The trustees present their report with the financial statements of the charity for the year ended 30 September 2021. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

EXECUTIVE SUMMARY
At the NCI AGM in May 2021 the Chairman Lesley Suddes stood down as Chairman and Clive Pouncey was elected to the role by the Trustees.
On behalf of the Board of Trustees, I am pleased to report another successful year. All stations were very busy due to the increase in the number of people holidaying in this country and altogether we recorded a total of 705 incidents, many of which involved people taking part in what have become the very newly popular activities paddleboarding and open water swimming.

We were pleased to welcome Our Royal Patron, Her Royal Highness The Princess Royal when she visited NCI St Albans Head and NCI Swanage, followed by a reception at the nearby Durlston Country Park. Her continued support is greatly appreciated.
Despite the uncertainties of the pandemic our finances have remained healthy, and we anticipate that we are well placed to continue to fund the business in the coming year from our local fundraising. We will also seek sponsors and donations to fund our planned capital projects.

Activities
The volunteers of the National Coastwatch Institution (NCI) provide Eyes, Ears and Voices around the coast. We aim to keep a visual and listening watch in daylight hours, every day of the year to:
accidents, incidents and vulnerable people or vessels plot the location the details to HMCG or other emergency services with further assistance as required by HMCG
NCI is a declared asset of HM Coastguard and part of the UK National Search and Rescue organisation, providing support to the frontline services. We help coastal users to be safe and stay safe, providing information about local conditions and facilities - in person, via the radio or by telephone.
Public Benefit
In managing the activities of the Charity, the Trustees confirm that they have complied with their duty to have due regard to the Charity Commission's public benefit guidance when exercising any powers or duties to which the guidance is relevant.

Senior Management Structure
The Board of Trustees has agreed to appoint a Management Executive and under the new structure, day-to-day management tasks, currently performed by the Trustees will be delegated. This will leave the Trustees better placed to concentrate on their statutory responsibilities and the strategic direction and governance of the Charity in accordance with the Constitution. At the same time, national support for Stations will be more readily available and localised

Development and Business Plan
The NCI Direction and Five-Year Business Plan, launched in May 2017, provided focus for development through the years and is now being updated to embrace development plans for 2022 ~~2~~ 026. In total £78,823 was spent within the financial year.
Sums have been spent on improving stations capabilities, including a major redevelopment of NCI Lee-on-the-Solent, a new building and location for NCI Canvey Island and upgrading optical, computer and radar equipment at several stations. A further £16,840 funded RYA SRC Channel 65 radio training and assessments for newly qualified watchkeepers.

Central Reserves and Contingency
NCI maintains central reserves which include a low/medium risk long term investment with the aim of future proofing the Charity and establishing a stream of sustainable profits. We retain a readily accessible contingency balance to address unexpected or emergency events such as flooding, roof damage or lightning strikes.
ACHIEVEMENTS AND PERFORMANCE
Search and Rescue Support
Nationally, NCI was involved in 705 incidents during 2021 of which 288 required the Coastguard to task lifeboat rescues. Incidents involved small vessels using the inshore waters, often suffering engine failures or entangled propellers, medical casualties at sea and along the coastline, stranded walkers, paragliders, kayakers, paddleboarders, open water swimmers and kite surfers, as well as a worrying number of self-harm events.

The following reports illustrate some of the incidents we have been involved in during the past year working with our partners in the Search and Rescue organisation.
On 13[th] June 2021 at 1905 NCI Porthcawl contacted Milford Haven CG, to report their concern for people cut off by incoming tide at local cove. Porthcawl two lifeboats launched and 10 people were extracted from cove and transported to safety.

On 25 August 2021 at 1325 watchkeepers at NCI Shoreham spotted an inflatable with 3 persons on board about 1.5 miles offshore being blown out to sea. They called the coastguard who tasked Shoreham inshore lifeboat. The lifeboat recovered the vessel and 3 casualties and returned them safely to shore.
On 26 August 2021 at 1230 the watchkeepers at NCI Swanage heard a Mayday call from a motor cruiser reporting a fire on board. No position was given during the call but the watchkeepers could see the vessel and provided the coordinates to the Coastguard. The Swanage lifeboat attended and assisted in extinguishing the fire. The cruiser and 5 crew were recovered to the lifeboat station.

