Additional governance issues
Our policies are amended for our local situation from the generic ones recommended by Ascension Trust. These are safeguarding, data protection, equal opportunities, standard operating procedures with Ashford police, patrolling, communications, computer, email and internet usage, whistle blowing, ethical purchasing, media guidelines, financial control, complaints procedure, health and safety, senior Street Pastors guidelines, social media.
Although ASP is made up of committed Christians, we are not an evangelical movement. We simply provide services to help people on the streets and other public places, give guidance, support and signposting, which assist in avoiding anti-social behaviour, relieve sickness and preserve health. We ensure people are safe and if people need assistance or a listening ear, we are there for them. Since we started working in Ashford we have helped hundreds of people whether they be sick, alone or homeless, with no discrimination or judgement. Volunteers who patrol the streets in an established manner, practising unconditional love for all, primarily through listening, caring and helping people who are vulnerable or marginalised, generally carry out the work of ASP in the night-time economy. ASP is distinctly identifiable by their appropriate uniform and ID card. They are men and women who have received specific training that empower them to be the presence of Jesus on the streets, proactively.
ASP operates under a licence agreement from Ascension Trust. Ascension Trust is a Christian charity that is at the heart of partnerships between churches and communities and governs, trains and develops other partnering charitable organisations. It delivers public benefit by providing support through training for individuals and churches to equip them for relevant, informed and pastoral interaction in our society. It provides services that foster social inclusion, safeguarding and support for people in need; promote crime prevention and social integration and enlighten others about Christianity and the advancement of the Christian faith.
The core cooperative approach of ASP is an ‘Urban Trinity’, the joint effort of participating churches, local council and the police, in the endeavour of preserving public order and peace. We show our commitment to this principle by being active partners in the local Community Safety Unit, the rough sleepers’ group, Ashford Partnership Against Crime (APAC) and the Street Work Forum.
Each new trustee is given access to the current version of the constitution, the latest Trustees’ Annual Report and statement of accounts and the current version of the Ascension Trust License Agreement. He/she ensures he/she understands ASP purposes as set out in its governing document, plans what ASP will do, and what he/she wants it to achieve, is able to explain how all of ASP activities are intended to further or support its purposes and understands how ASP benefits the public by carrying out its purposes.
All trustees support the mission, goals and values of ASP and actively and willingly participate in and contribute to the work and furtherance of ASP initiative. They give their time voluntarily and receive no remuneration or other benefits. They ensure that they have no conflicts of interest or loyalty by declaring the nature and extent of any interest, which he/she has, in a proposed transaction and then absenting himself/herself from any discussions. This ensures that his/her vote is not counted in any decision that the charity makes
on the matter. Each trustee has read the governance and policy documentation for ASPbincluding ‘The essential trustee’ from the Charity Commission.
Objectives and activities
Summary of the purposes of the charity as set out in its governing document The purposes of ASP are:

(1) To advance the Christian Faith in accordance with the ASP Licence Agreement with the Ascension Trust through:

(i) The provision of public pastoral care services to help people on the streets and other public places, giving guidance, support and signposting which assist in preserving public order, avoid antisocial behaviour, relieve sickness and preserve health and by

(ii) Enlightening others about Christianity through raising awareness and understanding of ecclesiastical relevance to community and public life, mobilizing the Church ecumenically to unity of worship and to advance the Christian Faith by carrying out the mission and outreach work of the Gospel for the benefit of the public.

