## **All Saints’ Martock** ## **ANNUAL REPORT 2021: with Financial Review & Statements** _Placing Christ at the Centre of All We Do_ ## **Registered Charity No: 1160333** ## INTRODUCTION All Saints’ Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish, the whole mission of the Church; pastoral, evangelistic, social and ecumenical. Whilst the Parish is in Vacancy, this work continues. The PCC is also specifically responsible for the maintenance of the church building of All Saints’, Martock. When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and the supplementary guidance on charities for the advancement of religion, in particular:- - Worship and prayer - Provision of pastoral care for people living in the parish - Ensuring that the church building is both an accessible and welcoming environment. ## _**Placing Christ at the Centre of All We Do**_ ## _– a celebration of all our Church Activities over the past year_ With our sister parishes of the benefice, we share FIVE Mission Objectives. - _1) We aspire to be a growing church, increasing in faith and number_ - _2) We are collectively a ‘both… and’ church, offering the comfort of traditional worship and seeking God’s will for ‘fresh expressions’ in the community_ - _3) We show the love of Christ as individuals by word and action 4) We offer our church building as a place of hospitality and welcome_ - _5) We strive to meet our financial obligations towards the mission of the church locally,_ - _across the diocese and worldwide_ 2 ## **All Saints’ Singers / MUSIC** Due to current circumstances, we have not been able to get together for any festivals. Steve Salisbury, Director of Music ## **Bell Ringers** Our Tower Captain, David Ledger, moved away in the summer and due to a reduced number of available ringers, the team sadly disbanded at the end of July after their last ring. Our thanks go out to David and all the ringers for their dedicated service for many years, people have missed hearing the bells, particularly on Sunday mornings. It would be good to get a team up and running again - anyone aged 9 to 90 can learn to ring, so please consider volunteering! ## **Children & Young Families** Our children's work was put on hold for most of the year due to ongoing Covid regulations. We were, however, able to hold a toddler group gathering in December, and it was lovely to welcome back some of the _Tiddlers_ families after such a long absence. Unfortunately, the Christingle service was cancelled due to ongoing concerns. In the Autumn, we once again advertised for a Toddler Group Leader, and with support from Cheryl Govier from the Diocesan 'Go Team', we thankfully appointed Hannah Page to fill the role from January 2022. We look forward to having regular _Tiddlers_ sessions again and moving forward with our work with children and families in the community. Bridget Jones & Sally Howells ## **Church Flowers** Happily, we were able to return to a rota for decorating All Saints with arrangement of fresh flowers during 2021, but our whole church family was so sad to lose Mary so suddenly at Christmas time. As members of her flower-arranging team, we are aiming to continue the rota and invite anyone with a love of flowers or an appreciation of the church looking beautiful with flowers to join the rota. If you have no previous flower-arranging experience, a good way to start is to join the team which will arrange flowers in vases and pedestals at festival times. We promise you a warm welcome! Ann Hall, Diana Healey, Jane Cockerham ## **Discipleship** We were unable to resume our house groups during 2021 because of Covid restrictions. Ellen and Andrew Howard once again gave us the opportunity to join in Lent Reflections each week at 10:00 am on the telephone. This was well supported and included people from outside our Benefice. Bridget Jones 3 ## **Fairtrade** All Saints is registered with the Fairtrade Foundation as a Fairtrade church. This means that we have promised: 1) to use Fairtrade tea and coffee after services and for all meetings for which we have responsibility; 2) to move forward on using other Fairtrade products (such as sugar, biscuits and fruit); 3) to promote Fairtrade during Fairtrade Fortnight and during the year through events, worship and other activities whenever possible. Our thanks go to Carol for ensuring that our refreshment supplies include fairtrade tea, coffee and sugar! Unfortunately, the Fairtrade shop Just Things, in Ilminster, has closed and therefore we currently have no supplier to be able to stock a regular stall at church. If you know of a new supplier that we could use, please get in touch. Please continue to buy Fairtrade items, wherever they are available, rather than a cheaper alternative. By doing so, you will be giving a hand-up to the poorest, weakest producers and making a real difference to their lives. Michael and Jane Cockerham ## **The Lord’s Larder** With grateful thanks to everyone who has supported the work of the Lord’s Larder