STATIONS
The appointment of the Asset Development Trustee has enabled a national overview of our requirements including new stations, upkeep of existing stations, and provision of equipment.
In order to best oversee such complex activity, the Asset Development Trustee has created, and now leads, the Station Development Team (SDT), which is a sub-committee of the Board of Trustees. The SDT comprises three Trustees, the Head of Operations, two Sector Managers and the National Equipment and the Leases and Estates Officers.
In addition to rationalising and coordinating new station development nationwide, the SDT will contribute to the enhanced coverage strand of the NCI 5-year strategy, including a comprehensive CCTV plan.

TRAINING
A National Training Officer has recently been appointed reporting to the Head of Operations and will be responsible for the co-ordination of local operational training and for providing training materials for use by the Station Training Officers. A new training programme for newly appointed Station Managers has also been developed for online delivery.
VHF Radio Training, which is provided, either online or classroom based by local RYA Training Schools has continued when allowed within the Covid-19 rules.

STATION SUPPORT
The appointment of volunteer National Support Officers (NSOs) to provide support as needed to stations in their local area, has proved very successful and as a part of the plans for the new management structure a process of selection is taking place to replace the NSOs with Sector Managers.
Each Sector Manager will be responsible to the Head of Operations for ensuring that a nominated group (sector) of NCI stations is managed effectively and within NCI policies and practices. Post holders will work with the other members of the NCI Management team to provide support to stations, help solve problems, spread best practice and promote the NCI national ethos.
HMCG and NCI Mutual Training Activities We have continued to provide on-line training modules to HM Coastguard officers at the National Maritime Operations Centre, Fareham, explaining the functions and capabilities of NCI.
Lines of communication between NCI and other SAR Agencies have been expanded and dialogue at high level is taking place on a regular basis.
PUBLIC BENEFIT
In addition to our primary objective to protect and preserve life at sea and around the UK NCI continues to benefit the wider community in a number of ways:
NCI has an ongoing role in assisting, via HM Coastguard, other agencies including the Police and Local Authorities by alerting them to visible suspicious activity along the coastline. We regularly conduct visual searches for overdue craft and missing persons, as well as highlighting environmental incidents.
By helping to improve safety around the coast, NCI encourages increased use of inshore coastal facilities and community participation. Local businesses and councils see us as a major contributor to safety, providing benefit where they offer leisure facilities and venues.

Our watchkeepers are all volunteers, recruited from many walks of life, with an interest in protecting and preserving life at sea and around the coast. A significant number are retired, some work full or part time, others are unemployed. A proportion of our members have a maritime background, but many do not. When volunteers join us, we provide all the training required to ensure watchkeepers are both competent and confident. NCI also provides a focus for watchkeepers by promoting a sense of team-working and community spirit.

CORPORATE COMMUNICATIONS
Corporate communications and public relations remain vital to raising awareness of the work, attracting recruits, support and funding.
The welcome return of the Southampton International Boat Show once again allowed us to promote our organisation and the valuable work we do. The NCI stand was manned for the whole of the show by volunteers from a number of NCI stations showing the boating world the dedication and professionalism of our members.

Press coverage of our activities, events and newsworthy incidents, continued at national and local level via nautical magazines, regional TV and radio, local newspapers and through social media.

The NCI Facebook and Twitter pages have continued to attract more followers, due to an active campaign to increase awareness of the charity. At the same time, the internal news pages of the NCI website and regular newsletters are vital tools for keeping in touch with all members.
FUNDRAISING
Fundraising has improved slightly this year as many people took their holidays in this country and with more people at the coast our local collections saw a real improvement. However Due to Covid 19 we were not able to take part in supermarket collections which is a valuable source of income for our Stations. Many events were cancelled or significantly reduced, but fundraising was maintained wherever possible.
Support from a number of local and national external organisations was maintained for capital projects and work to complete these was undertaken throughout the year.

