Aims and Purposes
The Parochial Church Council shares with the joint Priests in Charge, the responsibility of
agreeing the 'policy' of the congregation by which it is appointed, in order to 'cooperate
with the Incumbent in promoting in the ecclesiastical parish the whole mission of the
Church. {PCC Measure 1956), pastoral. evangelistic, social and ecumenical.
Structure, Governance and Management
The method of appointment of PCC members is sel out in the Church Representation
Rules. All Church attendees are encouraged to register on the Electoral Roll and stand for
election to the PCC.
Along with receiving reports on Risk Assessment, the Safeguarding of Children and
Vulnerable Adults remains a primary responsibility of the PCC. Safeguarding is a standing
item on each PCC Agenda. The Parish Safeguarding Policy was reviewed and reapproved
during 2024, and we follow the national and legal framework for safeguarding children and
adults, and Church of England policy and practice. Training is arranged from lime to time
as necessary by Ms Lynn Buckle who was appointed the Parish Safeguarding Officer in
June 2024 taking over from Mrs Gemma Winterton who resigned with effect from 31$1 May
2024.
The PCC has complied with the duty under section 5 of the Safeguarding and Clergy
Discipline Measure 2016 (duty to have due regard to House of Bishops, guidance on
safeguarding children and vulnerable adults).
Objective8 and Activities
In addition to its aims and purposes as detailed above, the PCC has maintenance
responsibilities for the Church, Churchyard and Church Hall along with the responsibilities
of managing the finances of the Parish.
Church Attendance (+l- difference to 2023)
There were 2141-7) parishioners on the Electoral Roll in 2024 compared to 2023. Physical
average attendance at Services during October 2024 was 88 which was a reduction on the
2023 average attendance of 100. In addrtion, over three hundred adults and children
attended the two School Harvest Services held in Church during the firsl week of October,
which if added into our Church attendance figures would have distorted the average figures
dramatically. They have therefore been excluded from the calculations and reporting.

Achievements and Performance
The PCC met formally six times during 2024. In addition to the regular PCC Meetings, the
Standing Committee met five times during the year lo carry on the business of the PCC
under a delegated authority. The PCC also met on two Saturdays during the year to
complete the further study of a CPAS Resource on Leadership which had been followed
as part of the PCC Meetings in the first half of 2024.
The PCC has various sub-committees and working groups which include the Standing
Committee,. Pastoral Care,. Children and Families Work.. Communications., Finance., Church
Hall., Charitable Giving,. and Forging Links. Recommendations and suggestions from sub-
committee meetings are normally made by written or verbal reports and fed back to the
main PCC with the aim of freeing up lime to discuss other matters at the full PCC meetings.
Members of the PCC are actively encouraged to participate in at least one sub-committee
or working group. With the exception of the Standing Committee, participation in sub-
committees is also open to members of the congregation who may wish to help in the life
of St Mary's further by volunteering their skills. In addition to the sub-committees, the PCC
has coordinators for areas such as Stewardship, Safeguarding, and Friends of the
Churchyard.
During 2024 no Services were live streamed from Church but this is an area which is under
consideration.
Additional volunteers will be ne￿SSary and the frequency of the
commitment to a new rota will have to be discussed along with the necessary additional
training. Morning Prayer continues to be held online each week using Zoom, but the
participation in this initiative has seen lower numbers than anticipated. In preparation for
possible live-streaming. the phone line and internet to the Church Hall was upgraded in
October 2024 to a digital Fibre to the Premises line. This now ensures that we have
stable and fast connection via the recently added microwave link into Church.
Day to day Churchyard Management has continued through the year with the attention of
'The Friends of St. Mary's Churchyard.. The church building which has atways been
regarded as generally in good order for a building that is grade two listed, had its most
recent Quinquennial Inspection undertaken in May 2021 which highlighted urgent repairs
that were necessary to be undertaken by 2026. High level urgent work was undertaken as
has been reported in previous Annual Reports for 2022 and 2023. The repairs to re-roof
the Choir Vestry and Church toilel which CoMmen￿d in the last quarter of 2023 were
completed during the first quarter of 2024. In the third quarter of 2024 an internal

