Eastlea Communily Gentre (the Centre) is a constituted Charitable Incorporated Organisation (CIO),
r8gistered with the Charity Commission in February 2015 under the charity number 1160391. It was
originally constituted in January 1971 as an associalion under the charity number 507192, which was
dissolved in March 2015 with a 'Deed of Transfer.,
Our goveming constitution, adopted from the Charity Commission's 'Foundatlon Model. CIO was lasl
amended 5 November 2014. The 'Foundation Model, is for charities whose only voting member8 will be
the charlty Trustees.
The Charitable Incorporated Organisation (CIO) is a legal fomi for a charity which is not a limited
company or subject to company regulation,

Trustees are selected and elected In line with the Charity Commlssion's Foundation Model Constitution
of a Charitable Incorporated Organisation whose only voting members are its charlty Trustees. The

The Business Development Manager is Manager of the community centre 8nd responsible for its day-to
day operations.
The Nursery Manager Ss responsible for our Early Years Practitlon8rs in addition to any supply slaff
needed and manages the day-to-day running of the Nursery and our childrens, services.
Both the Centre and Nurs8ry Managers are r88ponsible for volunteers within their respoctive are8s of
work. Cralg Bell steppgd down as a trustee and as Ofsted Nominated Indlvldual for the Nursery in
December 2024 and was rep18ced by Matthew Finkel. Craig leaves with our best wishes and thanks for
his many years of work with the Centre.

The Trustees, who have a wealth of knowledge and experience, are all local people, who know Ihe
community well. They are responsible for the overall management of the Centre and give their time
freely. They are legally and morally bound to manage the Centre's property, in a responsible and
productive manner, and have an obligalion lo act solely for the benefit of the Centre's beneficiaries. The
Trustees Tneet every six weeks, where discussions and decisions relating to the operations of the Centre
and ils activities are agreed and put into practice. All relevant policies, procedures. governing document,
bank account and insurances are In place.
The charity reli88 heavily on the support of its volunteers to achieve its objectives.

Eastlea Community Centre is firmly committed to equality and diversity in all of its activities. We

ectlves AGtlvltles and Achlevements
Eastlea Community Centre is in the Deneside ward of County Dutham, although boundary changes will
take plac8 as of the May 2025 local elections. We serve the immediate anLI surrounding areas with a
r8nge of activities to suit the community from birth upwards. The Centre's standard opening hours are
9am to 4pm Monday to Thursday, with evenings and weekend opening for our groups, classes and
events where needed. Our projects and activities cater for those from birth tc the elderly, whlch includes
those who are socially isolated, disabled, children and young people, th8 elderly, men's group, women
only group, mantal health and the unemployed. W8 deliver our services under four main themes of
Health and Wellbeing, Education and Training, Recreation and Lelsure and Support for Enterpris6 and
Employment.
Eastlea Community C8ntre is proud to have gained the Hallmark Levels 18nd 2 with ACRE (Action with
Cornmunities in Rural England). These are quality standards schemes rewarding and recognising good
practice for village halls and community buildings.
Below is an outline of activities that we bring to the community to meet our objectives:

Zumba, Tai Chi, Karate, Timesteps Dance Group, The Dance Pit
Wellbeing for Llfe - Health Trainers carry out one-to-one hea￿h consultation with clients
East DurhaTn Trust provides debl, housing and energy advice for low-income families who find
themselves in financial difficulties causing a negative effect on their wellbeing. The centre also acts as
distribution point for the FEED Project Food Bank where people in crisis can receive omergéncy food
parcels.
Chlldran & Youn9 People's Services dellvered by the Centre
Our Children and Young People's Services provide 8Ctivities for children and young people. aged from
birth to 18 years.
Community Ofsted Registered Nursery - We continue to operate a not-for-profit community Ofsted-
Registered Nursery, providing 68 places p8r day over two sessions 8ach day, Sessions are 8.30am to
11.30am and 12noon to 3pm, where children aged two to four years access free educational entitlement.
We provide place5 for children with Special Edu¢atlDnal Needs or Disabilities (SEND). We currently have
an Ofsted judgement of 'Outstanding' gained in November 2022. We are an accredited Sun Safe and
Millie's Mark Nursery.

