The Trustees present their Report ond Accounts for the year ended 31st December 2022.
The accounts have been prepared in accordance with the accounting policies set out in
Note I to the accounts, and comply with the charity's Governing Document, the Charities
Att 2011, and "Accounting and Reporting by Charities.. Statement of Recommended
Practice applicable to charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of Ireland {FRS102) Second Edition
(effective l January 2019}"
The Trustees have considered their duties in accordance with the Charity Commission's
regulations. The review of artivities and achievements is contained below, and the
Trustees believe that it gives a true record of the work the charity has done in fulfilling its
charitable purposes for public benefit.
The Trustees believe they have complied with their duty. contained in Section 4 of the
Charities Art 2011, to have due regard to public benefit guidance published by the Charity
Cornmission.
Organisation
Winchester Radio is a Charitsble Incorporated Organi5ation registered in England and
Wales on 4th March 2015 and governed by a constitution signed on 26tn November 2014.
It merged with Winchester Hospitals Radio {WHR) in December 2015, and took over the
provision of the hospital radio service at the Royal Hampshire County Hospital in
Winchester. On 24th March 2019, the charity launched its new health and wellbeing
community radio service, specifically for older people living in and around the Winchester
area, broadcasting on 94.7FM, and online via its website. the UK Radioplayer app, and a
"skill" enabling listeners to ask "Alexa" to "play Winchester Radio" From the beginning of
October 2022, the service has also been available on DAB Digital Radio via the Winchester
Srnall-scale DAB network, providing coverage to a somewhat larger area around
Winchester, including Alresford, and increasing our total potential broadcast audience to
approximately 77, 000 people.
Winchester Radio is managed by the Charity Trustees. the majority of whom are elected
by the membership. New Trustees receive a Trustee pack, which includes Charity
Cornrnission guidance on their role and responsibilities. and induction training during their
first 6 rnonths in office.
Throughout the year, Winchester Radio continued to operate wlth almost no pald staff,
being run by a membership of volunteers. Winchester Radio has always benefited from
having a diverse and intergenerational team of volunteers - during 2022, the service was
delivered by a team of around 25 volunteers, ranging in age from 20 to 83.
Charitable Objects
Winchester Radio has two objerts:
"the relief of sickness, poor health and old age amongst people living in the area
served by the Hampshire Hospitals NHS Foundation Trust or its successors by
providing a local broadcasting service for hospitals, residential homes and similar
institutions, and for patients receiving cornmunity care. and
"the advancement of health and prevention or relief of sickness for the public
benefit through the promotion of the benefits of living a healthy lifestyle, and the
importance of maintaining good personal mental and physical health by {mainly,
but not exclusively) the means of broadcasting health education messages to
people living in the area served by the Hampshire Hospitals NHS Foundation Trust
or its successors.
These objects are based on the model wording agreed between the Hospitsl Broadcasting
Association {HBAI and the Charity Commission.
Winchester Radio provides a hospital radio service to patients at the Royal Hampshire
County Hospital (RHCH) via the bedside entertainment system in furtherance of the first
objett.

