Goverance and
Management
The method adopted for the recruitrnent and appointment of new
trustees is contained wlthin the consitutlon. Trustees are appointed on a
3-year rotational basis and elected at the Annual General meeting.
To promote the benefit of the Inhabitants of the area of benefit ￿thout
distinction of s8x, sexual orientation, age, disablility, nationality, race or
political, religious or other opinions. by associating together the said
inhabitants and the statutory authorities, voluntary and other organisation
in a common effort to advance education and to provide facilities in the
interests of social welfare for recreation and lesiure-time occupation with
the object of improving the conditions of Ilfe for the said inhabitants.
Alms and ObJectlv••
To establlsh, or secure the establishment of a Community Centre and to
maintain and manage the same (whether alone or in co-operation with
any statutory authorllty or other person or body) in futherance of the
Obj8Cts.
To promote such other purposes as may form from time to time be
detemiined.
The Charty shall be non-party in politics and non-sectarian in religion.
The area of benefrt ('area of benefit") is Baird Ward as d8fin8d by the
local council ward boundary.

Public Benefft The Trustees confimi that they have complied with thé duty in section 4 of the Charities Act
statement
2011 to have due regard to the Charity Comrnission's general guidanc8 on public benefit.

The Trustees are confident that Charity Commission aims, objectives and activities
accommodate a range of activities that are relevant, accessible, and affordable and
improve and enhance the lives of people, whilst encouraging and developing partnershlps
and networks, and are in accordance with the regulations on public benefit.
Background
Broomgrove Residents Association has been established since 1969, becoming a
registered unincorporatéd charity in 1980, prior to raising the capltal to build a communty
centre on a piece of land glvan to them by Hastings Borough council in Chiltern Drive. In
200112002 the RA put in successful bids to the national Lottéries charities fund, English
Partnerships, church Urban Fund, Single Regeneration fund and several small grant giving
bodies, and raised ènough capital to rebuild the community centre. In 2003 the new
building was opened to provide a meeting space for the residents of the estate. In 2014,
followlng advice from Hastings Voluntary Action, the Trustees and members voted to
bècom8 an incorporatied charity and successfully applied to the Charity Commission for
regislralion. This was granted in 2015.

Trustees view this as a legacy to a long-standing commitment on the part of the RA to
enable the use of a local Community Building. Having concluded this arrangement the
Residents Association have been focussing on concluding our activity and ensuring
that any remaining assets are deployed in line with our Charitable aims. Wilh this in mind
we have been able to make a donation to OASIS to support their role in r8lation to the
building and also ta Hastings Voluntary Action lin recognition of their long standing support
and the facilitation of the process which enabled the building to be transferred). With our
long standing record of service to the local area and the 5ucce55ful transfer of the building
there is no long term need for the Residents Associatlon to remain in existence and we
intend to de-register from the Charities Register once these accounts have been approved
and submitted.

Under the Charities Act 2011, the Trustees are r8qulred to prepare a statement of accounts
Responslbllties for each financial year which gives a true and fair view of th8 State of affairs of the charity at
the end of the year, and of its receipts and payments in th8 year. In prèparing the
statement, thè Trustees are required to:

The Trustees are responsible for keeping proper accounting records which disclose with
reasonable accuracy at any time the financial position of the charity at that time and to
enabl8 thé trustees to ensure that thé financial statement comply with the requirements of
the Charitieis Act 2011 of the Charities (Accounts and Reports) FRS 102.
They are also responsible for safeguarding thé assets of the charity and hence for taking
reasonable Steps for the prevention and detection of fraud and other irregularities.
Rlsks and Risk The Trustees hav8 consldered the major business and operational risks to which th8 charlty

is faced, and wrll continue to review and establish its systems so that necessary steps can
be taken to lessen th8se risks.

I report on the accounts of Broomgrove Residents Association CIO
for the twelve month period ended 31 December 2024 which are set out on the previous pages.

The charitvs trustees are responsible for the preparation of the accounts. The chariys trustees consider
that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act),
and that an independent examination is needed.

My examlnalion was carried out In accordance wilh the General Directions given by the Charity
Commission. An examination includes a review of the accounting records kept by the charity and
comparison of the supporting documentation presented with those records. It also includes consideration
of any unusual items or disclosures in the accounts, and seeking explanallons from the Iruslees
concerning any such mallers. The procedures undertaken do not provide all the evid&nce that would be
required in an audit, and consequently no opinion is given as to whether the accoLJnts present a "true and
fair" view and the report is limited to those matters set out in the statement below.
