The Trustees. who are also Dlrectors for the purposes of the Companies Act, present their Annual
Report and financial ststements of Concern Wadebridge Ilhe Charityl for the year ended 31st March
2025. The Trustees confirm that the annual report and financial ststemenls of the Charity comply with
Current statutory requirements, the requirements of the Charity's governing document and the provisions
of the Statement of Recommended Practice ISORPI 'Accounling and Reporting by Charities under
FRS102" effective 1 st January 2015.
Status and Adrninistratlon
Concem Wadebridge is a charitable company limiled by guarantee, incorporated on 24th July 2014
{company number 091469851 and registered wth the Charity Commissioners as a charity in February
2015 (charity registration number 11607001.
The goveming document is the Memorandum and Articles of Association.
Governance and organlsatlon of the Charlty
The Board of Trustees is the governing body of the Charily and determines the policy of the Charity. It is
also responsible for the overall management of the Charity and for ensuring that Charity Policies are
implemented by the staff. The Board of Trustees meets regularly and has an active role in the activities
of the Charity. New Trustees are appointed by the Board of Trustees.
Indudion and Training of Trustees.. procedures for recruiting and training Trustees are in place. The
Board of Trustees aims lo ensure that ils membership is appropriate to the work of Concern Wadebridge
and that any new Trustees add lo Ihe Board's diversity, skills and experien￿.
The Charity is njn on a voluntary basis with the Trustees receiving r¢0 remuneration for their seNice.
Training of Trustees lakes place as required.
A Manager was iaken on fulllime from 1st April 2016, since then changes of staff have taken place
through resignations. Covid lockdown and inereased requirements. In April 2022 a new manager was
appointed with an assistant in August and business has steadily increased throughout the years.
The Charity continues to maintain good relationships with other voluntary organisalions. statutory
aulhoriliès and private businesseg in the area.
Rlsk Management
The Charity is subject lo the usual risks of any organisalion and has in Pla￿ sufficient controls lo reduce
the risk. Financial information is regularty piesenled and explained lo the TrusleeslDirectors at monthly
meetings, as well as the Chair. Secretary and Treasurer meeting with the Manager.
The Trustees regularly identify and review risks when preparing the annual strategic plan which includes
financial, operational and compliance risks. The Charity is satisfied that adequate systems are in place
to mitigate it's exposure to risk. A full review of all Policies was undertaken during 2024 the yeaf and
Procedures are reviewed regularly.

Volunteers
The volunleeTS are required lo work with vulnerable adults al times. the policy is that workers are never
unaccompanied and all volunteers have adequate training and discussions aboijl potential Problems.
DBS checks have been undertaken on all the Trustees and on Staff and Volunteers where requiTed.
Investments
The Charity's investment powers are govemed by the Memorandum of Association.
The Iruslees continue to review the investments of the charity which are now held in ineome providing
Funds, a large proportion of the investments were used for the rebuilding and renovations programme.
The investment is held ￿th the CCLA- Charities Deposit Fund 25Q/o Charities Investment Fund 75%.

The Obpcls of the Charity are set oul in the Memorandum and Articles of Association.
The Charit￿S objects are specifically ￿$tricted lo promoting the welfare of those persons aged 50 years
and over, in any manner dèemed by law to be tharilable. within Wadebridge and District.
To maximise the use of the existing buildings and facilities for the benefit of the local populats'on, by
providing services lo older and older disabled people that are not easily acCeSs￿bIe or provided by
existing Social and Health Car& Providers Istalulory and Volunlaryl.

