Objectives and activities
Purposes and aims
The object of th8 Charty is to provide or assist in th8 Provision of th￿rtIeS in the inte￿ts of soc￿1 weware,
for recreation or other leisure bme tsxupation of woff*n and girls in the County of Bethshi￿ and surrounding
counties, wrth the object of iwoving their condth'0r￿ of lrfe. in particular. but not exdusivdy, to promote and

The trustees review the aims, rt*jecb"ves and adNitss of tt)e Chanty e*1 year. This rewrt looks at what the
Charrty has achieved and the Olrtcomes of its work in the reFX)rting period. The tru$lees report the success of
each key activty and the benefrts the ChaTty has broughl to those groups of people that it is set up to help.
The review also helps the trustees ensure the chanty's alw￿. obJ"ectNes and activities remained focused on
its ststed purposes.
The trustees have referred to the gu￿anCe conlained in the Chanty commiss￿l,S general guidance on
public benefrt when reviewing the Charity's aims and obJ"ectr"ves and in planning rts futu￿ a¢livilies. In
particular, the trustees o)n$tder how planned acbvities wll contn.bjte to the airns and objecth'ves that have
been set.
Charlty Patron
The trustees are delighted that Fran Kirby, who currenty plays for Chelsea FC Women and the England
bmen's natM)nal team, continued as Patron of the Befkshire County Girts Football League. The trustees
consider Fran to be an exc£llenl role model for anyone playing female football, while also demonstrating
what can be achieved in Ihe female game. In Juty 2022 Fran was a key member of the England Lionesses
team who won the UEFA Euro 2022 toumamenl starkn'ng in all SFX malches arml scoring ￿1￿.

The Charrty has a gran1-Ma￿Tr9 p)lry. whereby, grants may be offered con&stent with the Charity's aims
and objectives. The trustees have detemiined that rt will onty be poswbk to give grants when suffictent
funds are available for distribUt￿n or SFecific donatM)ns are r￿eNed to support specffic grant payments.

This season saw the totsl number of registered teaffs increase s1gnrf￿antF￿ from 154 10 188.
At the end of the 2021122 season the numter of registered players totslled 2.463 {2021'. 2,0471.

The Referee of the Season Award went to John Swall¢x, with the Young Referee of the Season
Award going to Lola Pollard, as we ￿ntinue to SUPF#)rL encourage and relain both new and
experienced referees.

The League again organised festr'vaL8 for gids in the Under 7 and Urtder 8 age groups. These were
in nonwAmpetilw8 formal to gwe girts n*4V to football an opportunty to pky malche$ in a Supportive
environment.
The number of central venue Mat￿￿ increased from a pandeffAc-hrt 50 up to 242 whole game
equivalents for the 2021r22 sea¥on.
Thi5 wa5 the final 8ea%Jn of the central venue acbvty at Kensing￿ Park in Reading. wh￿h the League had
u$ed Sin￿ its fomiation in 2011.. the $ignifi¢anl rise in the numbers of teams have meant that we have
outgrown this venue. The trustees acknowledge the conlributs.on of David B0wcc￿k who, since the 2011112
season, had OTgani¥ed and opwated the League's ￿ntral venue aclivty. providing many girfs wrth their first
football match experience, as well as Prov￿1ng a supportive environment new referees to galn
confidence.

The Chanty will conts'nue to benefit girls and women WIKJ pathipate football. Tho trustees believe that
football is beneficial for both physical and sctial reasons. A total of 2,46312021.. 2,0471 girl$ We￿ ￿gIstered
to participate in lis cOmFetrt￿S in the 2021r22 season (excluding P*ers in the non•¢ompety"twe fomials
from Under7 to Under 8).
Financial review
After years of disrupted and voided seasons. the League was able to once again run season-long
competitsons. Folbwing on from Ihe decisions made in the prevw)us season$, for the 2021122 season the
League member dubs benefftted from not having lo pay subscriptKJns fr>r ¢ontinuing teams, with deferred
subscription income of £11.990. the Mai￿ of whK* rdaied to subS￿p￿S originalty pa￿ for the 2019r20
season.
The principal sources of funding for the Chanty We￿ the annual subscripts'on fees paid by the League's
member clubs and the fees charged to those teaffts Pa￿e1Pating in central venue fixiures. Incor￿ this year
increased significantly lo £24,478 {2021. £3,913). After two pandemtrhrt seasons, a full season of league
and cup fixtures was abte to te played, wth subscriplion int))me totalling £15,770 {2021.' £440), which
included the £11,990 deferred from 2020121. There was also a fvll season of ¢entral venue fixtures and
fests"vals, wrth in￿rne of £8,19512021". £1,580). Corresp)ndingty, expenditu￿ also Increased to £16,241
12021.. £3.1651, with the main costs being player and team trophEs of £8,368 12021.. £1,222). and central
venue fixtures and festivals of £5,369 {2021'. £1,359). The Chanty generated a surplus for the year of
£8,23712021.. £7481. At the end of the 2021122 finanoal year, Ihe Charity hdd reserves of £24.092 {2021:
£15,855).