during 2021, with a wonderful 416 bags of much needed items being collected, even when we were not able to have the church building open in early 2021. Financial support has also been received by them via All Saints’ during the year. Collections and deliveries will continue in 2022. Andrew and Ellen Howard (Trustees Marian Singleton, Sally Howells, Kathy Maple) This is a charity set up in 1888 to initially _‘provide houses for the teachers of Martock School or in or towards the maintenance of the school as long as it is maintained by voluntary subscriptions and is used for CofE religious education and for Sunday School prizes, or, if there is no Sunday School, to be applied for instruction and encouragement in religious knowledge’._ 2021 has been a busy year of administration for MEF. Kathy Maple, a foundation school governor, was appointed as a Trustee. As no accounts had been sent to HMRC or the Charity Commission for some years we still found ourselves at a stalemate in the financial management of the charity. Church House Investments (CHI), Sherborne, administer most of the investments and we now meet their adviser annually. As we had made no progress with HMRC we agreed to appoint Arcadia, 4 solicitors, who have expertise in charities and trusts to sort out our affairs. This resulted in a new bank account on the name of MEF, as the old bank account had been changed to Martock School Governors in 1992, which is no longer acceptable. This has enabled us to align the investments held outside CHI but work is still ongoing in this area. The accounts are now being audited. Monies were paid out to the Diocese (as governors 10% of expenditure) for air conditioning in two rooms in the school. This was for a child with specific needs but the whole school are benefiting. Monies were also used for legal fees. The Martock School Honours Boards have been “rediscovered” in a shed. These relate to the fallen of the Great War and also a list of scholarships offered for grammar school pre1947. Interestingly, there is only one girl on the list. They need repair and the BBC Repair Shop was approached with the back story, but we have heard nothing. They are now in my shed! The school have expressed an interest in hanging them, but they are large and heavy. If anyone knows where we could get them restored or wants to look at them, please let me know! Marian Singleton, trustee ## **Martock Primary School church team** The pandemic continued to impact on our input into Martock Primary School in 2021. School visits were difficult, Sally Howells and I presented approximately 8 assemblies on Zoom as a result. Each term our ecumenical worship planning meetings took place over zoom. We were of course delighted to welcome Paul as our team leader in June. Only one in person assembly was possible due to the continuing incidence of Covid infections so we continued to present most of our assemblies on Zoom. Plans made for school harvest and for school remembrance in church in person were sadly also changed because of Covid. We were able to welcome YR into church and were delighted with their artwork about the Lost Sheep. We were also able to have the Y6 Leavers service in church in July. We will continue working as a team to resource assemblies, services in church and school visits to maintain our link with Martock Primary School. Paul, Sally and Bridget ## **Martock School Governors** 2021 was another year dominated by Covid19 and its restrictions. The school should be commended for the set up and implementation of Google classrooms when children weren’t able to attend school. It was also possible to have remote assemblies and worship via Zoom which served to maintain links with the local churches. 5 Every child who needed a tablet or laptop was able to have one, partly due to the generosity of the Parish Council, local charities, individual donations and because a Year 6 child amazingly won £10,000 of IT equipment in a national BT virtual competition. Covid19 catch up monies have also been prioritised to help support children where most needed and safeguarding remained a priority for vulnerable children. There have been no national tests to assess progress, but the school continued to offer as varied a curriculum as possible to ensure the children achieve. A number of staff changes have taken place and we welcomed Catherine Harrison as our new Deputy Head in September. The wellbeing of staff was a priority, as they have been very tired, and continues to be a focus as we move on. The school also took over the running of the pre-school in September and this is thriving. Recruitment of staff has been challenging, again relating to Covid. The Governors have strived to support the Headteacher, Sarah Lafferty-Jenkins, during this challenging year but more Foundation Governors are still required. Please consider this rewarding role, especially if you are interested in promoting the Christian character and ethos of the school, care about children and education