Main a¢tiviti?s of the charity
The Centre continues to see a marked in¢reage in business. much of Nthich can be attributed to the new
manager and slaff, who are dedicated and enthusiastic aboLrt the work of the Centre. In May 2023 the
Centre became a recognised 'Community Hub, by Volunteer Cornwall and this has brought extra funding
providing we continue lo stay open 5 days a week. At weekends and èvenings the building is hired out
to local organisations for uses Ltnrelaled lo our charity's activrties, the income being an important part of
our income. These organisations frequ8nlly relate to our own market and include.. Wadebridge Memory
Café, Carerfs Groups, Church of England Services, Mental Health Groups, Hospice Care, Parkinson's,
Stroke. Fool and Hearing Care Groups as well as private functions.
We provide a number of classes to our members ranging from Zumba to Tea Dances.
U3A a￿ very active four days a week either mornings or afternoons, providing classes such as..
Computer Stvdies, Card Making, French, Italian. Chess and Art. Mah-jong and Table Tennis.
Improvements lo all areas of the building are reviewed regularly lo ensure that they are up to dale, meet
Health and Safety regulations and comply with Accessibility requirements and are more widely available
to our service groups ènd passing visilots.
We hereby confim that we have fully complied with section 17151 of the Charities Act 2011 requiring
trustees lo have regard to the guidan￿ published by the Charity Commission on public benefit.
The Charity does not have a policy or intention lo provide Grants.
The Charity maintains a bank current and interest bearing deposit account 8nd longer-lerm investment
funds with the CCLA. which are invested in the open market and provide income.
Since the major rebuilding and renovation in 2018, the toilets and kitchen have recenlly been completely
upgraded to create an improved welcoming environmerbl for the Centre. Subsequent lo the increase in
staffing costs of the Manager, Assistant and Cooks, as was anticipated, expenditure did exceed income
until Ihe plans foi increased business became effective. Those plans have now brought a good
impmvemenl in our income and despite costs increasing the future now points towards a 'trading' SLtrplus
bein9 achieved.
Our large group of volunteers work tirelessly for the benefit of the organisalion without any financial
reward. We are extremely grateful for the many hours given fr8ely and wllingly lo help us meet our
objectives and create a friendly and welcoming environment.
The Directors wish lo thank all volunteers and we endeavour to Make them feel valued and an important
part of the charity.

Achievements and perfomiance fof yoar
Incoming Resources from our Charitable Activities decreased by £3,949 13.4Vvl to £112,408. This
reduction was due minibus being sold reducing hire income by £2,037. shopping seryice ceasing by
£1,611, and Fundraising down by £7,275; these redL¢Ctions were offset by a good increase in Cafe sales
by £7,122 {110/.l. There was also a good increase in room rentsl increased by £4,382 {100/0l,- these
increases together with bequests, grants and donations 1£59,2201 gave a total income of £229,572 for
the year 12024 £209.4371. Al the same time most costs were well controlled wlh outgoing resources,
excluding deprecièlion, increased by 100/0 10 £196,53512024 £178,162). This increase in costs was due
to extemal work lo Ihe grounds costing £10.000 and large repairs £12,374. Tho resulting overall shortfall
£8,130 (excluding investment loss) was entirely due to these exception81 expenditure items.
Tribute should be paid to the new manager and staff who have worked extremely hard lo achieve these
resutts by expanding the buslness and welcoming and helping the people in the Wadebrldge community.
Res&rves Policy
Reserves have been carefully monitored during the current fluctuating economic limes and we are
mindful that any planned use of Reserves is carefully controlled, monitored and bring some financial
benefit. Due lo impTovemenl in business a revised Reserves Policy has been drawn up to reflect the
changed needs and assesses the level held by calculating as follows..
1. 6 rnonlhs of the average Annual Expendilure forecast.
2. To meet any shortfall of Expenditure over Income, foreeast for the next 2 years.
3. To take into account possible downward market fluctuations of 100/,
4. To meet a percentage of planned capital and replacement expenditure over the 12 months.
The relevant amounts al 31 March 2025 are..

As at th8 year-end, unrestricted reserves invested with CCLA lotslled £201,000.

