Sheffield Street Pastor Coordinator Annual Report 2022 Sheffield Street Pastors: c/o Rock Christian Centre,

- 177 195 Spital Hill S4 7LF - Charity number 1162786

This year has been a year of recovery after Covid. We have had teams out throughout the year and have only had to cancel 1 or 2 throughout the whole year (This was due to illness.)

We now have a total of 26 Street Pastors from 16 different churches.

We have lost a few people from patrolling – most notably Lesley when she did it in style breaking her leg. But there are also a number of others who have stepped down or had time out and have returned to the fold. This rearrangement of people has meant that we are down to 3 out of 4 Friday patrols. A big thanks to all of you for keeping going and supporting us in various ways.

We have had Stephen join us and also Jackie who is just waiting to do R&R.

The city centre has seen variations in footfall from being very busy in the summer/autumn as students came back. It was during this time that the teams were called on to do CPR twice. It was great that the teams worked well together each performing an important role. We heard how the first girl was but not how the boy was.

With the ‘cost of living’ etc Christmas was very quiet and January even more so. Although it does mean we have more time to chat to people.

We have lost our coffee stop. McDonalds stopped our free drinks. I have been all round trying to get somewhere. I think we might have to break at the church. We can source some tea/coffee there. If anyone wants to organise this, let me know

It was a big but not hard decision when we decided to finish the Burngreave team.

Sheffield Street Pastors first started in Burngreave as a response to high profile gun and knife crime. We saw amazing things over the years patrolling in Burngreave/ Pitsmore and then Page Hall. But times have changed and there were not as many people out on the streets and although teams still patrolled and prayed, the team got smaller until it was no longer viable.

I would like to say a special thanks to all of those who helped pioneer street pastors back in 2010 and kept going throughout the years. Especially Dave and Tricia who kept going til the end. Also John Mellor who has recently had a heart attack. Pray for him.

Training. We have had various training throughout the year.

Andrea, Gill and myself joined a training on Naloxin. We decided it was inappropriate for teams to carry needles around.

In the autumn we were offered some places on level 3 First Aid which Pam, Steve, Gavin and Kathryn completed.

We then had a 1[st] Aid Course run again by Erica Lugg. This was on CPR and use of the defib. We felt this was important training in the light of what had happened over the year.

We have had to postpone the R&R from today! To April 15[th] as we only had a couple of people booked on.

Hopefully we will have more by April.

Trustees/Committee We have added Nick Seaman to the trustees in place of Joel the babe magnet. Andrea Hanson has agreed to join the Management Committee

Coordinator. I have been busy doing talks at C3, Sheffield SU and have talks hopefully lined up for Fulwood and FourSquare Gospel church in next few months.

Andrea and I also did a talk at Mercia School which was an experience!

Thanks to people who have come along to help in those.

I have continued to attend the Licencees Unite meetings each month. I am regularly asked what I think at these and have many opportunities through these meetings.

I was also invited to City Centre Crime and Disorder workshop at Niagara by the council and police. This was again a great opportunity to put forward our views.

I have started to attend the NTE Partnership Meetings as well.

All of these opportunities to put a Christian perspective on things.

We have been involved in trying to get a Safe Space for Sheffield but things are no further on as no one is prepared to fund it. It was going to be in ‘the containers’ but there may be something in the future that we can help set up.

Ascension Trust is now back to doing ID cards so Niall may well be looking to take your photo this evening.

For those who need to update their DBS please see Lesley tonight. If there is anyone who could take this job from Lesley that would be fantastic.

We have had many messages back through Facebook and I do try and pass messages on to the appropriate teams.

WhatsApp works really well both for prayer and for teams.

Thanks to St Stephens for letting us keep resources there. Please let me know if things are low at base so I can restock. (preferably so there is time for me to do it!)

Lesley and I have done the Charity Return for this year and have also applied for and received a council grant for £3000.

Niall has done the stats for this year.

Stats: Flip flops: 305 Water: 173 Space blankets: 117 Bottles collected: 1304 Males spoken to: 1305 Females spoken to: 993 Anti-Social incidents witnessed: 85

Please try and fill in the forms each week. You can do it on your phone. It makes a difference to our stats.

I am away from 25[th] Feb for a month so I will make sure base is loaded up and ready to go. If you have any issues during that time, please contact Niall or Lesley.

Finally, a big Thank You to each and every one of you. It is a privilege to be part of a fantastic team. I can send observers out with any team as I know you are all great.

Thanksgiving and Prayer

3 I thank my God every time I remember you. 4 In all my prayers for all of you, I always pray with joy [5 ] because of your partnership in the gospel from the first day until now, [6 ] being confident of this, that he who began a good work in you will carry it on to completion until the day of Christ Jesus.

It is great when we get the WhatsApp prayer and we know who is going out. That God has begun a good work in the city and He will continue to help you to carry it on.

9 And this is my prayer: that your love may abound more and more in knowledge and depth of insight, [10 ] so that you may be able to discern what is best and may be pure and blameless for the day of Christ, [11 ] filled with the fruit of righteousness that comes through Jesus Christ—to the glory and praise of God.

Amen.