and like a challenge! Marian Singleton (Chair of Governors) ## **Mothers’ Union (Martock & Ash)** Our ten members kept in touch by ‘phone until we were able to meet again in the summer. We met for a get together in July and August and had meetings with speakers in September, October and November. The Handbell Ringers entertained us in December, followed by a Christmas tea, which was enjoyed by all. New members are always welcome. Mr Martin Bailey, Branch Secretary ## **Sacristy and Servers Team** There is very little to report once again due to continued restrictions. The team continue to be available as and when necessary to prepare for our communion services. It was enlarged and re-roofed in 15[th] and 16[th] centuries. Of special note is the superb angel roof completed in 1513, the 17[th] century clerestory paintings of the 12 apostles and a magnificent organ. 7 The church is situated on Church Street, Martock, Somerset, TA12 6JL, and is part of the Diocese of Bath & Wells within the Church of England. The Benefice Office is housed in the vicarage and the correspondence address is Benefice Office, The Vicarage, 10 Water Street, Martock, Somerset, TA12 6JN. email: benefice.martock@gmail.com webpage: www.achurchnearyou.com/church/11008 ## **Benefice Relationships** Our Benefice, in the Diocese of Bath and Wells (Wells Archdeaconry) was formed in April 2014 when Kingsbury Episcopi joined the existing benefice of Martock with Ash. Martock, seven miles west of Yeovil, lies on the edge of the Somerset Levels; Ash is a mile distant from Martock and Kingsbury Episcopi three miles away. There are three churches to serve the three parishes. A strong sense of identity and community exists in each, but ‘Benefice belonging’ has been well established. The Benefice Ministry Team is led by the Vicar of the Benefice. In 2021, this also consisted of two retired clergy with Permission to Officiate (PTO), two Lay Readers (PTO) and five Lay Worship Leaders, all of whom function across the Benefice. ## **Churchwarden** During 2021 the Quinquennial Inspection was carried out. Several areas of work are required to be done, some urgently and others over a period of 12 months. All servicing and maintenance of the security alarms, fire extinguishers and heating boiler were carried out. During the year new workings for the church clock were installed. We are most grateful to all those who made donations to make this possible. We are aware that the clock is not keeping good time but work to sort that out is in hand. During the year part of the front wall near the War Memorial was demolished. Thanks to Tom Clarke who did a wonderful job repairing the wall. This was paid for by insurance. Thank you to everyone who has helped in any way during the last year. Particular mention must be made of Jim Allwood who is always willing to undertake any one of a number of various jobs that crop up from time to time and we are most grateful. Grace Dunton 8 ## **Deanery Synod** We are part of the Ivelchester Deanery, led by our Area Dean, Revd Bruce Faulkner, which serves to support Mission and Ministry across its parishes. Zoom meetings took place for most of the year due to the pandemic but the first face-to-face meeting was able to take place in Somerton Church in October 2021. It has been acknowledged that times are changing around us and there has been particular emphasis on our responsibility to achieve ‘net-zero’ carbon by 2030, safeguarding and the ‘Living in Love and Faith’ project, amongst other things. Our Deanery representatives are Grace Dunton and Sally Howells. Michael Cockerham was elected to the Diocesan Synod in July 2021. ## **Electoral Roll** Following a few minor adjustments, I am pleased to say that the number on the electoral roll currently stands at one hundred and twenty three which is an increase of ten. Ann Swain ## **Planned Giving** Planned giving is well supported at All Saints’ church, with most people finding Bankers standing orders the most convenient method to use. Gift Aid claims, including under the Gift Aid Small Donations Scheme, have been submitted quarterly to HMRC during 2021 by the Gift Aid Secretary. If you are a Gift Aid Donor to All Saints’ but no longer pay tax, please contact Jane Cockerham on 824233 to discuss. For information, the current tax-free personal allowance is £12,570. If you are a new donor to All Saints’, we invite you to join our Planned Giving scheme by completing a Planned Giving form from the back of church and if you are eligible, please consider signing the Gift Aid section, which will allow All Saints’ to reclaim the tax you have paid on your donations, thereby increasing your gift by 25%, or put your donation in a yellow envelope with your details. If you have any questions, please feel free to speak to Jane. Jane Cockerham ## **Safeguarding** I put myself forward for the role of Parish Safeguarding Officer in April of 2021. By the time I had gone through the recruitment procedures and completed my initial training it was September before I became pro-active. It is a much bigger role than I anticipated but with a lot of help and support from the safeguarding team at Wells, Rev Paul and Sarah our administrator I feel I am well equipped to take on this challenge. 