The Trustees (who are also Directors of Concern Wadebridge for purposes of company law} are
responsible for preparing the Iruslees, report and financial statements in accordance with applicable law
and with United Kingdom Generally Accepted Accounting Practice.
Company law requires the Iruslees lo ensure th81 financial ststements for each financial year are
prepared which give a true and fair view of the slate of affairs of the charitable company and Ihe
incoming resources and application of resources, including income and expenditure. of the chan18ble
company for that period.
In preparing those financial slalemenls, the Trustees are required to=

As the charity's trustees of the company {and also its directors for the purposes of company lawl

Companies Act 20061.the 2006 Act'l.
Having satisfied myself that the accounts of the company are not required ID be audited Under Part
16 01 the 2006 Act and are eligible for independent examination, I report in respect of my
examination of your charity's accounts as carried out under section 145 of the Charities Act 2011
Ilhe '2011 Acl'l. In carrying out my examination I have followed the Directions given by the Charity
Commission under section 145{5llbl of the 2011 Act.

1 Accounling policiès
Basis of preparation
The financial statements have been prepared in accordance wilh the Companies Act 2006 and
the Charities Act 2011.They have also been prepared in compliance with the Statement of
Recommended Praclice"Accounling and Reporting by Charities. ISORP FRS1021 and FRS102.
the Financial Reporting Standard applicable in the UK and republic of Ireland.
Concem Wadebridge is a publi¢ benefit entity-
The financial statements have been prepared on a going concern basis under the historical cost
convention as modified by the revaluation of current asset inveslments. The trustees confirm that
there are no material uncertainties Tegarding the chariws ability to continue as a going wncem.
The financial statements are prepared in sterling, which is the functional currency of the entity.
Incomlng resources
Grants, donations and bequests are recognised in full in the Statement of Financial Activities in
Ihe year in which they are receivable. Government grants are recognised under the performance
model. Rental income is included in the Statement of Financial Activities on a receivable basis.
Investment income is included when receivable.
Rosources Expended
Liabilities are recognised as resources expended where there is a legal or constructive obligation
committing the charity lo the expenditure. All expenditure is accounted for on an accruals basis
and includes the attributable value added tax which cannot be recovered.
Charitable expendilure comprises those costs incurred by the charity in the delivery of its
activities and services for ils beneficiaries. It includes both costs that can be allocated directly to
such activities and those costs of an indirect nalure necessary lo support them.
Governance costs include those costs associated with meeting the constitutional and statutory
requirements of Ihe charity and include independent examination fees and costs linked lo Ihe
slrategic management of the charity.
All costs are allocated be￿een the expenditure categories of the Statement of Financial Activity
on a basis designed lo reflect the use of the resource. Cost relating to a particular activity are
allocaled directly, others are apportioned on an appropriate basis.

Accumulated funds
Unrestricted funds are incoming resources receivable or generated for the objeGt of the charity
without further specified purpose and are available as general funds.
Restricted funds are subject lo specific conditions by donors and grant making bodies as to how
they may be used. The purpose and uses of any reslricled funds are sel out in the notes to the
accounts.
Unrealised and realised gains
Realised gains and losses are included in the accounts on the date at which the contractual
obligation is entered into.
Unrealised gains and losses are computed by reference to the market value of the investments
at the balance sheet date. compared to brought forward cost or valuation.
The charity maintains a general unrestricted fund which represents funds which are expendable
at the discretion of the trustees in the furtherance of the object of the charity. Such funds may be
held in order to finance both working capital and capital investment.
Restricted funds are funds that are to be used in accordance with specific restrictions imposed
by the donor, or have been raised by the charity for parbcular purposes. The aim and use of
each restricted fund is set oul in Ihe notes lo Ihe financial slatemenls.
Reserves are maintained by the charty at a level adequate lo maintain the current operations of
the charity-
Financial instruments
A financial Asset or liability is recognised only when the charity become party to Ihe contractual
provisions of the instruments.
Basic financial instruments are initially recognised at the Iransaclion price, unless the
arrangement constitutes a financing transaction, where it is recogni5ed at the present value of
the future payments discounted al a market rate of interest for a similar debl instrument.
Stocks
stock is measured at the lower of cost and nel realisable value.
