## **EXECUTIVE SUMMARY** 

On behalf of the Board of Trustees, I am pleased to report a busy and successful year in spite of the challenges posed by Covid-19 through most of 2020. 

NCI stations remained open for all but two months of the year, only closing during the initial lockdown between March and May. Since then, stations have operated largely by single manned watches, adhering to rigorous health and hygiene routines. 

All stations were busier than normal during the summer and autumn, recording in total 595 incidents, many of which involved people stranded, injured or at risk of drowning. Our relations with HMCG were strengthened as illustrated in the following message, received after the lockdown from a HMCG senior operator. 

“On the basis that you don’t know what you’ve got until it’s gone: we really missed NCI during stations’ lockdown.  Now that most of your stations are back online, we doubly appreciate what NCI does for us and thank you all very much”. 

Social restrictions due to Covid-19 made recruiting, training and fundraising challenging but stations devised new ways of working with more on-line activity. The Charity’s IT capabilities developed rapidly as management meetings, PR and communications relied on electronic means. The 2020 AGM was conducted remotely with e-voting, and the annual Station Managers’ meeting by video-conference - incorporating some 70 Managers and Officers. 

Our Royal Patron, Her Royal Highness The Princess Royal provided highly valued support, attending the 2019 Station Managers’ Meeting, a sponsors’ Reception at Trinity House early in 2020, and visiting NCI Newhaven in September, meeting many watchkeepers and supporters in a socially distanced way. The event proved a real highlight for the station and generated excellent publicity for the Charity. 

Thanks to robust reserves, our finances have remained healthy and we anticipate that we are well placed to weather further uncertainties in the coming year. 

We began 2021 with 55 operational stations plus one under development at Atlantic College in south Wales. Regrettably late in 2020 we had to withdraw our transportable unit from Aberystwyth because staffing levels had become unsustainable. 

Watchkeeper numbers hovered around 2600 for most of the year with a significant number of trainee members. Our new station programme was paused but we completed major refurbishment works to the lookouts at St Albans Head, Nare Point and Southend. 

Looking ahead, we are planning for a return to more normal operations once restrictions ease, with a strong focus on boosting training and fundraising.  For the longer term, the Board of Trustees, is engaged in a strategy project to consider NCI development over the next five years, with a view to publishing a new business plan later in 2021.  In this project, we are fortunate to have the support of a volunteer consultant from the Cranfield Trust.

## **Vision** 

Our vision is to maintain our professional watchkeeping standards while developing NCI into a truly National Organisation, universally recognised as the foremost provider of Voluntary Coastwatch Services to the UK Search and Rescue Organisation.

## **Activities** 

The volunteers of the National Coastwatch Institution (NCI) provide Eyes, Ears and Voices around the Coast.  We aim to keep a visual and listening watch around the coast in daylight hours, every day of the year to: 

- ‘spot’ accidents, incidents and vulnerable people or vessels 

- ‘plot’ the location 

- ‘report’ the details to HMCG or other emergency services 

- ‘respond’ with further assistance as required by HMCG 

NCI is part of the UK National Search and Rescue Organisation, providing support to the frontline services.  We help coastal users to be safe and stay safe, providing information about local conditions and facilities - in person, via the radio or by telephone.

In managing the activities of the Charity, the trustees confirm that they have complied with their duty to have due regard to the Charity Commission's public benefit guidance when exercising any powers or duties to which the guidance is relevant.

## **Development and Business Plan** 

The NCI Direction and Five Year Business Plan, launched in May 2017, provided focus for development through the year and is now being updated to embrace NCI’s development plans for 2021–2026. 

In total £115K was allocated to development during the year, £67K of which was spent within the financial year with a further £48K committed to ongoing projects. 

To date, some £66K has been spent on improving stations capabilities, including routing mains power to NCI Lyme Bay, improving water and toilet facilities at NCI Nare Point and upgrading optical equipment at several stations.  A further £18K funded RYA SRC radio training and assessments for newly qualified watchkeepers. 

The remaining £31K is designated to refurbishment of the Lee-on-the-Solent station and installing a high quality remote camera at Hartland Point with a relay to NCI Boscastle. 