9 In 2021 I completed: Basic Awareness Safeguarding Foundation Safeguarding Leadership Safeguarding Safer Recruitment. I am also responsible for completing DBS checks when necessary and making sure that all volunteers are safely recruited. I did this for the Pastoral Care Team in October. My aim is for All Saints to follow the best safeguarding practice so that anyone entering our church can be welcomed into a safe and caring environment. Safeguarding is not just my responsibility, we all need to look out for one another in a loving and caring manner. Carol Ansell ## **Structure, Governance and Management** The Parochial Church Council’s members/trustees are elected for 3 years at the APCM following the Church Representation Rules. All church members are encouraged to register on the Electoral Roll which is renewed annually. The PCC activities and responsibilities are supported by the Benefice Ministry Team and other members of the church. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including how the funds of the PCC are to be spent. The full PCC met 7 times during 2021. The PCC is Registered Charity number 1160333. 10 ## **FINANCIAL REVIEW** The Accounts are prepared on an Accruals basis. The total receipts on the unrestricted funds were £66,743, with £14,641 for restricted funds during 2021. The total amounted to £81,384, which was made up of a reduction of £7,105 in general funds and an increase of £8,695 in restricted funds during 2021. Total Expenditure amounted to £80,587, an increase of £4,298 on 2020. Our total reserves for yearend were £50,663, an increase of £798 on 2020. Planned giving decreased by £3,098 on 2020. The contribution towards the Diocesan Common Fund was £39,805, a decrease of £4,423 on 2020. Our Parish Share was paid on time, and in full again this year. If anyone, who puts cash in the collection plate, or uses the envelope system, would like to change to paying by Standing Order, please do get in touch with Jane Cockerham. It doesn’t mean that you pay any extra by doing it this way, or that the Church can alter the amount at will. It is entirely under your control. It just makes it easier and quicker for all of us. ## **Free Reserves** The free reserves of the PCC are those funds that are freely available to be spent in pursuing the charitable objectives. It is suggested that this should be sufficient to cover 3-6 months of operation. At a full meeting of All Saints’ Martock PCC, on 7[th] November 2016, it was resolved to set the PCC’s Financial Reserve at £10,000. 11 ## **REGULAR GIVING** The Gift Aid has been claimed quarterly this year. We have received a total of £8,849 this year, compared with £10,161 in 2020, If you give on a regular basis, and pay enough tax to cover the gift and have not already signed a Gift Aid Form please do so, or put the money in a Yellow Gift Aid envelope, and complete the outside. More and more people are unable to Gift Aid their donations, as they do not pay enough tax to cover them. If you no longer pay tax and have signed a Gift Aid Form please let Jane Cockerham know. ## **FUND RAISING** Due to Covid-19 again this year our regular fundraising activities have been affected. However, thanks to Sally Howells and her team fundraising has continued via the Farmers’ Market and the Christmas Market. The total raised for the year amounted to a splendid £4,467. Well done Sally and everybody that supported her. ## **CHARITY GIVING** This year we were able to raise money for our Church charities via virtual Lent lunches and an Easter tea in a box as well as from the Harvest collection and Christmas services. During the course of the year we sent £255 to the Diocese for the Zambian link, £538.22 to Shelterbox, £538.22 to St Margaret’s Hospice and £600 to the Lord’s Larder. We have also continued to support the Lord’s Larder by regular deliveries of food donated by the parish. The Guardians donated £3,564 this year for the deposit for the repairs to the church clock, this allowed the order to be placed and a date arranged for the repairs. We then had a public appeal which produced the funds required and allowed us to return the deposit to the Guardians. Although our reserves in restricted funds have increased our general fund is now running a deficit of £1642 for the year 2021. In 2019, the last accounting year before the pandemic, our gas and electric bills were £3820 this year they were £1705 due to the pandemic and closures. As the church fully reopens for services and the welcome return of Tiddlers this year and the huge increase in gas and electric prices we can expect the deficit to balloon in the general fund unless we take action. We must either reduce our overheads or increase our income!
