Trustees Report 2021 - 2022
This report summarises Time Childcare’s year from December 2021 operating as a Charitable Incorporated Organisation (Registered charity 1161477)
1. Trustees.
We continued for another year with only 3 trustees, one of whom is the setting Manager, which whilst meets minimum requirements for the constitution, this continues to be a significant risk factor to the settings ongoing operation.
We have no volunteer trustees with children who attend the setting, which is an unsustainable situation, despite advertising to parents at regular termly intervals over that past 12 months.
The focus of the trustees has continued to be the provision of high-quality pre-school and after school care for the children of Poringland and surrounding villages, along with exploration for new premises and fund raising for this. Covid has continued to present operational challenges to keeping the setting running effectively.
2. Developments for Children
The numbers of children on the roll has increased this year to 145 but is still below pre-covid pandemic numbers. The Time Childcare Team continues to focus on speech and language development ECAT’s (Every Child a Talker) which has become a higher need as a result of Covid lockdown periods. The setting continues to have access to a garden area at the village hall so that staff can continue to develop the outdoor learning environment making best use of the resources and opportunities available.
3. Ofsted Inspection
Ofsted carried out an inspection in July 2022 and the outcome was very positive with an overall rating as Good.
4. Staffing
There have been a few changes in staffing this year with the resignations of Leanne Kay XT Playworker and Iain Nelson senior EY practitioner and Xtra Time lead. We welcomed Claire Peacock as Pre-school Lead Practitioner and we are pleased to be able to continue to support Haydn Winter as our apprentice and watch his skills and confidence increase. Overall we have a very good, capable and skilled team of child practitioners.
Stella Presland, TCC Manager continues to double hat as a trustee/manager and provides the link between the trustees and staff.
5. Training & Collaborative work
Time Child Care actively encourages continuous professional development of the staff. All staff are continuing to develop the ECAT’s (Every Child a Talker) for speech and language development. Statutory training refreshers have been completed where required for First Aid, Fire and Health and Safety training. 2 staff members also completed a L2 Autism course.
All staff have an annual appraisal at which their performance and professional development is discussed and agreed.
Partnership with Primary schools in the southern Framingham cluster continues with good communication around the needs of children. Information is shared under appropriate protocols. Time Child Care

participated again in the Big Norfolk Holiday Fun programme (Active Norfolk/NCC) alongside the Timeout Holiday club sessions run.
6. Work with parents and carers
All new parents/carer received a virtual home visit using Zoom, which was adopted during Covid lockdowns and has continued to work very well. ‘Parent/carer involvement’ is being monitored and reviewed, Tapestry is working well and parents/carers are adding to their child's records. We are also supporting a number of families with SEN needs and working closely with foster families and associated professionals for the looked after children that attend the setting.
7. Grounds and Facilities
We are tenants of the Poringland Village Hall (PVH) which is owned by the church. The current building is a continued pressure for the staff who have high aspirations for the children in their care. Following a Norfolk County Council commissioned building survey in 2020, the manager and trustees have worked hard with the PVH trustees to address the issues highlighted in the outcome report. Whilst some of the issues identified in the report have been addressed there are a number of areas that are still outstanding. We continue to work closely with the PVH trustees to ensure the building remains safe for our operations, whilst they continue to seek funding for the proposed All Saints Centre.
The hire rates increased last year by the PVH trustees to recover the costs of building repair work and increases this year to reflect the increase in fuel prices, we have regretfully had to pass on through our charging rates with further in-year rate increases.
Work has been completed to establish the costs of land purchase and building of a bespoke child care centre and TCC would need to raise circa £800,000. This is caused in part by the high local property and land prices. We launched a crowdfunding campaign to try to start generating this fund, but we need more volunteer support from parents/carers or a volunteer part time fundraiser to be able to realistically achieve this target in the next 2 years.

TCC trustees have lobbied the Parish Council for consideration of space within the new piece of Community land donated by Norfolk Homes, but the parish council have not been able to consider us due to the covenants placed on the land. Other national charities have been given local land donations as they fulfil targets relating to health outreach work. The trustees will continue to lobby the Parish Council for reconsideration as a local community based charity.
8. Finance
A realistic budget was set for 2021 -22 taking into account statutory minimum wage increases and continuing Covid pressures. This was to ensure the charity continues to cover its costs, operating as a notfor-profit organisation and to ensure appropriate ratios, training for staff and provision for children. The charity received a slight income in grants and with fundraising has ended the year with a £1581 surplus. This money will be invested into reserves.
The current IT equipment has reached end of life and so money will need to be found to replace this equipment in the 2022 -23 financial year.

9. Trustee Plans for the Next Year 2022 – 2023.

Continue to monitor the budget to ensure the charity is financially secure and in line with the plan which will enable funding for training and resources.

Continue to lobby Poringland Parish Council to seek land to build a purpose built childcare provision.

Continue to work with the manager to drive a crowdfunding campaign to raise £800,000 to support the new premises drive.

Continue to work with the manager/team to explore opportunities for maximising income (operational revenue, fundraising and grants)

Recruit further trustees who will be able to give the warranted time to the role, maintain a good level of communication and create a level of succession planning

Follow the timetable for the review and agreement of policies

Continue to support staff in achieving their qualifications which in turn will enhance provision.
10. Acknowledgements.

Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (“the Charities Act”) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the Charities Act,

to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and

to state whether particular matters have come to my attention.

Basis of independent My examination was carried out in accordance with general examiner’s Directions given by the Charity Commission. An examination statement includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