## **ACHIEVEMENTS AND PERFORMANCE** 

## **Search and Rescue Support** 

Nationally, NCI was involved in 595 incidents during 2020 of which 586 involved other elements of the UK Search and Rescue organisation.  Incidents involved small vessels using the inshore waters, often suffering engine failures or entangled propellers, medical casualties at sea and along the coastline, stranded walkers, kayakers and kite surfers, as well as a worrying number of self-harm events.

**NCI Gwennap Head** On a sunny day in September one of a group of rock climbers was injured after slipping and falling from one of Cornwall’s ‘premier crags’. The Gwennap Head watchkeeper was able to quickly inform HMCG and a major rescue operation was launched. Coastguard Rescue Teams from Penzance,  Land’s End, both Sennen lifeboats and the Coastguard Searchand-Rescue helicopter were mobilised. Eventually, the casualty was winched from the scene and airlifted to hospital. The watchkeeper finally finished his shift 2 hours after the watch should have closed....as in all NCI stations, no one clock-watches when an incident is going on. 


**NCI Exmouth** A 22 year record-high in the number of water users was recorded in September, when the station recorded 2,750 vessels passing their lookout, an increase of 400 from 2019. NCI responses to potentially life-threatening incidents also reached an all-time high between May and September as watchkeepers responded to 32 incidents involving boat users, kite surfers, paddle boarders and swimmers. 

**NCI Porthcawl** The NCI watckeeper was closing down the evening watch when he heard on the radio that HMCG at Milford Haven required assistance with an incident. At 2059 with only one minute to go before the end of his watch, the watchkeeper was asked to help search for a possibly suicidal person. Using the station’s powerful binoculars and CCTV camera, the watchkeeper managed to locate the casualty and provide a visual link to the Coast Guard Operations Centre at Milford Haven via the NCI stations secure website link. The incident was finally resolved at 2300 and the NCI watchkeeper was stood down.

**NCI Stone Point** Two paddle boarders were spotted well offshore energetically paddling against the current but making no progress. The concerned volunteer watchkeeper at NCI Stone Point informed Solent Coastguard. The RNLI Calshot Lifeboat was tasked to assist as the boarders were being swept increasing rapidly away from their return point. The lifeboat crew called Stone Point by radio and were directed to the position of the casualties who were relieved to receive a ride back to shore in the lifeboat.  These were experienced paddle boarders, but they hadn't allowed for the strength of the current on the large spring tide.

## **STATIONS** 

Most new station development was paused in 2020 because of government Covid-19 restrictions. However, in 2019 an exciting opportunity arose in south Wales to develop a new station in collaboration with the United World College - Atlantic College.  This is an international sixth form college based at St Donat's Bay in the Vale of Glamorgan.  It is expected that the station will be open for operations later in 2021, involving NCI volunteers with staff and students of the College in watchkeeping as well as the full range of NCI support activities. 

Major refurbishments have taken place at several existing stations including a full internal refit at NCI St `.` - `.` Albans Head in Dorset, installation of running, potable water and a flushing toilet at NCI Nare Point, west Cornwall, and a complete station replacement at NCI Southend in Essex.

## **TRAINING and STATION SUPPORT** 

A significant impact of the government’s Covid-19 restrictions was the cessation of face-to-face training. Initially this slowed qualification of trainee watchkeepers and prevented continuation training for our existing members.  During the year however, alternative remote training methods were devised using on-line modules, YouTube videos, regular quizzes and distanced mentors.  As a result, we have been able to qualify some new watchkeepers and maintain the necessary professional standards throughout the Charity. 

VHF Radio Training for new watchkeepers is now outsourced to local RYA providers and has continued when allowed within the Covid-19 rules. 

**NSOs** - Early in 2020, eleven volunteer National Support Officers (NSOs) were appointed, each to provide support as needed to stations in their local area, particularly with day to day operations and station management. 

**NCI Manual** A full re-write of the NCI Manual was conducted resulting in a greatly enhanced document for the guidance and support for all members.  The Board of Trustees would like to thank all those involved in this very significant project and especially our sponsors who made it possible. 

**HMCG and NCI Mutual Training Activities** – We have continued to provide on-line training modules to HM Coastguard officers, explaining the functions and capabilities of NCI. 

## **COMMUNITY BENEFIT** 

In addition to our primary objective “to protect and preserve life at sea and around the UK coastline”, NCI continues to benefit the wider community in a number of ways:

NCI has an ongoing role in assisting other agencies including the Police and Local Authorities by alerting them to visible suspicious activity along the coastline.  We regularly conduct visual searches for stolen craft and missing persons, as well as highlight environmental incidents. 

