Tanterton Village Centre Limited Annual Report of Trustees to 31[st] March 2021

This Report covers the twelve-month period from 1[st] April 2020 to 31[st] March 2021 inclusive. The Trustees throughout this period were Peter Mason, Liz Soole, Janet Thompson, Bruce Ellison, Bill Shannon and Alan Brookes.

This reporting year has been totally dominated by the Covid-19 pandemic. The Tanterton Centre necessarily closed to activities and events on Friday 20[th] March 2020 following the boxing skills session. Ryan, our youth and outreach worker, remained in post full time until Friday 27[th] March 2020 when he was placed on 'furlough' under the 'Job Retention Scheme'. He returned to the Centre on Wednesday 1[st] July 2020; working three days a week as per the then 'Scheme' regulations. However, given the status of the restrictions in place in England, Lancashire in particular, and the measures required to counteract the pandemic, the Centre remained closed.

The Trustees considered at one time that the Centre might have a limited re-opening but that proved not to be the case. A sole full time employee, limited volunteer help, group community activities and the profile of our core clientelle, younger people and more mature but potentially vulnerable adults, did not seem to fit well with the re-opening of the Tanterton Centre. Ryan returned to working part time, three days a week, from July through to October. During that time he helped undertake significant necessary maintenance on the interior of the Centre; painting his office, the 'window' on the Centre, and also painting the woodwork to the main hall; all prior to any re opening. Any re-opening would need to be subject to a comprehensive and rigorous risk assessment. Ryan briefed himself with the various Covid-19 restrictions and prepared the necessary risk assessments with a view to a limited re-opening; particularly the 'Friendship' group. Such a risk assessment was undertaken and remains in place and will be updated as necessary. Ryan was taken off 'furlough' in the months before Christmas but then reverted to 'furlough' following the imposition of 'lockdown' and the extension of the 'Job Retention Scheme'. He remains an employee of the Centre, considered vital to our future.

The 'Friendship' group held a meeting on Wednesday 16[th] September 2020. Mental well being due to isolation was becoming an issue in our area. Only five people attended but the meeting was much enjoyed by attendees. It was known that many were still wary of mixing in the then current Covid-19 environment. Sadly, interpretation of the guidance and regulations precluded any further meetings of the 'Friendship' group.

The cafe closed on 20[th] March 2020 with the kitchen still providing 'takeaways'. However, a rapid reduction in footfall and difficulty in sourcing food stuffs forced total closure within days. The kitchen re-opened to pre-ordered deliveries only from Monday 13[th] July 2020. The cafe opened for 'takeaways' in mid August, but with limited custom. It properly re-opened, to the then current mixing and distancing rules, on 1st September 2020 with better success. The cafe will only hold a limited number of people under the restrictions. The kitchen continued with pre-ordered deliveries and 'takeaways'. A significant reduction in footfall again forced total closure later in the Autumn.

Since closure of the Tanterton Centre the cafe has been involved, along with Ryan, in hosting a Preston 'Here for Humanity' food bank hub based in the Tanterton locale, promoting the food bank and distributing food in our local area. This has proved to be a successful venture, weekly helping up to fifty families with food parcels and the residents of nearby sheltered housing complex, Hanover Court, with a food market to help themselves to fresh fruit and vegetables. This was very much a joint venture with other local agencies, Ingol Community Primary School and the churches, also aimed at feeding children and families in need during the school holidays. The food bank continues to help local families and residents. The Tanterton Centre food hub has been part funded with a grant from the Lancashire Community Support Fund. The inclusion of Hanover Court also helps with the issues of loneliness and isolation among older residents.

It is now some seven years since the Centre re-opened. In that time we have accrued a backlog of minor maintenance issues, particularly updating the internal decoration of the Centre. Enforced closure give us time to carry out this necessary work on the Centre. With assistance from the Trustees Ryan spent July 2020 re-painting his office and the main hall in particular. In addition to the painting work, the Trustees have undertaken a significant backlog of renewals to 'life expired' fixtures and fittings; typically replacing all the external lighting with LED units, replacing the interior lighting to the main hall with LED units, cleaning and renewing the window blinds and fittings, changing the taps in the ladies toilets to 'push fit' fittings. Work was undertaken to improve the drainage of the car park and clear the associated road gullies. With the help of a grant from LANPAC we have upgraded the CCTV system to the Centre. During the reporting period a length of the external gutter to the Centre was finally pulled away from the building by the local youths in an act of vandalism. The damage was made good by Preston City Council using local builder Graeme Whittle, for which many thanks.

In late March 2020 we received our initial grant payment from the National Lottery 'Reaching Communities' Fund. It helped rebuild our depleted reserves and gave much needed financial security. In early April 2020 we received our quarterly 'match funded' grant allocation from the Ingol and Tanterton Neighbourhood Council. Together the grants helped towards the overall running costs of the Centre and the payment of Ryan's salary. We also received a Covid-19 related business grant from Preston City Council which helped mitigate a significant loss in cash income to the previous year.

Many thanks to all our funders and partners for their support through what have been and continue to be difficult times. This is particularly true of the Ingol and Tanterton Neighbourhood Council without whose £16k grant funding through the 2019-2020 reporting year the Centre would undoubtedly have been facing liquidation this year, as we ended that reporting year with limited reserves. We would also thank the National Lottery 'Reaching Communities' Fund and the Neighbourhood Council for their commitment to continue with grant funding the Centre for three years. The Centre closed to community events and activities due to the requirements of the Covid-19 regulations in March 2020. Thanks to these long term funding grants the Centre will fully re open as and when circumstances allow. We will be back!
