## **Annual Report for Charity Commission and Strumpshaw Parish Council 1st April 2024 to 31st March 2025** 

## **Overview** 

The Strumpshaw Trust can give grants to those who live in the civil parish of Strumpshaw who need help because of youth, age, ill-health, disability, financial hardship or other disadvantage. It can also give grants to community organisations where most of the members live in Strumpshaw, Buckenham or Hassingham to promote recreation, education, leisure time pursuits and the arts as well as supporting facilities for public benefit.   Grants would normally be for a specific project. 

The Trustees will consider applications for grants to help an organisation buy equipment, to provide seed funding for a project or towards running costs.   Grants towards running costs would be for one year only. 

In addition, the Trustees will consider applications from community organisations to provide specific facilities for public benefit in Strumpshaw, Buckenham or Hassingham. Applicants would need to show the public benefit that would arise from the provision. 

## **Permanent endowments** 

## The Marsh 

Strumpshaw Trust owns a 4.388 hectares marsh off Low Road, Strumpshaw, which has been used to provide an income for charitable purposes since at least 1822.   It is currently leased to a local farmer. 

## Shares 

Strumpshaw Trust owns 442.60 Charities Official Investment Fund Income Shares. 

## **Grants** 

## Advertising the availability of grants 

The range of grants that are available from the Trust is advertised in each issue of Parish News,  through posters placed around the village, the Parish Council web site and the Shoulder of Mutton’s Bushell web page.     Guidance and application forms for each type of grant are available from the Chairman as well as through the Parish Council web site and the Shoulder of Mutton Bushell web page. 

During the year the Trustees revised the amount of information they ask individuals to provide when applying for a grant.   The Trustees confirmed that they would normally limit grants for individuals to between £100 and £500. However, they considered that they should change the criteria for applicants for individual grants and remove the requirement for bank statements.

In future applicants should be asked to provide: 

- a written summary of what the grant is needed for, 

- a note of why the grant is needed, 

- estimates, 

- information about other funding sources approached, 

- the outcome of these applications, 

- eventually, proof that any grant given by the Trust has been used for the purpose for which it was given. 

Applicants asking for £300 or more should be informed that they may be asked to provide a summary of their recent income and expenditure, but should not be asked for bank statements. 

## Grants made 

The Trustees received two applications for grants, both from individuals.   They gave a grant to a student to continue his degree level education and a grant to a resident to pay for fuel. 

## **Independent Financial Examiner** 

Pauline Terry, a retired qualified accountant, was appointed as the Independent Financial Examiner. 

## **Trustees** 

The Strumpshaw Trust has places for seven trustees.  All the places for Trustees are filled. 

The trustees are:

## **Reserves policy** 

The Trustees adopted the following reserves policy: 

The ability of the Trust to consider hardship grants will be protected by only spending the rental and share income on hardship grants in the year following its receipt. Any sums not spent on hardship grants in that year will be added to the Trust’s balances for use in future years for any of the Trust’s objectives.