By helping to improve safety around the coast, NCI encourages increased use of inshore coastal facilities and community participation.  Local businesses and councils see us as a major contributor to safety, providing benefit where they offer leisure facilities and venues. 

Our watchkeepers are all volunteers, recruited from many walks of life, with an interest in protecting and preserving life at sea and around the coast.  A significant number are retired, some work full or part time, others are unemployed.  A proportion of our members have a maritime background, but many do not.  When volunteers join us, we provide all the training required to ensure watchkeepers are both competent and confident.  NCI also provides a focus for watchkeepers by promoting a sense of teamworking and community spirit.

## **CORPORATE COMMUNICATIONS** 

Corporate communications and public relations remain vital to raising awareness of the NCI’s work, attracting recruits, support and funding. 

Face to face communications and events were curtailed by the Covid-19 restrictions for much of 2020. Consequently, stations put even more emphasis on the opportunities to raise funds on-line and by individual sponsored challenges, to attract local donations and grants. 

Unfortunately, the Covid-19 restrictions also forced the cancellation of the national and regional boatshows, county shows and larger local events which the NCI normally attends. The loss of promotion at the 10-day Southampton International Boat Show held in September each year, was a particular disappointment.  However, press coverage of our activities, events and newsworthy incidents, continued at national and local level via nautical magazines, regional TV and 

radio, and through social media. 

The National Facebook and Twitter pages have continued to attract more followers, due to an active campaign to increase awareness of the charity.  At the same time, the internal news Robust pages of the NCI website and regular newsletters were vital tools for keeping in touch with all members and especially those restricted or isolated by Covid-19. 

We were delighted that our Royal Patron, Her Royal Highness, The Princess Royal, was able to join us for our 2019 annual Station Managers’ meeting held at the Victory Services Club in London, before the Covid-19 pandemic took hold.  The Princess received regional briefs from groups of Station Managers and National Officers, each describing their role in NCI and facets of their station. 

This was closely followed by a sponsors’ reception at Trinity House in January, where Her Royal Highness along with Patron, Dame Katherine Grainger, provided exceptional support in promoting the Charity.

**NCI Newhaven.** In September 2020, The Princess was able to make a socially distance visit to NCI Newhaven to help mark the 15th anniversary of the founding of the station.  The event had been postponed twice previously for reasons beyond the Princess’s control so her visit on a perfect sunny day was ‘trebly’ welcome.  After touring the watchstation, HRH met and spoke with the assembled watchkeepers and supporters, presented long service awards and unveiled an anniversary plaque. 


## **FUNDRAISING** 

Along with many charities, NCI’s fundraising activities have taken a significant hit over the past 12 months due to Covid-19.  While the NCI service has been maintained, our major source of income, the great British public, has been inaccessible.  Without this connection the level of fundraising by stations reduced as many planned events were cancelled or postponed.  Given the circumstances it is remarkable that fundraising by stations totalled £362K during the year. 

Station collections were greatly boosted by provision of new contactless payment cards to each station, enabling donations in an increasingly cashless society.  Most of our direct funding is project based and any new or planned projects were delayed due to the pandemic.  Pre-funded projects have progressed well while others in development are moving forward.

We are most grateful for the ongoing support of our sponsors.  At the same time, we are aware that funders whose income sources have slowed, have moderated or deferred donations. 

At present options for general fundraising remain limited as access to the public is key to success. However, by adopting a spirited approach to our funding activities we are creating and spotting opportunities. 

We anticipate that street, event and venue collections will need to be enhanced in the future by embracing technology and improving our profile on social media.  At the same time, we are actively seeking sponsorships and local grants for future events, exhibitions and displays.  Stations continue to be proactive and agile and their successes, in the most difficult circumstances are to be greatly applauded. 

## **OUR PEOPLE** 

NCI is a voluntary organisation set up in 1994 to restore a visual safety watch around the UK coastline. Each station operates as an operational hub of NCI, with a degree of autonomy but conforming to national standards and ethos. 

We have 55 operational stations around the coast, most of which have achieved Declared Facility Status (DFS) as part of the UK Search and Rescue (SAR) Services, agreed by the Maritime and Coastguard Agency (MCA). The stations are staffed by some 2600 volunteers who contribute thousands of hours of watchkeeping, much of which was on a singleton basis in this year because of Covid-19 restrictions.  In 2020, NCI volunteers were involved in 595 reported incidents, 240 of which resulted in RNLI lifeboat rescues. This is all achieved at no cost to the public purse. 