refurbishment of the Church toilet was completed following a generous donation towards
the cost of the works.
Café Company was held regularly each month in the Church Hall on a Wednesday morning
between 10-12noon. selling Teas, Coffee and Cake, and providing a place to meet friends,
make new ones, and have a chat over a cuppa. An additional group called Craft Company
now also meets each month where local crafters come together in the church Hall.
The income and expenditure for the Church Hall is held within the PCC Accounts. It is
noted that as in previous years, in 2024 the expenditure on the Church Hall exceeded the
income, and the PCC supported the deficit by transferring a further £10k from the
unrestricled general fund to the Hall designated account during the year. We continue to
operate the Church Hall as a community resource. It is used by a wide range of local
groups, including uniformed organisations, recreational users, dance and theatre clubs, as
well as by many Church members.
Our Priests in Charge took part of their overdue Sabbatical in late 2023 and a further
sabbatical period in the first quarter of 2024. We are grateful to all our volunteers who
stepped up during these periods to assist our Churchwarden and other members of the
PCC in their responsibilities at that time.
We are truly grateful to our Churchwarden, Mr Peter Upward who after over a decade of
Servi￿ retired from his post in May 2024. He has been our sole Churchwarden for a couple
ofyears and he agreed to remain in post for a further period to enable the Vicars to continue
their sabbatical in the first quarter of2024. We continue our search for Churchwardens.
At the end of October 2024 our longest serving Lay Minister Mrs June Ward retired after
25 years of Service. We thank her for her devotion and Ministry over these many years.
During Advent we were truly blessed to be able to celebrate with many well-attended
services in the lead up to Christmas,. (Nativity, Carol Service, Nine lessons and Carols and
o Crib Services). The two Crib Services held on Christmas Eve were a happy, noisy, but
joyous time for our potential young congregation and accompanied by our Christmas
Orchestra. Christmas Day was celebrated with Midnight Communion on Christmas Eve,
and two Communion Services on Christmas Day. The choir were delighted to be able to
perfonn music at the Christmas Services that they had been practising for several weeks.
We are grateful to all volunteers who are willing and able to assist in so many ways with
the running of St Mary's. We continue to seek further volunteers to help spread the load
as we are aware that in common with other churches. we have an ever-aging congregation.
The PCC has continued to employ one person part time during the year- a Families Worker
running both our Stay and Play and Messy Church congregations under the oversight of
our joint Priest in Charge, Revd Nicky-sue Terry. Stay and Play and Messy Church
required more helpers to assist in'meet and greet, and refreshments at the various morning

and afternoon sessions. The PCC agreed to employ a further part-time Families Worker
to commence in early 2025 and in future the work of both these children's initiatives will be
shared between two people on a part-time basis.
The Covenanted Partnership relationship wtth the other three local Churches of the
Western Wards continues. Discussions have not progressed as quickly as we had
anticipated during the year as the two outstanding appointments had taken longer than
anticipated. Although a new Priest in Charge at our neighbouring parish of St Johns
Locksheath was installed in the latter part of 2023, in February 2024 a House for Duty
Associate Priest was appointed to Titchfield, but the installation of a new Priest in Charge
in Sarisbury Green did not take place until Novembef 2024. We look forward to continued
discussions and further local inrtiatives in 2025.
Financial Review
In 2024 we planned for a deficit of income over expenditure to allow additional mainlenance
to be undertaken in the Church and Hall. At the end of the year the final deficit was £6.Ok
which was £23k less than the originally budgeted deficit of £29.1 k. This was due to income
received of £16.5k above budget and a saving on expenditure of £6.5k. It is likely that the
maintenance expenditure not incurred in 2024 will be carried forward to 2025.
Parish Share was paid in full at £6.7k each month. and 13 charitable donations totalling
£6,312 were made during 2024 (see note 4 on page 16). It is noted that our Parish Share
is to increase by 50/0 in 2025 to £84.9k and we understand that it is likely to increase by the
same percentage in each of the nexl three years. Our Planned Giving in 2024 was 3 %
lower than in 2023, although 150/0 ahead of five years ago. This does give us a cause for
concern in view of other cost of living increases. Increasingly we are reliant on additional
fundraising measures to supplement our income. The number of online and card
transactions increased substantially during the year compared to previous years. A new
card reader installed next to Ihe main entrance in Church in the run up to Christmas 2023
has continued to receive donations during the week and not just at regular service times.
The regular planned giving is an area which is important.
Diocesan Fees have been paid as required in 2024, and at the end of the year no monies
were held on behalf of any third parties.
The 30-year-old gas meter in the Church Hall was finally replaced with a smart meter in
August 2024, but this has highlighted a legacy cross-metering issue which was caused by
British Gas many years ago. As a result, we are yet to be correctly invoiced for gas used
in Church since August 2024 which we estimate to be in the region of £1.2k. When the
correct billing is received, the payment will be made.
The PCC is responsible for the day to day running of the Church Hall. Hall income reduced
by around 150/0 in 2024, and as expected utilty bills were slightly higher than in 2023.
Additional maintenance was undertaken in the hall, which resulted in greater expenditure
on the hall than the hire income received. The church hall deficit in 2024 was £8.7k. The

