ANNUAL MEETING OF THE PARISHIONERS AND ANNUAL PAROCHIAL CHURCH MEETING HELD ON 14[TH] MAY 2023 AT 11.30AM IN THE CHURCH.

Minutes of the Annual Meeting of Parishioners of West Moors.

Revd Andy welcomed everyone to the annual meeting of parishioners and the APCM.

1. Opening prayers –

Revd Andy opened with a prayer. “In these last couple of weeks which have included the momentous events of the Coronation, we have celebrated much as a nation, and today these two meetings are also about celebrating the life of our church and our mission and ministry in this wonderful community of West Moors. So we begin by rededicating ourselves to that mission and ministry in the words of one of the prayers written for the Coronation.

Gracious God, in company with our King, we rededicate ourselves to your service. Take our minds and think through them, take our lips and speak through them, take our hearts and set them on fire with love for you and your kingdom; that here we may have your peace, and in the world to come may see you face to face; through Jesus Christ our Lord. Amen.”

2. Apologies

Apologies had been received from Isobel Dale.

Those present were asked to ensure their name was present on the register of attendees.

1. Election of Churchwardens

There were two nominations – Karen Clark and Louise Collins. Both were duly elected.

Revd Andy gave thanks to Karen and Louise for all they have done in the last year. “We feel very blessed to have had such support from two great Church Wardens, even if they both could have cheerfully killed me when I said I was moving on. I know that the stability of the church as we enter a new period in the life of this place is in safe hands with Karen and Louise, so thank you for all you do and I would also like to thank Peter and Jason, for gifting us with Karen and Louise’s time.”

Annual Parochial Church Meeting

1. Minutes of last meeting

The minutes had been circulated by email prior to the meeting, had been displayed in church, and copies were available at the meeting.

The date of the APCM meeting was corrected.

Proposer was Louise Collins, seconded by Rosie Wand

Voted unanimously by all those present.

2. Matters Arising

There were no matters arising.

3 Elections

Deanery Synod

There were 3 vacancies available for Deanery Synod. Nominations had been received from Liz Bowler, Gill Clarke and Paul Brearley. All were duly elected.

PCC Members

There were 4 vacancies available on the Parochial Church Council following the retirement of Noel Moss Holland, Michael Yates, Chris Long and William Munn. Revd Andy thanked those members for their work and support. Each retiring member was given a gift.

Nominations had been received from Paul Barber, Caryl Longland and Peter Short to serve for 3 years. There was another nomination from Christine Nutland who serves one year. All nominees were duly elected.

Revd Andy congratulated all those who had been elected; their commitment was much appreciated .

4. Appointment of the Independent Examiner

John Rideout the existing independent examiner to be reappointed. Proposer- John Reid, seconder – Liz Bowler. Vote unanimously carried by the members.

5. Reports

a. Vicar’s introduction

Revd Andy made the following statement:-

“So here we are reflecting on the year that has past and giving thanks, and also, I have no doubt turning our minds to the next season of life here at St Mary’s and in West Moors.

Casting my mind back to last year, so many things come to mind, a new historic milestone with the Platinum Jubilee, a new monarch with the passing of our late Queen, a new Eco-Church Award, a new Bishop, a new Canon of the Cathedral, a new licensed lay minister, a new curate. And so much more I could mention.

Much has happened and much has been celebrated and reflected liturgically in our lives together. There are other milestones that have also meant a lot to me personally. The church is now open most days, something that I have aspired to since I first took the living here back in 2019. And the joy the Autism Friendly Service brings is absolutely wonderful. Two things I hold very dear, and which I pray will continue in the years to come.

You have all received or had the opportunity to read the Annual Report, so I don’t propose to repeat what is in there, but I do think the APCM is a time to say thank you. First of all, a thank you to everyone for staying united as a worshipping community whether that has been saying prayers at home, watching on Facebook or being here in church. We are a family wherever and however we gather.

Of course within any family, there are those who hold responsibilities that weigh heavily, and I think today is a time to recognise those roles and those that hold them so faithfully.

And I said earlier we couldn’t function as a church without our wardens, Karen and Louise, who are so ably supported by Stuart and Debbie are such a great team and their work in holding that legal responsibility is much appreciated.

Gill, William and Julie, thank you for fulfilling those important roles on the PCC of lay vice-chair, treasurer and secretary. Again, the work you do, is so much appreciated.

And huge thanks to the whole PCC because you provide the backbone of church life as Trustees not only in financial sense but trustees and guardians of our spiritual life as well. And to those who take on all those little jobs that make the church function and be so alive. Well, I can’t mention you all, but I hope you know you are loved and appreciated.

During the year Mike Yates stepped down from PCC and I would like to place on record my thanks for all Mike did during his time on PCC. This year we also have three people who are stepping down from PCC at this meeting. Chris Long, William Munn and Noel Moss-Holland. Chris thank you for being there and being so dedicated to not only the PCC but the Carbon Neutral Committee. I hope you know that your wisdom is part of the reason we are a Silver Eco-Church.

William has served on PCC and Deanery Synod, and been our treasurer for many many years, and we are profoundly grateful for all he has done. Now today is not quite farewell as William is not quite stepping away yet, as he is remaining Treasurer for this financial year. If anyone is willing to take over this important role in church life, we are looking for a new Treasurer and there will be a full hand-over, so please do come and have a word with myself or Michael. There will be a time to thank you William properly but for now I want to record our profound thanks for all you have done in your time on PCC.

