TRUSTEES ANNUAL REPORT April 2020 – March 2021 (extended to 9/21)
In this unprecedented Covid year without meetings, MCA organised its affairs very differently with bimonthly email updates and electronic decision making by Trustees and members as appropriate. It was decided at last years virtual AGM to suspend annual subscriptions, which pay for the normal running expenses of hall hire and insurance. Despite the lockdown restrictions we gained three new members and one new Friend. Accordingly the membership is now 27 with 12 Friends. We now have one Life Member (Tottie Holden) following the death of Peter Attwater. The AGM also appointed Richard Walker, who has welcome professional planning experience, as a Trustee. He joins Ken (Secretary), Jerry Drew (Assistant Planning Secretary), David Smith and Tony (Chairman and Treasurer) as MCA Trustees.
Two projects were carried over from last year. The Locomotive Artwork plus planter for the ugly footbridge, driven by Jerry, appears to be back on track (puns intended) with DCC now having granted the licence and Twiggs having been instructed to commence fabrication. The Matlock History Board to be sited on Robert Young`s wall has now been approved by the interested parties and should soon proceed. The new Town Council Boards have already been installed and include an acknowledgement of MCA’s contribution.
Most of Kens demanding project work this year has been based on David Barkers bequest of just over £193,000 and his instruction that it should be used for projects to benefit and enhance the Town, the choice of which followed detailed consultation with MCA membership. The most advanced project is the enhancement of the Memorial Stone at Park Head by the addition of four cut-out figures and a plaque, which has been approved by MCA membership and DDDC (who will take ownership), supported by the British Legion, Fellowship of the Services and David`s consultees and welcomed by the Town Council. The aim was for an unveiling at the Remembrance Service in November, but recent complications with the designer mean that it will be delayed until early 2022. The Jitty/Gennels Trail Booklet under the leadership of the appropriately named Richard Walker is progressing well, although he has been obliged to change the design and printing arrangements.
The other shortlisted projects using the Bequest funds have not progressed very far. The Artists` Corner Viewpoint proposal put to DDDC in May is still awaiting approval by them . The Hydro-heritage
Artwork at Parkhead is on the back burner until the memorial stone nearby is completed. The Derwent East Bank Track and the related idea for a new bridge is now linked to a new Feasibility Study being organised by DCC – we have offered help, landowner contacts and some financial assistance.
New arrangements for storage of the existing Trails booklets have had to be made by John Tresadern. Thanks to Dave Puxley the solution has been to use his loft. But heavy moving of stock in cramped conditions has been necessary. Covid restrictions and shop closures during Lockdowns have badly affected our sales arrangements and once the situation has normalised John will be re-establishing contacts with sales outlets.
Ken, Jerry and Richard have collectively commented on relevant planning applications and policies, including the proposed planning reforms, as they have arisen. Consultation from DDDC on the revision of the Local Plan has also required a first response. We have maintained our stance of brownfield development before greenfield, which we have also repeated in our continued objections to the proposed Gritstone Road development. We successfully opposed the applications for a large apartment block at Lilybank Hydro. We were less successful in our attempts to moderate the over dominant, flat roofed 4 floor apartment redevelopment of the Matlock Ford site. Following consultation on the RBS redevelopment into apartments we have been particularly concerned about the design for the proposed adjacent flat roofed block in a Conservation Area and the Council’s insistence on retaining the existing unsightly 20[th] C flat-roof extension - we await a new application for this important site.
Ken and Tony continue with the Matlock Community Vision (MCV) steering group`s discussions with DDDC about their planning application for the proposed two screen cinema and food and beverage unit on the Bakewell Road site. The aim has been to ensure an appropriate design for this Matlock gateway, an attractive adjacent public realm and long term allocation of space for a community room, but tough District Council budgetary constraints in Covid times have severely limited our influence.
Peter Wild organised the installation of a new Blue Plaque at ‘The Woodlands’ on Bakewell Road – the house of a father and son both called Charles White and both local MPs. The details of all our blue plaques are among the items on a very comprehensive new MCA website being developed by Dave Puxley. This provides detailed information on MCA and its projects and will hopefully lead to more interest and new members, together with much local information as well.
The full financial situation is shown in the Accounts . There has been limited income and expenditure during the financial year other than the very generous David Barker bequest as above, which resulted in a balance of just over £190,000 at 31[st] March 21 (after the final bequest payment
the total is now £207,500). Following the decision of the November 2020 AGM that our investment should be in Building Societies up to the £85k guarantee, Tony eventually was able to arrange for our funds to be split between the Mansfield and Melton Building Societies and our traditional HSBC bank account. Furthermore Richard Walker has been added to the existing account signatories of Ken and Tony since Josephine stood down as a Trustee and David cannot participate fully. Other normal administration continues including Charity Commission input, insurance renewal, Civic Voice membership etc.
Finally thanks to Ken for his prodigious activity often in the face of slow or poor responses from local authorities, to Jerry and Richard for leading on projects and considerable planning input, to Dave for his website work and thanks to you all as members for your support and interest in such difficult times.

Examiner's Report to the Trustees of the MATLOCK CIVIC ASSOCIATION – CHARITY NO 1161566
I report on the accounts of the charity for the year ended 31 March 2021.
Respective responsibilities of trustees and examiner
As the charity's trustees you are responsible for the preparation of the accounts; you consider that the audit requirement of Section 43(2) of the Charities Act 1993 (the Act) does not apply. It is my responsibility to examine the accounts under Section 43(3) of the Act and to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 43(7) (b) of the Act, whether particular matters have come to my attention.
Basis of examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent Examiner's statement
In connection with my examination, no matter has come to my attention:
