## **Annual Report 1st November 2022 - 30th October 2023** 

## **1. Organisational Structure**

2023 has been a difficult year so far for the FOBP. 

We spent a great deal of time and commitment working with the consultants who were working on the Levelling up Fund bid, which aimed to bring in the millions of pounds required to reopen Bingley pool.  We conducted research within the community and spoke with significant stakeholder groups and this impact statement formed part of that levelling up bid.  Unfortunately the bid was unsuccessful and this has put FOBP back significantly and we are unsure of how we move forward from here. 

Bradford Metropolitan District Council (BMDC) has indicated that it is keen on a Public - Private Partnership (PPP) and that it is has been approached by a company called Advantage 42 about the pool building and future use.  We were able to pose questions to the organisation at a Bingley Town Council meeting but they were unable to confirm if their development would incorporate the pool size that we are asking any developers to consider.  We remain committed to working with the Council on any future PPP to make sure that any development includes a new pool for the town.

A number of our trustees have stepped down from their roles with our good wishes and we would like to thank Councillors Dearden and Wheatley, Diane Fairfax, Chris Willets and Andrew Morris for their hard work and contribution to the group. 

## **2. Activities** 

We have been holding all meetings either by Zoom and face to face. 

## _**Membership**_ 

Current membership stands at 244. Membership continues to be free to all with donations appreciated. 

## _**Community**_ 

We held a public meeting earlier in the year which was very well attended by residents, to let them know the position that FOBP found themselves in after the failure of the levelling up bid. 

## _**Fundraising**_ 

No new activities this year 

## _**Bingley Biathlon**_ 

Pool closed therefore no Biathlon

## _**Governance**_ 

All trustees are required to provide a Conflict of Interests Declaration. Further Governance documents are being constructed using NCVO templates and guidance. 

## _**Plans for 2023 – 2024**_ 

As with any organisation run by volunteers our campaigning energy ebbs and flows, and we have found ourselves unable to commit to our mission this year as we would have wished. 

Starting now, we’re aiming to renew that energy by recruiting new trustees, re introducing ourselves to the community and engaging afresh with local government.  This AGM will hopefully be the start of that process.

## **Overview** 

2023 has been a quiet year for FOBP and as a result there has been little fundraising. We have continued with minimal outgoings. We have filed our Charity Commission annual return and also appealed the decision by HMRC to fine us for an uncompleted Corporation Tax return (which has since been completed and returned) during lockdown year 2020-21.

## **Financial Audit** 

1. Our Cooperative Bank Account is secure. Access to the bank account is only currently available to Jagruti Amin, Maureen Carney and Fiona Dunne. 

2. I am in the process of removing Andrew Morris and replacing him with Jeremy Thackray.