It is in furtherance of the second object that Winchester Radio has launched Its community
radio service for the local population outside the hospital (primarily those aged over 501,
with the intent of helping and encouraging them to live a healthy and artive life in the
local community, and thus requiring them to make less use of the health services.
Related Organisations
Winchester Radio is proud to be a member of a number of support organisations for the
voluntary sertor, and wish to extend our thanks and appreciation to them for the
information and training they offer throughout the year.
Winchester Radio is a member of the Hospital Broadcasting Association (HBAI, the national
charity that supports and promotes hospital, health and wellbeing broadcasting in the UK-
the Community Media Association (CMAI, the organisation which supports and advocates
for community media, and the UK Community Radio Network {UKCRN). which supports
and advocates specifically for Ofcom-licensed community radio stations. Our members
regularly participate in the national conferences and training events organised by the HBA,
CMA, and UKCRN.
Winchester Radio is also a member of the National Council for Voluntary Organisations
I NCVOI. Winchester Radio was also proud to be a member of the Small Charities Coalition
an organisation that did much to champion and support small charities and provide high
quality training opportunities - but which closed in Spring 2022. Throughout the period of
this report Winchester Radio was also a member of the Foundation for Social Improvement
I FSII, but that national support charity for small charities also closed in 2023. It is tragic
that two such excellent organisations, that championed and supported so well small
charities, have now ceased operations as they did not receive enough funding support to
continue. We are very grateful to both for the invaluable training and expertise. along with
the passion they shared for the significant contributions that small grassroots charities
make in the world - be it in response to need in their local community or further afield.
Locally, Winchester Radio is a member of Cornmunity First, one of the local Councils for
Voluntary Service.
Winchester Radio's Chairman represents Winchester Radio on a number of local
community and volunteer-sector leaders, groups. health forums and business networks,
including the Winchester Distrirt Older People's Partnership (WDOPP}; Dernentia Friendly
Winchester; the Hampshire & Isle of Wight Social Prescribing Network,. the Hampshire &
Isle of Wight ICS'S Winchester Health and Wellbeing Community Fomm,. and attends
networking events/meetings organised through the year by Winchester BID. Winchester
Radio's Treasurer continues in his role as one of HBA'S Trustees. Being part of such
networks helps Winchester Radio keep up-to-date on developments across all the settors
we operate in, encourages collaboration and sharing of best prartice, and most importantly
of all, it highlights the issues afferting people we support. This in turn means we can
ensure our programming includes coverage of these issues and signposting to appropriate
support, and that our community outreach work meeting older people helps raise
awareness of how our service can help them keep connected, and promote positive ageing.
Winchester Radio maintains a good working relationship with the nearby University of
Winchester, and the volunteer team includes alumni from the University. The charity is
also an official community Partner for the University's annual "Volunteering and
Community Champions Awards"
Hampshire Hospitals NHS Foundation Trust (HH￿) manages the RHCH, where Winchester
Radio's studio and FM transmitter are based, and where it delivers the hospital radio
service. The RHCH is one of three hospitals managed by the Trust. Winchester Radio's
Chairman liaises throughout the year with members of HH￿'S Senior Management Team,
and does broadcast interviews with members of the Board and clinical staff, often to tie in
with local events or current health campaigns.
Winchester Radio depends upon the seNices of H05pedia Ltd. the company that owns and
runs the bedside entertainment system through which its programmes are delivered to
patients at the RHCH. Since Ottober 2022. Winchester Radio also depends on UK DAB

its DAB digital radio coverage.
Review of Activities and Achievements
Programming aims
Winchester Radio's aim is that our service-
l. helps and encourages listeners to live a healthy, artive. independent life, engaged in
the social life of the local community: and
where this isn't possible (for example due to ill-health), to help reduce boredom and
social isolation by playing a great selettion of music and keeping listeners in touch with
what is happening locally;
with the Ljltimate aim of improving the quality of people's lives as they get older, and thus
reducing the need for support from the local health and care services.

and transmitted by Winchester Radio).
We aim to provide a rnix of music and information tailored to the needs and interests of
the older generation in Winchester
who are under-served by other local radio stations.
Our music mix is distinctive, and our hyper-local focus on Winchester and the immediately
surrounding villages is unique in this area and, we believe, highly attractive. Having
attracted our audience, we then use behavioural economics I'nudge theory") to subtly
encourage listeners to make the best lifestyle choices for their own health and wellbeing.
In pre-pandemic times, we told them about:
all the enticing events happening on their doorstep;
the range of local participative sports clubs they can Join;
the great number of other social groups. charities and other organisations they can get
involved with;
the wide range of local support groups for those with long-term health condltions,.
the cultural scene in and around the city; and
important local government plans. consultations. and decisions that might affect their
lives;
and encouraged listeners to get involved.
Programme Activities
Winchester Radio delivered an average of 84 hours of 'original' hours of programme output
per week, and an average of 220 volunteer hours per week, throughout 2022, in
furtherance of the charity's aims. Our pmgramtne sthedule and style of service were in
line with our Key Commitments to Ofcom, as outlined above. Some specific areas of focus
for the charity on-air during 2022 are outlined below, including health promotion artivities
and awarene55 campaigns coverage during the pandemic: the war in Ukraine which bore
lots of local significance due to Winchester being an official 'City of Sanctuary,; support