We celebrate speclal days and events throushout the year, providlng diverse learning opportunitles for
our children. We invite families to sttare these experiences and extemal organisation5 to share Ih8ir
knowledge and expériences with our children.
This has been another excellent year where we have continued io receive very positive feedback from
parents and professionals who have accessed our seTvice. All places are taken each term, with wailing
lisls in place.
FA8 (Fridays are Bn'll) - A very popular, weekly activity in which we engage with up to 42 chIld￿n from
five years upwards. Each Frlday, after school, 8 variety of creative, physical and social actlvltles are
delivered and worrn food is also provlded. The chlldren have also had the opportunity, over the past
year, to be involved in external community ev8nts and visits,
Teeny rots- A weekly loddler playgroup, for little ones from birth up to four years and their
parentslcarers. We offer a variety of age-appropriate activities to encourage development, promote
learning through play and develop social skills.

neighbourhood budg8t, with other maintenance work scheduled (paintwork, new signage) as we
continue to renovate and improve our building to help better serve the community.
W8 have also successfully applied for funding as part of the county council's Digital Dutham scheme,
which has provided us with a range of IT equipment including new laptops and tablets, and also seen the
installation of much-irnproved public wifi facilities throughout the building. This has also allowed for the
delivery of new dlgital skills classes whlch have consisteniiy proven to be popular.
We have continued Information, Advice and Guidance off8ring in association with East Durham Trust.
providing food parcels and emergency energy vouchers to those in need. This also provides us with vital
networking opportunities with other Gommunity organisations in East Durham, which had been rnore
difficutt bofore this project. The Trust has also helped us deliver school unrforms and further shopping
vouchers for wint&r éssentials.

Cr88 men's menlal health group continues with the support of Durham Counly Council
W8 again hosted a succ8ssful Christmas fayre and grotto In De￿rnber 2024, raising around £2000 for
the centre and giving local children an opportunity to visit Santa in his re-designed grotto. We also took
the decision to reduce enty costs so as to make it easier for struggling families to attend at such an
expenslve time of year. It was this thinking that also saw us dellver a much-expanded Christmas present
appeal, using a combination of local councillor funding and our first ever online crowd-funder, to help
provide presents for 40 families in th8 area.
Our nursery is now progressing with the development of an extension in ord8r to provide better and
bigger facilities for children with special educational needs. We hope to have this completed before the
end of the calendar year, and it will allow for the provision of improved support for children and their
families who are currently under-served in our area.

Financial Revlew
Risk Management
It is the responsibilty of the Trustees, wrth the assislance of the Centre Manager, to carry out risk
management assessments of the organisation, and to respond appropriately. The Trustees have
considered the major risks to which the charity is exposed and sati8fjed themselves that procedures are
in place to manage those risks, through the development of a Risk Management Policy and a Risk
Regisler. Each risk assessment is reviewed for every section to which it is applicable at least twice a
year to ensur8 that procedures are in place to avert the risk or, rf that is not possible, to alleviate its
impact.
Reserves Pollcy
The Trustees have reviewed the Resetves of the Charity. Our policy is to hold enough funds to COV8r
three months running costs of the Community Centre. Figures are produced by the Centre Manager and
presented In the Finance Report at each meeting of the Trusteeslmanagement Committee.
InGomelFunding Sources
Our main sourc8 of income generation continues to be the Centre's room hlre charges. Our Nursery
plays a huge part in this by hiring three rooms, flve days a week, Our hall is also hired bv extern81
organisations and users and we continue to look to grow this where possible. In addition, we h8V8 had
frequent fundr8ising events and applied to external organisatlons to fund projects and salaries.
In addition to the funding secured for projects menti¢ned previously, smaller scale fundraising activitie5
tske place throughout the ye8r, initi8ted by stsff and volunteers, which usu811y involve our groups and
the involvement of our community.
Over the last year we have also secured various funding grants from charitsble organis8tions such as
the Hadrian Trust, the Arnold Clark Foundation, the Asda Foundation and Pcini North, as well as from
our local town and county councils. We are now into the second of thrèe years funding from the National
Lottery's Building Communities scheme for the positlon of our Business Development Manager.

