Objects
The Object of the CIO is: The Objects of the Charitable Incorporated Organisation are for Public Benefit, In the Geographic area of Billericay and Basildon, Essex and beyond as the Trustees may from time to time determine in accordance with Charity Law in England and Wales, as follows:

1) To advance the Christian Faith in accordance with the Street Pastor Licence Agreement with the “Ascension Trust” through the Provision of Public pastoral care services to help people on the streets and other public places, giving guidance, support and signposting which assists in the preserving of public order, avoid antisocial behaviour, relieve sickness and preserve health by enlightening others about Christianity through raising awareness and understanding of Ecclesiastical relevance to community and public life, mobilizing the church ecumenically to unity of Worship and to advance the Christian Faith by carrying out the Mission and Outreach work of the Gospel for the benefit of the public and

2) To Develop the capacity and skills of socially disadvantaged groups in our community in such a way that they are better able to identify and help meet their needs and to participate more fully in society; in articular but not exclusively through raising awareness, promoting, sustaining and increasing individual and collective knowledge, skills and expertise, through the practical development of individual capabilities, competencies, skills and understanding through formal training, informal talks and capacity building in voluntary services, according to Christian principles and the Street Pastor Urban Trinity Principle of Church, Police and Local Government working together for the benefit of the Community. Nothing in this Constitution shall authorise an application of the property of the CIO for the purposes which are not charitable

The Main Activities.
The period from January 2023 to December 2023 has been an eventful one for the Pastors group, with major changes in venue and direction for the future, together with re-establishing a previous good working relationship with Greater Anglia . Existing relationships have continued with Hope 3:16, Essex Police, Essex PFCC, Basildon Borough Council, Local Churches, Schools, and voluntary organisations such as CAB and Mind. Also the Trustees have applied for the Kings Award for voluntary service on behalf of the Street/Rail/School Pastors and we have been short listed.
The following is a detailed breakdown of activity over the year January 2023 to December 2023.
The Hub.
On 31[st] July 2023 the official hand over from FoodBank to Street Pastors took place. The FoodBank had previously occupied the greater part of units 8-10 High Street Billericay and had moved out to part of Hamlin House , Radford Way Billericay. Following some discussions with Revival Church Billericay and Hope 3:16 the decision was made that Revival Church would occupy Unit NO 10, Hope 3:16 the basement and Street Pastors would occupy Unit No 8. Since that time some major refurbishments have been made and continue to be ongoing.
Future direction.
For some time over the past year Trustees had been debating the future operation of the Pastor Group. From its inception and launch some ten years ago the Street Pastors had operated under the general umbrella of The Ascension Trust . This arrangement had become constraining; the Billericay and Basildon Street Pastors being required to donate £1.000 per annum together with 15 % of any donations received to Ascension Trust . This was in addition to being required to purchase uniforms, I.D cards any publications and any online education packages from Ascension Trust .
The Trustees made the decision to look at alternative ways of operating, this involved looking at rebranding and to present these proposals to the whole group of Street/Rail/School Pastors on 20[th] January 2024. These proposals were outlined via a PowerPoint presentation by Phil Norton Chair Street Pastors. and were very positively received. There remain some logistical /administrative actions to be carried out in order to affect this change. The plan is that there will be an official launch of Community Pastors (previously known as Street Pastors) in June 2024
Finance.
Since July of last year, we have been fortunate to have the services of Susan Cormack who has reviewed our finances, which are now ready to be Independently Examined. A full financial report is available.
Rail Pastors.
Rail Pastors recommenced patrols in April 2023 following a break during Covid19. They patrol along the Greater Anglia (GA) lines from Shenfield to Southend/Colchester and

Harlow to Cambridge. The return of the Rail Pastors has been well received, both by travellers and Greater Anglia staff. Patrol reports are forwarded to GA management who express an appreciation for all the positive impact the Rail Pastors have had with both staff and travellers.
Pete White has developed an info-graph which gives an instant visual depiction of activities on patrols.
School Pastors.
School Pastors continue to have a presence in both Mayflower and Billericay Schools, and also Pioneer School Basildon. Their presence proved particularly valuable in the days following the tragic accident in Stock when two young boys were involved in a road traffic accident; one boy unfortunately died as a result of his injuries, and the other was hospitalised for some time. The School Pastors provided support to both pupils and school staff.
Street Pastors.
Patrols continue on a Friday night, unfortunately there are as yet insufficient numbers of Street Pastors to facilitate patrols on a Saturday night. Street Pastors continue to be well received and have made a positive impact in the towns of Billericay and Basildon.
Prayer Pastors.
Denise Goodyear and Bruce Bott have been instrumental in developing this valuable group. They have initiated the attendance of Prayer Pastors at the hub prior to patrols going out and facilitated the ongoing channels for Street Pastors to send prayer requests whilst out on patrol. They have also initiated prayer walks through the hub since Revival Church and Street Pastors have fully occupied The Hub and introduced regular monthly prayer time with communion.
Marketing and Communications.
We have been very fortunate to have the services of Pete White who has initiated the infographs which give an excellent depiction of activities on our streets and across the rail network. In addition, he produces the quarterly Street News/Rail News.
Pete has also been responsible for formulating the branding of the Community Pastors uniforms, the signage over The Love Billericay Centre and developing marketing strategies.
Training.
A comprehensive T raining Programme was completed by a number of Street/Rail/School Pastors between February and October 2023, with a number of already commissioned Pastors taking the opportunity to refresh their knowledge and appreciation of the various areas covered in the programme.

A programme of ensuring we were Safeguarding compliant was carried out with DBS’s being checked to ensure each person patrolling was in possession of a current and valid DBS. This exercise is currently ongoing.
Policies.
These have been reviewed and adapted to reflect the administrative changes resulting from our organisation moving from Street Pastors to a more independent Community Pastors.
We now look forward with anticipation to 2024 with all the new potential opportunities we have to bring the love of Jesus to as many people as we can in our town.