available and how to access it for those struggling during the 'Cost of Living, crisis,. and
Royal events of the year, including the sad passing of hei late Majesty Queen Elizabeth II
and how local people marked this.
COVID-19
Winchester Radio carried many rnentions of COVID-19 throughoLJt the year, keeping
listeners up-to-date with the latest advice and guidan￿ from the government, and letting
people know about changes and new initiatives such as eligibility for the Spring Booster
vaccinations, the easing of restrictions. latest measures and mask-wearing guidance for
anyone visiting the hospital, and pop-up and drop-in vaccination opportunities locally. Our
coverage included interviews with health professionals during the year, particularly just
ahead of when there was a significant shift in national guidance.
Hospltal
Being a charity based at the hospital, the Winchester Radio team were ever-mindful of the
continued pressures which NHS staff were under during the pandemic, and we worked
hard to keep the public aware of how they could help the hospital through adhering to
latest COVID guidance, to helping get loved ones home when they were well enough for
discharge to help free-up beds for frail and sick patients arriving in hospital, and in using
the right N HS service, to avoid putting undue pressure on the emergency departments at
our local hospitals. Additionally. we promoted saying "thank you" to staff through hospital's
WOW Awards recognition scheme, shared news on how the public could support the
hospital's own charities by attending events, or offering time as volunteers or sUPPOrters.
A number of interviews were done with health staff during the year, including the marking
of the 10th birthday of Hampshire Hospitals NHS Foundation Trust in January, along with
the NHS staff panto that month to raise funds,. the annual Junior Doctor Awards; how new
'Virtual Wards, were innovating healthcare for patients; International Nurses Day in May;
and Clinical Trials and how people could engage with this medical research. There was also
coverage of the Winchester Hospice's first full year of operations and we again broadcast
the Hospice's Winchester 'Light Up A Life" Service in memory of those loved ones lost.
Health Campalgns and Awareness Days
Winchester Radio continued, through its programme output, to encourage listeners to live
a healthy, attive independent life by including coverage of a range of Health Campaigns
and Awareness Days such as "Mental Health Awareness Week" the 'Mental Health Minute"
and "Time To Talk Day"; through healthy-living awareness periods such as "Veganuary"
'Dry January" and "Stoptober" along with shining a light on a number of health conditions,
and support available, be it face-to-face, over the phone, or online. We also regularly let
listeners know hoY4, If they were fit and able to, they could help others through blood,
tISsue and organ donation.
Out and About
With more and more community artivities returning to somewhat pre-COVID times
norrnality* our team were able to get out-and-about more in the communityi doing
interviews at events, with local chanties, and getting people's views on new developments
and the various planned regeneration projects around the Winchester area.
Our very own intrepid explorer, broadcaster Tony Knight did features on walking in and
around Winchester, and we often included opportunities for walking with organised led
walking groups, for those who may still not be feeling confident about going out on their
own, or were wanting to build up their confidence and fitness gradually again, having been
poorly or indoors a lot through the pandemic.
We also encouraged listeners to get involved with nature and environmental campaign5
and initiative5 such as the "Great British Birdwatch" building bug houses or hedgehog
highways in the garden,
'Plastic-Free July" and "Winchester Green Week" In addition,
many volunteenng opportunities with local charities were promoted on-air, along with
events and clubs which people could join for more social connettion if they were feeling
lonely or isolated.
We were also privileged to be invited along to a number of groups running activities locally
to help reduce loneliness and isolation, including our team meeting people in March 2022

at the inaugural "Vintage Fun" monthly gathering at the United Church on Jewry Street,
organised by the "Anna Chaplaincy for Older People"
and the welcome return post-
pandemic of the "Winchester Paralympics Personal Bests" event - held over the summer
to support, encourage and celebrate those with leaming disabilities trying out new sports.
Members of the on-air team also attended and conducted interviews at a number of
cultural events around Winchester through the year, including Festivals such as Winchester
Fashion Week, Hat Fair, and the Winchester Heritage Open Days Festival; were present at
milestone events in the city, such as the commemorative centenary of timetabled buses
running (marked by the heritage fleet of charity 'Friends of King Alfred Buses"), along with
interviews and celebrations of the 4001h Winchester 'ParkRun" in which 469 people took
part. One of our team even got to travel on Santa's Sleigh with his merry band of helpful
elves from the Winchester Round Table, to share some festive cheer around the
neighbourhoods of Winchester just before Christmas, and collett some much-needed funds
for local good causes.
Cost of Living Crisis
2022 was an incredibly challenging year for rnanyi due to the high cost of livingi and
Winchester Radio's team worked hard to ensure we kept listeners up-to-date with support
available to them locallyi be it help with getting a hot meal, assistance with transport, or
places to go for free to stay warm and dry and enjoy the company of others over a cuppa,
whether socially or as part of a free working space during the winter months whilst people
were struggling to keep their own homes heated. Helplines were shared and details of
support groups locally given, plus we did a number of interviews Wlth organisations such
as Churches Together in Winchester who had a coordinated effort of "Warm Welcomes
and activities for people to access during the week at different local churches. We also
covered how people who were able to could get involved, or donate groceries or toiletrles
to help others in need in the community.
Wlnchester Clty of Sanctuary
On 24th
February 2022. Russia invaded Ukraine. Winchester, as an official "City of
Sanctuary" welcomed a high number of refugee families from Ukraine, fleeing the conflict.
A number of "Standing with Ukraine" vigils were held locallyi and a coordinated effort of
support hubs sprung up across the city to provide a warm welcoming and safe space for
families to get together and find out more about housing, jobs and help within the
community for them. Winchester Radio shared lots of information on-air through the year
about the Ukraine Connertions and Community Hubs initiatives, including our volunteers
doing interviews with organisers at the local churches, charities, the University and
Winchester City Council.
Royal Famllv
2022 saw the then HRH Prince Charles visit the city in the Spring, and the summer was
joyful celebration of many local events to mark HM Queen Elizabeth Il's Platinum Jubilee.
Winchester Radio's volunteers reported from a number of Jubilee street parties in June,
and captured the mood of many locals in marking the Queen's 70 years of service to the
nation.
With the announcement of the monarch's death in September, our team were again out
nd talking to the public locally about HM Queen Elizabeth 11. and people shared their
feelings of grief, but also their treasured memories of meeting the Queen and wanting to
celebrate her life of duty and service. As well as special programmes and news, featuring
local people, we also broadcast a special short service of Prayer from one of our local
churches.
New initiatives we undertook in 2022
Due to high numbers of very ill patients including those with COVID still in the RHCH, and
our volunteers not yet being allowed back on the wards to visit, we started piloting visiting
different support groups and collecting their music requests whilst out on community visits.
These included meeting and chatting with people at local stroke support groups, those
living with dementia, church groups, older peoples, monthly clubs and sport and wellbeing
groups. This is something we are continuing in 2023. but still hope to be able to get our
volunteers back visiting patients in person again at the hospital too.

Winchester Radio
Since the launch of our community radio service in 2019, Winchester Radio has been
heavily reliant on a single professional news journalist to produce daily local news bulletins
on a voluntary basis. A number of work and personal commitments during 2022 meant
that there were times when he was unable to produce the bulletins for us, and so a small
committed band of eight of our volunteers stepped up and took on the additional workload
of producing these local news bulletins for a nurnber of weeks, including throughout the
summer months.
With the return of one of our journalist alumni to the volunteer team, we also piloted
delivering local news through a dedicated news magazine programme "Winchester Now
later in the year, enabling us to capture more fully the wealth of local community attivities
in the run-up to Christmas and share these "feel-good" stories.
With the realisation that we had been too reliant on a single (very reliable) volunteer to
produce daily news bulletins, the lack of sustainability with regards cover for this time-
consuming attivity on a daily basis, and the positive comments received about Winchester
Now" it was agreed with the original news Journalist that he would retire from producing
daily local news bulletins for Winchester Radio, and we then would switch to weekly
editions of "Winchester Now" as that was more sustainable for our volunteers in the longer
term.
Feedback and Recognition of our Volunteer-led Efforts
The Winchester Radio team delivering the service are all volunteers, giving their time and
energy for free, so it really means a lot to us when we hear back from our listeners on
how much our service has helped them, particularly through a lonely or difficult time; and
when other grassroots charities and local organisations we have given publicity to, on-alr,
value how our service helps them, and their staff tske the time and trouble to say "thank
you Here are some of the appreciative messages we had through the year:

Awards
In 2022, our special interactive community engagement initiative at Christmas 2021,
"Carols on the Doorstep" won Silver in the Best Special Event category of the National
Hospital Radio Awards, with the Judges saying:
A great community initiative that brought people together through the power of
radio. Really interesting and informative.
And our Chief Engineer, Paul Blitz, won the John Whitney Award for Outstanding
Contribution, the citation recognising not only his long voluntary service at Winchester
Radio, but also the assistance that he has provided. over many years, to other hospital
and community radio stations. The citation read:
Community-spirited. enthusiastic, hardworking. and helpful to us and other
hospital radios, Paul is one of Winchester Radio s Trustees, and our Chief Engineer.
He ha5 a degree in Elertronic Engineering. and ha5 worked in electronic5/IT all hi5
life, currently as a self-employed technical trainer/consultant.
During 36 years volunteering at Winchester Radio, Paul has led the design, building
and commissioning of all four sets of our studios. He has also been a Tmstee of
the charity for 29 years.
As part of the latest studio rebuild, Paul designed and built audio equipment
(distribution amplifiers, routing switchers, silence detertors, etc) at a cost of less
than £600, saving us around £8,000 compared to commercially-available units. He
now makes these units available at Cost to other hospital and community radio
stations.
Paul has always offered support to other stations, starting by hosting a bulletin
board in pre-intemet days. He took weekly trips to Hospital Radio 8asingstoke for
6 months in 2000 after fire bumt down their studios. and in September 2021 he
responded to an urgent plea for help from Gosport Hospital Radio, driving to their
studios, effecting a temporary fix whilst taking equipment home for repair.

Since the launch of our health and wellbeing community radio service, Paul has
continued to enhance the capabilities and resilience of our technical systems,
resolving issues even at unsocial hou￿ - sometimes remotely. sometimes on-site
at the studio.
We have almost fully-redundant computersystems and audio switches that failover
fmm one to the other, email a number of us when the silence detectors operate,
and if silence is detected from one of the playout Compute￿ email us a screenshot
and then reboot the computer.
Paul also regularly contributes to our broadcasts.. recording and editing local
community events, voicing public service announcements, and presenting shows.
This is despite the fact that. in recent years prior to the pandemic, Paul was
regularly travelling both nationally and internationally with work. If we have a
computer pmblem, Paul is always available to remotely-access the studi05 over
one of the VPNS that he has set-up.
At the onset of the COVID-19 pandemic and subsequent lockdown, Paul quickly
enabled remote broadcasting capabilitie5. and delivered a combination of new and
existing audio equipment to our volunteers to allow them to continue to broadcast.
from home, and dealt admirably with the many sUPPOrt querie5 thèt thi5 caused.
Paul Blitz IS qulte simply one of life's "Unsung Hen?es". He never makes a fuss or
seeks recognition - just gets on with whatever needs doing. He has, and continues
to make, a real impact at Winchester Radio. We are hugely appreciative to Paul for
all he does.

"Paul was like a breath of I￿5￿ air - within 2 hour5 he had solved the immediate
problem, and he didn't know it then, but he had a very grateful team from Gosport
Hospital Radio, pleased that we were actually back on-air... No amount of
appreciation will explain just how pleased we were when he tumed up.
Wlnchester Radlo was also a shortlisted top 10 nomlnee in the other 2 station categorles
we entered for these annual awards.. Best Station Promotion for the promo for our Carols
on the Doorstep" initiative, and in the Best Speech Package for an interview with GP and
medical broadcaster, Dr Sarah Jarvis during the COVID-pandemic,
DAB broadcasting
Following our application to Ofcom in 202 1, Winchester Radio was awarded a Community
Digital Service Provider licence on 4th February, allowing us to broadcast our service on
the Winchester Small-scale DAB digital radio network when it launched.
The network started broadcasting at the very end of September, with an official launch in
early October. Winchester Radio was one of the launch stations.
A visit from Japan
Winchester Radio has always been happy to share our knowledge with other hospital and
community radio practitioners. Until now, our knowledge has been shared only within the
UK. However, in September, Professor Akiko Agawa from the Nagoya University in Japan
visited us on a tour of h05Pltal radio stations in the UK as part of her academic research.
She wa5 Particularly interested in our pioneering move into health & wellbeing community
broadcasting.
Generating earned income
Late in 2021. Winchester Radio applied for funding from the DCMS-funded, Ofcom-
administered Community Radio Fund to employ a Community Business Development
Manager to help grow earned-income and reduce the dependence of the charity on grant
funding. The Cornrnunity Radio Fund provides such funding to Ofcom-licensed community
radio stations as seed-fundingi allowing them to employ paid staff for an initial fixed-term
in the hope that they are sufficiently successful that the role become self-funding In

subsequent years. The application was successful, although not for the full amount,. the
funding panel agreed to fund the employee for 30 hours/week.
The funding arrived in March 2022. but we found recruitment diffficult, and it wasn't until
August that the Community Business Development Manager started work. Unfortunately,
the individual found that they had over-cornmitted themselves alongside other
commitments, and left after only 7 weeks. After reflecting on lessons to be learned, the
Trustees approached Ofcom to vary the terms of the grant, to allow the employment of
nother Community Business Development Manager for a further 12 months, but with
reduced hourslweek. This was agreed and, following another recruitment process, the new
employee started work in mid-2023.
Acknowledgements
All Winchester Radio's activities have only been possible through the sterling efforts of
dedicated team of around 25 regular volunteers. supplemented by a number of additional
volunteers providing ad-hoc support. putting in literally thousands of hours of effort, and
we'd like to take this opportunity to thank them for their continued time, energy and
commitment throughout another very challenging year. We particularly appreciate that a
number of the team stepped up to take on additional volunteer tasks outside their normal
area of volunteering, to assist the charity's smooth running.
Overall, we conservatively estimate that the volunteer team has given almost 11,500
hours of their time to the charity during the year. Using the standard Ofcom
, this is worth approximately £128,000.
There is a whole body of clinical evidence that says "Giving to others" is one of the key '5
Ways to Mental Wellbeing" (as outlined on the NHS website), and our charity, as
volunteer-led one, has always recognised the benefits of volunteering
it is very much
two-way street., helping others can also help those who volunteer
making them feel
valued, helping them feel connerted, and with a sense of purpose, giving their tirne with
like-minded altruistic people who want to rnake a positive difference in the world, and
utilising existing skills or developing new ones, in carrying out their designated volunteer
roles to help further the charitable aims of the organisation. We always champion
volunteering done well, and those altruistic souls who go above and beyond to help others,
We are thankful to Hampshire Hospitals NHS Foundation Trust for their ongoing support
for what we do, and for continuing to provide us with free accommodation, worth almost
£8,500. We were Informed by the Senior Management in May that the planned relocatlon
of our studio to Level A of Burrell Wing was not now going to be posslble, due to
redevelopment plans including a new elertive orthopaedic hub. Whilst the hospital
management were adamant that they would continue to accommodate Winchester Radio,
discussions continued through the year and into 2023. At the time of writing, it is believed
that Winchester Radio will be relocating, during 2023, to Ashley Wing.
Small charities such as Winchester Radio do not have the financial means to spend funds
on professional services, cloud-based IT systems and advertising, so we are incredibly
grateful that many businesses, large and small. have supported us during 2022.
We'd also like to say a huge thank you to the many individuals who have donated to
Winchester Radio during 2022, and the local companies and organisations who have
supported us through taking radio-advertising with us. We are very grateful to all those
who champion and support charity Winchester Radio.
Financial Performance
Overall, Winchester Radio is financially sound and has significant cash reserves.
At the end of 2022, Winchester Radio had total cash reserves, in-hand and at the bank, of
Just under £87,000 {2021'. Just over £59.000}, of which £26,195 (2021.. £8,850) is
restricted funds (two-thirds of which is the Community Radio Fund grant).
As in 2021, there are just over £1,200 of prepayments recorded. These relate to..

