015.
Objectives and Activities

To further the education of pupils at Grove Park School, by the provision of facilities, activities and resources not required to be provided by the Local Authority.

For the public benefit to advance the education (including social and physical training) of people under the age of 25 in East Sussex in such ways as the Charity Trustees think fit, including by awarding to such persons grants for specific items to support the person’s access to education due to their disability.

Awarding funds to the school to support the children’s education development.

To further such charitable purposes for the benefit of the children who attend Grove Park School and those under 25 years who have attended Grove Park School previously as for the Charity Trustees think fit.

The relief of children in need due to their disability at Grove Park by such charitable means as the Trustees see fit.
This is the seventh year of operation of the Charity and the financial statements attached are in respect of the year ended 31[st] August 2023.
Achievements and Performance
The year included in this report has been one of change with regards to the management of the Charity. In March 2023 Angela Wellman, Chairperson, and Kat Pond, stepped down as Trustees for personal reasons. Both Trustees had been part of the Charity from the beginning and their involvement with the Trust has been much appreciated. Michael Theobald agreed to take on the role as Chairperson. Victoria Beekhuizen and Marie Pritchard were appointed Trustees at the meeting held on 20th July.
With a change of leadership, the Trustees in conjunction with Jules Campion, Headteacher, agreed a strategy to ensure the link between the school staff and parents was placed on a more formal footing.
Links with the local community have been enhanced during the year with Grove Park School being successfully nominated as Cumnor House Schools’ charity. Grove Park has been involved a number of different ways with Cumnor House from being invited to a musical evening, quiz night and Christmas and Summer Fayres. The link between the schools also took place at pupil level with exchange days which were most successful.
The Masons have continued with their valuable support providing sponsorship for both the sensory project and general funds.
With support from both the Masons and Cumnor House School, along with other donors and sponsors noted in the financial report, the sensory room project at Primary school was completed during the summer holiday period. Pupils will soon be able to benefit from this state-of-the-art facility.

The garden area is maturing very well with the poly tunnels in full use and providing an abundance of produce. Senior students are actively involved in the running of the garden taking care of the equipment and learning skills. The Charity was delighted to receive donations of £127.50 during the year from the sale of plants. GPCT continues to support this project through regular donations to the school to cover costs and this will continue into the new financial year.
6th form students enjoyed the annual prom which was held at Crowborough Rugby Club and GPCT made it usual donation to the school to cover Christmas presents and activities.
The first Christmas Fayre since Covid was a spectacular success and made the largest profit ever. The BBQ was replaced this year with a Picnic and was also a great success and enjoyed by all, despite the weather.
Financial review
GPCT continues to support the school with requests for funding and a formal bid request form is working well. Classes at Primary school bid for learning mats which was agreed along with a request to pay for coach transport form senior pupils and students to attend a sports competition. The Charity continues to support the Forest School and the garden project.
Trustees would like to thank Mr. and Mrs Richardson for the continued support to the Charity with regular monthly donations and from Mr. and Mrs Pritchard for donations for Makaton. Crowborough Town Council presented the Trust with a cheque for £615.44 from the Mayor’s charity. Kindly, Crowborough Rotary donated £250 to make up for the cancellation of the Crowborough Fireworks Display.
The school organised a sponsored walk which raised £959 with some contributions gift aided which with be included in the next claim.
Procedures and Policy for Grant Making
The Trustees consider applications for grants from Grove Park School at their meetings. The Charity receives requests for funds for specific projects at Grove Park and where appropriate, initiates fundraising through its contracted fundraised.
Investment Policy
The aim of the Trustees is to donate most of the funds raised to Grove Park School within 12 months of receipt, and it is anticipated that funds held in Reserves at the end of the reporting period will be donated to Grove Park School within the near future to meet identified needs that meet the objectives of the Charity. Accordingly, funds are being held in a bank account awaiting disbursement.
The Trustees are empowered by the Trust Deed to make longer term investment decisions should the circumstances deem it appropriate.
Structure, Governance and Management
The number of Trustees still stand at 6 which is within the constitution requirement. In the event that it was determined that there was a requirement for new Trustees, these would be identified and appointed by the remaining Trustees. The Board of Trustees share responsibility for the induction of any new Trustees, which involves awareness of the Trustee’s responsibilities, sharing of the governing document, administrative procedures and the history and philosophical approach of the Charity. A new Trustee would receive copies the

previous year’s annual report and account and a copy of the Charity Commission leaflet “The Essential Trustee: What you need to know”.
Annually, the Trustees review the risks they face. With no property, no investments other than bank deposits, no employees and continuity of Trustees, risk is assessed to be extremely low and Charity insurance is not deemed necessary.

Independent Examiner's Report to the trustees of Grove Park Charitable Trust
I report to the trustees on my examination of the accounts of the above charity for the year ended 31 August 2023.
Responsibilities and basis of report
As the charity's trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination. I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me reasonable cause to believe that in any material respect:

The accounting records were not kept in accordance with section 130 of the Charities Act; or
-
The accounts did not accord with the accounting records; or
-
The accounts did not comply with the applicable requirements concerning the dorm and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Basis of accounting
These financial statements have been prepared on the basis of historic cost in accordance with:

2. Donations
Donations are credited to the accounts when actually received by the Charity.

3. Fundraiser's Fees
These fees are paid in accordance with the contract between the Charity and Rutherford Fundraising Consultancy based on donations actually received by the Charity.
4. Trustees Remuneration and Expenses
The trustees received no remuneration or expenses in the year.
5. Reserves
The General Reserve is unrestricted and is designated by the trustees in accordance with the principal objectives of the Charity.
The balance of the Restricted Reserves for the Outside Space Project is to be used to contribute to the ongoing costs of maintaining the garden.
The balance of the Restricted Reserves for the Sensory Project is to be used for the final costs of the Sensory Project.