Now Noel has been on the PCC for 30 years. He has been warden, head of Finance, Treasurer, source of all premises knowledge, IT and AV consultant, and general mainstay of so many things in those years. We are not losing Noel at all, but he

is taking some well-deserved retirement from PCC. I want to thank you Noel for everything you have done and continue to do, we wouldn’t be where we are without you. I think it is very important we recognise Noel’s contribution today – this is just a little token, but Noel, thank you so much.

My thanks to our lovely LPAs, and Michael, Alyson, Lynne and Alan, who support me in holding the cure of souls here in West Moors. One of the reasons I felt able to apply for the job at St George’s Crypt was knowing that I leave the parish and you all in such good hands. I also am aware of your nearest and dearest, who enable you to minister alongside me.

Last but not least Becky and Isla, who I mustn’t forget, because without their grace and patience in sharing their husband and Dad (not Daddy) I would not be able to minister as I do.

So this is my last APCM as your incumbent. So I want to thank you for the trust you placed in me in 2019, and moreover for the trust you continued to place in me during those dark days of Covid. I could not have wished for a better parish to live alongside through a global pandemic. I know there will be anxieties as you navigate the forthcoming vacancy, but my dear friends, navigate them together, remember to love God, love West Moors, and love each other. Pray for each other, forgive your differences, celebrate your triumphs and as ever, and you have heard me say it before, for all that has been thanks, for all that is to come, yes.”

b. Electoral Roll Report

Karen Mansfield reported that the Electoral Roll has been revised and now stands at 139. Last year it was 142. Sadly, our wider church community has been affected by the loss of many people over the last year. We now take a moment to remember those in our church family who have passed away since the last APCM .

Anne Mills, Jean Osborn, David Clifton, Doug Deedman, Amy Brown, Pamela Gowar, Cyril Beecher, and Sue Fleet. May they Rest in Peace and Rise in Glory.

c. Presentation of the Annual Report

Revd Andy thanked all who have contributed to the Annual Report. Copies of the report have been available for the last 2 weeks in church and had been circulated by email. There was one addition to the report. Please Note we have 5 Home Groups – Tuesdays with Liz and Mike Bowler. There were no other comments or questions.

d. Presentation of the Financial Report

A summary of the Financial Report was included in the Annual Report. William Munn (Treasurer) explained that he had been treasurer since 2011 and since then funds had continued to improve over the years but recently, he had concerns over funds being depleted. The church had received a couple of legacies although these were restricted in their use. He asked if there were any comments or questions. John Reid asked if there should be another stewardship campaign. It was felt that with the present cost of living problems affecting people, it was probably not a good time. It was felt the level of funding may last about 3 years as some of the monies invested had produced income. This needed regular reviewing by the Finance Committee. We were doing well and better than many other churches. William was looking to step down in 2024 so a new treasurer would be needed. Revd Andy thanked William, Noel, Mike, and the Finance Team for their careful management of our finances in such difficult circumstances. He thanked all those who financially support this church.

e. Fabric Report

Karen Clark read out the report, the Quinquennial and Terrier had been updated. All electricals had been PAT tested (every 5 years in line with guidance). Karen thanked the team for all their efforts. The damp and water damage had been sorted. Notices were now displayed in the churchyard warning about the uneven pathway.

This has been a quieter year for the Premises Committee, but their endeavours are here for all of us to see, in the beauty of this church. The church is now open for people to enjoy in the day. A magnificent achievement. Revd Andy also thanked Nick for keeping the churchyard tidy and the premises in good order.

f. Presentation of the Terrier and Inventory

Louise Collins presented the completed Terrier and Inventory to Revd Andy. Revd Andy thanked Louise for co-ordinating the Terrier and Inventory. The document was signed by Revd Andy, Karen Clark and Louise Collins and Julie Hardman.

6. Any Other Business

Revd Andy had a piece of AOB today.

“As you all know we enter a vacancy in July, and vacancies are times where the authority and the running of the parish is delegated to the churchwardens, and we are very lucky to have two very dedicated and experienced churchwardens in Karen and Louise. Karen has experience of managing a vacancy and that will be a huge gift in the months ahead.

However, at the next APCM Karen will have completed her six years as warden. That could come at an inopportune time should a new incumbent not be in place or a new incumbent has only just arrived and needs help to settle in. Karen has very kindly indicated that she will remain as warden throughout the coming vacancy and until a new incumbent is settled in post. So this morning I am proposing under the Churchwarden’s Measure of 2001 the resolution:

That under the Churchwarden’s Measure of 2001, the parishioners of St Mary Virgin dispense with the requirement for a churchwarden to step down after six years in office.

I am proposing this to safeguard the running of the parish during this vacancy. If you as the parishioners are so minded to agree this resolution, please be assured that you can by a future meeting of the parishioners, remove this resolution. So, it is not set in stone for the future, it is a safeguard for the present.”

Any questions? John Reid agreed with the proposal but asked whether there was a time limit? Revd Andy responded that the proposal could be removed at the next APCM if required.

Propose:

That under the Churchwarden’s Measure of 2001, the parishioners of St Mary Virgin dispense with the requirement for a churchwarden to step down after six years in office.

Karen Clark thanked the clergy for their support during the last year. Gifts were presented to Revd Andy, Becky and Isla, Revd Lynne, Revd Alan, Revd Michael, and Alyson Scott,.