end-of-year adjustments, where the charity has paid in 2022 for a service to be
delivered in partly 2022 (for instance, it includes the part of the £850 Ofcom licence
fees, paid in March, that relates to the period after 31st December 2022),. and
purchase of music download credits with a supplier of professional-quality music
downloads (we purchase credits in bulk to obtain the best price).
This year the debtors, at £1.153. is significantly larger than the £116 recorded last year.
This increase is entirely due to an advertising sales invoice being issued in late December
but paid in )anuary 2023. The £22 (2021: £13) of trade creditors relates to monthly bills
the Direct Debit for which were not taken until January 2023. The £1,628 (2021- nil) of
payments received on account is advertising sales for carnpaigns due to run in 2023. The
£60 (2021- É701 of stock is fundraising CDS prodU￿d by the predecessor charityi
Winchester Hospital Radio, and which are sold on enquiry from members of the public.
Based on the financial performance in this and the three previous years, the Trustees have
confirmed their estimate that the base running costs for providing both the community
and hospital radio services for a full year is around £7,500. The Trustees have, therefore,
formally designated an additional Él 1,000 12021- £5,525) of the unrestricted reserves as
being for the studio relocationlre-equipping project.
Overall assets totalled just over E103,000 (202 1: just under £84,000, the difference being
primarily due to the Community Radio fund grant, and a £5,000 legacy).
Income
Total recorded income was £49,266 12021: £24.752), consisting of £32,375 in grants,
donations and other monetary gifts (2021: E7,5511. £13.121 worth of donations-in-kind
12021.. £ 15,316}, £3,478 income from trading attivities (2021: £1,880) and E292 of bank
interest12021: £5).
Three significant grants were received during the year:
£20,933 from the Community Radio Fund, to employ a part-time Community Business
Development Manager, as explained above;
£2,800 from Winchester City Council, as part of its 'Priority Outcomes Framework
grant-funding programme (this is the first of renewed a 3-year grant programme
further two years of funding, at a somewhat lower level each year, has been agreed
covering the years 2023 to 2025). and
£2,000 from the Rotary Clubs of Salisbury, Sarum, and Winchester, from the proceeds
of the Clarendon Marathon.
In addition, we received:
a £5,000 legacy from the late Doria Blitz. mother of Paul Blitz, a long-standing Trustee
and founder member of the predecessor charity. Winchester Hospital Radio; and
a £500 donation from Rick Stein's Winchester restaurant relating to sales of the
"Winchester Pudding" a percentage of the cost of which is donated to local charities.

two fundraising car boot sales which raised £873 (2021: £547) in sellers, pitch fees.

The produrtion of the commercials cost £41012021:£290), meaning that advertising sales
brought in Just over £1,400 net - significantly less than we were hoping for.
The car boot sales cost £180 for licence fees from Winchester City Council, meaning that
the events raised Just under É700.
The coffee morning was held at Rick Stein's Winchester restaurant, which didn't charge
for hosting the event, so all income came direttly to Winchester Radio.
Expendlture
There was only £53 of capital expenditure on upgrading fixed assets this year {2021'. nil).
A further £23 (2021: £491 was spent on new music for the library
now purchased in
digital form from a professional media download service. rather than in the form of CDS
as previously.
By far the most-slgnificant ongoing revenue expense is music copyright licensing fees,
totalling over £2,000 again this year. This is followed by the Ofcom licences required to
broadcast as a community radio station (£850 per annum for the FM licence, plus £100
per annum for the DA8 licence) and insurance (£700 this year). The next two most-
significant ongoing costs are the IRN news subscription, which provides us with hourly
national/international news bulletins, plus access to news stories Vla their Net Newsroom"
facilityi and the broadband intemet connertion.
New expenditure this year is the employment costs of the Community Buslness
Development Manager. There were one-off costs associated with recruitment (£5521 and
the purchase of a mobile phone (£1581. plus the salary and pension costs Itotalling just
under £2,700). The earned income that the Community Business Development Manager
role is intended to generate needs to be a mix of prirnary-purpose income and non-
primary-purpose income, to ensure that Winchester Radio remains within the limits on
charity trading. The costs of employment have, the￿fOre been split 75125 between
expenditure on charitable activities and fundraising activities, to match the intended mix
of generated income.
Banking fee5 include:
a monthly fee charged by CAF Bank- and
payment processing fees from PayPal (donations). donr {text donations) and
Gocardless (membership fee dirett debits).
Wherever possible, use was made of products and services made available free-of-charge
or at reduced price to charities. This includes:
Google Workspace;
the VOIP telephone system from Nimvelo: and
the audio stream hosting from streamerr.
Financial Management and Reserves Policies
Winchester Radio has a Financial Management Policy which defines the controls to be
implemented to ensure that the charity's assets are secure. This policy meets all the
requirements of the Charities Act 2011 and the Charity Commission guidelines 'lnternal
Financial Controls for Charities (CC8)"

