The financial statements have been prepared in accordance with "The Statement of Recommended Practice - Accounting and Reporting by Charities, issued in March 2005"; The Charities (Accounts and Reports) Regulations 2008; the Charities Act 2011; and the constitution of the Charity. Accounting is on a 'receipts and payments' basis. The Annual Report and Accounts is submitted to the Charity Commission. ## **Structure, governance and management** 1. The charity _Iriba Shalom (UK)_ is a charitable incorporated organisation (CIO) and is independent of any other charity or organisation. Its Constitution is dated 7[th] July 2015 and it was registered with the Charity Commission on 8[th] July 2015. Prior to that date is operated as a community association (from 11[th] November 2014). The four trustees named above were the first trustees of the charity and served for an initial three years. Subsequent appointments are by a resolution passed at a properly convened meeting of the charity trustees, for a term of 3 years. The charity constitution provides for a minimum of 2 trustees and a maximum of 8. Retiring trustees are eligible for re-appointment. Decisions of the Trustees are made at a meeting of the charity trustees; or by resolution in writing or electronic form Trustees may join meetings of the trustees by video link or by conference call. Any Trustee with an interest in a beneficial organisation does not participate in decisions about grants to that organisation. Where eligible, trustees hold a current DBS (Disclosure and Disbarring Service) Certificate. 2. The day-to-day administration of the charity and the handling of grants authorised by the Trustees is by a volunteer (unpaid) administrator appointed by the trustees. The trustees have adopted policies that accord with regulations and the charity's Constitution, guided by Charity Commission published guidance in respect of Grant Making, Risk Management, Investments and Reserves, Safeguarding, Managing of Volunteers, Handling Complaints, Whistle-blowing, Political Activity, Volunteers, and Declaration of Conflicts of Interest. The trustees have given due regard to the Charity Commission Public Benefit Guidance. _Page 2_ 3. The trustees and administrator receive no payment and the Charity does not own land or property. The only costs to be met are the charges made by United Kingdom and Rwanda banks. The Charity has Gift Aid Status with HMRC. 4. The charity initially used the services of BT's _Mydonate,_ to receive donations from the public and to make Gift Aid claims. _MyDonate_ closed in June 2019 and the charity entered into an arrangement with _Wonderful_ to receive donations and registered with HMRC (Her Majesties Revenue and Customs) to claim Gift Aided tax refunds directly. People may now donate through _JustGiving._ ## **Purpose of the Charity** The purpose of the charity is stated to be: ‘As an expression of Christian faith and values, for the public benefit the relief of poverty and hardship among widows and orphans in Rwanda through the provision of shelter, food, health, education and other such charitable services as the trustees may from time to time think fit, particularly but not exclusively, by supporting the charitable work of _Iriba Shalom Rwanda_ , a charity (non-government organisation) registered in Rwanda.’ The impetus for the establishment of the charity came from a donor who, having already given financially towards the work in Rwanda, wished to widen the scope of support for that work. The charity publicises its work to prospective donors on Facebook, Twitter and Flickr pages as well as through local publicity. A trustee, Mrs Sakina Denise Uwimana Reinhardt, has published a book in which she relates her personal experience of the genocide in Rwanda and her efforts for reconciliation and for supporting other survivors of the genocide. The book, _From Red Earth - A Rwandan Story of Healing and Forgiveness_ has received the _Silver Medal, 2020 Benjamin Franklin Awards, IBPA._ It is available as e-book and a soft back book from Amazon and other booksellers, and as an e-book from https://www.plough.com/en/topics/life/forgiveness/from-red-earth. There is a trailer for the book on Youtube https://www.youtube.com/watch?v=clyhSfhdnhk. ## **Achievements and Performance** In order to establish public benefit, before the charity passes funds to Rwanda, _Iriba Shalom Rwanda_ is required to identify a specific purpose to which those funds will be applied, and that purpose has to be approved by the trustees of the charity. The trustees of _Iriba Shalom (UK)_ have agreed to provide financial support for a full-time social worker in Rwanda employed by _Iriba