(2) To develop the capacity and skills of socially disadvantaged groups in our community in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society; in particular but not exclusively through raising awareness, promoting, sustaining and increasing individual and collective knowledge, skills and expertise, through the practical development of individual capabilities, competences, skills and understanding through formal training, informal talks and capacity building in voluntary services, according to Christian principles and the Street Pastor Urban Trinity principle of church, police and local government working together for the benefit of the community.
Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts
ASP is a registered charity and we are trained volunteers from local churches who care about our local community. Our street pastors have patrolled Ashford town centre since 2010 in teams of men and women, usually from 10 p.m. to 4 a.m. on Friday nights. We aim to provide a peaceful presence on the night-time streets by caring for, listening to and helping people who are under the influence of drugs or alcohol, homeless, very young, lost, or lonely. We may assist people to ensure that they can get home safely by offering help and guidance or we refer people to local emergency services or advice services. The service we provide is unique in Ashford. We support people when there is no one else to support them. Our project is a cooperation of Churches Together Ashford, Ashford Borough Council and the local police.
The practical help we provide includes handing out space blankets outside nightclubs and flip-flops to clubbers unable to walk home in their high-heeled footwear and to prevent walking on the broken glass on the pavements, which ASP does clear away when possible; giving out water and lollipops for energy;
providing first aid where necessary; arranging taxis for those unable to get home unassisted and ensuring the safety of vulnerable persons. We also remove glass bottles and other potential weapons from the streets in order to discourage violence and vandalism. Ashford Street Pastors also responds to requests from the town monitoring unit and/or police for our presence at potential conflicts, which are considered safe for us to attend, waiting for ambulances to arrive, liaising with friends or family members for safe meeting points. The local community directly benefits, as there are fewer incidents of antisocial behaviour on the nights that ASP patrol our streets.
We work with the Housing department of Ashford Borough Council and Ashford Winter Night Shelter and can act as a communication route between established support networks and the homeless in our community. ASP assists with the annual Rough Sleepers count carried out by Ashford Borough Council.
We are partners in the Community Safety Unit (CSU), the rough sleepers’ group, the Ashford Partnership Against Crime (APAC) and the Street Work Forum. We have forged a great working partnership with the local Police and Ashford Borough Council and we collaborate with Town Control and the Police on our patrols. The Police are one of our biggest supporters, particularly as it has been proven that on the nights we are on shift, the crime rates drop. Just by our presence on the street and by engaging with people, we can assist them and prevent some problems escalating and, therefore, may not require a Police presence.
Contribution made by volunteers
Volunteers staff all the patrols made by ASP. Without their contribution, ASP would not exist. In addition to their time and commitment, each Street Pastor volunteer contributes £300 towards their training and uniform.
From 1 January 2020 to 31 December 2020, ASP patrolled our local community on 38 nights across the year, with additional support from our Prayer Pastors for the same. Across 20 weeks (during total lockdowns) a virtual patrol was carried out via Zoom by a number of street and prayer pastors praying for Ashford and the surrounding area, street by street, to include business, leisure, council, hospitality, pub and club venues, residential, schools; and for the health and welfare services which have been so burdened during 2020.
Achievements and performance
Summary of the main achievements of the charity
Between 1 January 2020 and 31 December 2020, ASP picked up and removed 199 bottles and a further 16 glasses from the streets in the borough of Ashford. We engaged with approximately 1015 people and actively assisted 45 of them, 24 of whom were either drunk or drugged, by handing out 56 bottles of water, 9 foil blankets, 11 pairs of flip fops and 339 lollipops. We interacted with homeless men and women on 57 occasions, sharing our information with other agencies when extra support was requested. The lower numbers in this report reflect the lockdown and reduction of the night time economy.

Ashford Street Pastors: Chair of Trustees Report/Coordinators Report:
For 2 and half years, I have had the privilege of being Chair of Trustees for Ashford Street Pastors. I want to say a special thanks to the rest of the trustees and management team Susan, Rob, Caroline, Lesley, Cllr Heather Heywood and Rev Mark Hirst for all their support and guidance. I would like to also thank the Prayer and Street Pastors for their amazing dedication and skills towards Ashford Street Pastors.
My focus as before was to concentrate on Recruitment, Fundraising and implementing Saturday patrols. Unfortunately, due to COVID 19, we had to postpone all fundraising events, but hope to pick this up again when restrictions have been lifted.
I have recently completed presentations at Ashford Community Church and Christ Church Willesborough and am happy to have recruited another 4 Street Pastors. I have future presentations planned at Gateway and Fountain churches. These are both very large churches, so it is my hope that I will take on more Street & Prayers within the next few months. I will continue to approach more churches, as I would like to extend more and more so we can implement full time Saturday patrols.
We continue to patrol every Friday and I am happy that we can continue to patrol in teams of 4, every weekend. Now that most of our new trainees has finished training, I am happy that we will start a Saturday per month from the 31st of July 2021.
I continue to do my one-month patrol or more if needed and love being on the streets with the teams. This year we had the privilege of taking our new Mayor, Callum Knowles on a patrol and was very supportive of our work. We hope to work closely with our new Mayor moving forward.
One of our biggest achievements was to continue patrols during the COVID lockdown by being a presence on the Streets. We are proud that we managed to keep going as some other areas have found it hard. We have had to reduce our patrol hours, but this will change soon as a lot more clubs and pubs are going back to normal hours.
We have been without a main base for a while but used Willesborough Baptist church recently and thank them for their great love and hospitality. We are now delighted to use the Beacon Centre from the amazing generosity of Bright City Church moving forward. This has been such an answer to prayer and thank them abundantly. We can also use the Beacon Centre as a safe space.
I want to make a special note of thanks to Lita Guy who has recently stepped down as coordinator. Her dedication and service to Ashford Street Pastors has been truly exemplary. We would have refused her resignation, but only accepted it due to her current health. Lita has left us in a strong place and hope to continue keeping the project healthy as we move forward to honor Lita and GOD for all they have done together in partnership. Thank you, Lita, for being a very special person, we will never forget you and will keep in close fellowship with you.
Our next focus will be obtaining a mobile welfare vehicle and have put in a few grants to hopefully make this happen. A Welfare Van is a vehicle designed to promote the basic physical well being of people in need. Welfare Vans ensure the people feel safe and comfortable and will aid us greatly with our service for Ashford. I have made new contacts with the Police, Council and the Community safety Unit and look forward to our continued partnership.

