Trustees annual report 2022/23
The year ending 30[th] June 2023 was the 8th full year of the charity’s operations. We continued to work to fulfil our charitable objects, providing access to a wide range of recreational and educational resources and events for the people living in and around Beccles.
Our principal role is to support the library, its staff and volunteers to deliver a comprehensive library service in a modern and professional environment. So many local services have been removed or reduced that there is an increasing need for libraries to play a key role at the heart of their communities.
Our intention is to expand the number of people using the branch and sharing in the valuable benefits it offers. To this end we have built on the progress achieved in previous years by planning to increase the number, variety, and quality of the events programme and other fundraising activities.
Income from the sale of books, crafts, events, refreshments and donations was similar to the first six months of the previous year.
The most significant strategic investment from Trust funds was to support the development of a new Children’s Library. This work was completed in June 2023, so the balance of expenditure will show in the 2023/24 accounts. Other expenditure was for furnishings, and to purchase wheeled shelving, in order to make the library space more flexible.
Since March 2020 closures caused by the Covid pandemic the library has been as active and accessible as possible, consistent with the Covid-related guidelines.
Despite the curtailment of our activities, the Trust has a worthwhile positive balance to carry forward into 2023/24, and we are working with staff to identify new priorities for investment and acquisition, and new opportunities for fundraising.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF BECCLES LIBRARY COMMUNITY TRUST Charity Number: 1162295
I report on the accounts of the Beccles Library Community Trust for the year to 30 June 2023 which are set out on pages 2 and 3.
Responsibilities and basis of report
The Charity's trustees are responsible for the preparation of the accounts. The Charity's trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 ("the Charities Act") and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the Charities Act
-
to follow the procedure laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Charities Act
-
to state whether particular matters have come to my attention
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a "true and fair view" and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention which gives me cause to believe that, in any material respect:

the accounting records were not kept in accordance with section 130 of the Charities Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a "true and fair" view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
