INTRODUCTION

All Saints’ Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish, the whole mission of the Church; pastoral, evangelistic, social and ecumenical. Whilst the Parish is in Vacancy, this work continues. The PCC is also specifically responsible for the maintenance of the church building of All Saints’, Martock.

When planning our activities for the year, we have considered the Charity Commission’s guidance on public benefit and the supplementary guidance on charities for the advancement of religion, in particular:-

Placing Christ at the Centre of All We Do – a celebration of all our Church Activities over the past year

With our sister parishes of the benefice, we share FIVE Mission Objectives.

All Saints’ Reading Group

Members contributed £18 to All Saints’ at our January 2020 meeting when we discussed ‘Olive Kitteridge’ by Elizabeth Strout. It was deemed wise to cancel our March meeting even though it was due to be held a few days before the official start of Lockdown. Having already decided on a further three titles for future discussion (‘The Shadow of the Wind’ by Zafon, ‘Munich’ by Robert Harris and ‘Tess of the D’Urbervilles’ by Thomas Hardy), members reviews were collated and sent to the group as a Round Robin.

All Saints’ Singers / MUSIC

Due to circumstances, we have not been able to get together for any festival, although we did manage to have four members sing at the last Harvest at All saints. This was received very well.

Bell Ringers

Due to the Coronavirus pandemic no ringing has taken place since March last year, apart from the tolling of a bell 100 times at the funeral of Captain Tom Moore. This was done by myself. Due to the problem of social distancing in such a confined space as the ringing room it is uncertain at this time as to when we will be able to commence ringing again. We are guided by the advice of the Central Council of Church Bell Ringers and it is hoped if everything goes to plan, we may start again sometime in June 2021. The autowind system on the Church Clock has continued to cause concern, but we have now approval for a new system to be installed and work on this should be commencing in 2021, subject to successful fundraising.

Children & Young Families

A core team; Pauline Beavon, Sally Howells and Bridget Jones, provided play activities, art and craft and a small act of worship at weekly Tiddlers’ sessions. The notice board and Tiddlers corner were updated and refreshed with current information. Refreshments were provided by a wonderful team made up of volunteers from our congregation and from the community. Tiddlers thrived, well loved by all those who came and well regarded in the community. The after school club, JAM, continued with Jayne Bartin, Pauline Beavon and Angela Hutchinson providing Jesus centred activities for about 12 children each week. The Pandemic meant that we could no longer meet in these ways. A certain amount of contact was maintained through the Tiddlers Facebook page but this was very limited. Our interviews for a replacement Children’s Worker were also put on hold.

Church Flowers

The New Year of 2020 started with the usual dried altar arrangement which was in place until Lent. With the church building closed due to Covid, dried and artificial flowers were used instead of fresh arrangements. Hopefully when restrictions ease in 2021 we will be able to arrange fresh flowers for festivals and fortnightly for the altar rota.

Discipleship

In 2020 our Lockdown contact for house groups was through a weekly 'postscript' emailed out to the groups that previously met with Bridget Jones leading. This has continued in 2021. Our Area Dean provided Advent reflections for the deanery. Ellen and Andrew Howard offered these via the telephone link on a daily basis during Advent 2020.

Daily Reflections at 10am have continued into 2021 with all the members of the Benefice Ministry Team (BMT) now contributing on a rota basis. Huge thanks go to Andrew and Ellen for initiating, leading and providing the opportunity for a daily telephone reflection and to BMT members who now assist.

Fairtrade

In his recent book, “The Rule of Benedict”, former Archbishop Rowan Williams explores accountability as one facet of Benedict’s axiom, and writes, “The Rule presupposes that a viable working community [referring to a monastery, but also to the wider world] does not permanently split into active and passive members. So its question..... is to do with how far our global systems have the effect for some societies of reducing instead of enhancing

full economic freedom for all their citizens..... it is hard to deny that economic powerlessness that rapidly and insensitively enforced globalisation breeds may be fertile ground for destructive behaviour, as well as for the frustration that feeds terrorism”. This is effectively a challenge for the whole human race to build a ‘spiritually credible’ civilisation.

All Saints’ has been registered with and has supported Fairtrade for many years under the able management of Maureen, so it was a well-managed and healthy takeover for us when she retired from the role. We intended to continue re-stocking from the shop in Ilminster according to what were proving to be best-sellers, as well as choosing some handy new items. Then came the March lockdown and church closed and the Ilminster outlet adjusted to Covid rules. However, we can ALL still obtain a range of staple items (tea, coffee, sugar, flowers, cocoa, bananas, even wine) and Fairtrade goods at any branch of the Co-Op or other supermarket where we shop, and we want to urge you to do all you can to choose them rather than a cheaper alternative. The difference YOUR purchase makes to the Fairtrade grower/maker today is as important as never before. In due course, we hope to be operating a refreshed Fairtrade stall at All Saints’ - see you then! In the meantime, please check out (pun intended) Fairtrade items in our wonderful Co-Op!