With the changes discussed, Anwar Bourazza will be taking on the role as Coordinator, meaning that I will step down as Chair. However, we are delighted to have Thana S step up as our new chair of trustees bringing a wealth of expertise from his professional background and being a previous coordinator for Sittingborne Street Pastors. I look forward towards your wisdom and leadership.
We also welcome back Steve P, a former chair of trustees coming back to us as a trustee who will concentrate on project development. Steve is very passionate about Street Pastors and is such a joy to work with within our team as a current team leader. He always takes his role with Street Pastors seriously and love watching him in action. I am excited to have Steve back as we plan the way ahead together and want to thank him for all he continues to do and his encouragement.
It is my prayer that we take Ashford by storm continuing to love, serve and support the Church, Police, Council, CSU, Door Staff, Emergency Services, and all people within Ashford regardless of race, ethnicity, nationality, class, caste, religion, belief, sex, gender, language, sexual orientation, health, or other status.

Anwar welcomed Thana as nomination for chair, to introduce himself to us Thana informed us of his passion for street pastors, his open and flexible approach as Chair of Trustees, he would be listening and looking out for ways in which to carry out the 3 core values of Listening, Caring and Helping.
Anwar introduced Steve, as nomination for Trustee to oversee project development. Steve declared his passion for this ministry, that it was time for
him to step up again. He admired the way S P encompassed so many different churches; he looks forward to see well-trained street pastors out on the streets.
Cllr Liz Wright was welcomed, she was pleased she could join us tonight and would like to come out on a patrol one night.
Cllr Heather Hayward was welcomed and said that she had been impressed by the work of A.S.P and had enjoyed being out on a patrol. She thought the town was a safer place on a Friday night, people were loved and the vulnerable cared for.

Finance Statement 1st January 2020 to 31st December 2020
The Street Pastors Accounts show a total surplus of £26,142.44 at the end of the year.
Firstly, thanks to you all for your continued support with over the last 12 months this was a year no one was expecting 2020 so the world Go in and out of lockdowns as we all faced the COVID 19 Pandemic. This has probably hit the night time economy harder than most but throughout 2020 when possible we have been there to support the people of Ashford. I was privileged to be able to go and support the NHS through the Salvation Army and this took a lot of my time so thank you all for you understanding when I have been slow to respond that said I have managed to complete the end of year reports in record time again this year but I will be back supporting the NHS from next week.
Ashford Street Pastors are doing amazingly well financially. I want to thank Lita for her work on the bid writing and grant forms etc. I do the easy bit and create and manage the Accounts. In 2020 we received a total income of £26,952.01, which is amazingly up on the income of last year by £10,863.41.
At the end of December 2020, we were receiving £335.00 by monthly standing order income from 9 volunteers and 7 Friends of Ashford Street Pastors and 2 churches. We need to continue to promote this as a way of supporting us. Please continue to give out the Friends of Ashford Street Pastors leaflet that contains the direct debit form and bank details.
Total Expenditure for 2019 was £16,765.53. This was within budget and means there is a gross surplus across Ashford Street Pastors in 2020 of £10,186.48 Part of this is due to a grant for £7,000.00 to cover Costs in 2021 being paid in 2020.
We also administer the Kent Street Pastors Training account. This currently has a balance of £8,973.42. This account receives money from other Street Pastors
groups and external grants. The total income for the year to December 31st, 2020 was £7,467.00. The Expenditure is all training related and totalled £2,988.71.

PRAYER REPORT. AGM 29th July 2021.
In August last year Street Pastors went out for an hour. We walked round the town and prayed for the residences, businesses, clubs, pubs, and restaurants. Prayer Pastors met on zoom. This worked very well, as we had our radios to keep in touch with one another. Unfortunately, we have lost our base where we could come together as one team. But things are looking up on that front. God is faithful.
We have continued to prayerfully consider extending our hours gradually and soon we will be able to go out on one Saturday a month.
Our prayers have been answered for new recruits and have been blessed so far with 4 for this coming year. BUT we still need more especially Prayer Pastors.
This could be from home or on a Friday at base.
May I say how proud I am of our recruits from last year who had their training turned upside down. Some was face to face and some virtually. They have now completed that training and their patience has been rewarded. THEY ARE OUT ON THE STREET. We hope to have a special service at the end of the year to commission them properly. I thank the Lord Jesus for their perseverance and faithfulness to Ashford Street Pastors.