Trustees, Re
The Tru*ees of Ea5tlea Community Centre would like to take this opportunity to ad(nowledge and thank
the stsff and volunteers for their work and dedicatlon, in mgnaging and supporting the services we
provide to individuals, families, the community and other organlsations. We have a small team of staff,
without which the Centre could not function. They come with a wealth of experience and continu8 to
provide Invaluable support, advlce and guidance. We thank them for their commitment and dedication.
We are very fortunate to have a team that demonstrat8s so muGh passion, to 8nsure the Centre
contlnues to be a vibrant, frlendly and welcoming hub for the community.
The Centre'8 users experienced a chilly winter, however. when the heating systern failed after rnore than
20 years, service. But after obtaining advica and funding for repairs, we ar6 now back to belng able to
provide a warm welcome for all.
Other major plans for the fvture included an extension to the Centre's nursery, Tots 'R' Us, to meet an
8ver-growing demand. Funding was obtained ano landlord's consent granted from Durham County
Council to put a new building in the yard. Planning pennission will also be needed for this exciting new
devélopment, but indications are favourable.
The Centre has contlnued to support the local community In whalever ways we could see as necessary,
in¢ludlng working with East Durham Trusl to provide food parcels and vouchers to families in need.
A5 well as our existing groups, we were dellghted to Start maklng better use of the Centre's stage. It is
starting to become popular through worij-of-rnouth recommendations for dance shows and competitions
and mehndis. It is very salisfying to see this wonderful faclllly become so w811 used and it is becoming a
big incorne driver for the Centre.
The Trustees acknowledge the very generous financial support we have had from groups including but
by no means limlted to - the National Lottery, the Ballinger Trust, the Mallard pub, the Seaham branch of
the Sunderland AFC Supporters, Association. Durham County Council and Seaham Town Council.
We bad8 farewell to Lraig 8ell, who has stood down as a Trustee, but who continues to volunte8r. We
have baèn very grateful for his advice and experience over his term here, and wish him well for the
future. We were pleased to welcome Pauline Taylor as a new Trustee but, Sadly, she was forcèd to
stand down due to ill health. Her place has been taken on the Trustees, board by her husband, Paul
Taylor, And another Trustee we are pleased to welcome 18 Matthew Finkel, who will take Ihe role as
Qfsted-nomlnated person for the Nursery.

1 Accounting policies
In preparing the accounts the following accounting policies have been complied with:
a) The financial statemenls have been prepared in accoréanGe with Accounting and Reporting by
Charitie3: Statement of Recommended PraGtice appliGable to char5tles preparing thelr accounts i
acGordanGe with the Financial Reporting Standard applicable in the UK and Republic of Ireland
{FRS 102) (effective 1 January 2019) - (Charlties SORP FRS 102), the Financlal Reportlng
Standard applicable in the UK and Republic of Ireland (FRS 1021 and the Charities Act 2011.
b) Assats arbd liabilities are initiaSly reccgnised at historical cost or transaction value unless otherwise
stated in the relevant accounting policy or note.
c) Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general
objective5 of the Trust. Unre8triGted funds include a revaluation reserve representing the
restatement of freehold property at marf(et value.
d) Designated funds are unrestricted funds earmarked by the Trust88s for particular purposes.
e) Restricted funds are subjected to restrictions on their expenditure imposed by the donor or through
the tenms of an appeal.
All incoming resources are included in the Statement of Financial Activities whén the Trust is
entitled to the income and the amount can be quantified with reasonable accuracy. The following
specific policies are appliad to particular categories of income.
i) Donations and legacles are received by way of grants, donatlons and gifts and is Included In full
in the statement of financial actlvitles when receivable. Grants, where entitlement is conditional
on the delivery of a specific performance by the Trust, are recognised when the charity
becomes unconditionally entitled to the grant.
ii) Income and endowments from Gharitable activitie8 is accounted for when the letting or activity
takes place and deposils received during the year in respect of future periods are carried
forward as def8rred income.
iii) Other trading incorne frorn the shop is accounted for when 8arn8d.
iv) Inv@stment income Is Included when recelvable.
v) Donated seNices and facilities are included at the value to the charity where this can be
quantified. The value of services provided by volunteers has not be8n included in these
accounts.
g) Exp&nditure is recognised on an accruals basls as 8 liability is incurred. Expendlture includes any
VAT which cannot be fully recovered, alié 1> I"eported as pait of tlie expeiidituie to whlch it relates:
Expenditure on raising funds comprise costs associated with attracting voluntary income,
including costs of trading for fundraising purposes including the charity's shop.
Expenditure on charitable activities comprises those costs incurred by the charity in the delivery
of its activities and services for its beneficiaries. It includes both costs that can be allocated
directly to such activities and those costs of an indirect nalure necessary to support them.
All cosls 8re allocated belween the exp&nditure categories of the Statement of Financial
Activities on a basis oesignecj to reflect the use of the resource.
h) All fixed assets are initially r8corded at cost.
i) DeprecSation is calculated so as to write off the cost of an 8SSÈt. less its estimated residual value,
over the useful economic life of Ihat asset as follows:

straight line basls over the period of the lease.
2 Taxatlon
The charity is exempt from taxation on its income and gains where they are applied for charitable
purposes. Irrecoverable VAT is incluéed in the cost of Ihe goods or services on which it was charged.
