StopWatch launched a new ‘Rights and ’ Wellbeing project, aimed at providing resources, group workshops, and individual support to equip individuals with the knowledge of preventing and reducing harm resulting from police encounters, while also addressing the broader impacts of stop and search by providing therapeutic support to help people process and deal with its aftereffects.
The frst online RAW summit took place in October 2021. This allowed us to test the concept and explore need and interest. We have followed this up with a series of in-depth workshops beginning in March 2022 and will hold the RAW 2 summit in-person in late 2022.
Girls and young women’s experiences of stop and search project
Our partcipatory acton research project explores young women’s experience of policing. Having trained teams of young women in London, Manchester and Leicester, in research, analysis and advocacy skills, they are currently interviewing other young women on their experiences. The project will run over 18 months. Early results have been shared at events and through blogs and podcasts, presented, written and recorded by the researchers involved.

Consultation submissions We continue to respond to public consultations on police use of powers. For example: November 2021: StopWatch response to 'Data: A new directon' consultaton || Our response to the Department for Digital, Culture, Media & Sport's consultation 'on reforms to create an ambitious, pro-growth and innovation-friendly data protection regime that underpins the trustworthy use of data.' September 2021: StopWatch response to 'Use of handcufs: Proposed additon to APP on stop and search' consultaton || StopWatch response to the stakeholder consultation on handcuffing expresses concern over the lack of accountability for improper use of the tactic. May 2021: StopWatch response to HMICFRS’s 2021/22 policing inspecton programme || Our response to the consultation on the policing inspection programme and framework run by Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services.
Research projects
As a result of the high profile stops of Dawn Butler MP and athletes Bianca Williams and Ricardo dos Santos, with Liberty, we are collaborating on updating the Driving while Black briefing. Marsha de Cordova MP, Labour’s Shadow Women and Equalities minister met with a small selected group of organizations to discuss the party’s approach
to issues of race. StopWatch shared the Colour of Injustce report and suggested that its recommendations could be adopted as policy positions. The Met announced it would be conducting a pilot recording ethnicity of individuals stopped in vehicles. As it has been over a year since the Met promised to do this (link), we’re working with Liberty Investigates to push for information on the availability and timing of its release. We also in the process of trying to ascertain the breakdown of police-retrieved offensive weapons by type. We asked London Assembly Member Caroline Green to ask for the number of knives seized / recovered by the Met from stop and searches compared with other methods over a 12-month period (link) and were told the data ‘is not held in a retrievable format’, but we are working with journalists to obtain that information in another form. We are working with two legal firms on a pro bono research project exploring legal grey areas in stop and search regulation. Research teams have worked on two briefings focusing on the regulations around stop and search and children and low-level drug stops. These research notes will form the basis for our policy papers, sharing our analysis and positions and supporting evidence-based advocacy. Evidence-based advocacy We continue to attend meetings with statutory bodies representing the police. This includes IOPC (race discrimination) National Advisory Group meetings featuring regional director Sal Naseem and Met assistant commissioner Neil Basu to raise concerns about the Met police’s conduct issues and Her Majesty’s Inspectorate of Constabulary.
In April/May 2022, we attended a ‘TASER Community Testimony Day’ and a ‘Hostile environment data-sharing’ workshop lending evidence and support for both issues from a stop and search perspective.

| Recognition of income This is included in the accounts when receipt is probable and the amount receivable can be measured reliably. These are included in the Statement of Financial Activities (SoFA) when: • the charity becomes entitled to the resources; • it is more likely than not that the trustees will receive the resources; • the monetary value can be measured with sufficient reliability. Grants and donations are only included in the SoFA when the general income recognition criteria are met (5.10 to 5.12 FRS102 SORP). Gift Aid receivable is included in income when there is a valid declaration from the donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift and is treated as an addition to the same fund as the initial donation unless the donor or the terms of the appeal have specified otherwise. There has been no offsetting of assets and liabilities, or income and expenses, unless required or permitted by the FRS 102 SORP or FRS 102. Membership subscriptions received in the nature of a gift are recognised in Donations and Donated services and facilities are included in the SOFA when received at the value of the gift to the charity provided the value of the gift can be measured reliably. Offsetting Grants and donations Note 2 Accounting policies This is only included in the SoFA once the charity has provided the related goods or services or met the performance related conditions. The cost of any stock of goods donated for distribution to beneficiaries is deemed to be the fair value of those gifts at the time of their receipt and they are recognised on receipt. In the reporting period in which the stocks are distributed, they are recognised as an expense at the carrying amount of the stocks at distribution. Donated goods for resale are measured at fair value on initial recognition, which is the expected proceeds from sale less the expected costs of sale, and recognised in 'Income from other trading activities' with the corresponding stock recognised in the balance sheet. On its sale the value of stock is charged against 'Income from other trading activities' and the proceeds from sale are also recognised as 'Income from other trading activities'. Goods donated for on-going use by the charity are recognised as tangible fixed assets and included in the SoFA as incoming resources when receivable. Donated goods are measured at fair value (the amount for which the asset could be exchanged) unless impractical to do so. Government grants The charity has received government grants in the reporting period Legacies Tax reclaims on donations and gifts Legacies are included in the SOFA when receipt is probable, that is, when there has been grant of probate, the executors have established that there are sufficient assets in the estate and any conditions attached to the legacy are either within the control of the charity or have been met. Income from membership Income from interest, royalties and dividends The charity has incurred expenditure on support costs. Donated services and facilities that are consumed immediately are recognised as income with an equivalent amount recognised as an expense under the appropriate heading in the SOFA. Contractual income and performance related grants Gifts in kind for use by the charity are included in the SoFA as income from donations when receivable. Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, eg allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage. Support costs have been allocated between governance costs and other support. Governance costs comprise all costs involving public accountability of the charity and its compliance with regulation and good practice.
