TRUSTEES' REPORT

The Trustees present their report with the financial statements of the charity for the year ended 31st December 2022.

Objectives and activities

To promote the efficiency of the Royal Air Force, to advance the education and understanding of the general public and serving/retired officers in the fields of leadership and air power and to preserve the ethos and heritage of the Royal Air Force and the Royal Air Force College in particular by such means as may be charitable. Nothing in the constitution shall authorise an application of the property of the association for purposes which are not charitable.

The Trustees confirm that they have referred to the Charity Commission's guidance on public benefit when reviewing the charity's aims and objectives and planning future activities.

Trustees give their time freely and no trustee remuneration was paid in the year.

Achievements and performance

2022 saw the return of some normality with the easing of most Covid restrictions. This meant that the Association was able to hold a reunion along more traditional lines. It also enabled the Association to host a number of College and University Air Squadron cadets.

The invited cadets were able to attend the reunion dinner and to socialise with the members after dinner. This enabled a number of young people who are about to embark upon a RAF career, to benefit from learning about the traditions of the service. As well as talking to a number of retired officers of all ranks about their experiences. A total of 32 cadets attended and the Association bore the cost (£1,920) from General Funds as part of the Association’s charitable activity.

As reported last year Gavin Mackay, and Christopher Saunby continued to work with the Commandant and College staff exploring the creation of a new charitable trust by the RAF. Unfortunately other Service priorities means that the RAF are unlikely to pursue this project any further.

Following the successful launch of a new website during the year, a small working group of Mike Horton, Chris Meynell and Phil Bright have been working to enhance the website content and develop online heritage resources for the benefit of members and the public.

The Trustees have also approved an investment of £4,000 in a new membership database and marketing tool. Mike Horton’s working group, assisted by Mike Smith, have been tasked with the delivery of this project.

The Association has been able to establish a closer relationship with the College. On behalf of the Association Paul Robinson is seeking ways for the Association to provide support to students at the College. The Trustees are also exploring opportunities for the Association to work with the Tedder Academy on programmes of career development for serving officers.

Financial review

Financial results for the year were satisfactory with a cash reserve in unrestricted funds of £95,842.62.

There is no restricted cash balance.

The Association had total assets of £100,809.02

Reserves policy

The reserves policy is that any monies being held and not required for specific purposes in the immediate future should be held in an interest bearing account.

Reserves should be kept at a level to enable the trustees to meet their charitable objectives for a 12 month period. This policy is reviewed annually.

Structure and governance and management

The governing document of the Cranwellian Association is a constitution adopted 10th February 2015. Details of trustees who served during the year are detailed on page 1.

The day to day management of the Association is carried out by the Executive Committee appointed by the trustees.

Recruitment and appointment of trustees is in accordance with sections 12 and 13 of the constitution.

Christopher Saunby who has served as Secretary since the Association was incorporated as a charity and Treasurer since 2018, steps down as a Trustee, Secretary and Treasurer at the AGM on 2 September 2023 having served the maximum number of terms allowed under the Constitution.

Independent Examiner's Report to the trustees of Cranwellian Association

I report to the trustees on my examination of the accounts of the Cranwellian Association for the year ended 31 December 2022.

Responsibilities and basis of report

As the charity trustees of the Association you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).

I report in respect of my examination of the Association’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I can confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the Association as required by section 130 of the Act; o

  2. the accounts do not accord with those records; or

  3. the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
