TRUSTEES. REPORT
Reference and Administration Details
The Chilterns Dial-a-Ride Ithe Charity) is a Charttable Incorporated Organisation registered in England with the UK Charity
Commission No.. 1161606. Its governing d¢xument is base<l on the-FoundatTron Model- constitution issu@d by the
Commission. It is a public benefit entity and at the close of business on 31" March 2022, it was the sole shareholder of The
Chilterns Di31-a-Ride Ltd. a Community Benefft Society r￿stered with the Financial Conduct Authority (No.. 26770RI. The FCA
has indicated that this ownership structure is not appropriate for the Society to remedy the situation the Society
can￿lled the share held by the Chbrity at midnight on 31" March 2022. The Charity will continue to Wotk closely with the
Society to meet its objective of providing a trang)ort service for the elderly, disabled or otherwise transport compromised
residents in the Chilterns and Wycombe areas.
The Financial Statements presented here are for the combined group up to 31° March 2022 in accordan￿ with section 138
of the Charities Art 2011. From this date forward. financial statements will be pie5ented for the Charity and the Community
Benefit Society separately.

No trustees receive any compensation for their servi￿5 as trustees. All the trustees are volunteers.
The procedures for appointing and removin8 trustees. together with their dyties and obligation5, are as set out in the
"Foundation~ model constitution.
The trustees tonfirm that they have had due regard to the Charity Commission's guidance on public benefit when exercising
their duties as trustees.
Objectives and Actlvities
The primary object of the Charity is to provide a transF)Ort service for people living in or close to the Chiltern Hills who have
mobility problem or are unable to drive or use public transport. We will continue to athieve this by raising fund5 for, and
working alongside The Chilterns Dial-a-Ride Ltd which is the prinopal prowder of this se￿1￿.
Achievements and Performance
The year has again been dominated by the Cowd-19 par￿emIC The progressive relaxation of Covld-related restrictions
during the year has seen a gradual retum to better artNity levels afthou8h the emergence of the Omicron variant toward5
the end of the year meant that actFvity levels did not get back to the levets seen prlor to the pandemic and continue to be
somewhat ieduced.
Our focu5 ha5 remained PfimarTrly on maintaining the viability and capacity of the business so that we can return to full
operation as soon as circumstances allow. whi15t also offering our frdcilitie5 to help local people Cope with the pandemic in

any way appropriate. Through the year we continued to run a free service for vulnerable people having difficulty getting to
medical appointments or vaccirtatiort centres and we also continued to support a local food bank with deliveries.
Financial Review
We continue to enjoy the financial support of BUCkiF￿amshlre Counal, and we atso made fttrther claims on the Governrnent
Fudough Scheme early in the year. Activtty levels and therefore fare income have improved, but transport and other cost5
have a150 T15en substantially. There was no significant fund-raisinE activity in the year as our successe5 in 2021. and especially
the large donation from the National Lottery carried forward. meant that despite the heavy operating losses. we were able to
maintain a healthy cash position.
Grant Income was maintained during the year at £109.(B712021 £108.9711 and fare income increased substantially to
£52,23212021 £8.9131. Receipts from the Government Furlou8h scheme were down at £8.73812021 £39,959) due to the
scheme being ended. Oonation income was £5.48912021 £113.5￿1. Total expenditure was increased principally due to the
increased activity levels but also due to substantial Price increases towards the end of the year affecting salary levels and fuel
costs.
Net Income from charitable activitie5 was a loss of £80.177 before utilising £43.982 of restricted funds to help cover running
eosts12021 loss of É15,468 after utilising re5trirted fvnds of £28.[￿). Total unrestricted funds at the end of the year were
£230,75012021 f266,9461 wtth no rÈ5tricted funds carried forward12021 £43.9821.
Due to thè continuing support from 8uth"rTr8hamshire Counal, the various generous donations received to tide us over the
Covid panilemic, and the hard work and flexibility shown by our administrative 5tsff and drivers. the organisation has
finished the year in a strong financial position and the Trustees are confident that the Charity and the Society wlll be able to
continue to operate for the foreseeable future
Reserves Policy
The policy of the Charity with regard to the retention of reserves is to maintain sufficient liquid funds to ensure
al Ihe continuing solvency of the Charity thiough any 5hort- term shortages of Brant oi other income and
bl that the Charity is able to replace and upgrade its vehides as requireil to maintain a sufficient stock of good qualitv
vehicles to deliver its objectNes.
The Group has often been alAe to fvnd Malc￿ vehide purchases from donations or specific grants, but it is considered
imprudent to rely on these always beingforthcoming in the future.
The Group finished the year with cash fund5 of £109,491. Losses due to the pandemic and rising ifitlatioft are however
forecast to continue into the coming year and without any further fundin& we would expect to finish the year with around
£50,000 of liquid funds_ Although we consider that thts would be sufficient to secure the business in the immediate future,
we will be seeking further donations during the year to try and cover these losse5 and secure the operation foi the year5
ahead.