PCC continues to support the Church Hall financially as a community resource and it was
necessary to transfer a further £10k from the unrestricted general fund to the Hall
Designated Fund during the year to show continued support. It is likely that further such
support will be necessary in 2025 and beyond.
Reserve8 Policy
At 31st December 2024 the PCC had 859 shares in the Church of England Investment Fund
which had a market value on 31$1 December 2024 of £19,862.40 and cash on deposit with
the Church of England Deposit Fund of £12,493.70 which together totalled £32,356.10. At
the PCC Meeting on 12th November 2024 the PCC reconfirmed its decision made earlier
in the year to reinvest all future dividend income and interest from both these accounts into
the Church of England Deposit Fund to continue to build up the level of our cash reserves.
In addition the PCC agreed to always hold a minimum balance in the Barclays current
account equivalent to three months, anticipated expenditure.
Related Parties
Donations were received during the year from related parties {PCC Members} totalling
£16,732.69. One PCC Member was employed part-time during the year as a Families
Worker running the Stay and Play and Messy Church congregations. Total pay re￿iVed
during 2024 including holiday pay was £2,536.90.

1) Accounting Policies.
The financial statements of the Parochial Church Council (PCC) have been prepared in
accordance with the Charities Act 2011 using the receipts and payments accounting method
and the current Statement of Recommended Practi￿. Accounting and Reporting by Charities
and applicable accounting standard FRS102. The PCC have also complied with their duty to
have due regard to the guidance on public benefit published by the Charity Commission in
exercising their powers or duties.
The accounts include monetary transactions. assets and liabilities for which the PCC is
responsible in law. They do not include the accounts for other Church groups that owe their
main affiliation to another body, nor those that are informal gatherings of church members.
Fund Accounting
Restricted Funds are funds where revenue donations made or grants are received for a
specific PCC activity intended by the donor.
Unrestricted funds represent the funds of the PCC that are not subject to any special
restrictions regarding their use and are available for application to the general purposes of the
pcc.
Designated Funds are general funds set aside by the PCC for use in the future. Designated
funds remain unrestricled, and the PCC may move any surplus to other general funds from
time to time. These include funds designed for a particular purpose by the PCC such as the
Church Hall.
Endowrnent Funds are restricted funds that must be retained as trust capital either
permanently or subject to a discretionary power to spend capital as income. and where the use
of any income or other benefit derived from the capital may be restricted or unrestricted. None
are held currently.
2) Incoming resources
Planned giving, collections and similar donations are recognised when received. Tax refunds
are recognised when Ihey are received. Grants and legacies are accounted for when the PCC
is entitled to and has the use of the resources. Dividends are accounted for when declared
receivable, interest as and when received.

Grants and donations are accounted for when paid over. The diocesan parish share ask is
accounted for when paid. All other expenditure is generally recognised when it is incurred and
is accounted for gross.

S) Fixed Assets
Consecrated property is not included in the accounts in accordance with s.1012)(a) and (c) of
the Charities Act 2011
Moveable church furnishings held by the vicar and churchwardens on special trust for the PCC
and which require a faculty for disposal are inalienable propety. listed in the Church's
inventory, which can be inspected (at any reasonable time).
Land and buildings held on behalf of the PCC comprise the Church Hall which appears at
historical cost.
The Church Hall building is not depreciated as it is considered that the current value far
exceeds the original cost.
The fixed assets investments comprise 859 shares in the Church of England Investrnent Fund
which had a market value on 3151 December 2024 of £19,862.40.
6) Current Assets
Investments is cash on short term deposit wrth the Church of England Deposit Fund. This is a
base rate tracker.
7) Stsff Costs
The PCC employs one member of staff, part-time during term time. Total pay including any
