Whalley Sports Community Park CIO (Charity number 1161880) – (incorporating The QEII Playing Fields Charitable Trust charity no. 517707) ## Trustees Annual Report 1[st] April 2024 – 31[st] March 2025 Charitable objects: TO PROMOTE FOR THE BENEFIT OF THE INHABITANTS OF WHALLEY AND THE SURROUNDING AREA THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION OF INDIVIDUALS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, FINANCIAL HARDSHIP OR SOCIAL AND ECONOMIC CIRCUMSTANCES OR FOR THE PUBLIC AT LARGE IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECT OF IMPROVING THE CONDITION OF LIFE OF THE SAID INHABITANTS. ## Developments, activities and achievements in this year After completing the MUGA/Green Gym/Floodlighting Project in January 2019, the challenges were clear: ## FACILITIES - 1/4/2024 – 31/3/2025 Update. I am pleased to report that Whalley Parish Council, the owner of the Freehold of the QEII will be taking full responsibility for the running and development of the QEII playing fields. WPC will be pursuing our Sports Hall project, to build a sporting facility which will provide an indoor sports and social venue for the whole community, open 7 days a week. The new road is now open, providing safe access for all users. - 1/4/2023 – 31/3/2024 Update. Again, frustratingly, for the reasons below, the WSCP has not moved forward at all, the potential UKSPF funding has been lost. However, with the help of Whalley Parish Council, we have managed to secure the £15,000 grant from the LEF, we have then used £3,000 from our WSCP Barclays account and £1,460 from our QEII Marsden BS account to enable us to build a new tarmac road on the site for the first time since the trust was created in 1986. We have also created a simple barrier of oak railway sleepers to prevent damage to the playing surfaces by cars. - 1/4/2022 – 31/3/2023 Report. During the past year, the WSCP has not moved forward at all. The Cricket Club Chair has flat batted all attempts for us to unite under one banner. We have however, successfully applied for over £400,000 of the United Kingdom Shared Prosperity Fund (UKSPF). This was on the basis that we proceed as a properly constituted, united entity running the whole site on behalf of our whole community. This has not proved possible yet. The funding will be lost to us unless we can do so. - 1/4/2021 – 31/3/2022 Report. We still need to obtain further funding to add to the £15,000 Lancashire Environmental Fund grant (already secured) to enable us to provide proper safe access to our facilities, all year round. This has proved to be exceedingly difficult, RVBC had refused to fund this either through their Sports Grants or any other grants however have appointed Sarah Wells as their new Partnership Officer who has worked closely with us and Ged Mirfin our Borough and County Councillor to achieve a better relationship with RVBC. We still need to secure more funding from all available sources of funding to complete the Pathways Project however LEF have been very sympathetic to our difficult situation and have indicated a willingness to possibly increase their contribution. We should be able to proceed with the proposed and agreed Community Building, if not the £2,000 contribution already made by Ribble Valley Netball Club, will be returned. WORKING TOWARDS MAKING WSCP A REALITY - 1/4/2024 – 31/3/2025 Update. Whalley Parish Council are pursuing a new legal electricity supply for the site and have spoken to RVBC to secure their support for the Sports Hall project. - 1/4/2023 – 31/3/2024 Update. No progress, as all land which is currently being used by the Cricket Club, the Tennis Club and the Bowls Club will revert to Whalley Parish Council in 2042, it would be sensible for these clubs to engage with the Parish Council, sooner rather than later. The stated view of the Cricket Club Chair is that he will not be involved in running the Cricket Club at that point, so he does not need to engage with anyone. - 1/4/2022 – 31/3/2023 Report. As you can see above, we have made no progress. - 1/4/2021 – 31/3/2022 Report. We are now much closer to sorting out the new lease for the WSCP to take over the whole site. Whalley Parish Council, the Queen Elizabeth II Charitable Trust (charity number 517707) and the individual Sports Clubs are now in agreement in principle that this should happen. The trustees of the Whalley Sports Club Private Trust (established 1922) need to sort the new lease for all parties involved urgently. 1/4/2024 – 31/3/2025 Report. We are hopeful that we can make progress on the Sports Hall with a legal electricity supply on the QEII site and that the Sports Club will eventually realise that making WSCP work for the whole site is very much the best long term solution. 1/4/2023 – 31/3/2024 Report. I am not aware of whether new Sports Club (1922) Trustees have been appointed I am not aware of whether any payment is being or has been made for the electricity being used on the Sports Club (1922), if there were no contract with an electricity supplier, I would not imagine any insurer would accept liability for any electrical incident/accident, which is not remotely acceptable. While WSCP is effectively “on ice”, the QEII trustees (most of whom are WSCP trustees) have joined forces with Whalley Parish Council (WPC) to progress the planning and building of the Whalley Sports Hall. We have applied for outline Planning Permission to Ribble Valley Borough Council for the new building, which will be on QEII land, directly behind the Sports Club Pavillion, which is on Sports Club (1922) Trust Land. 1/4/2022 – 31/3/2023 Report. We have recently found that Whalley (Private) Sports Club (formed 1922) has no active trustees, the individual we (QEII Charitable Trust (charity no. 517707), WSCP CIO (charity no. 1161880) and Whalley Parish Council) believed was the only trustee is in fact not a trustee. Further the WSC (1922) has been using “free” electricity for many (unknown) years, there is no electricity meter in the Main Sports Pavilion or the Tennis Pavilion. There is no intention of joining forces with the WSCP nor has there ever been any intention of doing so by the current Cricket Chair, Nick Fielden or the previous Chair, Richard Palmer. Whilst they have bought themselves time and a significant amount of free electricity, they have wasted the time and efforts of everyone involved in the creation of Whalley Sports Community Park, an utter tragedy. 1/4/2021 – 31/3/2022 Report. When we have resolved these two key issues our next project is the Construction of the Community Sports building on the site of the existing Sports Pavilion, which will be a facility for the whole village, that is fast becoming a small town. The plans for this building are complete and agreed by all the groups which will form and run the facility through the WSCP, on behalf of the Community.