I report on the financial statements for the year to 31 March 2022 which comprtse the Consolidated Statement of Financial
Activities. the ConsolidBte(l Balance Sheet and related policies and note5.
Thrs report is made solely to the tharity tnistees. My work has been undertaken so that I miEht review the financial
Statements that I have been engaged to review. report to the trustees thal I have done so. and state those matters that l am
reqLtired to state to them in an independent examiners report and for no other purpose. To the fullest extent permitted by
law, I do not accept or assume responsibility to anyone other than the tnjstees for my work or for thrs report.
The trustees consider that an aijdit is not required for the year under section 152 of the Charities Act 2011 and that an
independent examination is needed.
Respective responsibilities of the trustees and Examiner
The trustee5 of the charity are responsible for the preparation of the finanaal statements and en5urinB that the accounting
records of all group undertakings are kept in ac¢ordance with the Charities Act section 137.
It is the responsibility of the Examiner to follow the procedures laid down in the general Dirertions gNen by the Charitv
Commission tsnder Section 152 of the 2011 Art when examinin8 the Finanaal Statements and to state whether any particular
matters have come to attention.

NOTES TO THE FINANCIAL STATEMENTS
I. ACCOUNTING POLICIES
al Basis of preparation
The financial statements have been prepared tn accordance with the charitable comp3nVs governing document, the
Companies Act 2006 and "Atcounting and Reporting by tJarities.' Statement of Recommended Practice applicable to
charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021" las amended for accounting periods commenting from l January 20191. The charitable company is a
Public Benefit Entity as defined by FRS 102.
The financial statements are prepared in sterlin& which is the functional currency of the charitable company. Monetary
amount5 In these financial statements are rounded to the nearest £.
The financi31 statements have been prepared under the historical cost convention. modffied, where appropriate. to include
the revaluation of freehold properties and to include investment properties and certain financial instruments at fair value.
The principal a¢countin8 policies are set out bdow.
Financial Instruments
The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instrument5. Basic
financial instruments. ificltsdi￿ trade and other debtors and (Jeditor5, are initÉally recognised at trarisaction value and
subsequently measured at their settlement value.
Debtors
Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are
valued at the amount prepaÈd net of any trade discounts due.
Cash at Bank and In hand
Cèsh at bank and in hand includes cash and short-term highly liquid investments with a short maturity of three months or
less from thè date of acquisition or opening of the depostt or similar account.
Creditors and Provisions
Creditors and provisions are recognised where the tharrty and group has a present obligation resultin8 frorn a past event
that will probably result in the transfer of fund5 to a third party and the amouftt due to settle the obligation can be measure
or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any
trade discount due.
bl Going concern
Having reviewed the future grants re￿1vable to The Chilterns Dial-a-Ride Grotsp. together with the expected ongoing
demand for the entFtie5 Service offerings, the tr￿teeS have a reasonable expectation that The Chiltem5 Dial-a-Ride Group
has adequate resources to continue its activities for the foreseeable future. Accordingly. they Continue to adopt the going
concern basis in pieparing the financial statements.
cl Income recognition policies
Income frorn donations and specÈal efforts are recorded as they are received.
Grant income is included when the related condition for legal entitlement to the grant has been met.
Grants and donations for specific purposes are shown as Restricted Funds in the Income and Expenditure Account and
Balance Sheet until they are ulilised for the purpose intended, when thèy are transferrèd to Unrestricted Funds.
Contrart income is included when the relevant performance condvtions within the contract havè been
met.
All other income Is recorded on a receivable basis.