Our watchkeepers come from many different walks of life and bring with them a wide range of experience. Some 19% are women; many, but by no means all, are retired and a number have served in the armed forces or emergency services. 

All volunteers provide their time as watchkeepers or supporters entirely free of charge including buying their own uniforms, travelling at their own expense to and from the stations, fund raising and training new recruits.  By their very nature, our watch stations are situated in places exposed to the most severe weather conditions and it is a credit to all our watch keepers that in spite of Covid-19 and social restrictions, NCI ‘eyes along the coast’ were maintained for the vast majority of 2020. The loyalty, commitment and dependability of our volunteers is unparalleled.

## **FINANCIAL REVIEW** 

## **Overview** 

As at 30[th] September 2020, the Trustees consider the financial position of the Charity to be very good, this being due to the continuing hard work of our members to raise funds. Despite the difficulties imposed by the Coronavirus pandemic, we are pleased to declare a surplus for the year of £30,370. 

The table below shows that this year both the levels of income and expenditure have dropped. Although the income figure has dropped quite significantly, given that last year was exceptional, we still generated a surplus. Note also that the 2020 income still exceeds the 2018 income of £531,190. The Trustees consider these figures to represent a healthy financial position for the Charity.

There is no fund or subsidiary undertaking materially in deficit nor giving the Trustees cause for concern. In view of the above, the Trustees are confident in the Charity’s ability to continue as a going concern.

## **Contingency Fund** 

Under the New Financial Model (2016) a Contingency Fund of £50,000 was established to be readily available in case of emergencies and unforeseen events. This year no payments were made from the Contingency fund and £1490 was returned following the intervention of the financial ombudsman in a previous loss.

## **Legacies and Donations** 

In 2016/17, the Trustees were informed of a probable legacy of £50,000 to the benefit of NCI. However, due to uncertainty of NCI as a beneficiary and the fact that probate has not yet been granted, this has not been included in the Statutory Statement of Accounts. 

In 2019/20 £15,000 was received from the estate of the late Judi Gifford. The residuary estate due to NCI has been conservatively estimated at £36,489 in these accounts. 

In 2019/20 £32,034 was received from the estate of the late Patrick Yorke. 

In 2019/20 we were informed of a legacy to the NCI of £30,000 from the estate of the late Andrew Greig. This has been included in these accounts 

In 2019/20 £600 was received in memory of the late Ann Higgs. 

In December 2019 we were informed of a legacy from the estate of the late Charles Witt. The value is now known to be £1,414.07 

In 2019/20, the following donations in excess of £5000 were received:

## **VAT** 

With effect from 1[st] April 2015, qualifying charities as defined by section 33D of the VAT Act 1994 are able to reclaim VAT charged on non-business supplies and services. 

At 30[th] September 2020 NCI has successfully reclaimed £224,195 in VAT. 

## **Reserves Policy** 

In November 2016, the Trustees established an investment fund of £250,000, invested with Rathbones Investment Management. Based on projections on income and expenditure, it was envisaged that the investment fund would be reviewed after 5 years. 

The level of Central Reserves at 30[th] September 2019 was £388,693. Of this an additional £100,000 has been added to the Investment fund. It is the Trustees’ view that this review period remains appropriate. The first review will therefore be in November 2021. 

The Trustees believe that this level of Reserves is adequate to mitigate foreseeable risks and thereby secure the on-going operation of the charity in the face of adverse conditions. 

## **Covid-19** 

At the time of writing, the operation of the charity remains severely impacted by the Covid-19 pandemic. Due to emergency measures introduced by the government, the watchstations are limited in their operation and no fund-raising is possible. The duration and long term impact of these measures is currently unknown. 

The Trustees have regularly reviewed the increased risk to the charity caused by the significantly reduced fundraising potential in 2020/21 and remain confident that our financial position and reserves policy are adequate to secure the on-going operation of the charity. 