The charity and its predecessor have been slowly building up a reserve for an inevitable
re-equipping and move of studios. Winchester Radio is currently in a small temporary
studio. Ahead of the launch of the community radio seThice, a complete new set of studio
equipment and computers was purchased. and virtually all of this will be able to be
relocated to new studios.
After the reporting period, the NHS Trust informed the Trustees that the IOOm2 of floor
space within the Burrell Wing of the RHCH, that had been allocated to Winchester Radio
pre-pandemic was no-longer avoiloble. and thot the existing studio location is to be
redeveloped as clinical space. The CEO of the NHS Trust has assured the Trustees that the
NHS Trust remains committed to accommodating Winchester Radio, and an alternative
location, albeit of a similar size to the current accommodation, has provisionally been
identified for Winchester radio to occupy for the next 6-8 years, ahead of the new hospital
being built on the outskirts of Basingstoke, when, as part of widescale upgrades to the
RHCH, new larger studio and office accommodation for Winchester Radio have been
Ilocated. At the time of writing, the Trustees ore in detailed discussions with the NHS
Trust management regarding the initial relocation. which it is understood is required to be
completed during 2023. and its funding.
It is Intended that, once the studio move is complete, any remaining designated funds will
be undesignated. Unrestritted reserves will retum to equivalent to l year's cash
expenditure.
If the employment of a Community Business Development Manager is successful, the
reserves policy will need to be adjusted to take account of the costs of employment. As
the employee Is currently employed on a fixed-term contract, funded by the Communlty
Radio Fund, there Ss no immediate need to adjust the current pollcy.
Management of Major Rlsks
The launch of our community radio service in 2019, with the attendant significant increase
in running costs, was {and remains) a significant risk to Winchester Radio. The project was
approved on the basis of three major Income streams, all of which have risks
grant
funding, commercial advertising and sponsorship, and personal donations. However, with
the financial buffer afforded by the current reserves, the Tnjstees are confident that the
charity has a long-term future. Grènt funding-wise. the 3-year agreement with Winchester
City Council, recently renewed, albeit at a lower level. and a long-term relationship with
Winchester Rotary provides further confidence.
Income from advertising sales remains low, but early in the reporting period we were
successful in our application to the DCMS-funded, Ofcom-administered Community Radio
Fund, for a grant to employ a Community Business Development Manager for an initial 12
months, with the intent that they bring-in revenue of 150% of their salary, making both
their position sustainable and a significant improvernent in earned income
not only from
advertising sales, but also primary-purpose funded programming and other initiatives.
In the meantime, in the short- to medium-term, the charity has sufficient funds to
continue to provide both a hospital and community radio service, despite the legacy of the
disruption to funding streams caused by the COVID-19 pandemic.
Operating as a community radio station, with programming heard across the cityft brings
risks in the form of libel and the requirement to comply with broadcasting legislation,
including the Ofcom Broadcasting Code. The FM transmitter and antenna were Installed
and commissioned by professionals, and signed-off by Ofcom, ensuring that the
transmissions are technically compliant with the engineering codes. All on-air presenters
receive training, on joining and then annually. on the requirements of the Broadcasting
Code, and on libel. The charity's insurance includes limited libel and slander protection in
the unlikely event of a complaint.
The final major risk associated with the community radio service is technical equipment
failure, taking the station off-air for a significant period of time. This is compounded by
the charity having a core technical team of two volur)teers, both of whose paid work may
take them away from home, or otherwise mean that they are unable to immediately
respond to a technical problem. This risk has been mitigated by installing new equipment,

including spares that, as far as possible, are intended to automatically switch over in case
of failure, and by the provision of remote access to the computer systems. During the
reporting period, our service has remained on-air 2417, with the rare equipment failure
being covered by the automated switch-overs and alerting of our technicol team.
Insurance cover is in place for extreme cases of equipment failure.
Another major risk facing the charity is its accommodation. As detailed above, Hampshire
Hospitals are requiring Winchester Radio to relocate. as the current studio location is being
redeveloped as clinical spoce. The NHS Trust has assured us that they wish Winchester
Radio to remain on site at the RHCH. and discussions are on-going at the time of
submission a5 to what the options are. and who will cover the associated relocation costs.