During the 2016117 financial year. the Charity received a donatK)n of £25.(KIO from thg estate of Brian
Wratten, who was a mu¢h loved referee and supporter of the league, who sadty passed away in May 2016.
The donation has been restrcted by the donors to the follo￿.n9 putposes a$S￿ated with refereeing within
the Berkshi￿ County Girls Football Lea3ue'.

The principle risks faced by the Charity wouhj include..
The Charity being unable to attract the volunteers it needs to contrnue rts activibes, induding
organising fixtures. appoints'ng referees and supwrting events such as the cup finals days.
The unavailabilty of suitabl8 football pitches, due lo adverse weather condrb.ons or inSuff￿lent supply.
Extemal factors. such as a pandern￿, which prevent the running of organised football actNiltes.
Having insufficient referees avaitable to officiale ts fixtures.
A reduction in the number of teams partia'paling in the League which make the League competition8
unviable, due to Insuffic￿ players or M￿rab'on of teams to other leagues in the surrounding region.
To manage and mitsgate these rlsks the Charrty..
Holds managers meetings up to three bmes a year to ensure that there is the opwrtunty for thos8
participating in its competth'ons lo have input into Ihe organisalion of the Charrty's ath"vrties.
Volunteers for ¢ornmittee roles are encouraged from a WKle range of clubs to ensure the man•3ement
of its ath"vilies is representative of its member clubs and continues to meet their needs

league$ and fOotbalk￿lated organisations in the regw)n, ￿th invofvemenl in representative groups
whenever possible.

Reserves policy and going concern
The trustees aim to maintain free reserves in unrestrth funds at a level that equates to tsvelve months of
unrestri¢ted charilabb expenditure. The trustees consider that this level will provhje $ufficient funds to
enable the Charity to n*ets rts liabilsbes and to minimise the impact on its beneficianes.
The trustees have considered the impact of Covid-19 on Ihe Chanty and are consider that the current level of
serves £24,092 12021.. £15,855) lo be a sufficient level of ￿SerVeS and that adequate resource5 continue
to be available lo fund the actNities of the chanty for the fr)reseeable fulure.
Plans for the future

Structure, governance and management
The Charty is a charitsble incorporated organiSat￿n. registered on 15 June 2015. registered number
1162213, and was formalty consb'tuted on 22 June 2015. At a Special General Meeting on 25 April 2017, the
members voted ft)r the Charity to be knchvn as the Berkshire County Girfs F￿tball League.
StNcturn
Tt* Charty has ex offich) trustees and up to three elect￿ twstees. The trustees meet on three or four
occasions during the year to discuss chanty-spe¢fv matters. The main athits'es of the Charity are managed
through the Management Committee of the Befkshire County Gwls Football League.
MeM￿rShIp ot the charity
All football clubs that have been ethted to m8mWip of the Berkshire County Gids Fcotball League
automalicalty become the members of the Chartty unless they e￿ to opt out. Clubs. which cease to be
members of the League. will also cease to be n*mbers of the Charty.

The principle activities of the Charity are the Competitions organised by the Bwkshire County Girls Football
League. The League management cowffiittee rrEets Thnthty throughout the season and holds meetings of
team managerslcoaches up to three ts.mes each season. The rrEmbers of the management committee are
appointed at the annual general meeting of the Berkshire County Girls Football League. with add￿.0￿al
appointments maje by the Comrttee trj fill vacanci8s during the year.
All trustees give their t1￿ voluntsnty and receive no t¢n?fit from the Chanty.

appointed Shall retire at the Conclus￿ of the annual general meeting next followt'ng the date of his
appointment There can be a maximum of one ethted trustee from any member ¢lub.
