Report and financial statements of Conc8m Wadebridge (the Charity) for the year ended 31 st March
2024. The Trustees confimi that the annual report and financial ststements of the Charity cornply with
current statutory requirements, the requirements of the Charity's goveming document and the provisions
of the Stalemenl of Recommended Practice {SORPI "Accounting and Reporting by Charities under
FRS102' eff8Ctive 1st January 2015.
Status and ￿minIstratIon
Concem Wadebridge is a charitable company limited by guarantee. incorporated on 24th Juty 2014
l¢ompany number 0914698518nd regist6rgd with the Charity Commissioners as a charity in February
2015 (tharity r8glstration number 1160700).
The goveming dtrAJm8nt is the Memorandum and Artides of Association.
G0￿ManCe and organlsatlon of th• Charfty
The Board of Trustees is the governirvJ body of the Chartrty and d8tem)ines the policy of the Charity. It is
also reswnsible for the overall management of the Charity and for ensuring that Ch8rfty PolicAe5 are
implemented by the staff. The Board of TNstees meets regularly and has an active role in the activities
of the charity. New Trusteas are appointed by the Board of Trustees.
Induction and Training of Trustees: procedures for recrUi￿n9 and training Trustees are in place. The
Board of TnbStee$ aims lo ensure that its membership is appropriate to the work of Concem Wadebridge
and that any new Trustees add lo the Board's diversity, skills and experien¢e.
The Charity is run on a voluntary basis with the Truslees receiving no remunération for their service.
Training of Trustees takes place as required.
A Manager was taken on fulltime from 1st April 2016, since then changes of Staff have tsken place
through resignations. Covid I1)ckdo￿l and increased requirements. In April 2022 a new manager was
appointed wilh an assistant in August and business has steadily increased subslantialty throughout the
Th& Charity continues to maintain good relationships wrth other voluntary organisatsons, ststutory
authorities and private businesseg in the a￿a.
Rlsk Managernont
The Charity is subject to the usual risks of any organisalion and has in place sufficient controls lo redu¢e
th8 risk. Financial informalion is regulady presented and explained lo the TrusteeslDirectors at monthly
meetings. as well as the Chair, Vice Chair. Secretary and Twsurer meeting with th8 Manager.
The Truslees regularty identrfy and wiew risks when preparing Ihe annual strategic plan sthich includes
financial. operational and compliance risks. The Charity is satisfied that adequate systems are in place
to mitigate ifs exposure lo risk. A full revi8w of all Policios was undertakon during 2019 the year and
Procedures are reviewed regularly.

Voluntsern
The volunteers are wuired to work with vulnerable adults at times. the policy is that workers ar8 never
una¢companied and all volunteers have adequale training and discussions about poten￿al problems.
DBS checks have been undertaken on all the Trustees and on Staff and Volunteers where required.
Invo8tments
The chari￿s investrnenl Fmwiers a￿ govemed by the Memorandum of Association.
The trustees continue to review the Investments of the charity which are now held in income providing
Funds, a large proportion of the investments were used for the rebuilding and renovations programme.
The investment is held with the CCLA- Charities Deposit Fund 31%,. Charities Investment Fund 69%.
Objects of tho ¢harlty
The Objects of the Charity are set out in the Memorandum and Articles of Association.
The Charity's objects are specÉficalty restricted to promoting the welfare of those persons aged 50 years
and ovor, in any manner deemed by law to be tharitsblo, within Wadebridge and District.
To maximiso tho us8 of th8 existing buifdlngs and facilibes for t￿ b8n8fi1 of the local populallon. by
providing seNices to older and older disabled people that are not easity actÉssible or PTovid8d by
&xisting Soual and Health Care Providers (Stslutory and Voluntsryl.

Maln actlvltles of the charlty
The Centre continues to see a marked in¢rea$e in business, rnuch of which can be attributed lo the new
manager and staff, who are dedicated and enthusiastic about th8 work of the Centre. In May 2023 the
Centre became a recognised 'Community Hub, by Volunteer Cornwall and this has brought extra funding
providing we continue to Stsy open S days a week. At weekends and evenings the building is hir8d out
lo loGal organisations for uses unrelated lo our charity's activities. the income being an important part of
our income. These organi$8tion$ frequently relate to our own mark81 and includ8'. Wadebridgè Memory
Café. Carerfs Groups, Church of England Services. Mentsl Health Groups, Hospice Care, Parkinson's,
Stroke. F￿1 and Hearfng Care Grcvjps as wdl as private functions.
We provide a number of classes lo our members rangiftg from Zumba to Tea Dances.
U3A are vèry active four days a weak elther momSngs or afternoons, providing dasses such as:
Computer Studies, Card Making. F￿nCh. Italian. Chess and Art, Mah-jong and Table Tennis.
Improvements to all areas of the building are reviéwed regulafly to ensure that they are up to dale. meet
Health and Safety regulations and ¢omply with Accessibility requirements and are mre widely available
to our service groups and passing visitors.
We hereby ¢onfimi that we have fully complied with section 17{5) of the Charities A¢1 2011 requiring
trusle8s to have regard to the guSdance published by the Charity Commission on publlc benefit
The Charity does not have a policy or intention to provide Grants.
The Charity maintains a bank current and interest bearing deposit account and longer-tern investment
funds w¢th the CCLA. which a￿ invested in the open mark81 and Provide incoffle.
The planned major rebuilding and renovation was completed during the summèr of 2018 and has
created a welcome and improved environment allO￿ng, prior and subsequent to lockdown. a posllive
increase in activities and sales being achieved.
Subsequenl to the increase in stsffing costs of the Manager. Assistant and Cook, 8S Was anliupated,
expenditure did exceed income until the plans for increased business became affective. Those plans
have now brought a good improvement in our income and de$pitfr ¢osls inGr8asing the future now points
towards a surplLFS being athieved.
Our large group of volunteers work tirelessly for th¢ benofil of the organisalion wthout any financial
reward. We aro extremely grateful for the many hours given freely and willingly lo help us meet our
objectives and create a friendly and wel￿)mIng environment.
The Directors wish lo thank all volunteers and we endeavour to make them feel valued and an important
part of the charity.