## **Treatment of Restricted Fixed Assets** 

Following a recommendation from the National Treasurer supported by our accountants, the Trustees approved a change in the treatment of Restricted Fixed Assets. In future, the purchase of an asset using restricted funds will be considered to meet in full the restriction imposed on the original donation. The change is detailed below: 

Before: 

- Restricted funds which are used to purchase an asset such as a Telescope, create a restricted fixed asset 

- Restricted fixed assets and non-restricted fixed assets are accounted separately 

- Sale of a restricted fixed asset creates restricted funds that must be spent in accordance with the original restriction 

- Transfer of a restricted fixed asset is difficult if that moves its use outside of the scope of the original restriction 

- This policy means that our stated restricted fund holding on the balance sheet is about £92K whereas our restricted cash holding is £16K

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

In accordance with the NCI Constitution (October 2020): 

## **Election of Trustees** 

The Charity Constitution states that there should be not less than 5 nor more than 8 elected trustees; one ex officio trustee; and not more than 3 nominated or co-opted trustees.  If the number of elected trustees falls below 5 the remaining trustee or trustees may act only to call a meeting of the charity trustees to appoint a new charity trustee. 

## **Elected Trustees** 

NCI Trustees will be elected by the member Stations at the annual general meeting and will serve a term of 3 years after which they must retire, however they may seek re-election (to a maximum of 3 terms). 

Vacancies not filled at the annual general meeting, or that occur between annual general meetings, may be filled.  The member Stations or the Trustees may at any time decide to appoint a new Trustee, whether in place of a Trustee who has retired or been removed. or as an additional Trustee, provided that the limit specified on the number of Trustees would not as a result be exceeded. 

## **Ex Officio Trustee** 

NCI’s Treasurer for the time being (‘the office holder’) shall automatically, by virtue of holding that office (‘ex officio’), be an NCI Trustee.  If unwilling to act as a Trustee, the office holder may before accepting appointment as a Trustee, give notice in writing to the Trustees their unwillingness to act in that capacity or after accepting appointment as a Trustee, resign.  The office of ex officio Trustee will then remain vacant until the office holder ceases to hold office. 

## **Nominated Trustees** 

Corporate or unincorporated bodies, agencies and other organisations (‘the appointing body’), as invited by the NCI Trustees, may each appoint one Trustee.  Any appointment must be made at a meeting held according to the ordinary practice of the appointing body. Each appointment must be for a term of 3 years.  Trustees so appointed have the same duty as the other NCI Trustees, to act in the way they decide, in good faith, would be most likely to further NCI’s purposes. 

## **Co-opted Trustees** 

NCI Trustees may at any time, also appoint other fit and proper persons as Trustees.  Co-opted Trustees shall be reappointed on an annual basis following each AGM. Trustees so appointed have the same duty as the other NCI Trustees, to act in the way they decide, in good faith, would be most likely to further NCI’s purposes.

I report to the charity trustees on my examination of the accounts of the Company for the year ended 30 September 2020. 

## **Responsibilities and basis of report** 

As the charity's trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 ('the 2006 Act'). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity's accounts as carried out under section 145 of the Charities Act 2011 ('the 2011 Act'). ## **1. ACCOUNTING POLICIES** 

## **Basis of preparing the financial statements** 

The financial statements of the charitable company, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Companies Act 2006. The financial statements have been prepared under the historical cost convention, with the exception of investments which are included at market value, as modified by the revaluation of certain assets. 

## **Income** 

All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably. 

## **Expenditure** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources. 

## **Allocation and apportionment of costs** 

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources. 

## **Tangible fixed assets** 

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life. 

Long leasehold -  at varying rates on cost Plant and machinery -  25% on reducing balance 

The cost of tangible fixed assets is their purchase price, together with incidental costs of acquisition. Assets costing less than £2,000 are not capitalised. 

## **Stocks** 

Stocks are valued at the lower of cost and net realisable value, after making due allowance for obsolete and slow moving items. 

## **Taxation** 

The charity is exempt from corporation tax on its charitable activities. 

## **Fund accounting** 

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. 

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Legacies are recognised on a case by case basis where the receipt of the legacy is considered probable and the amount can be measured reliably.  A receipt will be probable if there has been a grant of probate: the executors have established that there are sufficient assets in the estate to pay the legacy, after settling any liabilities, and any conditions attached to the legacy are either within the control of the charity or have been met.  Where legacies have been notified to the Charity, or the Charity is aware of the granting of probate and the criteria for income recognition have not been met, then the legacy is treated as a contingent asset and disclosed if material.
