TRUSTEES’ REPORT FOR THE PERIOD ENDED 31 MARCH 2021

Administrative details of the Charity and its Trustees

The Charity is a Charitable Incorporated Organisation, registration number 1161830, with the address as St Michaels Court, Stoney Stanton, Leics LE9 4TH

Structure, governance and management

The Charity was constituted as a CIO under a formal written Constitution on May 15[th] 2015. Foundation Model

The Constitution requires that there should be no fewer than three Trustees and no more than twelve. Apart from the initial trustees, every Trustee must be appointed for a term of three years by a resolution passed at a properly convened meeting of the Charity Trustees.

In selecting individuals for appointment of Trustees, the existing Trustees must have regards to the skills, knowledge and experience needed for the effective management of the Charity.

On appointment of a new Trustee, a copy of the current version of the constitution and a copy of the latest statement of accounts and Trustees report will be made available to them.

Objectives and Activities

  1. The advancement of education for the public benefit by the provision of a community library service for the residents and the wider community in Stoney Stanton and the surrounding areas.

  2. To promote for the benefit of the residents of Stoney Stanton and the surrounding areas the provision of a public library for recreation and/ or other leisure time occupation of individuals who have the need of such facilities by reason of their youth, age, infirmity or disablement, financial

hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the condition of life of the said residents.

  1. To provide those services to the public without discrimination on the grounds of sex, age, disability or other protected characteristic.

The above objectives are met by the Charity undertaking the operation of a volunteer run lending library, fundraising events, together with the hiring of the premises to third party groups for the benefit of the community. All activities are undertaken in the interests of public benefit.

Achievements and Performance

Stoney Stanton Community Library reached the 5[th] anniversary of its opening in November 2020 but, unfortunately due to the 2[nd] covid lockdown, celebrations had to be cancelled.

The Financial year 2020/21 proved to be a challenging year. The library were able to give plenty of notice to both users and villagers that it would be closing due to the first lockdown was busy with book loans and sales of books etc until closing day. None of the usual activities for the children could take place and no groups could use the library for their usual meetings.

The regular partially sighted users were kept supplied with audio books during all the restrictions, these being changed on a regular basis by a home collection and delivery service.

The library was only able to open for 18 weeks during the financial year with reduced hours of opening and all covid procedures in place.

The children’s reading challenge was only able to take place online.

Financial Review

The Charity has received financial support from Leicestershire County Council under the terms of the grant agreement which provides for a proportion of both the running costs and some overhead expenses. This continues on a reducing scale until March 2022. A further grant of £1,342 was received from County to help with the loss of earned income during the year.

A grant of £10,000 was received from Blaby District Council under the Small Business Covid provision.

Letting income ceased for the entire year as did all the events at which income was derived from the sale of donated books, jigsaws etc.

Some sales were possible during the short periods the library was able to open as was the sale of Christmas Cards which benefitted both the library and the Blood Cancer UK Charity.

The Trustees continued to apply for grants and were successful in being awarded £1560 from Carling Everards, £500 from UniCarriers, Tesco £1000, Blaby District Council £965 and £1000 from the David Cock Foundation.

These enabled the fire and intruder alarms to be updated during the year and the fluorescent lighting was replaced with LED lights to save on the use of electricity.

Fundraising to carry out work on the rear area of the premises to make it suitable for a children’s project continued via the Calor Rural Community Fund, almost £2750 being raised through crowdfunding and £500 for being a runner up in the scheme.

The Trustees have adopted a prudent reserves policy which seeks to accumulate sufficient funds to ensure a sustainable future when the grant income for LCC ceases altogether in March 2022.

Aims

To continue to increase the number of users of the library both in the number of books borrowed and in the number of users, and also in the use of the building by making it a friendly, inviting place to visit.

To increase the number of volunteers to ensure the library is always open during the advertised hours and to increase those opening hours when possible. To date the library has always been open at the advertised times although this has proved challenging with some older volunteers being unable to return due to isolating.

To ensure that financially the library has a viable and sustainable future and is maintained in accordance with the terms and conditions of the lease.
