Acting Chair’s report

It was obviously very disappointing not to be able to open the pool during this season, but we continued to meet online as a committee to discuss tentative plans for opening in 2021. A delayed AGM was held online in January 2021, where we confirmed committee members and Gemma Threlkeld agreed to become acting Chair due to the resignation of Luke Pattinson as Chair.

Sarah Bruce agreed to continue as Treasurer and Trustee. Teresa Martin agreed to continue as Secretary and Treasurer. An action plan for reopening, if and when restrictions were lifted was prepared, with role assigned to all committee members.

The committee agreed to allocate some of the grants received to install a new autodosing system for the pool chemicals. This was work agreed during 2019-20 and due to be carried out in April 2020 but which was put on hold due to the Covid restrictions. We hope this can now be done in April or May 2021, working with Correct Flow who provided the most competitive quote for us when the work was originally planned. It was also agreed to keep some of the grant funding as a contingency fund for the pool going forward.

Objectives and activities

Shap Swimming Pool was established as a Community Interest Organisation (CIO) on 19 June 2015 to manage Shap Open Air Swimming Pool. The pool has been open since 1987, on land provided by the Parish Council and Lowther Estate. It was established after years of dedicated fundraising by the villagers of Shap.

The pool is widely used by the local community as well as visitors and operates during the late spring and summer, typically late May to early September. It is run entirely by volunteers although does train and employ lifeguards each season.

The pool is used by local schools for school swimming lessons, as well as other community groups such as Cubs and sports clubs. It offers season tickets and private pool hire as well as a small shop for the sale of drinks and snacks during pool opening hours.

The agreed objective of the CIO is:

“the promotion of community participation in healthy recreation for the benefits of the inhabitants of, and visitors to, Shap, by the provision of a swimming pool.”

This is broken down into specific aims to:

Achievements and performance

Work had begun in March 2020 on preparing for the 2020-21 season, but this had to be halted due to the Covid-19 emergency and the national lockdown. The committee agreed to meet to review options for opening as and when the lockdown rules were relaxed. The changes to the rules which would have allowed for some limited, socially distanced opening in July came too late to prepare the pool for opening; it typically takes 6 weeks for the cleaning and filling of the pool, and bringing it up to temperature etc. We had also been unable to train new lifeguards due to the Covid restrictions.

Options for opening for just private hire or limited sessions, using previously trained and employed lifeguards were discussed by the committee but the cost of preparing the pool for a very short season, that may still have been further curtailed, could not have been offset by any income. The committee decided to keep the pool closed and hope that we could do some planned maintenance work and improvements through the winter in preparation for opening the pool again in spring 2021.

As the pool did not open at all during the 2020-21 financial year, there was no income from ticket sales or the pool shop.

The pool did receive three grants during the year:

£1,983 Rural Pools grant from Eden District Council in two payments, in May and September 2020. This is a regular grant for the outdoor pools in Eden District. It is usually only paid to pools when they open for the season, but an exception was made this year, made due to the Covid lockdown, and it was paid to all Eden pools regardless of whether they opened.

£10,000 Small Business Rate Relief Grant (paid as part of Covid-19 emergency support) received in April 2020 from Eden District Council

£9,431 Local Restrictions Support Grant from Eden District Council received in March 2021

The Pool also received £900 donation from the Shap Young People’s lottery which is one of our regular fundraising supporters and for which the committee thanks the organisers for their ongoing support. The committee will put this donation to improvements to the toddler pool once we are able to recommence maintenance and improvement works.

Outgoings were limited to payments for utilities (water and electricity) and insurance as well as the annual fire safety check.

Structure, governance and management

The charity is run by volunteers, with a dedicated committee and a small number of seasonal volunteers who assist in the pool shop and help with plant room maintenance, cleaning and general maintenance. The pool employs lifeguards during the season and funds their training course.

There are currently 2 Trustees. There is a vacancy for a permanent committee Chair, who would also be the third Trustee. The committee is hoping to recruit a Chair in the coming year and is advertising across local newsletters and groups to advertise the position.