The Lord’s Larder

The Lord’s Larder has for several years been the designated food bank supported by All Saints, with trips taking donations to them being undertaken by a rota of volunteers from the congregation. When the first lockdown in March 2020 started, in an effort to keep contributions going , as need was increasing in difficult times, a door step collection point was offered and weekly trips continued. During 2020 4,369 items were collected and delivered down to them. The Lord’s Larder send many thanks for everyone’s support and say that during 2020 including All Saints support, a total of 8,200 people including of course many in the Benefice were helped with 3,351 food parcels.

Martock Pre-School

The monthly visits for the purpose of storytelling continued. A group of children and staff walked round to attend the monthly ‘Stories and Rhymes’ sessions in the local library, until the Pandemic stopped these contacts. Thanks to Pauline Beavon for her support with the library sessions.

Martock Primary School Chaplaincy

The ecumenical worship team from Martock Christian Fellowship, All Saints’ and the United Reformed Church met via zoom to decide how we could continue to input into assemblies each term. There was a gap while we sorted this out; Zoom or pre-recorded video was then

arranged on a rota. Sally Howells joined the team. Our new Head teacher, Mrs Sarah Rafferty-Jenkins has been very supportive. We were able to assist with some materials for the Christingle event held at school, on the field! Sadly, we were unable to have our usual Christingle service on Christmas Eve in Church. The school held their harvest assembly and donated tinned food etc for the Lord’s Larder in Yeovil. We were grateful that Ellen and Andrew Howard collected and dropped off the carrier bags to the Lord’s Larder for us. Both schools united for a Zoom version of the usual carol service and the wonderful telling of the Christmas story by the children. We waved goodbye to Mr Fraser Wallace, Deputy Head before he moved on to a Headship.

It is simply not the same when it is not possible to visit school, but Sally and Bridget maintained contact as best they could.

Mothers’ Union

January started with our AGM. We had 10 members. Communion was given by Mrs Bridget Jones. In February, we had our 'Wave of Prayer' Service. We took a lot of knitting to Wells. Our Speaker for our meeting in March was Mrs Jeanie Masters talking about her walk on Machu Picchu . We all gave to the Womens Refuge at Easter. We went into lockdown in mid-March and no more meetings were held in the year. We kept in touch with all our members, seeing they were all OK. In September we did a Christmas Order. We were able to pick it up from Wells and deliver to our members. In December we gave to Womens Refuge and the Christmas Appeal. Keep Safe and God Bless!

Poetry Writing Group

We managed to have our usual 4 'meetings' although two of them had to be an exchange of our work by email. On 27[th] February, we looked at Ted Hughes' poem 'Hands' and wrote one with the same title. On 3[rd] June, the subject was 'Abnormal Life' – email only. On 2[nd] Sept, we managed a face to face (suitably distanced) meeting on 'Coming Out of Lockdown' - which was a bit previous, as by 27[th] November we emailed again 'Subject to Change' :

Administrative Information

The church is the second largest parish church in Somerset dating from 13[th] century, although there has been a church on the site since Anglo-Saxon times. There is a dedicated team of bell ringers. It was enlarged and re-roofed in 15[th] and 16[th] centuries. Of special note is the superb angel roof completed in 1513, the 17[th] century clerestory paintings of the 12 apostles and a magnificent organ. The church was opened each day attracting many visitors until the pandemic restrictions began in March.

Benefice Relationships

Our Benefice, in the Diocese of Bath and Wells (Wells Archdeaconry) was formed in April 2014 when Kingsbury Episcopi joined the existing benefice of Martock with Ash. Martock seven miles west of Yeovil, lies on the edge of the Somerset Levels; Ash is a mile distant from Martock and Kingsbury Episcopi three miles away.

There are three churches to serve the three parishes. A strong sense of identity and community exists in each, but ‘Benefice belonging’ has been well established. However during the Vacancy, the individual PCCs have not met together in 2020 as a Tri-PCC.

Benefice Ministry Team

When not in a Vacancy, the Benefice Ministry Team is led by the Vicar of the Benefice. In 2020, two Lay Readers with Permission to Officiate, one Lay Leader in training for ordination and four Lay Worship Assistants, all of whom function across the Benefice. The wider ministry team also included two retired priests. Shared ministry has been particularly essential once the Vacancy began in May 2018. The benefice office is housed in the Vicarage.