Case study 1: From our patrol report dated: 11/12/2020 - 21:47. The teams are attending a homeless young man under the Stour Centre. Team gave him contact details for various points of assistance. Bright City, Vineyard, WBC, The young man’s name is
William (name changed for report), about 36 years old. The team has given him a power pack as his phone was almost out of charge. They have now left him to return to the Town Centre via Tannery Lane and then back along Station Road to the car park. From our duty patrol report this year on: 27/08/2021 23:45 we are able to say that: Team 2 is returning to base with a good news story. Late last year, Street Pastors helped a man called William who was under the Stour Centre , with nowhere to go. He was at the Phoenix and is doing well. As soon as he saw Street Pastors, he became extremely tearful and emotional and hugged us. He told the observer that Street Pastors took amazing care of him when he had lost everything due to COVID. He had spent several weeks at Willesborough Baptist Church and Bright City Church making sure he was fed well, cared for, and charging of his mobile as he was looking to get a new place. He now has a home, a girlfriend and is doing well. He said that he would never forget meeting Street Pastors who in some senses changed his life when all was downhill and said we meant so much to him. (NB: Same person above 11/12/2020).
Lockdowns decreased the number of patrols we were able to carry out during 2020 and reduced the footfall in the streets of Ashford for a long period. Some of our volunteers were isolating in line with government advice; however, all were keen to recommence as appropriate at the earliest opportunity.
We were not able to use our base to meet during patrols; we continued by meeting in a car park, with our radios and equipment sanitised for use and our prayer pastors would be in touch with each other and us via zoom on our phones and with our radios that have a wide signal range. We have not been able to return to our original base, as the church required our shared space for other uses.
When government rules have allowed the team has patrolled in Ashford, keeping to guidelines in place. Prayer pastors met on zoom to support these patrols. The night-time economy was significantly quieter throughout this period until easing of restrictions and reopening of bars, restaurants and clubs. As at January 2021, and during the first lockdown, we were in contact with our local partners, the Local Authority and the police. In England there were exceptions to gatherings limits, and this extended to gathering for work or providing voluntary or charitable services, Our Street Pastor volunteers were available to go out in a socially distanced patrol team/s. Our risk assessment was up-dated with measures put in place to ensure compliance with the current government ruling. The local police contacted our coordinator with a request to see if Ashford Street Pastors would be available to patrol on 19 July 2021 when the restrictions were due to be eased; we were able respond to this request as we had been patrolling in advance of this date. Our weekly reports from our patrols give a good record of the numbers of people we have interacted with and the kind of assistance we have given, the reports describe each and every situation we have attended with timings, where in the town we were attending and the outcome of the event.
Ashford Street Pastors has continued to fundraise throughout this period and to recruit volunteers to sustain and extend the patrols. We were one of the mayor’s charities for 2020-21, which although this did not generate significant income, as the mayor’s planned fund-raising events could not take place; this did raise the profile of Ashford Street pastors. We were able to secure additional funding from Borough councillors, to fund costs to enhance our social media platform and a community grant to enable 8 days training (£1300.00), provide uniforms (4134.00) and DBS checks (159.25) for our 13 trainees.
We are fund-raising to purchase a welfare vehicle to assist us around the town Centre and further afield, for use as a safe space within the night-time economy for those who are in need of such assistance and we will be applying for funding to achieve this goal. We will continue to accept invitations to patrol at planned events during the day too and to present Ashford Street pastors and promote our work in Ashford.
Financial review
A statement explaining the policy for holding reserves stating why they are held:
Ashford Street Pastor accounts have a balance of £26,142.44 with £10,098.61 held in restricted funds. No funds held by ASP are materially in deficit.
Our main sources of funds are trusts and grants from private Charitable Trusts, local organisations (including Kent County Council, Ashford Borough Council, Kent Community Fund), donations from local Councillors, from individuals and local churches. We rely on these sources of income as well as street donations and fundraising to cover the costs of running our charity.
The majority of our income is applied to purchasing the supplies we hand out freely to vulnerable people we meet while on patrol and to pay for contracting a part-time coordinator to ensure that ASP complies with legal obligations and has continuity when meeting with the Council, the Police and other statutory bodies as well as with the churches in Ashford to highlight the work we do in order to recruit and train new team members.
The ten Kent and Medway Street pastor initiatives collaborate together to source deliver and fund the training for new volunteers. ASP administers the Kent and Medway Street Pastors Training account held at the Reliance Bank. The Kent Training Fund currently has a balance of £8973.42. The account receives money from Ashford and other Street Pastor initiatives as they participate in training; and grants received specifically to fund Kent & Medway Training from external organisation are paid in to the account. The total income for the year to 31 December 2020 was £7467.00 the expenditure is all training related and totalled £2988.71.
