## **TRUSTEES’  REPORT FOR THE PERIOD ENDED 31 MARCH 2022** 

## **Administrative details of the Charity and its Trustees** 

The Charity is a Charitable Incorporated Organisation, registration number 1161830, with the address as St Michaels Court, Stoney Stanton, Leics LE9 4TH 

## **Structure, governance and management** 

The Charity was constituted as a CIO under a formal written Constitution on May 15[th] 2015. Foundation Model 

The Constitution requires that there should be no fewer than three Trustees and no more than twelve. Apart from the initial Trustees, every Trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the Charity Trustees. 

In selecting individuals for appointment of Trustees, the existing Trustees must have due regard to the skills, knowledge and experience needed for the effective management of the Charity. 

On appointment of a new Trustee, a copy of the current version of the constitution and a copy of the latest statement of accounts and Trustees’ report will be made available to them. 

The Trustees at the time of becoming a CIO and at the beginning of this period were:

## **Objectives and Activities** 

1. The advancement of education for the public benefit by the provision of a community library service for the residents and the wider community in Stoney Stanton and the surrounding areas. 

2. To promote for the benefit of the residents of Stoney Stanton and the surrounding areas the provision of a public library for recreation and/or other 



leisure time occupation of individuals who have the need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said residents. 

3. To provide those services to the public without discrimination on the grounds of sex, age, disability or other protected characteristic. 

The above objectives are met by the Charity undertaking the operation of a volunteer run lending library, fundraising events, together with the hiring of the premises to third party groups for the benefit of the community. All activities are undertaken in the interests of public benefit. 

## **Achievements and Performance** 

Stoney Stanton Community Library reached the 6[th] anniversary of its opening in November 2021, a belated celebration being held just before Christmas. 

The Financial year 2021/2 proved to be another challenging year. The library was only able to reopen on April 13[th] after the last lockdown but with restricted opening hours until July 6[th] . These hours were gradually increased until the beginning of October 2021. Until then most of the children’s activities had to be cancelled with the exception of the Summer Reading Challenge but with fewer numbers taking part compared to previous years. 

We were, however, able to allow some of the groups who had previously hired the library to restart subject to restrictions. 

The library was able to take part in two village activities, the Walking Market in May and the Scarecrow Festival in September, both raising funds through the sale of donated secondhand books. 

A start on the garden development at the rear of the library was able to take place during the summer, using a grant from The David Cock Foundation, with the yard being jet washed, beds cleared and planters being installed.This is an ongoing project with a view to using it for children’s activities during the summer. 

There were two changes to the Trustees during the Financial Year, one of the original members, Julie Mould-Cook leaving in October to relocate to Essex and Ann Williams becoming a Trustee in February 2022 having been a member of the management committee for some months. This maintains the Trustee board at 6. 

## **Financial Review** 

The Charity has been in receipt of financial support from Leicestershire County Council under the terms of the grant agreement which provides for a proportion of both the running costs and some overhead expenses. This grant ceased at the end of March 2022 from which time all costs incurred in the running of the library will have to be raised elsewhere. 

A further grant of £2,500 was received from Blaby District Council under the Small Business Covid provision. 

Letting income was reduced from the pre-covid levels, only getting back to near normal for the second half of the year. 

The Trustees continued  to apply for grants and were successful in being awarded, 



in addition to the Blaby District Council Small Business Covid provision, £500 from the Asda green token scheme, a further £1000 from the David Cock Foundation and £750 from a Blaby District Council premises grant. 

Successful talks were held with Stoney Stanton Parish Council regarding possible future funding and the amount of £1200 was agreed for the year 2022/2023 

The Trustees have adopted a prudent reserves policy which seeks to accumulate sufficient funds to ensure a sustainable future when the grant income from LCC ceased altogether in March 2022. 

## **Aims** 

To continue to  increase the number of users of the library and the number of books borrowed and also to increase the use of the building by making it a friendly, inviting place to visit. 

As some of the older, more vunerable volunteers have not yet returned to the library a recruitment drive is underway to increase numbers and it has still been possible to open at the advertised times. 

To ensure that financially the library has a viable and sustainable future and is maintained in accordance with the terms and conditions of the lease.