Shalom Rwanda,_ which would not otherwise be able fund this post. The full-time worker is vital to the work of _Iriba Shalom Rwanda_ since she provides advice and support on a range of problems including psychiatric disorder and physical trauma resulting from the genocide, advice on HIV/AIDS and COVID 19. The health visitor supports people in many ways which include: visits widows and patients at home; counselling individuals at centres; supporting bereaved families, particularly with childcare; helping people to withdraw their money and to get food and other essentials; being involved in Credit and Savings Group Meeting; assisting people with long term medical conditions to get treatment and transport to hospitals ; carrying out blood pressure readings and advising people to go to the health centre; completing sponsorship forms for beneficiaries; visiting primary schools to list students who need school uniforms and materials; being involved in worship and in community events, such as African Child Day and Commemorative days linked with the Genocide against the Tutsi. All this is carried out in a spirit of reconciliation between the Tutsi’s and the perpetrator of the genocide. _Page 3_ In the reporting year Iriba Shalom (UK) has funded the employment by Iriba Shalom (Rwanda|) of a health/support worker to provide maternity cover. It should be noted that the Iriba Shalom Rwanda charity operates in a remote area in the west of the Republic, an area that has not come to the attention of most other charitable bodies. ## **Safeguarding** The Trustees of _Iriba Shalom (UK)_ are committed to the safeguarding of children and vulnerable adults. The trustees maintain their awareness of their responsibilities under UK safeguarding regulations and protocols and promote a safeguarding culture and ethos within the charity and beyond, and embody safeguarding values and behaviour. When visiting a beneficiary organisation the Trustees will comply with local safeguarding laws, protocols and procedures. The Trustees expect any grant receiving organisation to embody and comply with the local legal, policy and institutional safeguarding framework and child protection systems including any community structures which improve protection of children and vulnerable adults from abuse and other forms of exploitation. Any organisations receiving a grant should have clear procedures to prevent, report and respond to any risks to children and vulnerable people. ## **Risk Management** The monitoring by the trustees of _Iriba Shalom (UK)_ of how _Iriba Shalom Rwanda_ has used the grant has been done by reports received from _Iriba Shalom Rwanda_ . Some Trustees have visited Rwanda and have seen some of the impact of the work funded by the grants. The trustees have received a certified copy of the Certificate of Registration of _Iriba Shalom Rwanda_ as being authorised by the Rwandan Government to operate in Rwanda as a non-governmental organisation. The transfer of funds to Rwanda is made through the established banking system, using Barclays Bank Plc. The trustees are aware that funds are received from a limited donor base which needs to be widened to reduce vulnerability to loss of income. ## **Declarations** **The trustees declare that they have approved the trustees’ report above and accounts below.** **Signed on behalf of the charity’s trustees by Angela Pells (Trustee)** **Date: 8[th] October 2024** ## **Notes to the accounts:** 1. **Incoming resources** are recognised once the charity has received the funds, 2. **Resources expended** are recognised once the payment is made. It is the policy of the charity to hold reserves sufficient to meet any legal or constructive obligation. Charitable activities include grants made and associated costs of making that grant (notably the cost of transferring funds overseas. Grants in the year ending 31st January 2024 totaled £5626 (£5037 the previous year), and associated transfer fees were £100. Donations and Gift Aid recovered from HMRC received over the year totaled £5462 (£6692 the previous year). There was a carry forward amount of £2035 from the previous year, and £1769 was carried forward to the next year. After treatment the situation started worsening and she had to be referred to another hospital. The young lady with her mother is mentally handicapped. We helped her to pay medical insurance and transport fees to go to hospital. The next photo presents the ceremony of starting the building of the senior residence in Mukoma. _Page 8_ The social worker visited Leotharie, one of the old widows who lives alone. She is very weak and needs help to withdraw her money from bank and bring it to her at home.