Churchwarden

As there is not a lot to say about church in 2020 I would like to use this space to say ‘thank you’. Many of you will be unaware of the work that a small group of people have done throughout the lockdown. Bridget has been our lynchpin, not only in lockdown but for much of the vacancy. She has taken on many tasks that would normally be those of the Vicar. I think she has averaged about two funerals a month. Our team, Bridget and Shirley, Lay Worship Leaders; Sally, Dickon, Ellen, Andrew and Grace, and Ivan as Lay Chair of PCC, have been busy. The telephone services on Sunday mornings have been well attended. Thanks to Andrew and Ellen who set it up. The team took turns to find reflections and prayers and lead each service. We are grateful to Shirley for all she has done in the way of Holy Communion services, a Wedding and a Baptism. Ellen and Andrew have continued to collect and deliver food to the Lord’s Larder each week. Ivan has been super-efficient and, for me, has been a God send. Whenever something needed organising Ivan worked with military precision to produce plans almost immediately! As Chair of PCC he has done an excellent job keeping on top of the many and varied problems that have arisen. Thank you Sarah for keeping on top of the administration working from home. You have been a great help to us. I must not forget Bruce Faulkner, our Area Dean. Bruce has his own

benefice to look after but always gave time to this benefice during the vacancy and lockdown. There were regular meetings with the interview panel throughout the long process in our search for a new Vicar when he was very encouraging and helpful. Bruce is an expert on all matters of procedure in the Church of England and has kept us well informed.

Regular Giving

Gift Aid claims have been submitted quarterly to HMRC during 2020 by Jane Cockerham, the Gift Aid Secretary and have included claims under the Gift Aid Small Donations Scheme. In April 2021 the tax free personal allowance may increase from the current level of £12,500. If an increase is confirmed and you are a Gift Aid Donor to All Saints and the increase means that you no longer pay tax and can therefore no longer Gift Aid your donation, please contact Jane Cockerham on 824233.

If you are a new donor to All Saints, we invite you to join our Planned Giving scheme by completing a Planned Giving form from the back of church and if you are eligible, please consider signing the Gift Aid section, which will allow All Saints to reclaim the tax you have paid on your donations, thereby increasing your gift by 25%, or put your donation in a yellow envelope and add your details, and please speak to Jane if you have any questions.

Structure, Governance and Management

The Parochial Church Council’s Members/Trustees are elected for 3 years at the APCM following the Church Representation Rules. All church members are encouraged to register on the Electoral Roll. The PCC activities and responsibilities are supported by special teams, which also include other members of the Church. These are the Standing Committee, Benefice Ministry Team, Children & Young Families Management Group, Sacristy & Servers Team, Fund Raising Team and the Building Committee. The PCC is a Registered Charity, number 1160333. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The full PCC met 6 times during the year plus an unusual date for APCM in October (due to pandemic restrictions).

FINANCIAL REVIEW

The Accounts are prepared on an Accruals basis. The total receipts on the unrestricted funds were £73,848, with £5,946 for restricted funds during 2020. The total amounted to £79,794, which was a reduction of £3,863 on 2019.

Total Expenditure amounted to £76,289, a decrease of £14,964 on 2019. Our total reserves for yearend were £49,866 a increase of £3,505 on 2019. Planned giving decreased by £81 on 2019.

The contribution towards the Diocesan Common Fund was £44,228, a decrease of £7,558 on 2019. Our Parish Share was paid on time, and in full again this year.

If anyone, who puts cash in the collection plate, or uses the envelope system, would like to change to paying by Standing Order, please do get in touch with Jane Cockerham. It doesn’t mean that you pay any extra by doing it this way, or that the Church can alter the amount at will. It is entirely under your control. It just makes it easier and quicker for all of us.

Reserve Policy

Under Charity Commission rules, we are required to have a policy regarding the amount of funds we hold in our accounts at any one time. It is suggested that this should be sufficient to cover 3-6 months of operation. At a full meeting of All Saints’ Martock PCC, on 7[th] November 2016, it was resolved to set the PCC’s Financial Reserve at £10,000.

REGULAR GIVING

The Gift Aid has been claimed quarterly this year.

We have received a total of £10,161 this year, compared with £9,678 in 2019, If you give on a regular basis, and pay enough tax to cover the gift and have not already signed a Gift Aid Form please do so, or put the money in a Yellow Gift Aid envelope, and complete the outside. More and more people are unable to Gift Aid their donations, as they do not pay enough tax to cover them. If you no longer pay tax and have signed a Gift Aid Form please let Jane Cockerham know.

FUND RAISING

Due to Covid-19 we have not been able to undertake any of our regular fundraising activities this year. However, thanks to Sally Howells whilst the farmers market was not taking place the fundraising continued via a virtual Farmers Market. The total raised for the year from both the virtual and actual Farmers Markets amounted to a splendid £1,344 which was an increase of £586 on 2019. Well done Sally and everybody that supported her.

CHARITY GIVING

Due to the global pandemic we have not been able to raise funds for other charities via such activities as Lent lunches and Christmas services.

The Guardians donated £12,300 this year for the replacement sound system. Professional fees came in concerning this leaving the fund in a deficit of £127, this will be cleared by a transfer to the general fund this year.
