Incorporating reports about the Strumpshaw Marsh Charity (Charity no. 211906) and the W C F Holmes Charity (Charity no. 209149)

Overview

The Strumpshaw Neighbourhood Trust was renamed as the Strumpshaw Trust on 1st June 2022 with a revised and extended constitution. The revised objectives for the Strumpshaw Trust are:

Primarily the relief of those in need in the civil parish of Strumpshaw, by reason of youth, age, ill-health, disability, financial hardship or other disadvantage;

To further or benefit the residents of the civil parish of Strumpshaw and the neighbourhood, without distinction of sex, sexual orientation, race or of political, religious or other opinions by associating together with the said residents and the local authorities, voluntary and other organisations in a common effort to promote recreation, education, leisure time pursuits, and the arts for public benefit;

To support the provision of facilities in the interests of social welfare for public benefit in the civil parish of Strumpshaw.

The Strumpshaw Trust, the Strumpshaw Marsh Charity and the W C F Holmes Charity worked together during the financial year to consider applications for financial support to relieve individuals in need in the civil parish of Strumpshaw, including Buckenham and Hassingham.

The trustees spent some time considering how to draw the attention of residents to the availability of some money that could help those in need. They regularly advertised in Parish News, they put up posters, they wrote to a range of organisations who may have contacts with those who need help and they included information on the Turn2Us web page.

Two applications were considered and appropriate grants were offered from the resources of all three charities.

Transfer of assets from the Strumpshaw Marsh and W C F Holmes charities

Work took place during the financial year to transfer the marsh owned by the Strumpshaw Marsh Charity and the shares held by the W C F Holmes Charity to the Strumpshaw Trust. The Charity Commission advised that general vesting declarations should be completed that would give authority for these transfers to take place. The charities also commissioned a solicitor to change the land registration of the marsh from the Strumpshaw Marsh Charity to the Strumpshaw Trust These changes could not be

accomplished before the end of March 2023. It is expected that this will be completed before the end of March 2024.

Once the assets are transferred the trustees of the Strumpshaw Marsh Charity and the W C F Holmes Charity intend to follow the advice of the Charity Commission and close.

Trustees

The trustees of all three charities were saddened to hear of the death of David Varley who had been a trustee of all three charities.

The Strumpshaw Trust has places for seven trustees. Strumpshaw Parish Council appointed Mary Green and Hilary Hammond as nominated trustees in July 2022. Strumpshaw with Hassingham PCC appointed Revd. David Wakefield and Nick Price as nominated trustees also in July 2022.

Maureen Hammond continued as a trustee. Nicola Page and Bob Cameron were appointed as trustees in February 2023.

Financial records

The Trustees considered and approved their financial records which did not require auditing. They were examined by an independent auditor.

Reserves policy

The Trustees adopted the following reserves policy:

The ability of the Trust to consider hardship grants will be protected by only spending the rental and share income on hardship grants in the year following its receipt. Any sums not spent on hardship grants in that year will be added to the Trust’s balances for use in future years for any of the Trust’s objectives.

Public benefit

The Trustees have had regard to the Charity Commission’s guidance on public benefit.