OUR PEOPLE
NCI is a voluntary organisation set up in 1994 to restore a visual safety watch around the UK coastline. Each station operates as an operational hub of NCI, with a degree of autonomy but conforming to national standards and ethos.
We have 56 operational stations around the coast, most of which have achieved Declared Facility Status (DFS) as part of the UK Search and Rescue (SAR) organisation, agreed by the Maritime and Coastguard Agency (MCA). The stations are staffed by some 2500 volunteers who contribute thousands of hours of watchkeeping, In 2021, NCI volunteers were involved in 705 reported incidents, 288 of which resulted in lifeboat rescues. This is all achieved at no cost to the public purse.
Our watchkeepers come from many different walks of life and bring with them a wide range of experience, many, but by no means all, are retired
All volunteers provide their time as watchkeepers or supporters entirely free of charge including buying their own uniforms, travelling at their own expense to and from the stations, fund raising and training new recruits. By their very nature, our watch stations are situated in places exposed to the most severe weather conditions and it is a credit to all our watchkeepers that NCI along the were maintained for the vast majority of 2021. The loyalty, commitment and dependability of our volunteers is unparalleled.

FINANCIAL REVIEW
Overview
As at 30[th] September 2021, the Trustees consider the financial position of the Charity to be very good, this being due to the continuing hard work of our members to raise funds. Despite the difficulties imposed by the Coronavirus pandemic, we are pleased to declare a surplus for the year of £13,194.
The table below shows that this year both the levels of income and expenditure have dropped. Although the income figure has dropped quite significantly, given that last year was exceptional, we still generated a surplus. Note also that the 2020 income still exceeds the 2018 income of £531,190. The Trustees consider these figures to represent a healthy financial position for the Charity.

There is no fund or subsidiary undertaking materially in deficit nor giving the Trustees cause for concern. In view of the above, the Trustees are confident in the ability to continue as a going concern.

Contingency Fund
Under the New Financial Model (2016) a Contingency Fund of £50,000 was established to be readily available in case of emergencies and unforeseen events. This year no payments were made from the Contingency fund.
Station Investment Fund
As at 1[st] October 2019 £38,620 was held within the central savings and investment accounts on behalf of 9 stations. At 30[th] September 2021 this figure had decreased to £22,112.

Legacies and Donations
In 2016/17, the Trustees were informed of a probable legacy of £50,000 to the benefit of NCI. However, due to uncertainty of NCI as a beneficiary and the fact that probate has not yet been granted, this has not been included in the Statutory Statement of Accounts.
In 2019/20 £15,000 was received from the estate of the late Judi Gifford. The residuary estate due to NCI was previously estimated at £36,489. In 2020/21 £55,671 was received from the estate.
In 2019/20 £32,034 was received from the estate of the late Patrick Yorke.
In 2019/20 we were informed of a legacy to the NCI of £30,000 from the estate of the late Andrew Greig. This has been included in these accounts
In 2019/20 £600 was received in memory of the late Ann Higgs.
In December 2019 we were informed of a legacy from the estate of the late Charles Witt. This amount was received in 2020/21.

VAT
With effect from 1[st] April 2015, qualifying charities as defined by section 33D of the VAT Act 1994 are able to reclaim VAT charged on non-business supplies and services.
At 30[th] September 2021 NCI has successfully reclaimed £237,410 in VAT in total.
Reserves Policy
In November 2016, the Trustees established an investment fund of £250,000, invested with Rathbones Investment Management. Based on projections on income and expenditure, it was envisaged that the investment fund would be reviewed after 5 years.
The level of Central Reserves at 30[th] September 2019 was £388,693. Of this an additional £100,000 has been added to the Investment fund. It is the view that this review period remains appropriate. The first review will therefore be in November 2021.
The Trustees believe that this level of Reserves is adequate to mitigate foreseeable risks and thereby secure the on-going operation of the charity in the face of adverse conditions.
Covid-19
At the time of writing, the operation of the charity remains severely impacted by the Covid-19 pandemic. Due to emergency measures introduced by the government, the watchstations are limited in their operation and no fund-raising is possible. The duration and long term impact of these measures is currently unknown.
The Trustees have regularly reviewed the increased risk to the charity caused by the significantly reduced fundraising potential in 2020/21 and remain confident that our financial position and reserves policy are adequate to secure the on-going operation of the charity.
Treatment of Restricted Fixed Assets
Following a recommendation from the National Treasurer supported by our accountants, the Trustees approved a change in the treatment of Restricted Fixed Assets. In future, the purchase of an asset using restricted funds will be considered to meet in full the restriction imposed on the original donation. The change is detailed below:

Fixed Asset Limit
It has been agreed with the accountants, in order to achieve alignment between the annual accounts and the Fixed Asset Register introduced under FM20, that future Fixed Asset additions will be limited to assets valued at £5,000 and above.
STRUCTURE, GOVERNANCE AND MANAGEMENT
In accordance with the NCI Constitution (October 2020):
Election of Trustees
The Charity Constitution states that there should be not less than 5 nor more than 8 elected trustees; one ex officio trustee; and not more than 3 nominated or co-opted trustees. If the number of elected trustees falls below 5 the remaining trustee or trustees may act only to call a meeting of the charity trustees to appoint a new charity trustee.
Elected Trustees
NCI Trustees will be elected by the member Stations at the annual general meeting and will serve a term of 3 years after which they must retire, however they may seek re-election (to a maximum of 3 terms).
Vacancies not filled at the annual general meeting, or that occur between annual general meetings, may be filled. The member Stations or the Trustees may at any time decide to appoint a new Trustee, whether in place of a Trustee who has retired or been removed. or as an additional Trustee, provided that the limit specified on the number of Trustees would not as a result be exceeded.
Ex Officio Trustee
Treasurer for the time being office shall automatically, by virtue of holding that office be an NCI Trustee. If unwilling to act as a Trustee, the office holder may before accepting appointment as a Trustee, give notice in writing to the Trustees their unwillingness to act in that capacity or after accepting appointment as a Trustee, resign. The office of ex officio Trustee will then remain vacant until the office holder ceases to hold office.

Nominated Trustees
Corporate or unincorporated bodies, agencies and other organisations appointing as invited by the NCI Trustees, may each appoint one Trustee. Any appointment must be made at a meeting held according to the ordinary practice of the appointing body. Each appointment must be for a term of 3 years. Trustees so appointed have the same duty as the other NCI Trustees, to act in the way they decide, in good faith, would be most likely to further purposes.
Co-opted Trustees
NCI Trustees may at any time, also appoint other fit and proper persons as Trustees. Coopted Trustees shall be reappointed on an annual basis following each AGM. Trustees so appointed have the same duty as the other NCI Trustees, to act in the way they decide, in good faith, would be most likely to further purposes.

Independent examiner's report to the trustees of National Coastwatch Institution
I report to the charity trustees on my examination of the accounts of National Coastwatch Institution for the year ended 30 September 2021.
Responsibilities and basis of report
As the charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
Since your charity's gross income exceeded £250,000 your examiner must be a member of a listed body. I can confirm that I am qualified to undertake the examination because I am a registered member of the Institute of Chartered Accountants in England and Wales, which is one of the listed bodies.
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or 2. the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Allocation and apportionment of costs
Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources.
Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Long leasehold - at varying rates on cost Plant and machinery - 25% on reducing balance
The cost of tangible fixed assets is their purchase price, together with incidental costs of acquisition. Assets costing less than £2,000 are not capitalised.
Stocks
Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow moving items.
Taxation
The charity is exempt from corporation tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Legacies
Legacies are recognised on a case by case basis where the receipt of the legacy is considered probable and the amount can be measured reliably. A receipt will be probable if there has been a grant of probate: the executors have established that there are sufficient assets in the estate to pay the legacy, after settling any liabilities, and any conditions attached to the legacy are either within the control of the charity or have been met. Where legacies have been notified to the Charity, or the Charity is aware of the granting of probate and the criteria for income recognition have not been met, then the legacy is treated as a contingent asset and disclosed if material.

10. TRUSTEES' REMUNERATION AND BENEFITS

Trustees' expenses
The Trust has reimbursed the trustees with £21,741 (2020: £24,096) in respect of travel costs, accommodation, subsistence and other ancillary costs being monies necessarily incurred in the pursuance of the Trust's business.