Inwne from our Charitable Activities increased by 37% 10 £116,357; and room rental increased by 25%
to £43,102., th&se incr8a$&s together with bequests, grants and donation$1£40,5751 gave a total income
of £209,437 for the year12023 £181.807). Al the same lime costs were well controlled and expenses
only increas8d by 5% 10 £196,624 12023 £186,143}. Th&re was a further reduction in depr8cialion from
the sale of loss making vehides allowing the Manager to ¢onGentrale on other profitable actsvities.
For the first lime for many years lexduding the high grant receipts during Covidl the Centre was lumed
from a shortfall of £4,336 in 2023 to a Surplus of £12,813 in 2024, Ih8se amounts are tefore investments
changes of 2024 gain £17,508 and loss £8.559 in 2023.
Tribute should be paid to Ihe new Manager and staff who have worked èxtremely hard lo athieve these
resurts by expanding the business and welcoming and helping the people in the Wadebridge community-
Rgsorvgs Pollcy
Reserves have been carefully monitored during the current fluctuating 8conomic limes and we are
mindful that any planned use of Reserves is carefully controlled. monitored and bring some financial
benefit. Due lo improvement in business a revised Reserves Policy has been drawn up lo reflect the
changed needs and assesses the level held by calculating as follows..
1. 6 months of the average Annual Expenditure forecast.
2. To meet any shortfall of &penditure over Income, forecast for the next 2 years.
3. To take into account possible downward market fluctuations of 10%
4. To meet a percentage of planned capital and replacement exp8ndilure over the 12 months.
The relevant aThw)unts al 31 March 2023 are:
1. £90.000'. 2. £20,000.. 3. £30,000.. 4. £50,000: totslling £190,000.
As al the yearwend, unrestrlcled reserves invested with CCLA lotalled £210,000.

1 Accounting poli¢ies
Basls of preparation
The financial ststements have been prepared in accordance with th8 Companies Act 2006 and
the Charities Act 2011.They have also be8n prepared in compliance with the Ststement of
Recommended Practice 'Accounting and R8POrting by Charities. {SORP FRS1021 and FRS102,
the Financial Reporting Stsndard applicable in tha UK and republic of Ireland.
Concem Wadebridge is a public benefit entity.
The financial statem8nts have been prepared on a going concem basis under the historical cost
convention as modified by the revaluation of current asset investments. The trustees confimi that
there are no material uncertainties regarding the charitys abilty to continue as a going concem.
The financial slatements are prepared in stsrling, which is the functional currency of the entity.
Incomlng rnsources
Grants, donati¢)ns and bequests are r8cogniséd in full in the Statement of Financial Activities in
the year in which they are receivable. Government grants are recognised under the performance
model. R8nial income is included in the Stat8mènt of Financial Activities on a recéivable basis.
Inveslm8nt incom9 is included vthen receivable.
Resources Expended
Liabilities are recognised as resources expended vthere there is alegal or constructive obligation
committing the charity to the expenditure. All expenditure is accounted for on an accruals basis
and includes the attributable value added tax which cannot be ￿coVered.
Charitable expenditurè cornprises those costs incurr8d by the charity in the delivery of its
activities and seNic8s for its beneficiaries. It includes both costs that can be allocated directly lo
such activities and thos8 costs of an indirect nature necessary to support tham.
Governan￿ cosls include those costs associated with meeting the constitutional and ststutory
requirements of the charity and include independent examination fees and costs link8d to the
stratègic management of the charity.
All costs are alFocaled behveen the expenditure categories of the Statement of Financial Aclivity
on a basis designed to reflect the use of Ihe resource. Cost relating to a particular activity are
allocated directly. others are apportioned on an appropriate basis.

Accumulated funds
Unrestricted funds ar8 incoming resources receivable or generated for the object of the charity
without further spectfied purpos8 and are available as genèral funds.
Restricted funds are subjecl to specific conditions by donors and grant making bodies as to how
they may be used. The purpose and uses of any restricted funds are set out in the notes to the
accounts.
Unrealised and reallsed gains
Realised gains and losses are included In th8 accounts on the date at which the contractual
obligation is enter8d into.
Unrealised gains and losses are wmputed by refèrence to the market value of the investments
at the balance sheet date, compared to brought forward cost or valuation.
The charity maintalns a general unrestrictsd fund which represents funds which are èxpendable
at the discretion of the trustees in the furtherance of the object of the charity. Such funds may be
held in order to finance both working capitsl and capital inv8Stment.
Restricted funds are funds that are lo be used in accordance specific restrtctions imposed
by the donor. or have been raised by the charity for particular purposes. The aim and use of
each restricted fund is set out in the notes to the financial statements.
Reserves are maintained by th8 charity at a level adequate to maintain the current Operations of
the charity.
Flnanclal Instruments
A financial Asset or liability is recognised onty when the charity b8come paty to the contractual
provisions of the instruments.
Basic financial instruments ar8 initially recognised at th8 transaction price, unless the
arrangement constitutes a financing transaction, where it is recognised al the p￿sent value of
the future payments discounted at a market rate of interest for a sirnilar debt instrument.