2.2 INCOME

Recognition of income
Donated goods
In the case of performance related grants, income must only be recognised to the extent
that the charity has provided the specified goods or services as entitlement to the grant
only occurs when the performance related conditions are met (5.16 FRS 102 SORP).
Contractual income and
performance related
grants
There has been no offsetting of assets and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP or FRS 102.
These are included in the Statement of Financial Activities (SoFA) when:
• the charity becomes entitled to the resources;
• it is more likely than not that the trustees will receive the resources;
• the monetary value can be measured with sufficient reliability.
Grants and donations are only included in the SoFA when the general income recognition
criteria are met (5.10 to 5.12 FRS102 SORP).
Donated services and facilities that are consumed immediately are recognised as income
with an equivalent amount recognised as an expense under the appropriate heading in
the SOFA.
Volunteer help
The value of any voluntary help received is not included in the accounts but is described
in the trustees’ annual report.
Donated services and
facilities
Gifts in kind for use by the charity are included in the SoFA as income from donations
when receivable.
Support costs
Government grants
The charity has received government grants in the reporting period
Legacies
Tax reclaims on
donations and gifts
Legacies are included in the SOFA when receipt is probable, that is, when there has
been grant of probate, the executors have established that there are sufficient assets in
the estate and any conditions attached to the legacy are either within the control of the
charity or have been met.
Income from interest,
The charity has incurred expenditure on support costs.
Gift Aid receivable is included in income when there is a valid declaration from the donor.
Any Gift Aid amount recovered on a donation is considered to be part of that gift and is
treated as an addition to the same fund as the initial donation unless the donor or the
terms of the appeal have specified otherwise.
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be
the fair value of those gifts at the time of their receipt and they are recognised on receipt.
In the reporting period in which the stocks are distributed, they are recognised as an
expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance
sheet. On its sale the value of stock is charged against 'Income from other trading
activities' and the proceeds from sale are also recognised as 'Income from other trading
activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.
Offsetting
Grants and donations
Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.
This is included in the accounts when receipt is probable and the amount receivable can

2.4 ASSETS
The charity has creditors which are measured at settlement amounts less any trade
discounts
These are capitalised if they can be used for more than one year, and cost at least £1000
Fixed asset investments in quoted shares, traded bonds and similar investments are
valued at initially at cost and subsequently at fair value (their market value) at the year
end. The same treatment is applied to unlisted investments unless fair value cannot be
measured reliably in which case it is measured at cost less impairment.
Where there are no conditions attaching to the grant that enables the donor charity to
realistically avoid the commitment, a liability for the full funding obligation must be
recognised.
Investments
This includes any realised or unrealised gains or losses on the sale of investments and
any gain or loss resulting from revaluing investments to market value at the end of the
year.
Support costs include central functions and have been allocated to activity cost
categories on a basis consistent with the use of resources, eg allocating property costs
by floor areas, or per capita, staff costs by the time spent and other costs by their usage.
Support costs have been allocated between governance costs and other support.
Governance costs comprise all costs involving public accountability of the charity and its
compliance with regulation and good practice.
The charity has heritage assets, that is, non-monetary assets with historic, artistic,
scientific, technological, geophysical or environmental qualities that are held and

service or output to be provided, such grants are only recognised in the SoFA once the
recipient of the grant has provided the specified service or output.
Income from membership
subscriptions
,
royalties and dividends
Heritage assets
Investment gains and
losses
Membership subscriptions which gives a member the right to buy services or other
benefits are recognised as income earned from the provision of goods and services as

Membership subscriptions received in the nature of a gift are recognised in Donations
and Legacies.
2.3 EXPENDITURE AND LIABILITIES

A liability is measured on recognition at its historical cost and then subsequently
measured at the best estimate of the amount required to settle the obligation at the
reporting date
Basic financial
instruments
Intangible fixed assets
The charity accounts for basic financial instruments on initial recognition as per
paragraph 10.7 FRS102 SORP. Subsequent measurement is as per paragraphs 11.17

physical substance but are identifiable and are controlled by the charity through custody
or legal rights. The amortisation rates and methods used are disclosed in note 15.
They are valued at cost.
Tangible fixed assets for
use by charity
Liability recognition
Liabilities are recognised where it is more likely than not that there is a legal or
constructive obligation committing the charity to pay out resources and the amount of the
obligation can be measured with reasonable certainty.
Grants payable without
performance conditions
The depreciation rates and methods used are disclosed in note 14.

Stocks and work in

progress

Debtors

Current asset investments

Investments held for resale or pending their sale and cash and cash equivalents with a maturity date of less than 1 year are treated as current asset investments

Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net realisable value.

Goods or services provided as part of a charitable activity are measured at net realisable value based on the service potential provided by items of stock.

Work in progress is valued at cost less any foreseeable loss that is likely to occur on the contract.

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

The charity has investments which it holds for resale or pending their sale and cash and cash equivalents with a maturity date less than one year. These include cash on deposit and cash equivalents with a maturity of loss than one year held for investment purposes rather than to meet short-term cash commitments as they fall due.

They are valued at fair value except where they qualify as basic financial instruments.
